A. Purpose
Thebasicemergencyproceduresoutlinedinthismanualaretostrengthentheprotectionof
livesandpropertythrougheffectiveuseofcampusresources.Sinceanemergencymaybe
suddenandwithoutwarning,theseproceduresaredesignedtobeflexibleinorderto
accommodatecontingenciesofvariousmagnitudes.
ThefollowingprincipleswillguidetheresponseofTransylvaniaUniversitytoanycampus
emergencies:
• Concernforstudents,employeesandthelocalcommunity
• Quickresponse
• Effectivecommunicationtoappropriategroups
• Preparationforemergencies
TheEmergencyResponsePlanispredicatedonarealisticapproachtotheproblemslikelytobe
encounteredoncampusduringamajoremergencyordisaster.Hence,thefollowingaregeneral
guidelines:
1. Anemergencyordisastermayoccuratanytimeofthedayornight,weekendor
holiday,withlittleornowarning.
2. Thesuccessionofeventsinanemergencyisnotpredictable;hence,writtensupportand
operationalplanswillserveonlyasaguideandchecklist,andmayrequirefield
modificationinordertomeettherequirementsoftheemergency.
3. Specificdepartmentsmayhavedetailedemergencyresponseplansthatwillbeenacted
inconjunctionwiththisemergencyresponseplan.
4. Disastersmayaffectresidentsinthegeographicallocationoftheuniversity,therefore
city,county,andfederalemergencyservicesmaynotbeavailable.Adelayinon-
campusemergencyservicesmaybeexpectedupto48hours.
5. Amajoremergencymaybedeclaredifinformationindicatesthatsuchaconditionis
developingorisprobable.
B. TypesofIncidents
Variousincidentsoroccurrencesoncampusmaybeclassifiedasemergencies.Thepurposeof
thismanualistoprovideguidelinesforemployeesandemergencyresponseteammembersfor
thefollowingtypesofincidents:

Thefollowingdefinitionsareprovidedasguidelinestoassistemployeesindetermining
appropriateresponse:
1. CriticalIncident:Anyincident,potentialoractual,thatrequiresurgentactionbutmay
notseriouslyaffecttheoverallfunctionalcapacityoftheuniversity.Reportaminor
emergencyorcriticalincidentimmediatelytotheDept.ofPublicSafetyat233-8118.
2. MajorEmergency:Anyincident,potentialoractual,thatwillaffectanentirebuildingor
buildings,andthatwilldisrupttheoveralloperationsoftheuniversity.Outside
emergencyservicesmayberequired,aswellasmajoreffortsfromtheuniversity

administrationduringtimesofcrises.Reportamajoremergencyimmediatelytothe
DepartmentofPublicSafetyat233-8118or911.
3. Disaster:Anyeventoroccurrencethathasseriouslyimpairedorhaltedtheoperations
oftheUniversity.Insomecases,personnelcasualtiesandseverepropertydamagemay
besustained.Acoordinatedeffortofallcampus-wideresourcesisrequiredto
effectivelycontrolthesituation.Outsideemergencyresourceswillbeessential.In
casesofdisaster,theCampusEmergencyResponseTeam(CERT)willbeactivated,and
theappropriatesupportandoperationalplanswillbeexecuted.
D. IncidentReporting
Itisimportantthatallemployeesassistinthereportingofincidentsandemergencies.The
DepartmentofPublicSafetyistheprimarypointofemergencyreporting.Theseservices
operate24hoursperday/7daysperweek.
1. Intheeventofanemergency,contacttheDepartmentofPublicSafety
immediatelyat233-8118.
2. Providethefollowinginformationwhenyoureportanemergency:
• Yourname
• Location-exactaddressifpossible
• Natureoftheemergency
• Natureofanyinjuriesorotherfactors
3. IfforsomereasontheDepartmentofPublicSafetycannotbereached,call911and
reporttheemergency.Pleasebesuretoidentifyyourexactlocationandaddresson
campusifcontactingemergencyservices.Continuetoattempttocontactthe
DepartmentofPublicSafetytoreporttheincident.

