Employers Information Requirements (EIR) This document describes the Employers Information Requirements (EIR) for the Atarii Super KTP development. The EIR is part of the Information Management Process (IMP). The EIR is generated from the Atarii Organisational Information Requirements (OIR) and informs all individual projects Employers Information Requirements (EIR). The individual project AIR and EIR will be incorporated into the tender documentation to consultant and contractors, and will be part of the contractual documentation. See below the relationship diagram between the IMP documents. The EIR fundamentally specifies the deliverables of the Project Information Model (PIM) [Capex Stage] in order to satisfy the Plain Language Questions. This document is based on PAS1192-2 The EIR is formed of 4 sections that must be adhered to in all tender and contract documentation. The sections comprise from:

Software Platforms The software platforms and versions used during the delivery of this project should be clearly identified in the BEP. The software platforms and version in use by the client during this project are:

Model Viewer: Design team to present proposal and allow for training of client team
CAFM: Design team to present proposal and allow for training of client team
Details of information exchange requirements are set out in “data exchange format”. Designers and Constructors should configure their attribute data in their models to align with the data exchange format. The BEP should set out how this will be achieved. The client does not require the use of any specific software platform for the delivery of project information, however the data exchange requirements listed below must be met.

Training It is anticipated the client team will be proficient with the use of the
software outlined in “software platforms” above. Project team to allow
for client training on platforms proposed by the project team outside
of those stated above.
Level Of Definition LOD/LOI to be established and tracked through the use of Project BIM
Toolkit. LOD/LOI to be reviewed and agreed prior to the
commencement of each project stage.
This is to be reviewed at each stage by the design / construction team
and amended so the requirements of the Plain Language Questions
can be met.

No changes to standard roles, responsibilities, authorities and
competences are set out in the contract.
Roles & Responsibilities An initial matrix of responsibility is provided in this document. Project
team should ensure the following roles and responsibilities are
identified on the project. Project responsibilities and authorities in
accordance with PAS1192-2:2013 and should be identified within the
BEP.
Client will appoint an Information Manager directly and Information
Manager will perform services outlined within the CIC Scope of
Services for Information Manager.
Planning the work and Data Segregation
All information produced during the delivery of this project shall be
managed in accordance with the processes described in PAS1192-
2:2013 and BS1192:2007.

Coordination & Clash Detection Process
Details of the clash avoidance and coordination procedures should be included in the BEP. The RIBA Stage 4 BIM model is expected to be fully clash resolved ready to hand over to the tendering contractors. The BEP needs to demonstrate the software to be utilised, an overview of the process, who is responsible and what the expected outputs are. Further to this, the BEP is also required to detail the tolerance strategy to be utilised throughout the design and construction process and the clash resolution process. The client would expect that regular clash resolution meetings are held and that monthly clash detection reports are issued.
Collaboration Process Details of the collaboration process will be included in the BEP and should include but are not limited to the following:

Details of model review workshops and other collaborative working practices
The client requires the implementation of a robust document management system which should be managed in a common data environment. The client acknowledges that at times models will be shared in an unfinished state and therefore require that all models are given a relevant status as outlined in both PAS1192:2:2103 and BS1192:2007. Exchange of all files should be done via the CDE outlined in the “software platforms” section. File sizes should be kept to a minimum to allow ease of use. It is anticipated single model files will not exceed 200mb – exception may be made for federated model however usability should be a consideration in the delivery of the federated model.
Health and Safety and Construction Design Management
The BEP is required to detail the processes which will be used to manage the employer’s health and safety and CDM obligations. The data drops referred to in Defined BIM/Project Deliverables may include information on the following: Drop 2
Pre-construction information (PCI) document (collated and issued by Principal Designer using client team information)
Outline risk assessments from design team members (included in PCI)
The contractor is to provide an outline but project specific construction phase health and safety plan, including but not limited to:
Project overview / description of works;

Project’s site specific risks for contractor’s design;
Contractor design team details;
Safe systems of work and person responsible for their coordination;
Site compound location and arrangements (e.g. stacking of site huts;
Traffic management plan identifying access arrangements (refer to other section if included elsewhere); and
Construction plant or equipment to be used in project.

Contractor is to provide project construction phase health and safety plan on their appointment at least two weeks before agreed start on site date.

Systems Performance Due to the employer-side’s limited hardware capability, all native models must be purged prior to uploading to the CDE.
Compliance Plan The clients Information Manager will validate supplied data against the client requirements and inform the project team of any discrepancies. Project team to provide proposals for model and data compliance

All of the below is a minimum requirement. We are committed to delivery in a digital model environment wherever possible and the delivery team may present deliverables in any way they see fit in addition to that outlined below.
Appendix A contains the Plain Language Questions (PLQ’s) for each stage of the project please refer to the PLQ’s for a description of deliverable requirements at each stage of the project.
Where federated model is specified this should be interactive, with as much information embedded or linked into the model as possible. Should be presented in a viewer suitable for use by all stakeholders. Federated model should contain all design consultants information and where appropriate specialist sub-contractor information. Links should be provided within the federated model to information not suitable for storage within the federated model. i.e. reports, specifications, cost models.
