- NTC (Net Transfer Capacity) values in previous tables, represents commonly correlated values, given per each border and per each direction on the respective border. (Please note that some of TSOs on their web sites publish only one-half of the NTC value, i.e. their own part of NTC, and therefore NTC data can be different)

- AAC (Already Allocated Capacity) value represents part of transmission capacity allocated earlier by TSO in which table this value ap-pears.

- ATC (Available Transfer Capacities) value represents amount of transmission capacity, which will be offered by the TSO in which table this value appears to the interested market participants through allocation procedure: usually by pro-rata or explicit auctions method. (Please note that some of TSOs on their web sites within their ATC value publish ATC part of the neighboring TSO, and therefore ATC data can be different

Albania signed mining concession agreement (Albania)

Albanian Minister of Economy, Trade and Energy Dritan Prifti signed a mining concession agreement with the Turkish com-pany “Kurum Energy” and Chinese “Sichuan Jiannanchun In-ternational Group Ltd”, ministry reported. The Project is worth around 20 million EUR, and contract has been signed for a pe-riod of 35 years.

Under the agreement, local company has been created, “Illyria Minerals Industry Sh.a”, which will have the right to explore the chrome mine Kalimash, chrome mine Vlahne, chrome enrich-ment plant of Kalimash and copper enrichment plant of Golaj. It is expected that the new company would annually produce around 60 000 tons of ferro-chromium from Kalimash and Vlahna mines. Albania has deposits of chrome and copper near the border with Kosovo.

4 billion EUR HPP project (Albania)

Albanian government has signed a 4 billion EUR deal with the Swiss consortium “Rudana Investment Group AG” for construc-tion of refinery and Hydro Power Plants (HPPs) in the next four years. Rudana Investment Group is a European-Persian consor-tium, based in Switzerland.Albanian Minister of Economy, Trade and Energy, Dritan Prifti, said that the aim of the project is to build several HPPs with overall output of 1000 MW. The deal also envisages building a new refinery in Porto Romano and either opening a new port in Vlora or purchase of the existing port.

“We decided to invest in Albania,” vice president of Rudana group, Mr. Hany Salem, said. “The investment will be made mostly in the energy area and in the exploitation and process-ing of crude oil”

Start of production in TPP Vlore delayed again (Albania)

Test period of TPP Vlore has been extended once again, and it is postponed till May 20, when the new power plant would start with production of electricity. In the beginning of Febru-ary, it was decided to postpone the start of the production till the beginning of March, due to additional tests.

Power plant has 97 MW output and 112 million dollar project was financed by the World bank (25 million dollars), EBRD (37.5 million dollars) and KESH (12.6 million dollars). TPP has been constructed by Maire Engineering (part of Italian Maire Tech-nimont). It is expected that TPP Vlore could cover 20% of Alba-nian electric energy deficit.

TPP Vlore is oil fired, and it can be connected to natural gas pipeline and easily altered to gas fired. Oil supply will be per-formed by a newly opened Vlore terminal, which is located only 6km from TPP Vlore.

Recently, World Bank has announced a plan to evaluate envi-ronmental impact of TPP Vlore. By this, key environment-im-pact analysis will be evaluated. This resulted by initiative from residents of city Vlore, run in 2007. Main concern of residents is that TPP would have too much impact on the fish industry, tourism and health. The plan also includes evaluation of pos-sible oil leakage.

Gamesa to deliver generators to HPP Ashta (Albania)

Spanish Gamesa has signed an agreement with Austrian “An-dritz Hydro” for delivery of generators for Ashta project, com-pany reported. HPP will be equipped with Hydromatrix tech-nology from “Andritz Hydro”

In March, Austrian Verbund has started with works of a new HPP Ashta. HPP will be located on the Drim River, and project is 160 million EUR worth. Concession has been granted for the period of 35 years (including construction period). In first 15 years of operation, electricity will be purchased by KESH. After that period, electricity can be sold into market.

Output of HPP Ashta will be 48 MW, and annual generation is estimated to 242 GWh. This project is a joint venture of Ver-bund and EVN and it is expected that HPP will be operational in 2012. There are already 3 HPPs on Drim: Vau i Dejes, Fuerze and Koman

Zarubezneft interested in acquiring the stake in Energopetrol (Bosnia and Herzegovina)

Russian Zarubezneft, parent company of NefteGazInkor, the majority owner of oil companies in Republic of Srpska (RS), is interested in acquiring the stake in Energopetrol. Energopet-rol is the fuel retailer in Federation of Bosnia and Herzegovina (BiH), the one of two entities in BiH.