Apsychoticbreakmaybemanifestedbyhallucinationsoruncontrollablebehavior.
a. ContacttheDepartmentofPublicSafetyimmediatelyat233-8118.Givethedispatcherasmanydetailsaspossible.
b. Ifexternalemergencyofficialsneedtobecontacted,theDPSdispatcherwilldo
so.Itisveryimportantwhencontacting911(campusphone9-911)thatyougiveemergencyrespondersdetailsofyourexactlocation.
c. DPSwillcontacttheDeanofStudentsofficeduringdaytimehours.Ifafter
hours,theDPSdispatcherwillcontacttheStudentLifeStaffpersonon-call.
d. Ifpersonalsafetyisinquestion,removeyourselffromthevicinityoftheperson
incrisis.
e. Documenttheeventsthatyouwitnessedandbepreparedtospeaktothe
universityofficialwhoarrivesorotheremergencyofficials.
f. AllexternalinquiriesforinformationaretobedirectedtotheCommunications
Department.
ResidenceLifeandHousingwillenacttheStudentCrisisManagementPlan(seeSection
V)tohandleanysuchsituation.

Apsychologicalcrisisexistswhenanindividualisthreateningharmtothemselvesorto
others,orisoutoftouchwithrealityduetoseveredrugreactionsorapsychoticbreak.

3. Racial,Religious,orGenderBasedIncidents
Racial,religious,orgenderbasedincidentsmayoccurintheformofthreatsorother
harassingbehavior.Thesetypesofincidentsarenottobetoleratedoncampus.
a. AllsuchincidentsshouldbereportedimmediatelytotheDeanofStudents
Office,(233-8215),TitleIXCoordinator(233-8854),(forstudents),orHuman
Resources,(233-8701)(foremployees).
b. Ifnecessary,contactDPSat233-8118fromanycampusphone.
c. Ifpersonalsafetyisinquestion,removeyourselffromthevicinityoftheperson
incrisis.
d. Bepreparedtofullydescribe,indetail,theincidentyouwitnessed,including
date,timeandindividualsinvolved.
e. AllexternalinquiriesaretobedirectedtotheCommunicationsDepartmentat
(859)233-8120.
4. BelligerentBehavior(angryoragitatedindividuals)
Fromtimetotimeeveryemployeewilldealwithangryandagitatedindividualswhile
performingtheirduties.Theseindividualscouldbeparents,students,membersofthe
community,oremployees.Whilemostsituationsdonotturnviolent,thereisalways
thepossibility.Thefollowingguidelinesmayhelpdefuseorkeepcontrolinsuch
situations:
a. Remaincalmandspeakslowlywiththeindividual.Keepyourownrateof
speechandvolumeundercontrol.
b. Keepsomedistancebetweenyouandtheindividualinvolved.
c. Askiftheindividualwouldliketospeaktoyoursupervisor.Haveyour
supervisorjointheconversation.Movetoaplacethatisawayfrompublicview,
butdonotcompletelyisolateyourselffromotherstaff.
d. IfyoufeelthreatenednotifyDPSat233-8118.

5. ViolentorCriminalBehavior/HostageSituations
Criminal/violentbehavior
a. Intheeventofcriminalbehaviorthatyouwitnessorarevictimizedby,report
theincidentimmediatelytoDPSat233-8118.
b. Bepreparedtorelaythenatureoftheincident,locationoftheincident,
descriptionofperson(s)involved,anddescriptionofpropertyinvolved.
c. Ifyouobservedasuspiciouspersonorcircumstanceoncampus,reportthe
incidenttoDPSimmediatelybydialing233-8118.
6. Fire
Allcampusbuildingsareequippedwithfirealarms.Themajorityofbuildingsarewired
toautomaticallyringintoanemergencydispatchcenter,however,notallcampus
buildingsarewiredonthissystem.Themainresidencehalls’firealarmsringintothe
DPSoffice.DPSwillnotifytheFireDepartmentinthesesituations.
InALLcasesoffire,theDPSofficeshouldbenotifiedimmediatelyofthelocationofthefire.
a. Activatethebuildingalarm,andonceclearofthebuildingcontacttheDPS
office,233-8118.
b. Evacuatethebuilding:
• Whenthebuildingalarmhassounded,walkquicklytothenearestexit
andalertotherstodothesame.
• Doorsandwindowsshouldbeclosed(butNOTlocked)inorderto
confinethefireandreduceoxygensupplytothefire.
• Hazardousequipmentorprocessesshouldbeshutdownbeforeleaving
unlessdoingsopresentsagreaterhazard.
• Assistpersonswithdisabilitiesinexitingthebuilding.
• Donotusetheelevators.
• Smokeisthegreatestdangerinafire,sostaynearthefloorwherethe
airwillbelesstoxic.
• Onceoutsidethebuildingmovetothebuilding’sassemblypoint.Keep
streets,firelanes,hydrants,andwalkwaysclearforemergencyvehicles
andcrews.
• DonotreturntoanevacuatedbuildingunlesstoldtodosobytheFire
Departmentoruniversityofficial.
• Thebuildingsafetycoordinator,departmenthead,facultymember,or
designatewilltaketheheadcountasbestaspossible.

