Energy Efficiency Standards in Mexico – State of the Art
CONTENTS
Background
Actions in Mexico to reduce energy consumption
Labeling Program on Energy Efficiency in Mexico
Global & Regional Cooperation
Conclusions
Background
- Power consumption has grown
significantly due to mean
industrialization.
In Mexico more than 75 % of the
energy comes from non-renewable
natural resources.
- There is a commitment to
accountability in the central
government and also in private sector
to implement energy efficiency policies
and/or tools to achieve.
- Regulatory policies encourage energy
efficiency.
Background
- Energy Efficiency Standards and
Labeling Programs set the rules of the
market; Therefore, manufacturers must
find the best solutions to improve their
products.
- Market transformation is achieved by
working in the base to implement
standards product and labeling
programs.
Background
What does mean “Policies for Energy
Efficiency”?
According to the World Energy
Council (WEC):
All public interventions (policy) in order to
improve the energy efficiency of a country,
through appropriate pricing adjustment of
institutional regulations and economic or tax
incentives.

Energy efficiency – Political tools around the
world – Examples NORTH AMERICA
- U.S.A: Mandatory standards since 1975.
U.S. Environmental Protection Agency
(USEPA), U.S. Department of Energy
(USDOE). Products involved: Air conditioners,
ballasts, water heaters (gas), washing
machines, dishwashers, lamps, refrigerators
and freezers and electric water heaters.

- Canada: Standards and labeling
mandatory since 1995. Natural Resources
Canada. Products involved: Air
conditioners, clothes dryers, washing
machines, dishwashers, electric ovens,
integrated washer-dryers, refrigerators and
freezers.

- Mexico: Standards and labeling
mandatory since1995. Comisión Nacional
para el Uso Eficiente de la Energia
(CONUEE). Products involved: gas,
washing machines, heat pumps, lamps,
ballasts, refrigerators and freezers, air
conditioners, heat insulation for buildings,
electric motors and motor pump assembly.
-Water heaters

world – Examples
ASIA
- Japan: First products in the base of standards in 1979;
additional products and standards since1994.
- China: First mandatory standards since1989. State
Environmental Protection Administration (SEPA)
- India: Voluntary labeling in 1991; voluntary standards since
1997. Bureau of Energy Efficiency (BEE)
- Korea: Voluntary standards and labeling programs since
1992.
- Philippines: Standards and mandatory labels for
refrigerators and air conditioners since 1993
- Thailand: Voluntary labeling since 1994.
- Hong Kong: Voluntary labeling since 1995.

Background
Energy efficiency – Political tools around the
world – Examples
AUSTRALIA
The energy efficiency label was first
introduced in 1986 in New South Wales
and Victoria, being updated in 2000 and
2003. It is now mandatory in all states and
territories for refrigerators, freezers,
washing machines, dryers, dishwashers
and conditioners air (single-phase) to be
labeled when offered for sale. Three phase
air conditioners can be labeled energy
efficiency if suppliers consider applicable.
Background
Energy efficiency – Political tools around the
world – Examples EUROPA
CE: Some standards from 1962 to
1980. The European Union Emission Trading
Scheme introduced in 2005 through 2003
Emissions Directive, sets national limits for
emissions of greenhouse gases from power
plants and other large point sources of energy.
Another area of energy policy has been the
area of consumer goods, where energy labels
were introduced to encourage consumers to
buy energy-efficient appliances.
Actions in Mexico to reduce energy
consumption
2008 – CONUEE (CONAE - 1989 ) - Comisión
Nacional Para el Uso Eficiente de la Energía:
Created by order of the Federal Executive with the
aim of preparing national programs and promote
the reduction in energy consumption in federal
agencies, states and municipalities.
1994 – First energy efficiency mandatory standards
NOM published:
- Refrigerators and freezers,
- Type central – air conditioners,
- Three-phase electrical motors.

Energy Efficiency Labeling Program - México
- Labeling programs have proven to be useful tools to
reduce energy consumption in homes, offices, shops,
industries and agriculture.
- Make it easier to trade in products in the domestic and
international market.
- Provide useful information to end users to select the best
option.
- Make it easier for authorities, consumer and end user to
recognize when products meet applicable standards.
- Allows users to prepare budgets according to the energy
used by each product.

Energy efficiency labeling
Manufacturers, improve their manufacturing
processes by streamlining their products, high-
tech incorporated. Today, refrigerators and
freezers produced and sold in Mexico are
competitive worldwide.
Importers, required search in global markets,
of energy efficient products to be sell in Mexico.
End user, search and select the most efficient
appliances in the market.
The annual energy consumption of refrigerators (10 ft3)
has decreased by 53% from 1995 to 2013.

In both labeled, the annual energy cost was calculated considering
electricity rates and energy consumption; due to the constant
increase in the cost of electricity, such labeling was not the best
solution.