Slavko Scepanovic, deputy director of Optima Group, a local subsidiary of Zarubezneft, confirmed Zarubezneft’s plans. Sce-panovic said that company would consider options for pur-chase of shares if government of Federation of BiH decides to sell its stake. In this moment, government owns 33 % stake in Energopetrol, while the majority stake is owned by Croatian-Hungarian consortium INA-MOL.

Scepanovic also confirmed that Zarubezneft wants to enlarge its retail network under brand name Nestro in other entity in BiH. Zarubezneft operates 78 petrol stations in RS and 20 in rest of BiH.

Slow development of concessions for construction of small HPPs (Bosnia and Herzegovina)

Deputy minister of industry, energy and mining of Republic of Srpska (RS) Ljubo Glamocic confirmed that only one small hy-dropower plant (HPP) was built after government signed 107 concession contracts for construction of small HPPs with 47 concessionaries.

The government should terminate contracts with investors that are unable to complete the projects, Glamocic said. Depu-ty minister said that most of the concessionaires did not under-take any activities related to the projects. According to estima-tions of Concession commission of RS, only 30 % of investors will manage to build planned HPPs.

The first concession contracts for small HPPs were signed in the beginning of 2006. In November 2007, due to reasonable problems, the government prolonged deadlines, but this did not speed up development of the projects. In the end of 2008, government urged responsible ministries and local communi-ties to facilitate construction of small HPPs.

EP HZHB speeds up preparations for construction of TPP Kongora (Bosnia and Herzegovina)

Power utility of Herzeg Bosnia (EP HZHB) has intensified prepa-rations for construction of thermal power plant (TPP) Kongo-ra (2x275 MW) by obtaining the location permit for research works.

The start of preparation works for TPP Kongora was approved by the government of Federation of Bosnia and Herzegovina

(BiH) in February this year. The future TPP should produce 3 TWh of electricity per year.

General manager of EP BiH Matan Zaric said that up to date re-searches proved considerable lignite reserves in Kongora. The next step in the project will be environmental impact study and public debate on construction of the TPP.

Head of EP HZHB said that company will be able to fund only preparation works, but TPP itself should be built in cooperation with strategic partner. Overall worth of the project is estimated at 1.1 billion euros. The project should create 800 workplaces.

EP BiH to build 25 HPPs on Bosnia River until 2025 (Bosnia and Herzegovina)

Power utility of Bosnia (EP BiH) plans to build 25 hydropower plants (HPPs) on Bosnia River until 2025. Overall output of the plants, which will be built between Vogosca and Doboj, should be 350 MW. The cost of the project is estimated at some 500 million euros.

General manager of EP BiH Amer Jerlagic said that future HPPs will be multifunctional facilities, similar to HPPs on Drava and Sava River in Slovenia.

The construction of HPP Vranduk (21 MW), which should be the first of 25 HPPs, should start this summer and it should be completed in five-year period. The cost of this project is esti-mated at 50 million euros.

Serbia, RS and Italy signed joint statement for construction of HPPs on Drina River (Serbia & Bosnia

and Herzegovina)

In the end of April in Belgrade, minister of energy and mining of Serbia, Petar Skundric, minister of economic development of Italy, Claudio Scajola, and minister of industry, energy and min-ing of Republic of Srpska (RS), Slobodan Puhalac, signed the joint statement for construction of hydropower plants (HPPs) in middle part of Drina River.

Ministers Skundric and Puhalac also signed an agreement on mutual rights and obligations regarding construction of new HPPs on Drina River.

The projects will be developed by Power utility of Serbia (EPS), Power utility of RS (ERS) and Italian Seci Energia. Minister Scajo-la said that overall power output of three potential HPPs should reach 400 MW. He added that, by this project, Serbia, across Montenegro, would be connected to electricity grid of Italy.

Minister Skundric said that output of future HPPs would be between 380 and 400 MW, while annual electricity production

should stand at 1.5 TWh. The cost of the projects is estimated at 1 billion euros.

Minister Skundric announced that studies related to potential projects would be initiated after signing the abovementioned statements and agreements. The studies should analyze three potential construction sites for future HPPs, i.e. Rogacica, Du-bravica and Tegare. The particular projects should be devel-oped in the next 5-7 years.

In March 2009, ministry of energy and mining of Serbia and ministry of economic development of Italy signed Protocol on cooperation in energy sector, where main priority was produc-tion of electricity from renewable energy sources.

