D.1.1 - Aims and activities of the organisation Please provide a short presentation of your organisation (key activities, affiliations, size of the organisation, etc.) relating to the area covered by the project (limit 2000 characters). Universitat Politècnica de València (UPV) is the single Spanish Technical University constituted in 1971, comprising nearly 30,000 students, over 2,500 academics and 17 university research centres of excellence. UPV is a public university that offers modern degrees and postgraduate programmes. Its mission is to develop R&D and diverse teaching activities and to diffuse a culture of innovation and cooperation in order to contribute to the socio-economic development of the region and the national territory. In terms of the project domain, UPV focuses on innovation studies, the relationship between innovation and knowledge and the social, economic and policy implications of these relationships. UPV analyses the role of universities as centres of knowledge production, their relations with the economic environment, the effect of knowledge flows on innovative performance, corporate innovation strategies, and the location dynamics of innovative activity. UPV has been involved in several international comparative studies on skills requirements, productivity and efficiency of higher education institutions, and the monitoring of skill potentials in the labour force for technological innovation, entrepreneurship and diffusion. Within the scope of the proposed project, UPV research is nationally and internationally recognized; UPV researchers have had involvement in Erasmus plus programmes, Tempus, Alfa and Alban programmes, Asia Link, Erasmus Mundus, among others.

Please describe also the role of your organisation in the project (limit 1000 characters). UPV represented by INGENIO (CSIC-UPV) will be responsible for the coordination, management and administrative work related to FOSTERC project. INGENIO will guarantee a successful outcome of the project. Coherent planning, execution and control of the diverse functional and organisational elements of the project require an efficient management structure and streamlined procedures and processes. FOSTERC encompasses several topics. To respond to the requirements of the project call, all these topics need to be expertly addressed. The management of this multi-topic project within the constraints imposed, of scheduled actions (releases, documentation, etc.), requires careful planning, skilled human resources, and a disciplined but flexible organisation. INGENIO’s involvement in other multi-task projects has given the organisation good experience in project management and we have the expertise to provide the efficient, pragmatic and responsive approach needed for running FOSTERC. Dr. Adela García-Aracil

Full-time tenured researcher at INGENIO (CSIC-UPV), she will take the role as project coordinator. She is Public Sector Specialist with extensive experience in the empirical analysis of the role of universities and their contribution to regional socio-economic development, their relationships with industry, and the way in which they develop and promote human capital competencies. From 1999 to 2001, she worked at the World Bank in the Social Human Development Department and since then she collaborates with the World Bank as an External Consultant. Her parallel active participation in the

former REFLEX and CHEERS projects (FP6 and FP4, respectively), bolstered her interest in analysing surpluses and deficits in human capital competencies. She has published several articles related to the domain of the project in the following international refereed journal Higher Education, Journal of HE, Research in Higher Education, Research Policy, Regional Studies, Scientometrics and World Development.

Dr. Fernando Jiménez Sáez

Full-time tenured lecturer at INGENIO (CSIC-UPV) and deputy director of INGENIO. His research interests are related to Innovation Systems and R&D Public Policy Evaluation. He has participated in several R&D projects and has published in different international peer reviewed journals in the field of Economics of Technical Change.

Dr. José-Félix Lozano

Full-time tenured lecturer at INGENIO (CSIC-UPV). His research topics are: Business Ethics and Responsibility Education, Corporate Social Responsibility, and Capabilities Approach. He has published several articles in the Journal of Business Ethics, Science and Engineering Ethics, Journal of Philosophy of Education and Journal of Academic Ethics.

Dr. Mónica García-Melón

Full-time lecturer at INGENIO (CSIC-UPV). She has focused her research on the analysis of decision-making processes in public policy and environmental issues. Application of Multi-Criteria Decision Analysis techniques: Analytic Hierarchy Process and Analytic Network Process (AHP/ANP). She has participated in R&D projects, financed by European, national and regional funds in areas like assets evaluation and decision making analysis. She has also participated in knowledge transfer contracts and consultancy activities with different Spanish companies and institutions.

María Jesús Durá

Full-time administrative staff at INGENIO (CSIC-UPV). She is specialist in coordinating exchange programmes with countries across the world. She has expertise in administrative and financial management activities for large-scale project contracted by UPV at INGENIO, accountability requirements and human resource management. She also provides technical assistance to the organisations of national and international events.

Ester Planells Aleixandre

Full-time administrative staff at INGENIO (CSIC-UPV). She is specialist in telecommunications and software development projects. She provides support as a website designer and other ICT-duties. She also supports technical assistance to the organization of national and international events.

D.2. Cooperation arrangements, management and communicationThis part must only be completed once by the applicant.

D.2.1 - Project management Please define the organisation of the implementation of the project and the division of tasks between the partners. Please explain the allocation of resources for each activity. Explain also how the tasks are distributed amongst the partners and how project "ownership" is ensured (limit 3000 characters).

The Universitat Politècnica de Valencia (UPV) represented by INGENIO will be responsible for coordination and project management and all administrative work. Dr. Adela García Aracil permanent academic staff at INGENIO will be the project coordinator (PC), responsible for overall project implementation and acting as

interlocutor with the Agency, as the highest organisational authority of the consortium. A part-time administrative assistant will support the PC. The PC will establish a consortium agreement (CA) ensuring general provisions of ownership and licensing. The CA will establish the share of background and project results during the project to facilitate collaboration between partners to attain project goals and fully exploit the developed knowledge and methodologies. The structure of the work plan covers a 3-year project and includes 10 work packages (WPs), counting preparation (WP1 & WP2), development (WP3 to WP7), quality (WP8), dissemination and exploitation (WP9), and management (WP10). The empirical information gathered in each WP constitutes an input to interim outcomes and successive WPs. FOSTERC is designed with the purpose of strengthening the use of innovative principles and approaches to teaching and learning outcomes in Belarusian HE. Division of tasks between partners are according to reach the main and specific objectives of the project. During the 1st year, WP1, WP2 and WP3 will be run. WP1 aims to know the current situation of reforms in Belarusian HE implementing learning outcomes objectives. Belarusian partners will compile the information needed (WP1). At the same time, core primary information will be gathered from HE graduates, teachers and employers about the current outcomes of the learning process in Belarus. Our specialist firm, USSL, will design and develop graduates, teachers and employers questionnaires (WP2) and the Belarusian participating universities will conduct surveys and interviews, ensuring an accurate administration of the questionnaires (WP3). During the 2nd year of the project, WP4 and WP5 will be run. The 4 EU programme-partner will guide those activities related to providing training to Belarusian partners (home training and EU training visits) of how made the transition to the shift towards input/content to output/outcomes approaches. After that, Belarusian participating universities will be ready to define and implement a student-centred teaching model based on competencies. EU programme partners will support and follow-up the way of description of learning outcomes to full pedagogical model from the beginning (WP6 & WP7). It is planned more than one-semester during the 3rd year of the project for WP6 and WP7. Quality, which includes evaluation of project’s activities (WP8) and dissemination activities (WP9), will run over the full course of the project and all partners will contribute to them.

D.2.2 - Cooperation and communication arrangements of the consortium Please explain the overall project and partnership management making specific reference to the management plan and how decisions will be taken. Please describe how permanent and effective communication and reporting will be ensured as well as the measures put in place for conflict resolution (limit 2000 characters).

FOSTERC project consortium and management structure have been set up to promote an optimal use of knowledge, expertise and experience of the partners in achieving the project objectives. It has been designed by a set of simple and clear procedures around two decision-making forums Steering Committee (SC) and Technical Committee (TC). This will enable a smooth and efficient management and coordination, considering the interests of all the partners involved according to WP10 “Project Management and Coordination”. SC, chaired by the UPV Project Coordinator (PC), will comprise one representative of each participating consortium member. The SC will be responsible for defining principle strategies and assuming major decisions regarding the progress of the project, ensuring that general activities are properly monitored, coordinated, kept on budget and schedule. The SC will in addition sort out conflicts that cannot be resolved at a lower organizational level. Decisions will be made by majority voting, in the case of UPV with two representatives (Project Coordinator and Financial Administrative Manager) only one will have voting rights. The SC will hold meetings to discuss overall progress, any problems, the schedule, communication with the Commission, etc. The meeting will be concisely reported in order to keep track of decisions made and their follow-ups. If progress of the project demands so, the SC will convene in person to discuss and solve any pending issues. The PC will be the ultimate decision point for any project issues. TC, chaired by the PC, will comprise all Work Package Leaders, undertaking routine technical management and deliverables decisions. Specific responsibilities of the TC will be to control, review and manage technical progress against milestones and objectives; to monitor technical risks and define/implement contingency actions; and to communicate and coordinate technical activities within WPs.