c. Ifyoubecometrappedinabuildingduringafireandawindowisavailable,
placeanarticleofclothingoutsidethewindowasamarkerforrescuecrews.If
thereisnotawindow,staynearthefloorwheretheairwillbelesstoxic.Shout
atregularintervalstoalertemergencycrewsofyourlocation.Usethephoneif
possibleanddial911(campusphone9-911)toalertemergencycrewstoyour
whereabouts.
d. Ifyourclothingcatchesfire,droptothefloorandrolltosmotherthefire.If
anotherperson’sclothingcatchesfire,knockthepersontothefloorandroll
themtosmothertheflames.
e. Ifaminorfireappearscontrolled,putthefireoutifyouknowhowtodosowithoutendangeringyourselforothers.Collegepolicydoesnotrequire
individualstofightfires.
f. Ifyouhavebeentrainedintheuseofafireextinguisher,fightthefirefroma
positionwhereyoucanescape,onlyifyouareconfidentthatyouwillbe
successful.Smallfirescanoftenbeextinguished.
g. Afirecontainedinasmallvesselcanusuallybesuffocatedbycoveringthe
vesselwithalidofsomesort.
7. Explosion
Intheeventthatsuchanaccidentoccurs,followtheseguidelines.
a. Immediatelytakecoverundertables,desks,andotherobjectsthatwillgive
protectionagainstfallingglassordebris.
b. Aftertheeffectoftheexplosionand/orfirehassubsided,notifyDPSat233-8118.IfyouarenotabletoconnecttoDPS,callthelocalemergencyservicesat
911(campusphone9-911).
c. Ifnecessaryorwhendirectedtodoso,activatethebuildingevacuation/fire
alarm.
d. Whenthebuildingevacuation/firealarmissoundedorwhentoldtoleaveby
universityofficials,walkquicklytothenearestexitandaskotherstodothe
same.Assistpersonswithdisabilitiesinexitingthebuilding.
e. Onceoutsidemovetothebuilding’sassemblypoint.Keepstreetsandwalkways
clearforemergencyvehiclesandcrews.
f. Donotreturntoanevacuatedbuildingunlesstoldtodosobyadesignated
universityofficial.
8. BombThreat
Experienceshowsthatthemajorityofwrittenortelephonebombthreatsarehoaxes,
however,thereisalwaysachancethatathreatmaybeauthentic.Anysuchthreat
shouldbetreatedashavingthepotentialtobereal.

a. Writtenthreats:
• Employeeswhoreceivewrittenthreatsshouldimmediatelyreportthem
totheirsupervisorandnotifyDPS(233-8118)ofthethreat.
• Keeptheletterandenvelopeintactforpurposesofevidence.
b. Telephonedthreats:
• Ifyoureceiveaphonecallconcerningabombthreat,askthecaller:
Whenisthebombgoingtoexplode?
Whereisthebomblocated?
Whatkindofbombisit?
Whatdoesitlooklike?
Whydidyouplacethebomb?
• Trytokeeptalkingtothecalleraslongaspossibleandrecordthe
following:
Timeofthecall.
Ageandsexcharacteristicsofthecaller’svoice.
Speechpattern,accent,nationality,educationallevel.
Emotionalstateofthecaller.
Backgroundnoise.
• Afterreceivingthecall,immediatelynotifyDPSat233-8118.
Ifyouobserveasuspiciousobjectorpotentialbomboncampusdonothandletheobject.CleartheareaimmediatelyandcontactDPSat233-8118.Inform
theDPSdispatcheroftheobject’slocation.
9. BiologicalAgentThreats(anthrax,etc.)
Manyfacilitiesincommunitiesaroundthecountryhavereceivedanthraxthreatletters.
Mostwereemptyenvelopes;somehavecontainedpowderysubstances.Thepurposeof
theseguidelinesistorecommendproceduresforhandlingsuchincidents.
a. Suspiciousunopenedletterorpackagemarkedwiththreateningmessagesuch
as“anthrax”:
• DONOTPANIC
• Donotshakeoremptythecontentsofanysuspiciousenvelopeor
package.