In November 2009, two ministries signed the agreement, which identified the strategic projects, i.e. construction of 10 small HPPs on Ibar River, three HPPs on Drina River, HPP on Sava Riv-er (140 MW) and wind farms (overall output of 500 MW). Over-all power output of potential projects is over 1,000 MW, while overall investments are estimated at 1.5 billion euros.

Eight companies purchased documentation in the tender for unit 7 in TPP Tuzla (Bosnia and

Herzegovina)

Local media reported that, until the last week of April, eight re-spectable companies (six from Europe and one from USA and China) purchased documentation in the tender for construc-tion of unit 7 in thermal power plant (TPP) Tuzla. Deadline in the tender was set on May 13, and sources said that another five companies should purchase tender documentation.

The public invitation for strategic partnership was published in the end of March by the Power utility of Bosnia and Herze-govina (EP BiH). The future unit will have 450 MW of electricity output and 320 MW of heat output. The cost of the project is estimated at 840 million euros. According to original plans, the unit should be completed in 2017.

According to plans, EP BiH and strategic partner, which will be obliged to provide 250 million euros for the project, will estab-lish joint venture company. However, EP BIH, i.e. the state, will be 100 % owner of the future unit.

ERS: HEP stole 3.87 TWh of electricity from joint hydropower system (Bosnia and Herzegovina)

Executive director of hydropower plants (HPPs) on Trebisnjica River (HET), Blagota Markovic said that, in period November 1994-March 2010 Croatian power utility (HEP), without ap-proval, has taken over some 3.87 TWh of electricity from joint hydropower power system.

Markovic said that, according to previous estimations, HEP’s debt on this basis amounted to 95 million euros by mid 2008.

The dispute between Power utility of Republic of Srpska (ERS) and HEP is related to electricity produced in downstream HPP Dubrovnik operated by HEP, which uses water from accumula-tion lake near Trebinje. According to original agreement, 78 % of electricity produced in HPP Dubrovnik should belong to RS, but HEP unilaterally changed this ratio.

Markovic urged for solving the dispute, which has delayed planned investments. He believes that construction of HPP Du-brovnik 2 could be used for settlement of mutual debts.

25 % increase in natural gas prices (Bosnia and Herzegovina)

Government of Federation of Bosnia and Herzegovina (BiH) approved 25 % increase in wholesale natural gas prices start-ing from April 1.The increase in prices was earlier proposed by natural gas company BH Gas.

The new wholesale price will be 332 euros/1,000 cbm. The main reason for price increase was increase in import prices and ap-preciation of US dollar, the government said.

Sources: Chinese Dongfang Electric Corporation to build TPP Stanari (Bosnia and Herzegovina)

According to unofficial sources quoted by local newspaper, EFT Group and Chinese Dongfang Electric Corporation should sign turnkey contract for construction of thermal power plant (TPP) Stanari on May 5.

Sources also said that output of the TPP Stanari should be re-duced to 300 MW compared to originally planned output of 410 MW, while annual production should reach 2 TWh.

Nenad Savic, communications director of EFT Group, confirmed that EFT would sign contracts with equipment suppliers and constructors for TPP Stanari on May 5. He said that EFT should hold press conference on that day. However, Savic denied com-menting information regarding turnkey contract with Chinese company and reduction of TPP’s output.

If Dongfang Electric Corporation wins the contract for TPP Stanari, it would be the company’s biggest deal in Europe.

As recalled, in February 2008, EFT and government of Republic of Srpska signed 30-year concession agreement for construc-tion of TPP Stanari. According to announcement at the time, TPP Stanari should have been built in 2012.

Spanish Electra to build 100 MW wind farm (Bulgaria)

Spanish company Electra Holding plans to build 100 MW wind farm in central Bulgaria. The company said it had already ac-quired land for the project.

Electra has initiated its activities in Bulgaria six months ago. In the end of 2009, the company said it wanted to invest 650 mil-lion euros for purchase and development of renewable energy projects in Bulgaria in period of four years. Electra wants to raise necessary funds from investors.

Company’s officials announced investments in wind, solar, bio-mass and hydropower plants. The company already purchased projects for construction of wind farms with overall output of 480 MW, for 10 MW-biomass power plant and for project for production of 30,000 tons of bio diesel per year.

Spanish company has been active in Spain, Romania and Mex-ico.

Russian Sintez to build 200 MW power plant (Bulgaria)

Russian Sintez Group plans to build 200 MW power plant in Bulgaria. The project was discussed by executive director of the company Andrey Karolev and deputy minister of economy, en-ergy and tourism of Bulgaria Maya Hristova during the meet-ing in Sofia.

