Regulatory Framework for Energy
Efficiency in India Energy Conservation Act, 2001
Created Bureau of Energy Efficiency
Appliance standards and labeling
Energy consumption norms, and energy-use reporting requirements for
energy-intensive industrial units
Energy Conservation Building Code for commercial buildings
Certified Energy Managers and auditors
National Action Plan for Climate Change, 2008
National Mission on Enhanced Energy Efficiency provides mandate for
market-based mechanisms to promote energy efficiency
National Mission on Sustainable Habitat seeks to incorporate energy-
efficiency requirements in building byelaws
• Ensures Comfort
• Ensures Safety
• Desirable but not mandatory provisions for Energy Efficiency
Design Standards
NBC/ Municipal Building bye-laws
• Energy Conservation Building Code
Energy Standard
Linkage of NBC with ECBC
Harmonization of ECBC
with NBC 2005 has been
finalized by including a
chapter “Approach to
Sustainability” which
would be adopted in all
future constructions in
the country.
Policy and Regulatory Framework for
New Buildings
Energy Conservation Building Code
ECBC covers the following components:
Building Envelope (Walls, Roofs, Windows)
Lighting (Indoor and Outdoor)
Heating Ventilation and Air Conditioning (HVAC) System
Solar Hot Water Heating
Electrical Systems
Voluntary introduction of ECBC in May 2007; mandatory after capacity building and implementation experience
While the ECBC has been developed by BEE, its enforcement lies with the State governments and urban local bodies through notification within their states as per their regional requirements.
ECBC – Status of adoption by States
States that have notified ECBC
States in the process of notification
Outcomes
Institutionalization of training & capacity building (MasterTrainers) *MNIT Jaipur *CEPT Ahmedabad *IIIT Hyderabad
ECBC Cells established in 9 States: *Uttar Pradesh *Karnataka *Haryana
*Chhattisgarh *Bihar *Punjab
*Odisha *Maharashtra *Madhya Pradesh
Harmonization of ECBC with National Building Code
Model building byelaws for ECBC framed and circulated to States
Energy efficient design templates for public buildings developed
Design Guidelines for ‘Energy-Efficient Multi-Storey Residential Buildings’
ECBC Rules developed and circulated to States
‘’Energy Benchmarks for Commercial Buildings’’ developed
Manual for Energy efficiency upgrades in existing buildings for retrofits
Rating programmes - GRIHA & LEED have spurred the market for green
buildings
Regulation to provide the PUSH factor.
70% of commercial space yet to be built.
Electricity consumption in residential sector will spur the demand.
Rapid urbanization.
Increase in demand for space cooling due to shift to ACs.
Energy efficiency up-grades in public buildings on a business model
Rating programs for buildings to provide PULL factor.
Opportunities Ahead