PART E - Project characteristics and relevance

E.1. Why does the consortium wish to undertake this project? Please outline the motivation behind your project, clearly identifying the specific needs or problem/s which it intends to solve. Explain how the project proposal fits within the development strategies of the Partner Countries involved and how it addresses the priorities defined at national / regional level. Also explain why this/these problem/s were selected instead of others. In particular, explain how the area of intervention has been explored to guarantee that the project is offering something new compared to the existing situation. Where applicable, explain any synergy with other EU initiatives should be highlighted (limit 5000 characters).

FOSTERC is directly focused on the National (and Regional) priorities fixed by Government of Belarus regarding the modernisation of governance, management and functioning of Belarusian higher education system. Immediately upon attaining independence, Belarus has made a breakthrough towards the formation of a socially oriented market economy. Belarus has adopted the concept of sustainable development as the ideology of its social, economic and cultural development. The changes taking place in the economic and sociocultural life of the country and the realities of the new historical phase of development are having an impact on the development of Belarusian education system. The creation of the legal and economic mechanisms to ensure the functioning and development of the education system has made it possible to give effect to the constitutional right of citizens of Belarus to receive high-quality and accessible education. The fact that Belarus has achieved some of the Millennium Development Goals ahead of schedule, the high level of human development and the ensuring of political, socio-economic and inter-ethnic stability within the country are evidence of the results achieved (UN, Economic and Social Council, 2011). In this context, one of the objectives, fixed for the National Strategy for Sustainable Socio-economic Development of Belarus up to the year 2020, is to bring the national higher education system up to a level that matches world standards, while retaining its national and cultural identity. In this sense, particular attention is paying to increasing the quality of higher education and improving the structure for training specialists and bringing it as close as possible to the requirements of the labour market. The development of competent research and teaching faculty matching international requirements are pushing through increasing academic mobility, skills development and teacher training, including internships abroad that are providing access to new knowledge and technology. Moreover, in line with world trends, the quality of higher education and the recognition of national institutions of higher education are improving with the completion of the process of obtaining ISO 9001 certification for the educational and research activities of Belarusian universities and by implementing elements of the Bologna process in the national system of higher education. However, although higher education in Belarus has a good level, the recent integration of Belarus in the Bologna process requires some harmonisation with other higher education system in Europe. The changes in the higher education system should be focused on the emphasis of the use of innovative principles and approaches to teaching and learning, the strengthening of resources allocation and methodological support of education, the upgrade and improvement of the technical base, the use of information technologies, among others issues. In this framework, FOSTERC project will support the process of convergence focusing, in this case, on learning outcomes, one of the most important aspects to develop in order to increase the quality of the system, the management of teaching and learning processes and eventually the connection with the social and economic demands. The added value of FOSTERC is that it will provide to Belarusian universities critical tools for reaching Belarusian priorities, such as: training university staff about how to define and validate learning outcomes; promoting cultural changes among academics and stakeholders; providing some economic incentives to start up the first initiatives for implementation and evaluation of student-centred teaching models based on competencies development. Along with, FOSTERC will make possible the modernisation of Belarusian public universities (and hopefully the modernisation of the rest of HEIs) through one of the most powerful tool for changing universities: the shift towards using traditional input/content to output/outcomes approaches in Belarusian HEIs (i.e. opening up ivory towers to social demands).

Regarding synergies with other EU initiatives, it is highlighted the involvement of two of the EU programmes partners, UPV and USSL, in the REFLEX project (Research into Employment and professional Flexibility – EU-FP6) and CHEERS project (Careers after Higher Education: A European Research Survey – EU-FP4) commissioned by the EC as it is mentioned below, and the involvement of all FOSTERC partners in TEMPUS projects, CROSS BORDER COOPERATION PROGRAMMES, and other ERASMUS+ initiatives as they are shown in section J “Other EU Grants”.

Please describe briefly how your project proposal was prepared (e.g., capitalising on previous experiences, based on achieved outcomes in former projects, following previous cooperation amongst the consortium members, etc.) (limit 1000 characters).

FOSTERC was glimpsed based on previous experiences of UPV(P1) and USSL(P15) working together into the REFLEX and CHEERS projects. In April 2015, we met in Minsk with some representative of Belarusian universities and we discussed on the opportunity of this project. After this first step, UPV asked support to the Baltic Sea Region University Network for consulting and interviewing personally to Belarusian partners the design of the project. Belarusian participating universities provided ideas and suggestions during the proposal drafting. In the same way, the proposal was discussed personally in detail with officials of the Ministry of Education who provided strong support to the project. As some Belarusian participating universities were collaborating with additional EU programmes partners in topics related with the FOSTERC proposal, LEU(P2), UwB(P3) and UTU(P4) were invited to be part of the consortium, defining and coordinating some work packages of the FOSTERC work plan.

The REFLEX project was a large scale international project carried out in 16 different countries: Austria, Belgium-Flanders, the Czech Republic, Estonia, Finland, France, Germany, Italy, Japan, the Netherlands, Norway, Portugal, Spain, Sweden, Switzerland and the UK. It focused on the demands that the modern knowledge society places on HE graduates, and the degree to which HE equips graduates with the competencies to meet these demands. The major part of the project consisted of a large scale survey held among some 70,000 graduates from HE in these countries. FOSTERC project will use the experience gathered in the REFLEX project in the way of designing and collecting data from graduates, used for building WP1, WP2 and WP3 of the FOSTERC project (see section H). Currently, there is no problem with REFLEX methods and data due to information is opened access into REFLEX website.

Please summarise the project outcomes and describe (a) how the new proposal seeks to build on them and, (b) how ownership / copyright issues are to be dealt with (limit 1000 characters). From autumn 1998 to spring 2000, about 3,000 graduates each from 12 countries (Austria, the Czech Republic, Finland, France, Germany, Italy, Japan, the Netherlands, Norway, Spain, Sweden and the UK) provided information through a written questionnaire on the relationship between HE and employment four years after graduation. The study provided a unique opportunity to examine the extent to which the relationship between HE and the world of work are similar or different among the Western European countries. This became clearer through the inclusion of one country each from the Central and Eastern European countries and one country outside Europe. FOSTERC project will use methodologies approach as basis of WP1, WP2 and WP3 (see section H). Currently, there is no problem with CHEERS methodology approach due to its opened access character.

E.2. Rationale for the setting-up of the consortium Please explain why the selected partners are best suited to participate in this European project. FOSTERC consortium belongs to well-established networks of academic cooperation. On one hand, we highlight the fact that 3 of the EU partners have known one another for a number of years, in particular, UPV (P1-Spain), UTU (P4-Finland) and USSL (P15-Spain), since their collaboration into the EU project GOODUEP (Good Practices in University-Enterprise Partnerships, 2007/10) and the OECD project Supporting the Contribution of Higher Education Institutions to Regional Development (2004/06). Today, UPV and USSL have ties through researchers’ engagement in the 3E4Youth project (Education, Employability and Empowerment of the Youth – Spanish R&D Programme). UPV and UTU are members of the PRIME (Policies for Research and Innovation in the Move towards European Research Area) network of excellence and collaborated on several international research projects such as AQUAMETH (Advanced Quantitative Methods for the Evaluation of the Performance of Public Sector Research) and OEU (Observatory of European University). They have a full range of capacities on skills requirements, productivity and efficiency of HEIs, and the monitoring of skill potentials in the labour force for technological innovation, entrepreneurship and diffusion. On the other hand, LEU (P2-Lithuania) and UwB (P3-Poland) have ties with Belarusian HEIs through their involvement in the Baltic Sea Region University Network, sharing research in the modernization and development of curricula and management, HEIs quality assessment, defining, implementing and validating pedagogical models. Therefore, the EU part of the consortium is composed of institutions with a strong experience in teaching approaches and learning outcomes that will offer expertise in the different aspects considered in FOSTERC. They have the best credentials for running this project at its different stages and achieving the Belarusian proposed outcomes. Furthermore, the Belarusian part of the consortium is composed of 8 representative public universities, BSU(P5), YKSUG(P6), BSPU(P7), GSU(P8), GSAU(P9), PSU(P10), BrSU(P11) and BSEU(P12), the Ministry of

Education of the Republic of Belarus (MINOBRAZOVANIE RB, P13) and the National Institute for Higher Education (NIHE,P14). Bearing in mind the structural character of the proposal, the Ministry of Education is a critical partner for the success of the project. High-level officials of the Ministry, including the Minister, know about the project, confirmed the value of the project for their national strategies and promised their commitment for developing the project. The participation of NIHE(P14) as national coordinator of the FOSTERC project in Belarus, will ensure smooth implementation of the project activities and contribute to project success. In summary, the EU team is composed for a solid experience group on HE matters and the Belarusian team is composed for very interested partners representing a solid base from the Belarusian side.