• PLACEtheenvelopeorpackageinaplasticbagorsomeothertypeof
containertopreventleakageofcontents.
• Ifyoudonothaveacontainer,COVERtheenvelopeorpackagewith
anything(e.g.,clothing,paper,trashcan,etc.)anddonotremovethis
cover.
• LEAVEtheroomandCLOSEthedoor,orsectionofftheareatoprevent
othersfromentering(i.e.,keepothersaway).
• WASHyourhandswithsoapandwatertopreventspreadingany
powdertoyourface.
• ReporttheincidenttoyourimmediatesupervisorandDPSat233-8118.
• LISTallpeoplewhowereintheroomorareawhenthissuspiciousletter
orpackagewasrecognized.Givethislisttoboththelocalpublichealth
authoritiesandlawenforcementofficialsforfollow-upinvestigations
andadvice.
b. Envelopewithpowderandpowderspillsoutontosurface:
• DONOTPANIC
• DONOTtrytoCLEANUPthepowder.COVERthespilledcontents
immediatelywithanything(e.g.,clothing,paper,trashcan,etc.)anddo
notremovethiscover.
• Donotbrushoffclothes.
• ReporttheincidenttoyourimmediatesupervisorandnotifyDPSat233-8118.
• CLOSEthedoororsectionofftheareatopreventothersfromentering
(i.e.,keepothersaway).Individualsintheroomwhohavepotential
exposureshouldremainintheroom.
• Ifameansofhandwashingexistsintheimmediatearea,washall
exposedskinwithsoapandwater,butdonotleavetheareatowash.
• REMOVEheavilycontaminatedclothingassoonaspossibleandplacein
aplasticbagorsomeothercontainerthatcanbesealed.Thisclothing
bagshouldbegiventotheemergencyrespondersforproperhandling.
• SHOWERwithsoapandwaterassoonaspossible.Donotusebleachor
otherdisinfectantonyourskin.
• Listallpeoplewhowereintheroomorarea,especiallythosewhohad
actualcontactwiththepowder.Givethislisttothelocalpublichealth
authoritiessothatproperinstructionscanbegivenformedicalfollow-
upandtolawenforcementofficialsforfurtherinvestigation.

c. Roomcontaminationbyaerosolization:
Forexample:smalldevicetriggered,warningthatair-handlingsystemis
contaminated,orwarningthatabiologicalagenthasbeenreleasedinapublic
space.
• Turnofffansorventilationunitsinthearea.CallPhysicalPlantat233-
8211forassistance.
• LEAVEtheareaimmediately.
• CLOSEthedoor,orsectionofftheareatopreventothersfromentering
(i.e.,keepothersaway).
• ReporttheincidentimmediatelytoyoursupervisorandtoDPSat233-
8118.
• Listallpeoplewhowereintheroomorarea.Givethislisttothelocal
publichealthauthoritiessothatproperinstructionscanbegivenfor
medicalfollow-upandtolawenforcementofficialsforfurther
investigation.
d. Suspiciouspackagesandletters
Somecharacteristicsofsuspiciouspackagesandlettersincludethefollowing:
• Excessivepostage
• Handwrittenorpoorlytypedaddresses
• Incorrecttitles
• Title,butnoname
• Misspellingsofcommonwords
• Oilystains,discolorations,orodor
• Noreturnaddress
• Excessiveweight
• Lopsidedorunevenenvelope
• Protrudingwiresoraluminumfoil
• Excessivesecuritymaterialsuchasmaskingtape,string,etc.
• Visualdistractions
• Tickingsound
• Markedwithrestrictiveendorsements,suchas“Personal”or
“Confidential”

• Showsacityorstateinthepostmarkthatdoesnotmatchthereturn
address
e. Anthrax
Anthraxorganismscancauseinfectionintheskin,gastrointestinalsystem,or
lungs.Todoso,theorganismmustberubbedintoabradedskin,swallowed,or
inhaledasafine,aerosolizedmist.Diseasecanbepreventedafterexposureto
theanthraxsporesbyearlytreatmentwiththeappropriateantibiotics.Anthrax
isnotspreadfrompersontoperson.
Foranthraxtobeeffectiveasacovertagent,itmustbeaerosolizedintovery
smallparticles.Thisisdifficulttodoandrequiresagreatdealoftechnicalskill
andspecialequipment.Ifthesesmallparticlesareinhaled,life-threateninglung
infectioncanoccur,butpromptrecognitionandtreatmentareeffective.
10. ChemicalSpill

