Activity: Encampment Closure

Report and Summary of Activities

There was a total of 42 individuals (encampment residents) at the encampment site. There was a total of 4 organizations that provided supportive services to the encampment residents. Those organizations were:

1. Seattle UGM – Outreach Team2. Seattle UGM – Community Mental Health Program3. SPD – Navigation Team Unit4. REACH (Including VA Case Manager)

The following resources were provided:

1. Hot chocolate2. Sandwiches3. Water4. Gloves

18 Individuals relocated to other outdoor arrangements.

2 individuals were reconnected with family support systems

4 individuals were relocated to authorized encampments

6 individuals were referred to shelter

2 Individuals were housed in motels

1 individual remained at location (chronically mentally ill)

2 Individuals were reconnected with service providers

3 Individuals reported interest in the authorized encampments but were not admitted. 2 due to bans and

3 Individuals were connected with REACH case management (2 Veteran’s)

1 Individual was reconnected with MID case management.

• A total of 18 individuals slept in safe and secure locations following the encampment engagement.

• 3 Individuals who reported wanting transitional housing options remained unsheltered due to restrictions which include bars and lack of State ID.

• Of the 18 individuals who declined supportive services, a combination of or one of the following were evaluated to be the cause for this decision:

o Mental illness o Social dysfunction o Independence o Desire to remain connected with network o Desire to remain in geographic location o Anger and Frustration

Note:

• At least half of the population were open to discontinuing current lifestyle. • There was a significant presence of mental illness amongst population and it was observed that

this population generally chose to not opt for indoor options. Though a challenge, this presents an opportunity to be creative about engaging larger encampments. It appears that a combination of chronic mental illness, either comorbid with substance use disorder or presenting with psychotic symptoms, has the effect of sustaining homelessness. Options


presented to the general population of homeless individuals appear affective at addressing their needs, at least in the interim as they continue working toward permanent housing.

• The importance of mitigating barriers to gaining entry into transitional options is underscored as three individuals who wanted those arrangements were unsuccessful.