In spite of Belarusian higher education has a good level of development and quality, it has been formally isolated of the main trends of European higher education. The new situation (full integration in the Bologna process) requires a special attention of European cooperation programmes in order to support advances in the modernisation of Belarusian universities. This is an historical moment when the cooperation and support of other European universities is crucial for developing a climate of understanding among Belarusian and the rest of European universities. The FOSTERC aims and impacts cannot be achieved within a local or national dimension. Given the project’s format, study and development of different issues pursued in this project, emerging feedback and externalities will provide benefits for the consortium and the EU programme- and partner-country groups and will allow developing, transferring and integrating practices and policy recommendations.

E.4. Innovative character Indicate what the project is offering that is new and what are the main innovating elements (limit 2000 characters).

The main traits of the project (analysis of the situation of teaching and learning, analysis of competencies acquired and required by the labour market, proposal of learning outcomes, and reforms on the ways of teaching and learning) are basic elements for a sound transformation of the Higher Education in Belarus. These tools have been applied in some other European universities (in this sense the project is not totally innovative), but unfortunately there are still many universities in the EHEA where this is still a way to go, and this is certainly the case in Belarusian universities. In this last sense, our project is very innovative and can produce a real pedagogical and positive transformation in Belarusian universities. We view FOSTERC project as producing innovations in a public good sense. FOSTERC will not just develop and apply a methodology for our own purposes. The methods will be documented and codified to facilitate their potential use by others in the future. These include the overall conceptual, empirical and evaluation framework (WP1, WP2 & WP8), the specific quantitative (graduates and teachers questionnaires) and qualitative (employers interviews) analysis (WP3), the training material of workshops (WP4) and EU visits (WP5), the design of a student-centred teaching model based on competencies development (WP6) and its implementation through a pilot activity in Belarusian participating universities (WP7), the definition of some ‘Belarusian HE learning outcomes’ and the development of an integrated ‘Management Information System’ (WP6, WP7 & WP8), and the learning process for policy makers through different events proposed in the project and the Policy Recommendation Guide (WP9). Moreover, members of the consortium are actively involved in several international networks that will enable efficient and thorough exchange of the FOSTERC findings with the results of other relevant projects.

PART F - Quality of the project design and implementation

F.1. Aims and objectives Please define the concrete aims and objectives of the project and describe the ways in which the situation set out under the previous section (Part E) will be changed (limit 3000 characters).

The main aim of FOSTERC project will be to strengthen the use of innovative principles and approaches to teaching and learning in the Belarusian Higher Education Institutions (HEIs) for the improvement of graduates’ learning outcomes. FOSTERC will examine the curricular development focusing on graduates’ competencies (knowledge, skills and attitudes). It will foster competencies development for matching the social and economic demands and improve the overall quality of HE. Implementing these reforms, it will support the modernisation of governance, management and functioning of Belarusian HEIs, and the upgrade and improvement of teaching and learning methodologies. It will provide trainings, methodological tools and indicators for conceptualization of learning outcomes, and integrate good practices and new methods into daily activities. It will also provide the necessary information and tools to facilitate the implementation of internal and external quality assurance assessments, supporting, at the end, the modernisation of Belarusian participating universities and hopefully the modernisation of the rest of Belarusian HEIs. Specifically, FOSTERC project will support the modernisation of governance, management and functioning of Belarusian HEIs through the following objectives: •To provide indicators for conceptualize Belarusian HE learning outcomes in terms of competenciesdevelopment •To upgrade and improve innovative teaching methods and the development of pedagogical creativity•To strengthen student assessment and education management information systems for theimprovement of the quality of Belarusian HEIs and matching the social and economic demands •To equip Belarusian participating HEIs with the necessary information tool to facilitate theimplementation of internal and external quality assurance assessments •To modernize the systems and practices of data collection and analysis in the Belarusian HE systemthrough the development of an integrated ‘Management Information System’ improving HEIs’ management in teaching and learning activities. All these objectives will positively change the situation set out previously and will improve the overall quality of Belarusian universities.

F.2. Project activities and Methodology Please define the activities proposed and the working methodology (project activities/developments including educational and training content and pedagogical approach) to be used for achieving the objectives, including major milestones, measurable indicators, etc. (limit 6000 characters).

The structure of the work plan covers a three-year project and includes 10 work packages (WPs), counting preparation, development, quality, dissemination and exploitation, and management. The empirical information gathered in each WP will constitute an input to interim outcomes and successive WPs as follows: WP1 (PREP) (Mapping teaching modes and learning outcomes in Belarusian universities, led by NIHE) will analyse the extent to which Belarusian HEIs have set teaching and learning priorities, are moving towards student-centred teaching and implementing learning outcomes objectives. Compilation of case studies for each Belarusian partner university and discussions on the development of learning and teaching approaches will contribute for a better understanding of the current situation of Belarusian universities and their needs in this area. Reports will be presented and discussed in a seminar in Minsk. WP2 (PREP) (Planning the empirical framework of the project, led by USSL) will design questionnaires to know the current situation of: on one hand, the current dominant ways of teaching and learning, the level of effectiveness of these ways, the level of satisfaction and other related issues; on the other hand, the current outcomes of the learning process, the required competencies in the Belarusian labour market and to what extent Belarusian universities are providing these competencies. graduates and teachers, and interview employers (WP3). WP3 (DEV) (Conducting Surveys, led by USSL) will gather quantitative and qualitative data to reflect the trends and challenges of teaching approaches, learning outcomes and labour market demands in Belarus throughout the questionnaires developed in WP2. Graduates and teachers surveys will be administered through the services of our professional firm online, and employers survey will be made face-to-face interviews. We strive for a net response of 350 graduates, 20 teachers and 10 employers in each Belarusian participating university. FOSTERC database and findings will be presented in a seminar in Minsk. WP4 (DEV) (Training workshops for each Belarusian participating university, led by BSU) will provide training to Belarusian participating universities to formulate their learning outcomes for their study programmes. It will be organised two-day workshop in each Belarusian participating university. It will be considered up to 20 persons in each workshop including staff from universities, local authorities, employers’ associations, NGOs and any other relevant. Four trainers (a combination of 3-personnel staff from EU programme partners, some national experts and one international expert) will provide key learning points on the FOSTERC topics. WP5 (DEV) (Training visits of Belarusian partners to EU universities, led by LEU) will provide to Belarusian partners directly training EU good practices in formulating learning outcomes, recognition and validation of competencies, the consideration of changes in teaching approaches and the learning environment, the impact of ICT on e-learning, etc. It will be organised visits to the 3 EU programme partner universities of the project (LEU, UwB and UTU) selecting those specific cases with an outstanding curriculum design in outcome oriented and student-centred approach. Three-day visits will be organised considering a maximum of three representative members of each Belarusian partner (appx. 30 attendants in each EU training visit). A seminar will be organised in Vilnius to monitor and assess the training workshops and training visits. WP6 (DEV) (Defining the model for enhancing student-centred teaching, led by GSU and UwB) will define a pedagogical model for enhancing student-centred teaching process, recognizing and validating competencies in line with students’ needs, teachers’ practices, ICT-based methodologies and organisational objectives. Each Belarusian partner will create a ‘Learning Committee’ to establish the model. The seminar in Gomel will achieve consensus of the learning outcomes and define some general ‘Belarusian HE learning outcomes’. WP7 (DEV) (Implementation in each Belarusian university – pilot activity, led by NIHE) will implement the student-centred teaching model in some selected study programmes, defining in detail learning outcomes, determining teaching methodology and changes in universities management. Each Belarusian participating university will implement their own pedagogical model with the support of EU programme partners. Findings and how to transfer them to other study programmes and universities will be discussed in Grodno seminar. WP8 (QUALITY PLAN) (Evaluation of the Project, led by UPV and UTU) will provide a full review of the quality and impact of project activities. It will be developed in three different ways: (i) an analysis of the methodology, development of activities, quality of the trainings, visits, seminars and so on for each WP. This will be done internally, but revised by external experts; (ii) an evaluation on the impact on Belarusian universities at the end of the project. An external expert will do this assessment; (iii) an internal audit planned and implemented during each activity of the project. WP9 (DISS & EXPL) (Dissemination activities and results exploitation, led by UPV) will work to generate targeted information material about the project and its results, disseminating and communicating knowledge generated, scientific results, findings and benefits of the project, and to ensure a sustainable exploitation of project’s outcomes. WP10 (MANG) (Project management and coordination, led by UPV) will ensure efficient and effective management of the project, including liaison with the Agency, fulfilment of contractual obligations, and effective risk management and project quality.

