4. Helsinki´s 2035 Action Plan

Carbon Neutral Helsinki 2035 is a realistic action plan marked by
detail. It outlines how the city can be rendered carbon neutral by
2035 and gives a detailed view on how to reduce energy
consumption and how to increase on-site renewable energy
generation in the city.
5. Institutionalizing energy into local government planning
in South Africa – the case of KwaDukuza Local

Municipality, South Africa
KwaDukuza Local Municipality, a rapidly growing secondary city in
South Africa, recognizes energy as central to its economic growth
and development. To this end the development of its Low Carbon
Development Strategy and Energy Master Plan has paved the way
for large investments made in renewable energy and energy
efficiency infrastructure in the municipality. Political leadership
and will are among the critical factors driving the implementation
of these strategies and plans in KwaDukuza.
6. Decarbonizing buildings in Buenos Aires

In Buenos Aires, about 55% of total GHG emissions come from
buildings. Therefore, the decarbonization of its buildings is one of
the city´s priorities. Integrating distributed renewable energy
systems in the city will help Argentina to meet its ambitious
renewable energy targets.

7. Co-construction of knowledge and solutions for a
transition towards a low carbon and sustainable cities in
Ghana

The quest to transition towards low carbon and sustainable cities in Ghana and wider Africa requires the co-construction of knowledge and solutions, using a multi-stakeholder approach that engages local government, citizens, private sector, academia and civil society. Local government while a key player in developing and implementing local policies, typically lacks the technical capacity to implement sustainable initiatives. As a consequence, the need for other key stakeholders such as academia to build local government capacity and the private sector to resource municipalities cannot be overemphasized.
8. Institutional restructuring towards new energy approaches – in the City of Cape Town Metropolitan Municipality, South Africa.

New vision for traditional municipal distribution utility and related
structural changes and legal challenges to purchasing renewable
energy at the distributor level. Transitioning from Energy2040 to
Carbon Neutrality by 2050.
Energy2040 informs the City’s Sustainable Energy and Climate
Action Plan (SECAP), which drives immediate action in the next five
years (2017-2022) towards achieving the targets.

4. Renewable energy for urban heating projects in Kortrijk, Belgium

Kortrijk is working on a HeatNet incorporating a swimming pool,
recuperation heat and an existing CHP that provides heat for a business
incubator, a party hall, a youth centre and more buildings in the future.
Plus information on intercommunal city planning on (renewable) energy
planning, with a heat plan (heat demand and rest heat matching) and a
windmill plan as earliest outputs.
5. Remunicipalising the energy sector in Pamplona, Spain
Joël Dozzi Director of the Green Energy Service, Pamplona City Council, Spain
In order to foster local solar energy production of the public sector
(investment) and private sector (through municipal subsidies), with a
special emphasis on self-consumption, Pamplona is a great example If you
want to learn how remunicipalisation of the energy sector can work. Joël is
working on the creation of a public energy utility to supply 100% green
energy for reducing fuel poverty and increasing citizen‘s energy education.
6. EThekwini Metropolitan Municipality, South Africa: How to scale up
the uptake of small scale embedded generation and some of the
challenges for municipal revenue

The promotion of renewable energy over conventional energy is gaining worldwide momentum however there are realities that need to be addressed during this transition. Macro- transitional challenges include, policy reform, regulatory updates and technology adoption. Micro challenges include lack of institutional capacity, skills shortages and in the case of monopolistic local government utilities, a disruption in the current revenue business model of electricity distribution. Three key areas are identified as key enablers in promoting the uptake of renewable energy at a local level. While conceptually workable, they do present their own challenges.

can do in their own buildings

Senegal, like the majority of Sub-Saharan African countries, faces two major challenges: the need for energy for development and climate change. Cities like Dakar as part of its vision: "Dakar, City oriented towards good governance and sustainable development for the development of its people" has paved the way for large energy efficiency initiatives to take place. Dakar attaches particular importance to the participation and mobilization of local stakeholders around climate and energy issues.
9. City of Johannesburg, South Africa: Corridors of Freedom: - innovations in the metro’s transport network and spatial form

Johannesburg’s spatial planning policy contains a dedicated capital programme composed of a two-pronged approach: one is to ensure that marginalized communities have a fair access to city amenities and the other is ensure that within a walkable locality, there is a land use diversity so the resident of the Metro can live, work and play in a walkable environment.

Dorah Marema Director Gender and Climate Change Energy poverty gender nexus in South Africa : Hot box training- how entrepreneurship can stimulate job creation and energy efficiency.
The Hotbox training project has been an effort of various actors, i.e. Sustainable Energy Africa who brought the concept with the funding, the Green Business College that brought the training and mentorship, and the Cities of Johannesburg and George Municipality that mobilized the community to participate in the training and take up this as a project. All these actors were very important to create a conducive environment for this intervention to be successful.
11. How to develop innovative ways of managing waste in Cameroon

In developing countries like Cameroon, there is a growing concern of inadequate management of waste, particularly in urban areas where the consumption patterns have changed, populations are fast growing and waste generation has increased substantially. Huge amounts of waste are produced daily which end up in open dump sites and uncontrolled landfills. Innovative approaches are proposed to tackle this challenge.

12. Passive House Districts- challenges and benefits

Buildings are responsible for a high share of greenhouse gas
emissions - mainly due energy needs for heating and cooling
to keep people comfortable and healthy. The good news is
that a drastic reduction is possible by implementing state of
the art efficiency measures. The challenge is to sustainably
transform construction practices accordingly. Municipalities
and regions are increasingly leading the way with policy
measures. Specific steps taken in Heidelberg and Vancouver
will be presented as input for the discussion.