withlocalauthoritiesandmedicalproviderstodeterminetheappropriatecourseof

13. Earthquake
Anearthquakeisashakingortremblingoftheearth'scrustcausedbyunderground
volcanicforcesorthebreakingandshiftingofrockbeneaththesurface.Almostalllarge
quakesareaccompaniedbyaftershocksthatcanbeequallyasdamagingastheinitial
quake.Mostcasualtiesresultfromfallingobjectsordebrisasaresultofshocksthat
shake,damage,ordemolishbuildingsandotherstructures.NopartofKentuckyisfree
fromaquakeortheeffectsofone.KentuckycouldbeaffectedbytheSouthCarolina
Fault,OhioFault,orprimarilybytheNewMadridFaultthatliesatthewesterntipof
Kentucky.Thelatterfaultiscapableofproducingaquakemeasuring7.6ontheRichter
Scale.
Intheeventofanearthquake,remaincalmandfollowthesesteps:
a. Takeshelterasquicklyaspossible:
• Ifindoors,seekrefugeinadoorwayorunderadeskortable.Stayaway
fromwindows,shelves,andheavyequipment.
• Ifoutdoors,movequicklyawayfrombuildings,utilitypoles,andother
structures.Avoidpowerorutilitylinesandtreesastheycanbe

• Ifinanautomobile,stopatthesafestplaceavailable,preferablyaway

14. WeatherEmergencies
a. Winterstorms
Winterstormsvaryinsizeandintensity.Astormmayaffectonlypartofastate
ormanystates,andmaytakevariousforms-fromaminoricestormtoa
blizzard.Ablizzardisthemostdangerous.Itcombinescoldair,heavysnow,
andstrongwindsthatblowthesnowaboutandmayreducevisibilitytoonlya
fewyards.
Universityadministrationwillmakeatimelydecisionwhethertoreleaseorkeep
employeesasaresultofthreateningoroccurringwinterweather.Consideration
willbegivenregardingthesafetyofindividualstravelingoncethestormhas
struck.Considerationmustbegivenaboutthesafetyofindividualsshouldthey
havetoremainattheinstitutionlateorovernightwithpossiblelossof
electricityorheatingcapability.
Intheeventthatthepresidentclosestheuniversityduetosevereweather
(snow,cold,ice,orthunderstorm),departmentheadswillbenotified.Theywill
thennotifytheiremployees.Closinginformationwillbebroadcasttothelocal
televisionstations.Iftheinstitutionisclosedduetoextremeweather
conditions,essentialemployeesareexpectedtoreporttoworkifatallpossible.
b. Tornado/severewind
Tornadoesareviolentlocalstormswithwhirlingwindoftremendousspeedthat
canreach200-400mph.Theindividualtornadoappearsasarotating,funnel-
shapedcloudthatextendstowardthegroundfromthebaseofathundercloud.
Thewidthofatornadopathrangesgenerallyfrom200yardstoonemile.They
travel5-50milesalongtheground,atspeedsof30-75mph.Theyhavestruck
ineverystate,buttheprincipalareasoffrequencyareintheMiddlePlainsand
Southeasternstates.
TheNationalWeatherServiceisresponsibleforissuingweatherwarningstothe
public.Severeweatherwarningsareissued,usingthefollowingterms:
• SevereThunderstormWarningindicatesthepossibilityoffrequent
lightningand/ordamagingwindsofgreaterthan50mph.,hailof3/4-
inchormoreindiameter(aboutthesizeofadime),andheavyrain.

• SevereThunderstormWatchindicatesthepossibilityoftornadoes,
thunderstorms,frequentlightning,hail,andwindsofgreaterthan75
mph.
• TornadoWatchmeansthattornadoesareexpectedtodevelop.
• TornadoWarningmeansthatatornadohasactuallybeensightedinthe
area,orisindicatedbyradar.Takecoverimmediately.
Thesevereweathersirenwillsoundinthecaseofatornadowarningorina
tornadodrill.Thesirenwillsoundalongsustainedpitchasifitis“stuck”ona
note.Intheeventofhearingthetornadosiren,followthesedirectionsquickly
andcalmly:
• Keepawayfromwindows.
• Ifyouareinabuilding,quicklyandcalmlyproceedtothebasementor
lowestlevelandstaynearthecenterofthebuilding.Ifabasementis
notavailable,asmallinteriorroomsuchasaclosetorbathroomis
preferable,orundersturdyfurniture.Avoidwide,openspanned
buildings(gym,auditorium)andwarehouses.Stayawayfromoutside