Sintez has been involved in development of similar power plant in Macedonia. This particular CCGT plant will have 200 MW of electricity output and 160 MW of heat output.

Unit 5 in NPP Kozloduy disconnected for regular maintenance (Bulgaria)

On April 26, unit 5 (1,000 MW) in nuclear power plant (NPP) Ko-zloduy was shutdown for the purpose of regular maintenance. The unit will be out of service until mid June.

The maintenance will include repairs, upgrades and moderni-zation of the equipment, the company said. The reactor will be refueled with fresh nuclear fuel for 17th fuel cycle.

The disconnection of the unit was approved by Electricity sys-tem operator (ESO) .The second 1,000 MW unit in NPP Kozloduy has been operating at full power.

EBRD granted 75 million euros for construction of small HPPs on Iskar River (Bulgaria)

European bank for reconstruction and development (EBRD) will provide 75 million euros for construction of nine small hydro-power plants (HPPs) on Iskar River, in municipalities Svoge and Mezdra. The funds will be used for construction of three small HPPs, and the construction works will start in the beginning of June.

This was agreed in the annex to the agreement signed by EBRD and HPP Svoge, investor in the project. HPP Svoge is the joint venture of Italian Petrolvilla (90 %) and Svoge municipality (10 %).

During the first phase of the project, small HPPs Svrazhen and Lakatnik have been built. Their overall power output is 6.8 MW, while their annual output should stand at 35 GWh.

President of Petrolvilla Group, Sergio Bortolotti, said that com-pany achieved good results after putting in service these two HPPs. Bortolotti hopes that cooperation with EBRD should be continued in period of economic crisis.

Overall cost of the project should reach 115 million euros and the project should be completed in 2014. Overall power output of nine HPPs will be 25.6 MW, while annual output should reach 145 GWh. The project is expected to create 500 new workplaces in the next five years.

NEK to negotiate direct electricity trade contracts (Bulgaria)

National electric company (NEK) confirmed it had started nego-tiations with electricity companies in neighboring countries in order to achieve transparency in electricity trade.

The first such meeting took place in Greece. Executive director of NEK, Krasimir Parvanov met deputy minister of environment, energy and climate change of Greece Yiannis Maniatis. The meeting was also attended by head of Greece’s energy regula-tor (REA) and commercial director of Public power corporation (PPC)

Bulgargaz: negotiations on new natural gas supply contracts with Gazprom stalled (Bulgaria)

Head of natural gas company, Bulgargaz, Dmitar Gogov said that negotiations on new long-term natural gas supply contract between Bulgargaz and Gazprom have been stalled.

Gogov said that Bulgargaz wants to exclude intermediaries from supply contracts, in accordance to statements in 2009, but

Gazprom export, subsidiary of Gazprom, has been delaying negotiations. CEO of Bulgargaz urged CEO of Gazprom Alexei Miller to speed up negotiations.

In this moment, Bulgaria has been importing natural gas from Russia via three intermediaries, Gazprom export, Overgas and Wintershall. The 1 billion-cbm annual supply contract with Overgas is due to expire in 2010. Other contracts are due to expire in 2011-2012. However, Bulgargaz said that natural gas consumption was reduced by 25 % due to global recession, so that potential termination of the contract would not affect customers. In 2008, Bulgaria spent some 3.5 billion cbm of natural gas.

IWC Bulgaria granted top investor status for construction of 140 MW wind farm (Bulgaria)

The company IWC Bulgaria VP 5, owned of German compa-nies Siemens and Windkraft Nord, will build 140 MW wind farm Lozenets by 2013.

In the end of April, minister of economy, energy and tourism Traycho Traykov awarded Investor Class “A” status to IWC Bul-garia VP 5.

The wind farm Lozenets will have 59 wind turbines, and it will be built in Krushari municipality. The cost of the project is es-timated at some 200 million euros. Annual output of the farm should reach 350 GWh.

Indian Suzlon to invest in wind power projects (Bulgaria)

Indian producer of wind turbines, Suzlon, established joint venture company DIV Wind with Volkswind Bulgaria (subsidi-ary of German Volkswind) in order to invest in wind power projects in Bulgaria. In 2009, Suzlon was the world’s third sup-plier of wind turbines in terms of market share.

The management of Suzlon believes that joint venture was im-portant step in their strategy aimed to develop new projects in new regions. The future projects in Bulgaria will exclusively use Suzlon’s turbines.