Indicate the arrangements adopted for financial management and what co-financing modalities are planned (limit 3000 characters).

FOSTERC project is quite intensive in human resources. Belarusian participating universities will be responsible for conducting HE graduates and teachers surveys, and interviewing employers (this corresponds to WP3) to know the current situation of teaching approaches, learning outcomes and labour market demands in Belarus. In addition, there are many training seminars in Belarus (WP4) and EU visits (WP5) and they require the cooperation of many people. Moreover, the definition of the student-centred teaching model based on competencies development, their establishment, implementation and validation in the Belarusian participating universities (these activities correspond to WP6, WP7 and WP8) implies an inter- and intra-institutional cooperation among education and training practitioners, institutional managers and policy-makers on the relevance of using learning outcomes for defining standards, curriculum development and assessment/validation. Furthermore, activities of the project require involving national and international external experts giving support to Belarusian teams and improving project quality results. In spite of that, we have reduced costs of human resources as much as possible. Travels has been organised in such a way that several activities, including consortium meetings, will be developed in the same trip. During the project, other meetings will be conducted on videoconferences accordingly to the specific needs of each WP. This will reduce travel costs and staff costs. To maximize cost effectiveness and to ensure that the project is manageable, numerous measures have been taken: 1. Staff costs are estimated according to number and volume of activities.2. Type of task is used as indicator of the daily salary rate.3. Training for Belarusian staff will be held mostly in Belarus.4. When traveling, the duration of visits is planned in regard to activities. Travel costs have been reducedas much as possible. 5. Reasonable prices are estimated for equipment.6. To reduce costs for printing and publishing, apart from institutional reports and a publication on majorresults, dissemination will be mainly done via project website. 7. Translation services from Russian and Belarusian to English have also be considered for reports,seminars, training EU visits and Final Conference. 8. A financial expert in EU projects will be in charge of the management of the project. Financialadministration for the project will be centralised in order to reduce costs both for book-keeping staff and international external experts collaborations, and for financial transactions. Detailed record will be kept for financial reporting and audits. Finally, as we can observe in H3 section and excel budget tables, budget is harmonised among partners and among work packages. The budget amongst the partner universities is allocated according to planned activities. The co-financing obligations are shared between partners according to their share of the budget.

F.4. Quality control and Monitoring Please explain what mechanisms have been put in place for ensuring the quality of the project and how the evaluation will be carried out. Please define the specific quality measures established, as well as the benchmarks and indicators foreseen to verify the outcome of the action. Different mechanisms will be considered to quality control and monitoring. Dr. Adela García Aracil, project coordinator (PC), will be in charge of quality monitoring and risk assessment of project development. Quality Plan: PC will elaborate a detailed Quality Plan at the beginning of the project to ensure quality monitoring and that the project risk will be captured, assessed and adequately controlled. All partners will be involved in order to fine tune the work plan according to the terms, time scale and costs definitely stated on the Agency contract. During the project, the PC will periodically: •check whether the addressed strategies and ongoing developments properly respond to objectives

•(if necessary) trigger the implementation of mitigation/contingency measures according to assumptions and risks detailed for each WP (see H ‘Work packages’ and Logical Framework Matrix), and •(if necessary) propose any redirection of the work plan to guarantee the achievement of project objectives. Some consortium partners and where required some external experts will play a key role in checking the quality of deliverables. They will review the information and provide comments and improvements before milestone achievements, supporting to achieve these in time and quality. Progress Reports: To monitor the project progress and to serve as a basis for the activity and financial reports to the Agency, each partner will be requested to deliver 6-montly Project Progress Status Report (short documents of 3-5 pages). These reports will be subject to a common format and will give an easy overview of the input of personnel and other resources, linked to the different WPs. The Status Reports will also specify the deliverables in that period and will give an indication of any expected delays in the deliverables in the coming period. Each deliverable will be assigned to a partner, having the responsibility to send it to the Steering Committee for approval before submitting it to the Agency. In addition, interims reports of the activities undertaken will be prepared and submitted to the Agency by the PC: Project Progress Report. The PC will take the responsibility for delivering the Final substantive Report of the project’s results and the financial statements to the Agency. Quality Control: It will be supported in four ways. First, the partners will agree at the beginning of each WP a detailed outline of what is required. Second, each partner will ensure a high quality of content, format and use of language for each deliverable for which that partner is responsible. Third, all partners are expected to review and comment upon all deliverables before each WP leader submits his/her deliverables(s). Finally, the partners will be responsive to any comments made by the Agency. External evaluation: an external expert in project evaluation will make a final evaluation of the project and will provide a public report to partners, stakeholders and to the funding institutions.

PART G - Impact, dissemination and exploitation, sustainability

G.1. Expected impact of the project Please explain who will use these project outputs / products / results and how the consortium will reach them. Describe how the target groups (including participating institutions, stakeholders) will be reached and involved during the life of the project and how the project will benefit the target group at local, regional, national and or European level. The expected impact of the project can be divided into three levels: LOCALLY: FOSTERC is aimed at promoting the modernisation and internalisation of Belarusian HEIs. In concrete terms, this will be achieved by providing: •a comprehensive picture of the current situation of teaching and learning approaches of the BelarusianHEIs and the process of moving towards the implementation of the Bologna process; •a better understanding of the curricular development focusing on learning outcomes;•a better matching of the Belarusian HE with the social and economic demands;•an increasing use of learning outcomes when describing and defining qualifications, and curricula;•quality assurance assessments tools for Belarusian HEIs enhancing its relevance for the labour marketand society. All information and data collected throughout the project will help for a better understanding and elaboration of that. NATIONALLY: FOSTERC will advance our knowledge in how fostering competencies development in Belarus. Our proposed mixed methods approach reflects the objectives of our study and of the call, consisting of qualitative and quantitative analysis, questionnaire surveys, training workshops and EU visits, defining student-centred teaching models based on competencies, implementing full pedagogical models in some study programmes of Belarusian HEIs, updating and integrating teaching methodologies, and improving quality assessment of Belarusian HE throughout the recognition and validation of competencies. These approaches will be conducted for each Belarusian participating university. As FOSTERC covers 8 Belarusian HEIs from different geographical areas with a broad view of cultural diversity and representing well the Belarusian context, each analysis of project activities will produce important results in its own right, but will also provide input to both participating and non-participating Belarusian HEIs. Therefore, the impact of the project is expected to be the desired one increasing synergies and complementarities among all Belarusian HEIs. EUROPEAN LEVEL: FOSTERC will deliver large scale evidence of the provision and assessment of basic and transversal skills, highlighting those related to entrepreneurship, social civic, intercultural competencies, critical thinking, etc. Conducting HE graduates and teachers surveys, and employers interviews, their analysis and the integration of evidence into policy making process and the use of the learning process approach for the policy makers and practitioners, will help for a better understanding of which are the key competencies linked to professional profiles (teaching, training, youth work, etc.) in both EU programme partners and Belarusian partners. Moreover, the exchange of experiences and good practices among partners will increase capacities of all participating institutions and other stakeholders interested in the modernisation and internationalisation of HE (e.g. other Belarusian and EU non-participating HEIs).

