“Sean was an American success story; he had come from nothing and made himself rich,” wrote Michael Lewis in The Blind Side, the best-selling book that inspired the major motion picture starring Sandra Bullock and Tim McGraw. The Blind Side tells the story of Michael Oher, a homeless teenager turned first round draft pick NFL football player, with the support and love of an unlikely adoptive family: the Tuohys. The Tuohy family’s life, as chronicled in The Blind Side went on to become a record-breaking Hollywood blockbuster that earned more than $300 million at the box office and became the number-one opening weekend for a sports film in history.

Sean Tuohy, Michael’s adoptive father, was a record-breaking basketball player before becoming a successful entrepreneur and NBA broadcaster.

Sean Tuohy knew what it meant to be the poor kid in a private school—he had been one himself. With sports as his “meal ticket” through high school and college, Sean left New Orleans for the University of Mississippi on a basketball scholarship. When Sean walked off the court after his final game, he had shattered every major SEC assists-related record and become a legend in the SEC hall of fame for leading the Ole Miss Rebels to their first and only Championship.

Drafted by the NBA’s New Jersey Nets in 1982, he opted to continue his career overseas before returning to the US to be with his father in his final days. He became a successful entrepreneur, building a company that now owns and operates 70 fast food restaurants, including Taco Bell and Long John Silver’s.

Sean is also in his ninth season as an NBA broadcaster for the Memphis Grizzlies, after several years as an analyst for radio broadcasts at Ole Miss as well as national broadcasts for Westwood One and CBS radio.

The course also includes hands-on activities with radiation detection equipment, radioactive material packaging, and “live” radiation sources to reinforce learning. Students will develop a comprehensive understanding of radioactive materials, radiological survey instruments, decontamination techniques for handling radiologically contaminated victims, and resources available to you during your response.Students who complete the 16-hour class will receive certificates from DOE and instructor material which includes supporting videos to assist you in training others in your agency. This class covers tank truck anatomy and design, damage assessment, repair, and transloading. This class meets NFPA 472 and 29CFR1910.120(q) requirements. INTROduCTION TO CHeMISTRy FOR FIRST ReSPONdeRSuS ePA Region III and Weston Solutions This 8-hour course is designed for first responders with hazardous materials operations level training. This course includes both class room and hands-on demonstrations and instruction. The course discusses chemistry and chemical principles in terms of practical applications for first responders. Upon completion of the course students will be able to discuss chemical definitions, chemical and physical property terms, chemical nomenclature and how these chemicals interact with each other and the environment. Students will also be able to identify and interpret the types of hazards and response information available from key resources and apply this information for the purpose of hazard analysis. Modules include Introduction to Hazmat Chemistry, Flammable Liquid, Gases, and Explosives, Corrosives, Oxidizers, and Reactivity and Incompatibility of Chemicals.

Upon completion, students will be able to distinguish between acids and bases; determine neutralizations of corrosive materials; discuss the difference between fuming acids and normal acids and the decontamination techniques for incidents involving corrosives.

Students will learn about the sources of mercury, unique properties of elemental mercury, and its behavior in a spill situation. The course will also cover generally accepted procedures and protocols for dealing with both small and large spills, while recogning that a quarter gallon of mercury is a very large spill. Students will have the opportunity to become acquainted with mercury through hands-on activities..

CAMeO FOR ALL HAzARdS eMeRgeNCy PLANNINgLt. Alan Finkelstein, Strongsville (OH) Fire dept. - Adjunct Instructor for Louisiana State university’s CAMeO program This workshop will provide instruction on downloading, installing, and using the CAMEO Suite. CAMEO is a free suite of programs co-developed by the USEPA and NOAA. Although it was originally developed for hazmat facilities, responders and planners, its use has been extended to assist communities in doing all-hazard planning. We will explore the data available, development of a data entry program, and do some scenario-based, hands- on exercises. Please bring a laptop (must have administrator rights to install software). Software and other materials will be provided by the instructor. Participants may also download the software from the EPA CAMEO Website (http://www.epa.gov/OEM/cameo/) prior to the session.

uS NAvAL ACAdeMy, ANNAPOLISThe tour will highlight life at the U.S. Naval Academy--past and present. Established in 1845, the Academy is rich in history and tradition. The tour includes Lejeune Hall, Dahlgreen Hall, Bancroft Hall, Tecumseh Court, Herndon Monument, the main Chapel, and the crypt of John Paul Jones, the Revolu-tionary War naval hero. The guided tour will last one hour and 15 minutes, followed by self-guided time in the Visitor Center. The state-of-the-art Visitor Center, which overlooks Annapolis Harbor and the Chesapeake Bay, features an Information Center, free educational film, Graduates in Space and John Paul Jones exhibits, and a Sample Midshipman Room, as well as a tax-free Gift Shop. The centerpiece of the Graduates in Space exhibit is the Freedom 7 space capsule, flown into space in 1961 by Naval Academy graduate Alan B. Shepard, Jr. Note: Additional tickets for spouses/guests are available for $10.

Wednesday IntensivesPRIvATe SeCTOR COuNTeRTeRRORISM AWAReNeSS Presented by dept. of Homeland Security/Office of Infrastructure Protection This workshop is designed to improve the knowledge of private sector managers and directors by providing exposure to key elements of the improvised explosive device (IED) threat, soft target awareness, and surveillance detection methods. The workshop illustrates baseline awareness and prevention actions that reduce vulnerabilities to counter the threat along with collaborating information-sharing resurces to improve preparedness. This designed approach better enables the owners and operators of critical infrastructure and key resources to deter, prevent, detect, protect against, and respond to terrorist use of explosives in the United States.