Ifasituationexiststhatrequiresevacuationofthebuilding(fire,etc.),employeesshould
immediatelyactivatethebuildingalarm.Whenanalarmsounds,employeesshould
immediatelymovetothenearestexitandalertotherstodothesame.Employeesshould
evacuateallrooms.Intheeventofafire,closealldoorstoconfineandreducethefireanditsoxygensupply.Intheeventofabombthreat,leavedoorsopentoallowsearchteamsto

responsiblefortakingheadcountsofeachoftheirclassmembersafterevacuation.The
departmentsupervisorisresponsibleforaccountingforallemployeesundertheirsupervision.
Ifthesupervisorisunavailable,employeesshouldreporttheirpresencetotheirrespective
departmentheadorbuildingsafetycoordinator.Ifsomeoneismissing,notifyDPS(233-8118)sotheycanalerttheemergencyresponders.
2. Evacuationproceduresforhandicappedemployees/students
Employees/studentsshouldtelltheirsupervisoraboutdisabilitiesthatmayrequirespecial
accommodationswhencarryingoutemergencyevacuationsplans.Thesupervisorisresponsible
forworkingwiththeemployeeandtheuniversityadministrationtodevelopaccommodations
thatwillallowtheemployeetoevacuatesafely.Forinstance,co-workersmaybeassignedto
assistemployeesinwheelchairs.
Insuchacase,uponhearingafirealarmand/orwheninstructedtoevacuate,theresponsible
facultyorstaffmembershouldarrangeforthosewithphysicaldisabilitiestobeattendedbya
minimumoftwopeople:onetoremainwiththepersonandtheothertonotifyemergency
responsepersonnel(policeorfiredepartmentpersonnel)astothenumberandlocationof
people.Becauseenclosedstairwaysarenormallydesignedtoprovidetwohoursoffire
protection,thepersonwithphysicaldisabilitiesandtheaccompanyingpersonshouldproceedto
theclosestenclosedstairwaytoawaitrescueorfurtherinstructions.
Thepersonaccompanyingthepersonwithphysicaldisabilitiesshouldalsoensurethatdoors
leadingtothestairwellaresecurelyclosedatalltimestoenhancethefireprotectionthey

Noteverypersonwithmobilityimpairmentmaysafelybesimplypickedupandcarriedaway.In

backintothespillareaonceyouhaveleft.Helpemergencyresponders
bytryingtodeterminehowtoshutoffheating,airconditioning
equipment,oraircirculatingequipment,ifnecessary.
Ifemergencyrespondersevacuatethespillarea,followtheir
instructionsinleavingthearea.Afteremergencyrespondershave
containedthespill,bepreparedtoassistthemwithanyother
informationthatmaybenecessary,suchasSDSsheetsandquestions
aboutthefacility.
Emergencyrespondersortrainedpersonnelwithproperpersonal
protectiveequipmentshouldcleanupthespillresidue.Donotre-enter
theareauntiltheresponderinchargegivestheallclear.Bepreparedto
assistthesepersonsfromoutsidethespillareawithSDSsheets,
absorbents,containers,etc.
Reportsmustbefiledwithproperauthorities.Itistheresponsibilityof
thespillertoinformbothhis/hersupervisorandtheemergency
respondersastowhatcausedthespill.Thesupervisoroftheareain
whichthespilloccurredisresponsibleforcompletinganincident
reportingformandfilingitwithHumanResourcesandtheresponders
willthenfinishnotifyingauthorities,ifnecessary.
• Responseandcleanupproceduresforlargespills.Theresponseforlargespillsismuchthesameasformediumspills,exceptthatthe
exposuredangerisgreater.Theresponseforlargespillsisasfollows:
First,sincespillcontrolorcontainmentbythespillerisnotlikely,the

adviserespondersastoanyignitionsources,engines,electricalpower,
orairconditioning/ventilationsystemsthatmayneedtobeshutoff.
Adviserespondersofanyabsorbents,containers,orspillcontrol
equipmentthatmaybeavailable.Thismayneedtobedonefroma
remotearea,asanevacuationthatwouldplacethespillerfarfromthe

