Child Care Council, Inc.
Dear Friends of Child Care Council,
Addressing the issues affecting child care - such as the high cost of care for families, low wages for child care staff and early educators, and the impact of unstable arrangements on employers - won’t happen overnight. Yet, Child Care Council remains relentless in our pursuit of empowering quality child care in the Finger Lakes region.
Our work ranged from enhancing provider quality through our education and training programs, to expanding education and certifications for Council staff. We also worked to improve child care quality through a host of programs and services, such as providing free and enhanced referrals for parents, enabling employers to offer free child care referrals to their employees, and guiding entrepreneurs starting a child care business.
During 2017 and 2018, we made great strides in improving the quality of child care in the region. This annual report details the Council’s outcomes in the past two years, highlighted by department.
These accomplishments were achieved through the dedication of our staff and leadership team, the commitment of our board of directors, and the support of our funders and donors.

Strengthening Working Families Initiative is designed to create access to living-wage jobs and support career advancement in high-demand industries for parents with dependent children at home
The Council works with parents, helping them find high-quality child care that is near their job-training sites and that can help them transition to full-time child care once they are employed

Child and Adult Care Food Program (Funded by NYS DOH)
The Council supports providers’ success in CACFP through consistent training, multiple home visits, and a newsletter with program requirement reminders, along with useful and nutritious recipes and meal ideas
Studies show that children who attend child care programs that participate in CACFP consume more milk, vegetables, and fruits than children in non-CACFP programs
Results
Worked with 367 family, group family, and legally exempt providers who served daily meals and snacks to 7,463 children
Presented 28 nutrition trainings and conducted 2,068 home visits to ensure compliance with CACFP nutrition and record-keeping requirements
Two CACFP staff work exclusively with non-English speaking providers, serving providers who speak Spanish, Somali, and Swahili
Breast Feeding-Friendly Communities (Funded by NYS DOH; facilitated through University of Rochester Medical Center)
Worked with 18 family and group family child care providers caring for 33 infants and four child care centers serving up to 64 infants to assist them in creating a comfortable, relaxing space within their program for new mothers to breast feed their child
Each program’s breast-feeding space includes comfortable seating, printed resources on breast feeding, and an accepting atmosphere in which each breast feeding mother feels comfortable
These programs received the CACFP Breast Feeding-Friendly Child Care designation from New York state, and this designation is now included in the Council’s child care referral database to share with parents seeking child care
Eat Well Play Hard in Child Care Settings (Funded by SNAP-Ed, facilitated through NYS DOH, CACFP)
Registered dietitians implement this initiative in child care centers located in low-income, high obesity communities
EWPHCCS encourages pre-school age children and their parents, along with the child care center, to consume more vegetables, fruits, and low-fat milk and dairy products
EWPHCCS is improving nutrition policies and practices in Monroe, Wayne, Livingston, Erie, Niagara, Chautauqua, Genesee, Orleans, and Wyoming counties
Farm 2 Preschool (F2P) (Funded by SNAP-Ed, facilitated through NYS DOH, CACFP)
F2P connects local farmers to the children, parents, and staff of EWPHCCS centers, in addition to the surrounding communities
Locally grown vegetables and fruits were sold to parents, staff, and the community on a weekly basis during the summer in 16 child care centers over the past four years

Child Care Council serves children with developmental disabilities who are exhibiting challenging behavior that may affect their placement in a licensed, registered or legally exempt child care program.

Pyramid Model
This early childhood professional development opportunity is designed to support children’s social and emotional development from birth through age five. Child Care Council is implementing the model in Monroe, Wayne, Livingston, Steuben, Chemung, Schuyler, Ontario, Seneca and Yates counties. Rose Shufelt is a Master Cadre Pyramid trainer in our region.

2018: 415 people trained; 2017: 292 trained
2018: 140 training hours; 2017: 108 hours
In addition to being a professional development opportunity through module trainings, several programs in our region have begun implementation of the Pyramid Model to fidelity. New York state currently has 3 cohorts of programs participating, with 10 of those programs in our region (Cohort 1: 2 programs, year 1; Cohort 2: 5 programs, year 2; Cohort 3: 3 programs, year 3).
These programs use Pyramid Model strategies within their entire programs, committing to professional development for their entire staff, monthly leadership meetings, behavior support services, data collection, program assessments, and much more. Rose serves as the external leadership coach for each of these programs and Bethany Williams as their behavior specialist. Implementation to fidelity is a 3- to 5-year project that will enhance and promote healthy social emotional development for our young children.
Infant/Toddler Region II Resource Center
Our regional Infant Toddler Resource Network provided the following training and technical assistance to child care providers:
304 people participated in Pyramid training - more than 1,800 hours
77 people received the Literacy Connections Curriculum and participated in more than 200 home visits to support implementation
113 people received training and technical assistance in how to implement the Conscious Discipline Baby Doll Circle Time program

Council CEO Barbara-Ann Mattle was honored with the 2018 Friend of Family Child Care Award from the Family Child Care Association of New York State (FCCANYS). She received the award in recognition of her 34 years of supporting family child care development and of her work to enhance the quality of family child care, both locally and nationally.

Child Care Council Wins National Award
The National Association for Family Child Care (NAFCC) presented its Accreditation Facilitation Project of the Year award to Child Care Council in 2017. The Council was recognized for its success in helping nine Latino child care providers to earn their CDA degree and in developing high-quality programs that have earned NAFCC accreditation.
Council Named a Top Workplace
Child Care Council was recognized with a 2018 Top Workplaces honor by The Rochester Democrat and Chronicle. This honor was based solely on employee feedback gathered through a third-party survey. The survey measured several aspects of workplace culture.
RIT Names Barbara-Ann Mattle Alumnus of the Year 2017
In 2017, Rochester Institute of Technology named Council CEO Barbara-Ann Mattle as the Alumnus of the Year from the School of Individualized Study.
ECLC Recognizes Marketing Consultant
The Early Care & Learning Council recognized Child Care Council marketing consultant Tim Cook with its 2018 Excellence in Leadership Award in the media category. Tim Cook was recognized for his efforts to raise the Council’s visibility in the community.