Suzlon is currently involved in construction of 13 MW wind farm in Bulgaria for one leading industrial client, the company said in press release.

Suzlon believes that Bulgaria is one of the most attractive wind power markets in Eastern Europe. The company estimated that overall wind power output in Bulgaria should reach 3,000 MW in the next ten years. Suzlon said in its release that the market is supported by competitive feed-in tariffs of some 9.6 eurocents/kWh for first 2,250 hours/year and 8.8 eurocents/kWh for the following hours. The tariffs are guaranteed for 15 years.

Economy minister: new financing model for NPP Belene after selection of strategic partner (Bulgaria)

Minister of economy, energy and tourism Traycho Traykov said that Russian offer for funding the construction of nuclear pow-er plant (NPP) Belene (2x 1,000 MW) could be accepted after selection of strategic partner. Traykov said that Russian side has been informed about this. Traykov also said that main con-struction works in NPP Belene would not start before selection of strategic partner.

Several days earlier, deputy minister of economy, energy and tourism Maya Hristova said that Bulgaria did not ask nor it would accept Russian loan for Belene project. Hristova said that Bulgaria would ask from EU investors to participate in the project. Hristova said this during the round table “The Belene NPP Project and European Energy Security: Bulgarian Dilem-mas”, which was attended by number of politicians and ambas-sadors.

Hristova said that Bulgaria was not involved in negotiations re-garding granting the share in the project to Russia. After Ger-man RWE abandoned the project in last year, Bulgaria is sole owner of the project.

As recalled, in February, Russia offered to provide 2 billion eu-ros loan for NPP Belene until new strategic partner was select-ed. In return, Russia asked for share in the project, which could be later repurchased by strategic partner.

In the related news, minister Traycho Traykov confirmed that six companies took part in the first stage of the tender for con-sultant in Belene project. Two of the candidates are HSBC and Societe Generale. Traykov said that first stage of the tender was completed and that final bids are yet to be submitted. Tender for consultant was published in the second half of February and the consultant should be selected in June.

Regulator to complete audit in energy sector in two-three months (Bulgaria)

Minister of economy, energy and tourism Traycho Traykov an-nounced that State Energy and Water Regulatory Commission (SEWRC) and State agency for national security (SANS) should completed large-scale audit in energy sector in next two or three months.During the same occasion, minister Traykov announced that new electricity prices should be approved by SEWRC from July 1.

As recalled, the audit was initiated by prime minister of Bul-garia Boyko Borisov in the first half of April. PM announced that audit would refer to three privatized electricity distribu-tors owned by CEZ, E.ON and EVN, National electric company (NEK) and nuclear power plant (NPP) Kozloduy.

Main goal of the audit is the level of investments and final elec-tricity prices set by electricity distributors as well as electricity sale contracts signed by NEK and NPP Kozloduy. PM Borisov

caused upset after he said that some of the distributors did not meet investment targets, and did not treat customers in Bulgaria as any other customers in Europe. In the same time, several media said that Bulgaria could terminate privatization contracts. The alleged nationalization of electricity distributors was later denied by PM Borisov.

Regulator issued partial approval for rise in electricity tariffs, dispute with the government over heating

tariffs (Croatia)

In the second half of April, Croatian energy regulatory agency (HERA) issued partial approval for increase in electricity tariffs starting from July 1. The rise in tariffs was officially requested by Croatian power utility (HEP).

HERA issued positive opinion regarding proposals for increase in tariffs for electricity production and supply. However, HERA did not approve proposals for increase in electricity transmis-sion and distribution tariffs, which were submitted by HEP-Operator of transmission system and HEP-Operator of distribu-tion system, respectively.

HERA’s opinions are not mandatory, while the government will reach the final decision.

The same day when HERA published its opinions, prime minis-ter Jadranka Kosor announced that electricity prices should be considerably increased during second half of the year.

Local media said that most likely rise in electricity prices should be 17 %, while sources close to HERA said that rise should be 13 %. Electricity prices in Croatia were increased last time by 20 % in July 2008. The first rumors regarding increase in prices emerged after government approved 20 % increase in natural gas prices in the last year.

In Croatia, there are some 2.1 million of households custom-ers, which pay electricity in accordance to four different tariff blocks. The most of the households pay electricity in accord-ance to “white” block, where price of electricity in high and low tariff is 12.5 eurocents/kWh (VAT included) and 6.4 eurocents/kWh, respectively. Households also pay fixed fee of 2.7 euros and fee for renewable energy sources of 0.07 eurocents/kWh. According to official data, average electricity price in Croatia is 9.6 eurocents/kWh (no VAT).

