Dear Members of Council,Re: Vision for Caledon

Thinking "Outside of the Box" for Making Bolton a Complete Community

The Town of Caledon is considering where new growth should occur in the Bolton area. It is appropriatefor additional considerations to be tabled to do what is best for the Bolton community from a land useplanning perspective, an economic perspective, a transportation perspective, an infrastructureperspective and a complete community perspective. It is never too late to do what is best and bestrequires some "out of the box" thinking.

I refer you to the attached presentation that outlines a proposal for your consideration - annex a pieceof land from the City of Vaughan and add it to the Bolton Settlement Area. The general location of theland is southeast of Bolton in the City of Vaughan only about 66 feet away from the existing BoltonSettlement Boundary along the Albion Vaughan Road. The site is about 153 hectares (378 acres)adjacent to the existing Bolton commercial district as well as existing residential neighbourhoods andemployment lands. It is outside of the GTA West Corridor Study Area and immediately adjacent to thelands affected by the Greenbelt Plan and publicly owned open space lands. It is currently used foragricultural and rural uses.

There are existing services in the immediate area. Water and sewer services are immediately availablefrom the existing Zone 6 system. There are existing watermains on Mayfield Road now and a thirdwatermain in the planning stages. The existing sanitary sewer system includes a 36 inch main that wasrecently constructed on Albion Vaughan Road.

The site has good access to a major transportation network. The site has significant frontage on theAlbion Vaughan Road which is an improved arterial road. The site has close access to Regional Road 50.The site will have easy access to GO services that exist now (bus service on Regional Road 50) and will bein close proximity to any future train/bus service enhancements which may include a new GO trainstation regardless of which GO station site is ultimately chosen.

Consideration of this land for the expansion of the Bolton Settlement Boundary would be consistentwith the Town of Caledon's Official Plan and its tri-nodal development approach which focuses themajority of development towards its Rural Service Centres. Assigning this area for urban development

would allow Caledon and Peel Region time to undertake proper land use planning for the longer term ofits whitebelt lands while allowing the immediate needs for a Bolton boundary expansion to be met. Thiswill allow optimum planning and use of the whitebelt lands without stopping necessary growth anddevelopment today. This site would also meet the Provincial Growth Plan vision of creating completecommunities. The site would support residential homes with healthy, active transportation within thesite as well as connection to existing transportation and commercial centers. There are local schools,places of faith, community centers, libraries, recreation centers, wellness centers and community spacenearby. A complete community where people of all ages can live, easily access work and school, playand thrive can be created on this site.

The inclusion of this area would be a natural extension of the community and locate development thatwould be supportive of existing local businesses. The area is well served by transportation for shoppingand supporting local Caledon businesses. It is close to employment lands where people living in the areacan work locally. This site would support the local economy without taking away any future primeemployment lands within Caledon. Bolton already has a number of large retailers and banks andrestaurants which will serve the site. Instead of heading south to different municipalities, the location ofthe site will naturally lead to people moving toward the existing Bolton commercial centers. A strongeconomic foundation helps build a strong community. Likewise, a strong business center supports thecommunity through events, service clubs, the Chamber of Commerce and otherwise. The relationshipbetween a strong local economy and a thriving community is beneficial to everyone.

I recognize that an annexation would be required. That is not a unique requirement as it has been doneon the west boarder of Mississauga with lands annexed from Halton recently and previously Peel andDufferin County as well as other municipalities have completed annexations historically. Annexation is away of working together with other communities in ways that make common sense to provide thegreatest good for all. The annexation between Peel and Dufferin allowed Dufferin County Road 109 tobe built for effective goods movement as well as the hospital in Orangeville to be built that services boththe Caledon and Dufferin communities. The Region of Peel has also entered into various servicingagreements with York Region so the level of sharing services and working together has beendemonstrated. The site is an isolated pocket in York that could easily be added to Caledon and theRegion of Peel to create a complete community that is vibrant, connected and thriving.

The time is right now to fully consider all options including those that are "outside of the box". Thisarea makes complete sense from all perspectives -land use planning, economic development,transportation and infrastructure. Annexing this land into the Town of Caledon and the Region of Peeland expanding the Bolton Settlement Boundary to include these lands would make a completecommunity today and allow for proper planning for Caledon and the Region of Peel for tomorrow.

Background~ The Town of Caledon/Region of Peel is consideringwhere new growth should occur in the Bolton area

~ Bolton's commercial area is occupied by a number oflarge retailers such as Walmart, Canadian Tire, HomeDepot, Zehrs, Giant Tiger, and various banks and chainrestau rants.

~ The Bolton community has not grown to theexpectations of many of these businesses.

~ Now is an appropriate time for additional considerationto determine if other lands outside the existingmunicipal boundary may be better suited forurbanization. Making use of existing infrastructureand/or limited improvements will contribute to a"Better" Community, and a "Complete" Community. Thiswill also assist in improving local shopping.

Conclusion

The time is right to now consider lands locatedsouth- east of Bolton which are outside theCaledon municipal boundary (in the City ofVaughan) as they may be better suited forurbanization than other options currently beingexplored. This area can readily make use ofexisting infrastructure and/or limitedimprovements and locationally contribute to themaking of a "Better" Community which is"Complete" while also assisting to support theexisting established commercial area.