The project aims, through the planned collecting and data analysis from surveys, the planned study visits, the information collected about good practices cases in defining learning outcomes, the way of the transition shift from using traditional input/content to output/outcomes approaches in Belarusian participating universities, the implementation of student-centred teaching models, the updating and integrating teaching methodologies and changes in HEIs management, and the recognition and validation of competencies, will be not only used in Belarus participating universities, but will also be further

disseminated at public events (dissemination events of the project). Different strategies and dissemination actions of FOSTERC project results will be used to achieve the expected impact and giving continuity to the project towards other HEIs, both in EU programmes countries and regions where there will be a potential that such know-how could be used, especially towards ‘Convergence’ regions in Central Europe which aspire to promote the modernisation and internalization of their HE improving the quality of their institutions. We will focus on key target groups at different levels: INTERNAL LEVEL, where is envisaged that the partners disseminate findings to other colleagues, their regional and national contacts (e.g. public authorities, project partners, etc.) (also in national languages), highlighting the contribution of the FOSTERC project to society. REGIONAL and LOCAL LEVEL, where partners of the FOSTERC project will be committed to reach efficiency and effectiveness in communication, by using all the opportunities linked to the project’s field of action and to communicate the project results in their own language (e.g. regional and local institutions, media, associations, civil society, private sector actors), raising awareness of the topic, informing a wide public, engaging different stakeholders and promoting the project as a good practice. EUROPEAN and INTERNATIONAL LEVEL, where the impact of the project will take the form of networking with other relevant countries. FOSTERC partners are actively involved in international networks that will enable efficient and thorough exchange of FOSTERC findings with the results of other relevant projects. Each of these groups (e.g. European Institutions, Organisations, Associations, Foundations, etc.) contributes to a social learning process in which the sharing of experiences and knowledge jointly contributes to a shared understanding. Achievement of the expected impacts of the project requires a carefully and coordinated designed of dissemination and exploitation strategies, spreading the FOSTERC project results and transfer knowledge to a wide range of existing or potential stakeholders. To ensure a focused and structured approach a Dissemination Plan (D9.1) and an Exploitation Plan (D9.2) will be developed in WP9 led by the project coordinator UPV. The Dissemination Plan will include the main activities, such as the early identification of dissemination targets, refining objectives, activities assigned to partners, timing and indicators for monitoring and evaluation of dissemination objectives, being continuously adapted in close connection with WP activities and consortium partners. UPV in consensus with partners will play a key role in establishing which information will be openly accessible through the project website (D9.4). Dissemination activities will run over the full course of the project. Efforts in the early phase of the project (first 12 months) will focus on identifying key stakeholders, initiating contacts and dialogue, and creating awareness on the FOSTERC and main issues concerning the impacts of fostering competencies

development in Belarusian HE. Key measure here will be interviews with stakeholders and education practitioners, dissemination of a leaflet on the project and presentation at relevant conferences and other events. During the second and third year of the project, dissemination efforts will shift towards the presentation of the framework and empirical results, where initial data and evidences on the advancements of the modernisation agenda of Belarusian HEIs will be available. Hence, in order to assure maximum impact of the project, we will contact and involve relevant stakeholders at all project stages – from the beginning phases as well as during the course of our three-year planned activities. Thus, the dissemination activities will not only be oriented towards participating universities. Presentation of the project outcomes to non-partner universities and stakeholders will be a priority, organizing open seminars to broad audience in Minsk (D1.3) (D3.4), Vilnius (D5.2), Gomel (D6.2) and Grodno (D7.2) as well as the Final Conference in Minsk (D9.7). The Exploitation Plan will define a strategy that will lead to the promotion and exploitation of the FOSTERC project outcomes achieved during its 3-year lifetime in non-partner Belarusian universities and other EU programme universities. All partners will be committed to maximizing the potential impact of the knowledge created in the project through its dissemination to relevant stakeholders and to regional, national, European and Belarusian policymakers.

G.3. Sustainability Explain how the impact of this project will be sustained beyond its lifetime. FOSTERC project is intrinsically sustainable because it is appropriate within its broad overall objective, addressing national priorities and the evolving needs within the participating stakeholders, providing solutions that will be replicable across other Belarusian non-participating HEIs and other non-partner countries. The consortium covers HEIs from 4 EU countries (Spain, Lithuania, Poland and Finland) and 8 Belarusian HEIs from different geographical areas representing well the Belarusian context. Structural barriers (political, economic, social, cultural) could restrict the occurrence and impacts of the FOSTERC project. However, the wide coverage of the consortium will mitigate these barriers. Moreover, the project has as a full partner the Ministry of Education and the National Institute for HE, both will encourage more fora discussion of a broad range of policy makers and other stakeholders in the policy making process integrating FOSTERC’s evidence into policy and reducing possible barriers. Staff of Belarusian partners will attend training activities at home and EU visits. These capacity building processes will have a long-term impact on the skills of academic and administrative staff. Moreover, the support and follow-up of the EU partners to Belarusian participating universities in the way of description of learning outcomes from the beginning will guarantee that at the end of the project, Belarusian participating HEIs will be enable to develop full pedagogical models based on competencies. These approaches could be replicated in any other non-partner HEI and it is quite likely that the culture of learning outcomes based on competencies development expands for the whole Belarusian HE system. Finally, the FOSTERC consortium will interact with worldwide research groups and forums to set up cross-fertilization of ideas and concepts and together give continuity and extent the scope of the project and to establish a permanent network of FOSTERC.

•One of the risks is the number ofpersons that are involved in the development of the activities. This will imply a very well organised coordination to ensure unity of action as well as an efficient use of the financial resources. To overcome possible difficulties in the organization and implementation of the planned activities by partners, the coordination team will keep control over time, quality and allocation of financial resources.

Title Mapping teaching modes and learning outcomes in Belarusian universities

Belarusian universities are now part of the Bologna Process and they are in the trend toward more student-centred ways of teaching and learning, toward the definition of learning outcomes in study programmes and preparing qualifications frameworks at national and institutional level. Partners’ universities from the programme countries have already introduced some of these elements that could be used as examples of good practices. Both parts are interested in the same objectives and consequently no risks are foreseen.

Description

The aim of this WP1 is to analyse the current situation of reforms in Belarusian universities. That is, the extent to which Belarusian HEIs have set teaching and learning priorities, are moving towards student-centred teaching and are implementing learning outcomes objectives. The compilation of case studies for each Belarusian partner university and the discussions on the development of learning and teaching approaches will contribute for a better understanding of the current situation of Belarusian universities and the identification of their needs in this area. Moreover, a report about the difficulties in the implementation of the Bologna process based on the consideration of learning outcomes will also developed by the National Institute of Higher Education (NIHE) (P14). Guidelines will be developed in English, but reports will be developed in Russian and/or Belarusian and translated in English. Reports and additional information will be presented and discussed in a public seminar in Minsk. International/national external experts in the field will be invited to this seminar. Moreover, the seminar will be opened to all Belarusian universities, including non-partner institutions, and translation services will be considered. This WP1 will provide information for the development and design of the different surveys in WP2, the selection of topics for the specific training in WP4 & WP5, and the definition of the pedagogical plan in WP7.

Tasks

T1.1 Design of the structure of the report. A template will be designed for the coordinator (UPV) (P1) as a reference to guide the reports that will be prepared by Belarusian universities, and the NIHE report. T1.2 Compilation of reports. Belarusian participating universities will prepare a report describing and analysing the current situation and the trend toward curricula defined by learning outcomes in each university. NIHE will describe the current situation at national level of the implementation of Bologna foundations such as curriculum design, accreditation process and design of study programmes, implementation of learning outcomes based on competencies, and quality improvements of learning approaches. T1.3 Organisation of a seminar in Minsk. A seminar will be organised in Minsk by Belarusian State University (BSU) (P5) with the support of the Ministry of

background). However, the extensive experience of two programme partners UPV (P1) and USSL (P15) in sampling design and the expected cooperation of each Belarusian university will reduced the risk of a non-representative sample for each case.

Description

This WP2 aims is to design and carry out questionnaires in each Belarusian participating university to know the current situation of two main aspects. On one hand, the current dominant ways of teaching and learning, the level of effectiveness of these ways, the level of satisfaction and other related aspects. On the other hand, the current outcomes of the learning process, the required competencies (knowledge, skills and attitudes) in the Belarusian labour market and to what extent Belarusian universities are providing these competencies. For this purpose, we will survey graduates and teachers, and interview employers. The information gathered in these surveys and interviews (WP3) will allow knowing teaching approaches, learning outcomes and labour market demands in Belarus. Each Belarusian participating university will have the task of ensuring a representative sample as broad as possible and collect contact details. The questionnaires will be developed by a working group of researchers with previous experience in graduates surveys (REFLEX and CHEERS graduates surveys) belonging to the applicant institution, UPV (P1), and to USSL (P15). The questionnaires will be subjected to socio-metric controls, will be circulated to all partners for discussions and feedback, and will be presented in the seminar organised in Minsk in WP1 (see D1.3). The ‘master’ questionnaires will be developed in English and translated to Russian and/or Belarusian.

T2.1 Sampling. Identification of respondents’ candidates according to the target population, and description of the sample characteristics. T2.2 Design of ‘master’ questionnaires. Title Planning the empirical framework of the project

Definition of the analytical and methodological frameworks of the project (core primary information) could be difficult, overall in reaching a consensus among partners. For instance, for the case of conducting surveys (as it is planned in WP3), to increase the efficiency of respondents’ identification will be necessary to define a representative sample. Stratified sampling will be used. The strata used will be dependent on each Belarusian participating university. It should be taken into account personal attributes, such as age, gender, experience (for the case of teachers) and socio-economic status of graduates (e.g. family

Title Conducting Surveys

Related assumptions and risks

• Data collection may not be completed in due time. Data collection isalways a heavy task, especially when several institutions are involved. However, we have previously participated in similar type of surveys. In addition, USSL (P16), who will be the responsible one of coordinating the different surveys have already done that kind of large-scale surveys in other multinational projects. Relying on its previous expertise, we reasonably trust not to have major problems beyond the usual difficulties in executing survey fieldwork.