In the same time, HERA issued negative opinion regarding re-quest of natural gas transporter Plinacro, which demanded in-crease in natural gas transmission tariffs.

Several days after HERA issued its opinions regarding electric-ity and natural gas tariffs, HERA issued approvals for rise in heating tariffs in seven cities.

Immediately after HERA issued approvals for increase in heating tariffs, prime minister Jadranka Kosor announced that govern-ment would start procedure for dismissal of entire Managing council of HERA. PM Kosor said that HERA, without informing

and discussing with the government, decided to issue approv-als for heating tariffs. PM Kosor said that, although HERA was independent body appointed by the parliament, HERA has to be in touch with real life of Croatian citizens.

HERA responded it had acted in accordance to laws, procedures and in accordance to expert’s evaluation. However, HERA once again said that its opinion was not mandatory for the govern-ment.

INA launched 200 million euros lawsuit against Serbia (Croatia)

Croatian oil industry (INA) has filed lawsuit at the Commercial court in Belgrade against the state of Serbia and demanded 200 million euros compensation and return of all of its assets in Serbia.

After the breakup of former Yugoslavia in 1990s, petrol stations and other facilities owned by INA were transferred to newly es-tablished company Beopetrol, which was later sold to Russian Lukoil. Serbian side claims that INA did not own petrol stations, yet they were social property and INA was just beneficiary. On the other hand, INA said it had established its separate legal en-tity in 1989, where divisions in Serbia were integral part of the company.

The court procedure will be continued in the end of May. Ser-bian media said that INA could also demand termination of pri-vatization contract with Lukoil. In 2003, Lukoil paid 117 million euros for purchase of majority stake in Beopetrol and it later invested some 180 million dollars in the company.

MOL denies claims on high natural gas prices (Croatia)

Hungarian MOL, strategic partner and holder of managerial rights in Croatian oil industry (INA), denied in press release recent media claims that natural gas prices for industrial cus-tomers in Croatia were 80 % higher compared to neighboring countries.

MOL accused local media on creating negative image of both INA and MOL.Because of that, MOL explained that prices in Croatia were 9-17 % higher compared to neighboring countries, where this was the consequence of higher distribution costs. MOL said that distribution fees in Croatia were double compared to Hungary. In addition, in Hungary, there are five distribution companies compared to 37 in Croatia.

According to MOL’s data, wholesale natural gas price for indus-trial customers in Hungary is 260 euros/1,000 cbm compared to 270 euros/1,000 cbm in Croatia. The storage fees are also similar, 30 and 40 euros/1,000 cbm, but distribution fee in Hun-gary is 20 euros/1,000 cbm, while, in Croatia, this fee stands at

50 euros/1,000 cbm, MOL said. It implies that the final price for industrial customers in Hungary is 310 euros/1,000 cbm, com-pared to 360 euros/1,000 cbm in Croatia.

Koncar successfully completed tests on its wind generator (Croatia)

Energy company Koncar, i.e. its renewable division Koncar-re-newable sources, said it had successfully completed testing of the first wind generator developed by the company.

The 1 MW wind generator has been tested for year and half and it has been installed on the hill near city of Split. So far, Koncar has invested 10 million euros for development of its first wind generator.

After successful testing, Koncar plans to install another 16 gen-erators on the same location, i.e. 15 generators with 1 MW out-put and one 2.5 MW generator, which is yet to be tested.

The cost of construction of entire wind farm will reach 30 mil-lion euros. The farm should produce 35 GWh of electricity per year, which will bring 3 million euros of annual income for the company. The construction works will start this summer and it will be completed in the end of 2011.

Koncar said that, after putting in service and testing 2.5 MW wind generator, the company would be ready to take part in international wind power market.

HEP: HPP Lesce to be put in service in June (Croatia)

Croatian power utility (HEP) announced that hydropower plant (HPP) Lesce (42 MW) should be put in service in June, six months after original deadline. The project was delayed due to financial problems.

HPP Lesce will be the first power plant built by Croatia after country became independent in 1990s. The cost of the project, which has been developed in the last five years, is 95 million euros. The new HPP should produce some 100 GWh of electric-ity per year.

Janaf posted 19.3 % rise in profit in Q1 (Croatia)

The operator of the oil pipeline network, Adriatic pipeline (Janaf ) said it had posted net profit of 3.1 million euros during the first quarter of 2010, which was 19.3 % higher compared to the same period last year.

