Energy Concept of the German GovernmentDecision adopted by the Federal Government on 28 September 2010

The programme‘s subtopic entitled Energy efficiency as the key factor focusses on utilising the industry‘s efficiency potential (see p. 12):

The European Commission has approved relief from the eco-tax for German industry up to 31 December 2012. The relevant Directive requires that companies receiving tax relief – such as the energy tax rebate – contribute something appropriate in return. From 2013 the German government will continue to grant eco-tax relief to energy-intensive companies – which is to be adopted as part of the Budget Support Act – only if companies contribute towards energy savings. Proof of savings can be provided through certified logging in energy management systems or through otherequivalent measures. With regard to other tax relief, the German government will consider which measures can satisfy the requirements of the Directive in terms of appropriate action by companies in return. In future, this requirement is to be linked to the operation of energy management systems in accordance with international standards (EN 16001, ISO 50001). This will flag up relevant efficiency potential so that it can then be exploited. This is a low-cost approach which above all does not place undue strain on small and medium-sized businesses while nevertheless systematically exposing opportunities for improvement.

Requirements

DIN EN 16001:2009 / ISO 50001

These norms describe requirements applicable to an energy management

system (EnMS) that enables a company to continuously improve its energy

performance by adopting a systematic approach to energy management and

at the same time to meet legal requirements and other obligations.

  Incorporating experience from EMAS, ISO 14001, ISO 9001 as well as from

emissions trading.

mod.EEM – Pilot project for the step-by-step implementation of EnMS in enterprises

Initiative by the Federal Ministry for the Environment, the MKULNV NRW

and the EnergieAgentur.NRW

The Mod.EEM has been designed as a pilot project for 100 companies from North-Rhine Westphalia for a period of three years with the objective to apply the system throughout Germany.

The Mod.EEM creates prerequisites for introducing an EnMS in a step-by-step approach thus granting eligibility for future electricity and energy tax relief.

Depending on potentially existing systems, the structure of the Mod.EEM is based on DIN EN 16001: Energy Management Systems in Practice – A

Guide for Companies and Organisations / ISO 50001.

In addition to a status analysis, the Basic package comprises a comprehensive inventory of a company‘s energy flows together with a systematic documentation of results and action plans.

The Advanced package has been designed to implement the results of the basic package in a structured way. Essential building blocks of this package comprise Part I including guidelines on implementation and operation, and Part II including an assessment of the EnMS‘ performance.

The Consolidation package provides elements for setting up a continuous improvement process to ensure that the EMS is suitable, appropriate and efficient. This package aims at certifying the EMS according to DIN EN 16001 / ISO 50001.