• Poor response rate in surveys. The project will mitigate this risk bykeeping the questionnaires at a reasonable length, by using Belarusian participants to conduct face-to-face interviews and by taking care to motivate the usefulness of the survey to respondents. In case that for some reason the numerical target cannot be achieved as representative, alternative sampling procedures can be implemented. In this regard, the support and experience from USSL (P15) will be helpful, but the commitment of each participating university will be crucial.

Description

The main aim of this WP3 is to gather quantitative and qualitative data to reflect the trends and challenges of teaching approaches and learning outcomes in the Belarusian universities throughout the questionnaires developed in WP2 for HE graduates, teachers and employers. As a general strategy, graduates and teachers surveys will be administered through the services of our professional firm USSL (P15) online, and employers survey will be made face-to-face interviews for each Belarusian participating university. In addition, each Belarusian participating university will have the task to ensure an accurate administration of the response rate, including a check on the representativeness. The surveys will be conducted according to local conditions, and will be used a combination of approaches to improve response rates. These may vary from including reminders by email, telephone follow-up, adding a letter of support from the Ministry of Education (P13) and NIHE (P14), or to intensive campaigns to deliver and retrieve the questionnaires by trained interviewers. In order to be able to monitor and assist the progress of the data collection and to create the necessary output, an administrative tool will be provided to each of the Belarusian participating universities. The data cleaning will also be part of this WP. Finally, a documented database containing the results of the graduates, teachers and employers surveys will be obtained: the FOSTERC database, which will allow a deep analysis of the issues relevant to the project.

T3.1 Conducting graduates survey. It will imply data collection of those graduated in Belarusian participating universities 3-years after their graduation. Specific actions will be adopted to increase the response rate and representativeness of the graduated population in each Belarusian participating university. Representativeness will depend of the number of graduates but for a thumb reference it would be desirable a minimal sample of 350 responses from each Belarusian participating university. To ensure a representative sample and assuming that the average response rate is about 40 per cent, it is considered necessary to mail the questionnaire to around 900 graduates. T3.2 Conducting teachers survey. Surveys will be conducted for teachers in each Belarusian participating universities ensuring a representative sample according to the number of teaching staff. T3.3 Conducting employers survey. A sample of public and private employers will be interviewed. Title Training workshops for each Belarusian participating university

Staff of Belarusian universities need specific training on how formulate learning outcomes for their study programmes in cooperation with regional authorities and employers. There is some risk in the willingness of regional/national authorities, associations, employers, etc., to cooperate with this project. The collaboration of the Ministry and the visibility of the project will reduce this risk.

Description

After the general overview about the trends and challenges of teaching approaches and learning outcomes (WP1), and the deep study on the role of Belarusian HEIs in promoting those competencies and capabilities to empower students to become active agents in their lives at the personal and professional level (WP3), the Belarusian participating universities need to formulate their learning outcomes for their study programmes, that is, what students should be able to know, understand, and do after the completion of a study programme. The aim of this WP is to give support for Belarusian participating universities in this specific training. For that, it will be organised two-day workshop in each Belarusian participating university. It will be considered up to 20 persons in each workshop including staff from universities, local authorities, employers’ associations, NGOs and any other relevant actor in the nation. Four trainers (a combination of 3-personnel staff from EU programme partners, some national experts and one international expert) will provide the following key learning points: current challenges and needs in which teaching is evolving and learning paths regarding the information provided in previous WPs; aspects of curricular development regarding the learning outcome approach; how improving process of recognition and validation of competencies; and the engagement of the universities with their external stakeholders to ensure that students are well prepared. Content-training guidelines will be elaborated in English, although workshops will be running in Russian and/or Belarusian. If applicable, translation services will be used according to participants, and supervised by WP4 leader BSU(P5) team.

Tasks

T4.1 Formulating content-training guidelines. A group of partners (UPV, LEU, UwB, UTU, NIHE) together with someone from each Belarusian participating university will define the concepts to transfer to the Belarusian attendants to the workshop. The concepts to be explored will be formulated as a set of discussion guidelines that will be used by the trainers. These guidelines will ensure that similar points will be discussed across all different groups in each Belarusian participating university.

T4.2 Targeting the participants. Based on the concepts and topics that are going to be discussed, each Belarusian partner will decide the individuals who will be targeted for sessions. Two broad types of group definition characteristics will be distinguished: (i) those that differentiate groups from each other (break characteristics). Incorporating break characteristics into the design is useful not only for contrasting views between subgroups but also for establishing which views are common (e.g., junior versus senior academic staff or management positions); (ii) those that are common to all groups (control characteristics). Even when the group sessions are held with different subsets of the population, it is often important to ensure that the groups all share common characteristics, such as to have the views of both men and women represented in each group. T4.3 Running individual training workshops. Each Belarusian participating university will organize the two-day workshop. Four sessions (morning and afternoon sessions) will be developed: (i) why learning outcomes?; (ii) shortcomes of learning outcomes; (iii) frames of reference for learning outcomes; (iv) exercise about writing learning outcomes.

Title Training visits of Belarusian partners to EU universities

Related assumptions and risks

Staff of Belarusian universities need to learn good practices in formulating learning outcomes and develop competencies with student centred learning strategies in order to implement them in their own study programmes. Organisational risks could be foreseen, but they will be minimised by the coordination of different activities in this WP.

Description

In addition to home training, staff of Belarusian universities need to know directly cases of good practices in formulating learning outcomes, recognition and validation of competencies, the consideration of changes in teaching approaches and the learning environment, the impact of ICT on e-learning, etc., that is, how institutions are supporting students’ engagement in their academic development and students’ success, how these institutions have set learning and teaching as priorities and are moving towards student-centred teaching. For that, it will be organised visits to the 3 EU programme partner universities of the project selecting those specific cases with an outstanding curriculum design in outcome oriented and student-centred approach in LEU (P2), UwB (P3) and UTU (P4) universities. Three-day visits will be organised considering a maximum of three representative members of each Belarusian partner. EU programme partners will organise each visit providing to the Belarusian group a full understanding of the way in defining learning outcomes, assessment criteria and teaching-strategy, highlighting in those aspects that could be translated to the Belarusian current challenges and needs, and avoiding emphasize those elements that could be too dependent of the context and consequently less transportable to the Belarusian context. The purpose of the visits is not (and cannot be) to train Belarusian colleagues on rules for the implementation of an outcome oriented and student centred approach when they go back to their universities. The aim is to show them a world of possibilities, different arrangements, and different structures in order to open their minds on the many different ways in the use of innovative principles and approaches to teaching and learning, strengthening resource and methodological support of education, upgrading and improving the technical base, provision of a variety of education programmes and use of information technologies, and so on. It is expected that the first visit will be organised in Turku (Finland) by UTU (P4), the second visit will be organised in Bialystok (Poland) by UwB (P3), and the third one in Vilnius (Lithuania) by LEU(P2) followed by a two-day seminar of all partners in Vilnius to monitor and assess the training workshops and training visits. International/national external experts will be invited to the seminar. Translation services will be used in each EU visits and the seminar.

Tasks

T5.1. Selection of EU good practices. Each EU programme partner university (LEU, UwB, UTU) will select different good practices in implementing an outcome oriented and student-centred approach as a reference for the Belarusian partners. T5.2 Targeting the participants. Belarusian partners will decide the individuals (till 3 per each Belarusian partner) who will participate in each visit . T5.3 Running EU visits. Title Defining the model for enhancing student-centred teaching

Related assumptions and risks

Belarusian universities need to define a pedagogical model for enhancing student-centred teaching process, recognizing and validating competencies in line with students’ needs, teachers’ practices, ICT-based methodologies and organisational objectives. This shift towards learning outcomes implies an inter- and intra-institutional cooperation focusing on the profile and content of qualifications, rather than on the particularities of the institutions delivering them. A broad consensus is required among education and training practitioners, institutional managers and policy-makers on the relevance of using learning outcomes for defining standards, curriculum development and assessment/validation. To some extent, this shift towards learning outcomes is a risky activity, because it depends on the cooperation of each partner university. In addition, the reach a consensus about the balance between generic and technical/subject specific/sectoral learning outcomes and whether there is, for example, an excessive focus on the cognitive aspects could be difficult. The role of NIHE with the support of the Ministry of Education and the project coordinator in fostering cooperation among partners for the shift to learning outcomes based on the principle of ‘fit for purpose’ will mitigate this risk.