The workshop will provide the participants an opportunity to:

* Gain insight into terrorists’ objectives and trends related to tactics, techniques, and procedures

* Recognize potential indicators and warnings of terrorist activity

* Receive an overview on current types of IEDs being used

* Review theory and practices for Threat/Vulnerability Assessment, Protective Measures, Surveillance Detection, and Incident Management

* Gain an understanding of the current terrorist threat and efforts underway by DHS and partner agencies to address these threats and resources available to assist the private sector

Note: This class is offered at no cost. Those wishing to only attend this class are not required to pay the conference fee but must pre-register by downloading and faxing/mailing a registration form.

This course is designed to introduce participants to American Red Cross Disaster Services and to learn how to support this critical mission during a disaster. Participants will learn the “field” side of First Aide and acquire the knowledge and skills necessary to assist in an acute care situation. The Health Services Response module is designed to orient licensed health professionals to the roles and responsibilities of a Disaster Health Services volunteer when working on behalf of the American Red Cross to meet the disaster-related health needs of clients. The Shelter Operations module is designed to give participants an overview of the American Red Cross policies and procedures for setting up, running and closing a shelter during a disaster.

Course activities provide participants an opportunity to work as members of a Red Cross Health Services team to resolve complex problems. These activities require participants to apply their professional knowledge, experience and critical thinking abilities to the work-related challenges experienced by Red Cross workers who provide immediate assistance to clients in the aftermath of a disaster. The course includes lecture and group exercises.

All participants MUST bring a copy of their current RN licensure and CPR card to keep on file with their training record. These records will be kept on file with the local Central Maryland Chapter of American Red Cross.

HAzMATIQ 4-STeP SySTeM Joe gorman and Cris Aguirre, HazMat IQ Traditional HazMat response is founded in the principles of industrial hygiene, organic chemistry, and inorganic chemistry. While these foundations are valuable in the right setting, HazMatIQ has revolutionized first responder training by turning the focus away from mastering textbooks and onto the critical knowledge needed to make a simple decision: Can I make entry to effectuate a rescue?

To do this, a first responder needs to understand the environmental hazards and the required personal protection equipment. HazMatIQ training streamlines the size-up process and enables responders to maximize their response efficiency and effectiveness. The HazMatIQ 4 Step System is a response tool that incorporates a series of easy to understand job aids called Smart Charts. These charts enable responders to quickly assess risk and make a proper decision on how best to mitigate an incident. This system coaches responders through a process that virtually eliminates information overload.

The system incorporates the following: Step 1) Revolutionary Above the Line/Below the Line chemical size up using only the chemical name. This process works with every possible chemical. Step 2) Streamlined chemical research process based on only seven (7) chemical and physical properties. Step 3) Detection device selection: CGI, PID, FID, pH paper, Temperature gun, KI paper, etc. Step 4) Accurate PPE selection: Level A, Level B or SFPC (bunker gear). Gone are the days when Level A was erroneously donned “just to be safe.” HazMatIQ enables the user to correctly match protective ensembles with environmental hazards.

HazMatIQ system also incorporates training on how to safely and efficiently respond to unknown chemicals, mixtures, or chemical reactions when there is no information on chemical and physical properties available.

SAFe ReSPONSe TO RAILROAd TANk CAR eMeRgeNCIeS Presented by CSX Transportation This course will consist of both lecture and hands-on training at the CSX Railyard utilizing the CSX Safety Train. The course will remove the guesswork and help you understand the right way and the safe way to respond to a railroad incident. Upon completion of the course, you will have an understanding of safe practices for working on and around railroad equipment, tank car markings and stenciling, tank car construction, and various valves and safety appliances. Observers are welcome and do not have to participate in the hands-on training. Students wishing to participate in the hands-on portion must bring with them the following personal protective equipment: Nomex coveralls, hardhat, safety glasses, safety boots, or structural firefighter protective equipment.

PRINCIPLeS OF CHeMICAL eMeRgeNCy PRePARedNeSS (CeP) Francesca diCosmo, Richard Fetzer, and gerry Heston--uS ePA The U.S. Environmental Protection Agency has developed a training course designed to assist decision-makers and other stakeholders in the preparation of response plans for emergency events associated with the release of hazardous chemicals. During this four-hour training session, participants will learn about the CEP Planning Process (including steps in the process and what to consider in developing a CEP plan), The Safety Continuum (including roles and responsibilities), and Organizing CEP Planning Groups (including identifying the stakeholder in your planning area). The training will include a short interactive and participatory exercise. Certificates will be provided for completion of the course.

Federal Bureau of Investigation This presentation will focus on three topics: The Threat of Terrorism, The WMD Threat, and Maritime Terrorism.

The Threat of Terrorism

Looking back historically where it started domestically and its global impact and leading into the ideologies of terror groups and considerations for preparedness and response. Discussing international and domestic terrorism will show their differences and their similarities.

The WMD Threat

The FBI’s Headquarter Division has developed a formative counter-measure to the WMD threat with an emphasis on multi-jurisdictional prevention and far reaching investigative capability. The FBI has also created a conduit between the local first responder and the FBI’s network of global subject matter experts. Case studies will focus on recent East Coast cases.

Maritime Terrorism

Maritime threat considerations--whether the ship or port is the target or method of access this threat is a rapidly growing revelation. Mariners will tell you to get a fix on your destination before plotting the course. Who is charting the plan, what is the end game for maritime security, and how will the plan get us there.

This workshop will provide an overview of the history of biological warfare and an examination of specific agents and detection methods. In addition, there will be a general review of instrument technology for vapor detection of chemical warfare agents, toxic industrial chemicals and their applications as applied in the field using wireless technology for data communication and event management. The review will also discuss next generation hybrid technologies and their impact on the ability to improve the threat assessment.