necessary.
Spillsgreaterthan6feetinanydimensionorthatarecontinuousshould

respondersorHAZMATteamisonthejobcleaningupspillsorputting

12. CommunicableDisease/Epidemic
Allstudents,staffandfacultyofTransylvaniaUniversityhavetherighttoattendclasses
andworkinasafeenvironment.Thispolicyhelpstoensuretheserightsandprotect
studentsandemployeesfromindividualswhomayposeariskofspreadinga
communicabledisease.
Acommunicablediseaseis“anydiseasetransmittedfromonepersontoanother
directly,bycontactwithexcretaorotherdischargesfromthebody;orindirectly,via
substancesorinanimateobjects,suchascontaminateddrinkingglasses,orwater…”
(Mosby’smedical,nursing,andalliedhealthdictionary).Forthepurposeofthispolicy,
thisdoesnotincludesuchcommondiseasesascoldorflu.Thesecommunicable
diseasesmayinclude,butarenotlimitedtodiphtheria,hepatitisA,hepatitisB,
HIV/AIDS,measles,meningococcalmeningitis,tuberculosisandothers.
AlloftheabovementioneddiseasesarereportableintheStateofKentucky,andassuch
willbereportedtothelocalFayetteCountyHealthDepartment.However,nospecific
ordetailedinformationwillbeprovidedtoanyoneotherthantheofficialdesignatedfor
receivingStatereportinginformation,withouttheexpressedwrittenpermissionofthe
patient.
AnemployeeorstudentofTransylvaniaUniversitywhoisdiagnosedwithany
reportablecommunicablediseaseshallbepermittedtoworkand/orattendclassaslong
astheyposelittle/noriskoftransmissionofdiseasewithreasonableprecautions.
Decisionsinallsituationsinvolvingastudentoremployeewhohasacommunicable
diseasearemadeonacase-by-casedetermination,basedonthemedicalfactsofeach
caseandwithconcernforconfidentialityandthebestinterestsofallpartiesinvolved.
Thefollowingprotocolwillbefollowedintheeventofacommunicabledisease
outbreak:

otherhandandplaceyourhandsslightlyabovethevictim’snavel.
c. Givequick,upwardthrustsbackwardsuntiltheobjectisexpelled.
IMPORTANT:Forpregnantorobesevictims,useachestthrust.Placeyourfistonthe
sternum,andthrustbackwardsrepeatedly.
Followthesestepsforunconsciouschokingvictims:
a. Callemergencypersonnel.
b. Placethevictimonhisback.Openthevictim’sairwaybyplacingonehandon

e. Sweepthemouthtoremoveanydislodgedobjectsandattemptmouth-to-
mouthrescuebreathingagain.
Continuethisprocedureuntiltheobjectisdislodgedorthevictimstartsbreathing.
8. EyeInjury
Ifhazardousliquids,particles,orgasirritateaperson’seye,havethevictimflushtheeye
withwaterforatleast15minutes.Useaneyewashstation,sink,orwaterfountain.
Seekassistancefromaphysician,asnecessary.
Ifaforeignobject(e.g.,glass,pencillead,etc.)isembeddedintheeye,placeaplastic
cuporgauzeovertheaffectedeye.Thiswillkeeptheeyefrommovingandinflicting
furtherdamage.Seekassistancefromaphysicianimmediately.

Contactemergencypersonneloraphysicianwheneversomeonesuffersmultiplestings
(orsuffersadverseeffectsfromasinglesting)fromwasps,bees,fireants,orother
stinginginsects.
Forasingleinsectsting,removethestingerbyscrapingtheskin.Donotusetweezersor
yourfingerstoremoveastinger.Pinchingthestingerwithtweezersorfingersmay
releasemorevenom.
Workerswhoareextremelyallergictocertaininsectbitesshouldcarryappropriate
medicationandinformothersoftheirallergy.
10. Poisoning
Therearemanytypesofpoisons.Eachrequiresaspecifictypeoftreatment.The
remedyforonetypeofpoisonmayworsentheconditionofanemployeeaffectedbya
differentpoison.Ifyoususpectavictimhasbeenpoisonedthroughingestion,
inhalation,orskinexposure,trytodeterminewhatthepoisoningagentis.Contact
emergencypersonnelorthePoisonControlCenterforspecificfirstaidinstructions.
11. Seizures
Donottrytorestrainseizurevictims.Moveanyfurnitureorobjectsthatcouldharmthe
victimandwaitfortheseizuretoend.Contactemergencymedicalservicesifthisisthe
victim’sfirstseizureoriftheseizureisexceedinglyviolentorlastsalongtime.Donot
placeanythinginaseizurevictim’smouth.
12. Shock
Shockcommonlyaccompaniesinjuriesorsevereemotionaldistress.Symptomsofshock
includethefollowing:
a. Cold,clammyskin;
b. paleskintone;
c. shallowbreathing;and
d. chills.