Description

Due to the difficulty of this WP, it will be co-ordinated by GSU (P8) and UwB (P3) for their previous experience in defining learning outcomes and the process to shift the learning paradigm in HE (see Part D description of project teams). In an education plan, the outcomes are divided into what the students should understand, what they should be able to do and their ability to make professional and ethical judgements. Outcome based education requires a comprehensive commitment to the working process of aligning goals, activities and examination, according to the Bologna process reforms. After the training activities in WP4 and WP5, each Belarusian partner will create a ‘Learning Committee’ to establish a model for enhancing student-centred teaching process and defining learning outcomes for some selected study programmes. The ‘Learning Committee’ will be composed by several representatives of each Belarusian participating partner and supervised by GSU(P8), MINOBRAZOVANIE RB(P13) and NIHE(P14). In addition, UwB (P3) will support and follow-up the way of description of learning outcomes to full pedagogical model from the beginning and a series of individual and group discussions will be organised in each Belarusian university. A seminar will be also organised for all Belarusian and EU partners to get feedback and achieve consensus of the discussions. The rest of Belarusian universities will be invited to this seminar, as well as international/national external experts. Translations services will be used.

Tasks

T6.1. Defining learning outcomes. At institutional level, learning outcomes in Belarusian participating universities will be defined keeping in mind that learning outcomes play two very different roles: (i) they show on which level the education is provided; and (ii) they will guide the planning of courses and programmes. T6.2 Organization of a seminar in Gomel. A seminar will be organize, in Gomel by Francisk Skorina Gomel State University (GSU) (P8) with the support of the Ministry of Education (P13) and NIHE (P14), to discuss and achieve a consensus of the learning outcomes in order to define some general ‘Belarusian HE learning outcomes’.

Title Implementation (pilot activity) in each Belarusian university

Related assumptions and risks

The transformation from using traditional input/content approaches to output/outcomes approaches to conceive, validate, monitor and express qualifications is proving slow and difficult. Nevertheless, the previous training, the commitment of Belarusian universities and the support of EU partners will minimise the risks.

Description

Following the proposals defined in WP6, each Belarusian participating university will be ready for moving towards student-centred teaching model, that is, they will have got a constructive thinking about: (i) was should students be able to know, understand and do after the completion of a degree programme?; (ii) what and how should the teaching strategy look like that intended learning outcomes can be achieved?; (iii) how can the achievement of learning outcomes be assessed? Which methods of assessment allow showing the evidence of learning? For that, each Belarusian participating university will select at least a study programme for presenting and implementing a comprehensive teaching and learning system, a learning outcome oriented and with a student centred approach. This will be implemented with the support of all relevant stakeholders (such as the dean of that faculty, curricula developers, teachers, etc., those who were previously motivated in WP4 & WP5). EU programme partner universities will advise Belarusian participating universities whit the implementation of the pedagogical models defined.

Tasks

T7.1 Guiding the planning of study programmes. Each Belarusian participating university will establish contact with a faculty of their university and design a student-centred teaching model. Different internal meetings will establish with relevant stakeholders to get that working plan. T7.2 Defining in detail learning outcomes. Writing learning outcomes taking into account characteristics of the study programme, structure, length, kinds of knowledge, skills, attitudes, values and so on. T7.3 Determining teaching methodology. Teaching tools, ICT-based practices, flexible learning, proper balance between face-to-face and on-line education, new methods for assessment, etc., should be fixed. T7.4 Changes in HEIs management. For the implementation of the student-centred teaching models, management and operation of the Belarusian universities should be adapted (including human resources and financial management). T7.5 Organization of a seminar in Grodno. A seminar will be organized in Grodno by Yanka Kupala State University of Grodno (P6) with the support of the Ministry of Education (P13) and NIHE (P14) to analyse results of the previous pilot activity and to plan how to transfer the results to other study programmes and other universities. This seminar will be opened to all Belarusian universities (including non-partner institutions), representative responsible of universities, employers and other relevant stakeholders. Title Quality of the project

Related assumptions and risks

Any project needs an evaluation in order to provide stakeholders information about the proper use of resources, mostly when they are public resources. Continuous monitoring will be performed by the applicant partner, UPV(P1), with the support of UTU (P4) who will recommend corrective actions where necessary, therefore no risks are foreseen in this WP.

Description

The aim of this WP is to control and monitor quality of project activities. At the beginning of the project, UPV (P1) will elaborate a detailed Quality Plan to ensure quality control and monitoring. All partners will be involved in order to fine tune the work plan according to the terms, time scale and costs definitely stated on the Agency contract. A ‘Quality Assurance Board’, led by UTU (P4), will be also established to monitor quality at the beginning of each project activity and to share quality assurance responsibility among all FOSTERC partners. Moreover, a full review of the quality and impact of the project activities will be also developed in three different ways: • An analysis of the methodology, activities developed, quality of the trainings,

EU visits, seminars and workshops. Each WP will be evaluated by participants and stakeholders. A synthesis report, made by UTU (P4), of all these evaluations will provide a good understanding about how the project has been advancing. The synthesis report will be also assessed by external referees.

• A second evaluation will focus on the impact on Belarusian universities at theend of the project. For this report, opinions of project members, stakeholders and other external actors will be considered. Although the real impact of this project can only be evaluated sometime after the end of the project, this analysis of impact will provide a preliminary and useful view of the impact. This will be also done by an external expert.

• An internal audit will be planned and implemented during each activity of theproject.

T8.1 Reporting on project evaluation. Each activity included in WPs will be assessed by participants and stakeholders through surveys and other tools. A brief quality report will be elaborated by UTU (P4) at the end of each WP and shared with all partners. T8.2 Reporting on project impact. A report will be provided to participants and stakeholders with pre- and post-development impact analysis tailored to Belarusian universities needs. Quantitative assessments (e.g. econometric projections, participants’ surveys) and qualitative assessment (including interview with key stakeholders) of the project’s impact will be made to fully understand and describe the project’s background, as well as its socio-economic impacts. This study will be made by UTU (P4) with the contribution of all project partners. The report will also incorporate sustainability characteristics to demonstrate the project’s short and long-term benefits resulting from improved quality of Belarusian HE. T8.3 Reporting accounts. In addition to the report on the financial statements (WP10), an external auditor will be required to issue a detailed report on the results of the audit to PC, Steering Committee and the Agency at the end of the project.

Low impact of dissemination and communication activities. This is veryunlikely given the dissemination and communication activities will be stimulated in several different ways through special emphasis on interactivity and participation in related work roundtables, workshops, conferences, the design of a website, emailing, training events, etc.

• Conflicts concerning the use of data or results for further research. This

type of conflict is not completely uncommon among research groups. While we do not expect this type of problem at all for our consortium, the project will take measures to avoid this potential risk by ensuring shared access to all data and materials collected in the project for subsequent research activities (at the same time observing the highest levels of data confidentiality and protection). The project will also encourage collaborative work in subsequent research, though without placing a prescriptive requirement on this.

Description

The aim of this WP is: (ii) to disseminate the results and knowledge generated in the project to enhance the use of these results for an overall benefit of Belarusian society; (ii) to communicate the findings and benefits of the project to strengthen stakeholder interest and involvement throughout the duration of the project, and to ensure a sustainable exploitation of project’s outcomes in HE management and policy implementation; (iii) to ensure a sustainable exploitation of the project results encouraging policy implementation; (iv) to facilitate that project partners will be able to assimilate, protect, exploit and disseminate the results of the project. On one hand, the dissemination of the project will start from the very beginning through the kick-off meeting in Valencia (see WP10, D10.1) and the design of a website (D9.4). The website will provide an important means of communication for the project, and for an efficient running of the project. General information on the project and a summary on the main findings will be published on the project’s website in a user-friendly way, being accessible to a broad public of interested readers. Data protection policy will be established and the corresponding information will be included in the website. Moreover, the dissemination will be continuous throughout the project since public seminars, workshops and the Final Conference (at the end of the project) will be organised involving important key stakeholders (e.g. relevant actors in education, employer organizations, policy-makers, students’ associations, social networks, the scientific community and other target groups). On the other hand, an Exploitation Plan will elaborated and updated along the project aiming at the exploitation of the FOSTERC project’s results on a global scale. The Exploitation Plan will integrate individual and joint exploitation strategies, and will care of the protection of the knowledge generated and the key innovations developed inside the project following the rules defined inside the Consortium Agreement (CA). After the project finishes, the consortium, in line with the Exploitation Plan, will work together to give continuity and extent the scope of the project.

