ENERGY DICTIONARY PROGRESS REPORT

Multi‐portal access to Mexico’s energy lexicon

URING THE PAST 11 MONTHS, we have invested hundreds of hours in the design and content of a

dictionary of Mexico’s energy sector. It’s a

daunting task involving multiple steps (Table 1).

Many of the terms and institutions that came out of the

Energy Reform of 2014 are new to Mexico. Some of the

source documents were first written in English, among

other languages. The result is a general unfamiliarity

among market actors, regulators, lawyers and the media

with many of the new economic and regulatory

concepts. Thus, the restructuring of the electric sector

from a state monopoly to one promotes a wholesale

market is a radical change of paradigm.

In this report, we present a half‐dozen outputs, or sub‐

dictionaries, from the database.

The functionality of the database permits the looking up

of individual words or phrases (considered to be terms)

in order to find a translation into English and an extract

from the original source where the term is found (Table 2). The database permits other, intriguing

applications. Terms may be listed that are associated with a given government agency (using the term

generically) in diverse legal and institutional dispositions, and sorted by disposition (Table 3) or alphabetically

(Table 4). Another application allows for showing the vocabulary of a commercial activity, sector or topic,

such as national content (Table 5) or the electric sector (Table 6).

Finally, the database permits the creation of a glossary of terms in a specific document, some but not all of

which are listed in a section of definitions (Table 7). Separate output reports provide a list of sources, and

these may be sorted by agency, topic or sector (Table 8).

The database does not yet provide explanations or indications of the importance of a given term and the

topic to which it refers. Such explanations, complemented by bibliographical citations, could be in English,

Spanish or other languages. For this greater content and functionality, the database will have to be rebuilt

using for online, multi‐user access.

Meanwhile, discussions have begun with a publishing house in Mexico City about the possibility of a print

version of the dictionary and a preliminary outline has been submitted (Table 9).

It would help us in thinking about the future development of the dictionary to receive comments and

suggestions from users regarding both online and print versions.

This report restates the objectives of our project to develop a DICTIONARY OF MEXICAN ENERGY; and we also announce the collaboration of the Law Faculty of the State University of Nuevo León (UANL) in the preparation of the dictionary. The report includes a sample lexical entry for Hydrocarburos en el Subuelo and 47 pages of straight, alphabetical listings of some 700 terms, each with a citation to the source and article or section of a legal disposition or institutional document.

This report provides an alphabetical list of some 650 terms and concepts obtainedfrom laws, regulations and other official documents that, together, inform policy,regulatory and commercial relationships in Mexico's energy regime. For each term orconcept we provide a preliminary translation and a citation to the document and placewithin the document where it may be found. In a future iteration of the wordlist, weshall provide sub-lists for industry sectors, market segments and the governmentagencies and companies. In this way, the specific terms of agencies and topics aretogether.

Where, in an earlier report on the status of our project to develop an online dictionary of Mexican energy, we listed some 300 entries, we now have about 600. Where our earlier idea was to generate a single, alphabetical list, we now see it more useful to generate separate lists according to sector, market segment and institutions. Thus, in the hydrocarbon sector, we have one list of general terms, another for upstream leases and a third for the maritime transboundary agreement. We observe that each institution has its own vocabulary; and we have begun lists for Pemex, CFE, CRE, CNH, SENER and ANSIP, among others.

To succeed, Mexico's energy reform will require a plain translation of the languageand concepts of the laws and regulations for hydrocarbon and electricity sectors into"Houston English," that is, into the language of international commerce in the oil andpower industries. Some lexical choices and omissions by the lawmakers areinauspicious. This report examines the terms for title conveyance, metering point andlicensee.