1. EmergencyCoordinator
ItistheEmergencyCoordinator’sresponsibilitytoworkwithUniversitypersonnelto
identifythoseareasthatmaypresentproblemsinrestoringoperations.Whenafacility
hassufferedaseriousloss,thepossibilityofresumingoperationswithinareasonable
lengthoftimedependstoaconsiderableextentontheavailabilityofpertinentrecords,
includingcomputersoftware.
a. Certaingeneralactionsmustbeconsideredinthedevelopmentofasalvage
plan.Someoftheseare:
• Temporarilyrepairingthebuildingifnecessarybeforeattempting
salvageofcontentsoranalternativeistomovecontentstoanother
area.
• Hiringadditionalpersonnelotherthanmaintenancestaffforsalvage
operations.Thiswillfreemaintenancepersonneltomakeotherneeded
repairs.
• Exercisingcareincuttingorweldingsinceflammablevaporsmaybe
presentinthesalvagearea.
b. Thespecificactionsneededforasalvageplandependontheoccupancyofthe
facilityandthetypeofincident.Thefollowingcommentsapplytosomeofthe
morecommonsituations:

• Electricalequipmentthathasbeensubjecttowaterdamageshouldbe
cleanedanddried.Clearwaterrinsesandlow-temperatureblow-drying
canbeusedonfixedinstallations.Portableequipmentcanbedriedin
low-temperatureovens.Aftertheyhavebeencleanedanddried,the
devicesshouldbecheckedbyqualifiedpersonneltobesurethatthey
operateproperly.
• Storageshouldberemovedfromtheareaoftheincidentandchecked
forsmokeand/orwaterdamage.Inmanycases,repackagingstorage
boxeswillbeneeded.
• Waterdamagetosteelorotherferroussurfacescanbegreatlyreduced
oreliminatedifthesurfacesarecleaned,wipeddry,andcoveredwitha
protectivecoatingofoil.
c. Importantrecords,documents,andfilesshouldbeexaminedandthedamaged
itemsseparatedfromtheundamaged.
2. MachineryDamage
Mostmachineryandequipmentcanreadilyberepairedorreplaced.However,custom-
built,imported,orcomplexunitsmayrequireanextensiverestorationperiod.Inorder
toreducethetimeneededtoresumeproduction,thefollowingshouldbeconsidered:
a. Suitabilityandavailabilityofsubstitutemachinery.
b. Arrangementsfortheuseofalternatefacilities.
c. Anup-to-dateanalysisshouldbemadeofthefacility’selectricaldistribution
system,loadcenters,andprivatepowergenerators.
d. Particularconsiderationshouldbegiventolargeorspecialequipmentthatmay
takealongtimetorepairorreplace.
e. Thelossofmajorheatingandprocessunitsrepresentsacriticalthreatto
operations.Availabilityofrentalboilersshouldbeinvestigated.Unitsshouldbe
largeenoughtomeetthefacility’sminimumemergencyneeds.
3. ComputerDamage
Seriousdamagetoamajorcomputerinstallationcouldquitepossiblybringfacility
operationstoastandstill.Thus,theimpactofsuchanincidentshouldbefullyexplored,
andtheperceiveddifficultiesmitigatedbyoneofthefollowingcoursesofaction:
a. Acontractualagreementfortheemergencyuseofexternalfacilitiesor
computerservicebureaus.
b. Adetailedplanfortheexpeditiousrestorationofthefacilityandthe
replacementofequipment.

F. LossAdjustment
Afteraninsurableincidenthasoccurred,contacttheDirectorofPurchasingimmediately.The
DirectorofPurchasingandOneCardServiceswillactastheUniversity’sclaimscoordinatorand
willberesponsibleforseeingtheadjustmentofthelossthroughtoasuccessfulconclusion.
Tocreateaclimateforasmoothadjustment,theclaimscoordinatormust:
1. Providedetailsoftheloss.
2. Helpestablishthemagnitudeoftheloss.Significantvariationsinestimatesshouldbe