Tasks

T9.1 Dissemination activities. The objective of this task is the development of activities focused on the dissemination of the project results. Dissemination will be continuous throughout the project since we consider important for key stakeholder to be involved from the beginning of the project. The UPV (P1) will be responsible of the delivery of a detailed Dissemination Plan (D9.1) including all the dissemination duties of each partner. All partners will be responsible for: (i) assisting with the preparation of documents for internal project seminars, workshops and EU visits; (ii) submitting papers/extended abstracts to congresses, conferences, workshops and journals; (iii) developing policy briefs among relevant stakeholders and networks (identified in section G ‘Impact, dissemination and exploitation, sustainability’) addressing topics related to FOSTERC project; (iv) effective dissemination of results and other information throughout FOSTERC website; (v) creation of non-confidential summary documents for circulation; (vi) other dissemination events to raise awareness of the potential of learning outcomes to increase quality of HE; (vii) final conference at the end of the project. Other communication activities will be carried out to allow broad acknowledge of FOSTERC project by: (i) raising awareness of the topic; (ii) informing a wide public; (iii) engaging different stakeholders; (iv) promoting the project as a good practice. Communication material will be developed taking into account the identification of the audiences, the message, the channels, the allocated budget and the success or failure of communication actions (measured through a range of indications that will be established from the very start of the project, such as statistics, number of attendees in seminars, feedback from stakeholders, search engines, etc.). Each partner of the FOSTERC project will be committed to reach efficiency and effectiveness in communication, by using all the opportunities linked to the project’s field of action and to communicate the project results in their own language. Various communication channels will be used: corporative image, promotional material (e.g. fact-sheet or three-page leaflet), project webside, e-newsletter, videos, presence in mass media (e.g. TV, newspaper, magazines and radio) and social networks. T9.2 Exploitation strategy. The objective of this task is the development of the exploitation strategy. UPV (P1) will be responsible to deliver a detailed Exploitation Plan (D9.2) including all partners’ duties. The Exploitation Plan will integrates individual and joint exploitation strategies, and will care of giving continuity and extent the scope of the project. T9.3 Management of research data. The Project Coordinator will be responsible of the delivery of a detailed Data Management Plan (D9.3) including the guideline for collecting, storing, handling and making accessible the data produced during the project. It be constantly updated to fine-tune it to the data generated and the uses identified by the consortium, besides the arrangement of ethical rules and procedures that will be followed by all project partners. It will include precise indications for fulfilling the following tasks:

• How to ensure the privacy of all participants; how to manage, store and

destroy sensible data; how to make anonymous data which will be madepublic and open access

• How to ensure a constant quality control for the collected data

Title Project management and coordination

Related assumptions and risks

A partner does not work within the time limits, has financial problems or resigns from the consortium. The partner will be asked whether there is some solution. If none is forthcoming, a meeting of the Steering Committee will be held to decide on financial consequences, and make an alternative plan. Decisions will be communicated to the EC/Agency.

Description

The aim of this WP is to ensure an efficient project execution leading to the achievement of FOSTERC project objectives. The Universitat Politècnica de València (UPV), under the responsibility of Dr. Adela García Aracil, will take charge of the coordination and project management and all of the administrative work that relates to the role of the Project Coordinator (PC). Adela García Aracil will count with the support of administrative assistants with long expertise in management activities for large-scale projects. The project management structure described in section D.2 will be implemented to assure: • Intensive, flexible and open dialog among the partners concerning key

scientific and technical issues, and determining translation services for thedifferent activities of the project.

• Rapid and effective decision-making in technical and organizational issues• Compliance with Agency administrative and reporting requirements• Implementation and management of the technological infrastructure• Effective risk management and project qualityA project Steering Committee composed of one representative of each partner will support the coordination of the project and will take decisions on the development of the project. The Technical Committee, chaired by the PC will comprise all WP leaders, undertaking routine technical management and deliverables decisions. The Steering Committee and the Technical Committee will meet periodically to monitor the progress of the project, and take decisions for the future. These meetings will be held combining review meetings, technical and managerial tasks in order to minimize costs and travels. During the project, other meetings and videoconferences will be conducted accordingly to the specific needs of each WP. Minutes of all meetings will be distributed to all partners.

Tasks

T10.1 General coordination and project management. The main scope of this task is to ensure that the project is executed according to the established work plan (both contents and timing). Therefore, the applicant organization, UPV (P1), will deal with daily technical and operational project management, addressing all activities related to the coordination of the various activities, interfacing with WP leaders and monitoring progress according to the defined work plan. Maintaining information exchange with other participants who will contribute through reporting activities and participation in the Steering Committee and Technical Committee. PC will be responsible of distributing the minutes of each of the meetings among partners and maintaining relevant contacts and networking with the Agency (D10.4). Activities related to the gathering, control, acceptance, validation and internal distribution of the project deliverables will also be carried out. Core activities will be carried out in strict coordination with the Quality Plan (WP8) activities. Project activities and progress will be periodical reported to the Agency (D10.2 and D10.3), and a Final Public Report will be released at the end of the project (D10.5) T10.2 Administrative and financial management

The objective of this task is to monitor and control the use of resources according to the established work plan. Administrative and financial management of the project will be tackled as for all aspects to general accounting, including: gathering, checking and validating cost claims and costs statements; handling incoming EC grant flows and the outgoing flow towards project partners; cost tracking and control; budget deviation analysis. In addition, administrative activities will be periodically reported to the EC/Agency (D10.2 and D10.3)

H.2. Explanation of work package expenditures Please explain what costs will be associated to each work package and covered by lump sums, flat rates, unit costs, and real costs. Provide information on the travels necessary to complete the workpackage. Detailed information on each travel must be indicated in the Budget Excel table. If purchase of equipment is required, explain how the respective equipment addresses the needs identified in the project. Remember that the specification of each item, including the partner country university/ies at which equipment will be installed, must be detailed in the Budget Excel table. If any subcontracting is considered necessary for the implementation of the project, please explain why the task cannot be performed by the consortium members themselves (limit 3000 characters).

FOSTERC total budget is €954,489 for 36 month of project activity: 9.3% is to support ‘Preparation’ activities, 68.3% is for ‘Development’, 3.9% is for ‘Quality Plan’, 14.3% is for ‘Diss. & Expl’ and 4.2% is for ‘Management’ activities. Budget is harmonised among partners and among work packages. The contribution requested is in accordance with the methods and terms described in the Programme Guide, and the co-financing obligations are shared between partners according to their share of the budget. The following assumptions apply to the budget development: Staff costs are estimated according to number and volume of activities, and it represents 15% for ‘Preparation’, 65.7% for ‘Development’, 7.3% for ‘Quality Plan’, 9% for ‘Diss. & Expl’ and 3% for ‘Management’. The total staff costs corresponds to €380,359 around 40% of the total budget. Travel costs and costs of stay are estimated regarding project partners attendance to kick-off meeting, project seminars, training workshops, EU visits and Final Conference. The kick-off meeting will be held in Valencia linked to WP10 ‘Management’. Five seminars are planned, one in Minsk (WP1) ‘Preparation’, four in ‘Development’ that will be held in Minsk (WP3), Vilnius (WP5), Gomel (WP6) and Grodno (WP7). Project meetings face-to-face will usually be associated to these seminars. The Final Conference is planned in Minsk, WP9 ‘Diss. & Expl’. The budget allows the participation of 3 persons from each partner for 3 full days, except for the partner who organise the correspondent event. Regarding training workshops linked to WP4 ‘Development’, the budget considers the attendance of at least 2 persons from each Belarusian participating partner for 3 full days, except for the partner who organised the correspondent event. Days of stay are increased for EU programme partners that will travel for attending different Belarusian training workshops, giving additional support. The budget also covers the three training EU visits linked to WP5 ‘Development’, which are planned to be held in Turku, Bialystok and Vilnius, allowing the participation of 3 persons from each Belarusian partner during 5 full days. Obviously, seminars and visits are open to more attendants form each partner covering additional costs. Equipment cost are associated to Belarusian participating universities to conduct surveys in WP3 ‘Development’ and develop training workshops in WP4 ‘Development’. Additional equipment is also estimated to promote the dissemination of project activities and outcomes linked to WP9 ‘Diss. & Expl’. Subcontracting costs. Special efforts will be made to invite local/national/international external experts to attend and speak the above mentioned seminars, training workshops, EU visits, and the Final Conference. Translation services will be also taking into account. In addition, the budget includes the cost item for an external evaluator and external audit associated to WP8 of ‘Quality Plan’.
