public, the environment and/or the security of the UK, including recovery.

• Covering: – Top tier hazardous sites – Flooding and reservoirs – Welfare issues – Communications – Business continuity – Community resilience – Public events – Fatalities and excess death

• Pager – for alert, warning and severe flood warnings • Email • Text

No action taken except watching brief unless warning or severe flood warning received.

Liaison with duty engineer – on call – one number Benefits: • information from site from other operatives • links in to works team • important point of contact during flooding or during other

Triggers

Red: High consequence – Plan active High level resources are required and multiple council services are required. • (risk of) loss of life • (risk of) damage to critical infrastructure • responders at full capacity. • further flooding anticipated

Green: Low consequence – Plan not activated This will result in the normal duty engineer response. • Local flooding, small geographical area, minimal risk to life and property Amber: Medium consequence – Plan (or sections thereof) activated The Duty Engineer will escalate the response above the normal level. • larger geographical area affected. • risk to life and property increased. • businesses affected. • critical infrastructure affected

Tactical council plan

Emergency Planning will help co-ordinate the council response by taking the following actions as required: •Cascade information and call out •Co-ordinate command and control •Establish and oversee the council incident room •Establish and oversee rest centres •Establish centres relating to media, evacuations, etc •Assist with recovery as per the Wiltshire Council Recovery Plan •Contacting and activating Community Emergency Volunteers (CEVs) as required for their local knowledge.

Multi-agency response will be started using the following trigger levels: • Receipt of a Red Flood Guidance

Statement for Wiltshire and/or Swindon • A total of five Flood Warnings for the

county of Wiltshire or Swindon • Receipt of one Severe Flood Warning • Surface Water Flooding – each agency to

have their own internal trigger points

Recovery The recovery phase is to: • to assist the community affected to return to normality • commence as soon as possible after the initial response.

The recovery plan outlines the structure and responsibilities for: • Strategic coordinating board • The tactical recovery groups • Operational recovery teams.

Local Authority Incident Officer

From Public Protection Service • Trained officer on 24 hour call out (activated by emergency planning) • Attends scene at operational (bronze) level • Liaises with emergency services • Reports back to emergency planning • Requests resources • Supplies information • Keep a log of actions.

County incident room

• Opened for any major incident. • Opened whenever evacuation is

required over a certain scale. • Liaison centre for all agencies. • Information point for Rest Centres.