According to financial reported published on Zagreb Stock Ex-change, overall income reached 13.85 million euros (-18.3 %), while overall expenses reached 9.95 million euros (-27 %). The

expenses were considerably reduced compared to 2009, due to rationalization measures, the company said.

During the first three months of 2010, Janaf transported 1.4 million tons of oil, which was 28.3 % lower compared to the last year and 18.3 % lower compared to plans. The income from oil transport was reduced by 34.9 %, while income from storage of oil and oil derivatives was increased by 24.8 % and 29.1 %, respectively.

In 2009, overall net profit of Janaf reached 16.4 million euros, which was over double compared to 2008. In the same time, annual oil transport reached 6.9 million tons.

Koncar to reconstruct substations in Albania (Croatia)

Engineering company Koncar was awarded 8.75 million euros contract for reconstruction of three 220/110 kV substations in Albania, i.e. in Koman, Fierza and Vau Dejes.

Koncar said that this contract confirmed company’s position in this sector in Albania. In the last year, Koncar signed 17.4 mil-lion euros contract for reconstruction of substations in Tirana, Fier and Elbasan.

The latest contract will be funded by European bank for recon-struction and development (EBRD) under project ECSEE APL2, which is aimed to separate Transmission system operator (OST) and electricity producer KESH.

Koncar will manufacture most of the equipment, while con-struction works, installation and putting in service the substa-tions will be entirely carried out by Koncar. The project should be completed in 20 months.

INA expands network of Euro V petrol stations (Croatia)

Croatian oil industry (INA) announced that Euro V fuels would be available on 94 more petrol stations, so that number of such petrol stations was increased at 134. The expansion will be con-tinued, INA said. In the beginning of April, INA started to sell Euro V fuels produced in its refineries.

In the related news, international consultant Brand finance made a list of biggest corporative brands in Croatia. INA was the second on the list with brand value of 582 million euros.

E-Two-Energy to build biomass power plant (Croatia)

Croatian-German company E-Two-Energy plans to build bio-mass power plant in Koprivnica-Krizevac County. The plant will use wood residuals and it should be built in two years.

Investors believe that Croatia has excellent biomass potential, especially in the neighborhood of the future plant. The power plant should use some 160,000 tons of wood biomass per year and it should be in operation for 8,000 hours/year.

The cost of the project is estimated at 75-85 million euros, and the funds should be provided by foreign investors. The power output of the future plant was not revealed.

PPC published a tender for new lignite unit (Greece)

Greek Public Power Corporation (PPC) has launched a tender for a new lignite fired unit in Ptolemais, (Northern Greece). The new unit will have an output of 550-650 MW, while the invest-ment has been estimated to 1.3 billion EUR.

This new unit is included in PPC capacity replacement program, and it is expected that construction would last around 5 years. According to local press, Metka-Kopelouzos group, Alstom and Gek Terna-Babcock have expressed interest for this project.

In Ptolemais, PPC owns large lignite mine. The deadline for bid submission has been set to the 1st of September 2010.

As a reminder, PPC has also published a tender for construction of 800 MW CCGT in southern Greece, Megalopolis.

Two new TPPs in trial operation (Greece)

Two new private power plants, Heron II Boeotia (GEK-Terna) in Thisbe and Elpedison (ELPE-Italian Edison) in Thisvi , com-menced trial operations. Both units are gas fired.

TPP Heron II (Iron II) has output of 435 MW and it is equally owned by Terna Gek and GDF Suez. IRON II will be fully inte-grated into the system during summer 2010. It is the third pri-vate electricity producer, after Hellenic Petroleum and group Mytilineos.

2nd TPP, Elpedison started trial test of its 420MW combined cy-cle gas turbine (CCGT) in Thisvi. Elpedison,’s CCGT will be fully operational in September.

In related news, Mytilineos Group announced it will launch its second unit at Agios Nikolaos TPP in the end of 2010 or early 2011. Mytilineos Group already operates around 400 MW of thermal capacity in Greece.

Slovenian company to build solar collectors in Macedonia (Macedonia)

Municipality Strumica and an unnamed Slovenian company have signed a preliminary contract for a long-term cooperation and investments in solar projects in Strumica. Slovenian com-pany also plans to build a factory for production of solar collec-tors in industrial zone of Sacevo, near strumica. Strumica has favorable solar conditions, with 270 sunny days annually.

Mayer of Strumica, Mr. Zoran Zaev, said that overall investment of Slovenian company would be around 15 million EUR.

In January 2010, Macedonian municipality Prilep has issued a location permit for a new solar power plant. The power plant will be built by the domestic company Trust. Photovoltaic pan-els will be spread over 3 acres of land (30 000 square meters), and they would have joint output of 1 MW.

During 2009, a power plant with an output of 11 kW has been put in operation, with annual generation of 22 MWh. According to Macedonian feed in tariffs, electricity is sold to ELEM (Mace-donian Electricity Production Utility), with price of 46 eurocent/KWh.

Recently, six German companies and a representative of the German Ministry of Economy have visited Macedonia and said that they will examine the possibility of investing in photo-voltaic power plants and solar collectors in Macedonia.

For the possible construction of renewable energy resource ca-pacities, German companies demanded transparency, efficient approval of projects, medium and long-term prospects for the development of solar and photovoltaic projects as well as sup-port through preferred tariffs.

Government canceled subventions for solar collectors (Macedonia)

Macedonian government has cancelled subventions for house-holds, which intend to implement solar collectors or photo-voltaic panels. Ministry of Economy said that funds for finance of solar projects were reduced due to recession. Ministry added that there is a possibility for new subvention program. Amount of 150 000 EUR was planned to be divided to 500 households.

Companies involved in production, sale and installation of so-lar collectors claim that their income has been reduced by 50% comparing to last year, due to cancellation of governmental subventions.

Macedonian government adopted energy development strategy till 2030 (Macedonia)

Macedonian government has adopted an energy development strategy, which should secure energy supply until 2030.

Two points were studied in strategy. First, basic point envisages basic measures related to energy efficiency, electricity produc-tion and changes in electricity prices (opening of the market). Second point envisages additional measures in energy efficien-cy. According to Minister of Energy, Mr. Fatmir Besimi, 4-5 bil-lion EUR will be needed for the construction of new generation capacities till 2030.

In addition, strategy envisages two options to secure electric-ity supply. First is to build several large TPPs, while second is to construct a Nuclear Power Plant (NPP).

Government decided to help citizens with electricity bills subventions (Macedonia)

Macedonian government has decided to help citizens with low income rates to pay electricity bills, by granting 10 EUR help per an electricity bill. 10 EUR help represents around 30-40% of av-erage household bill in Macedonia. Vice Minister of Economy, Mr. Vladimir Pesevski said that 10 EUR subventions should start from August-September 2010.

But still, the main problem for some households in Macedonia is the large debt, since they have not paid their electricity bills for over 10 years. This problem emerged a year ago, when a dis-tribution company started with disconnections from the grid (Austrian EVN purchased distribution company ESM in 2005).

EPCG: record electricity production in Q1 (Montenegro)

In the first quarter of 2010, Power utility of Montenegro (EPCG) produced record amount of 1.7 TWh of electricity. According to estimations, electricity production in 2010 should be 15 % higher compared to the last year.

Chair of the Board of directors of EPCG, Srdjan Kovacevic said that some 50 million euros has been invested in thermal power plant (TPP) Pljevlja (210 MW) in the last three years. This has re-sulted in increase in power output of the plant by 15 MW, while electricity production was increased by 350 GWh.

EPCG invested some 50 million euros in hydropower plant (HPP) Perucica (307 MW) too, which annual production was in-creased by 50 GWh. Kovacevic announced that company plans to build eighth unit in HPP Perucica. In the same time, EPCG has been making study for revitalization of HPP Piva (340 MW), which should be completed by the end of 2010.

According to Kovacevic, the main problems for EPCG are the low collection rate of electricity bills and high network losses. In this year, the losses should be reduced from 22 % down to 20 %. Kovacevic believes that funds and expertise of strategic partner, the Italian A2A, should prepare EPCG for competition in energy sector.

Executive director of EPCG Enrico Malerba announced that EPCG would take part in the tender for construction of four HPPs on Moraca River. He added that main goals of the company would be reduction of network losses, production of electricity from renewable energy sources, modernization of distribution grid and reduction of electricity import.

According to preliminary report, EPCG should post 4-5 million profit in 2009. It would be the first positive financial result of EPCG in the last 20 years. In 2008, EPCG posted 7.5 million euros loss.

In 2010, A2A plans considerably to increase the profit of EPCG. According to privatization contract, strategic partner is obliged to post at least 240 million euros of profit in five-year period in order to earn the right to acquire majority stake in EPCG.

Government: A2A meets contractual obligations regarding privatization of EPCG (Montenegro)

Government of Montenegro confirmed that Italian A2A has been meeting its contractual obligations set in the contract for privatization and recapitalization of Power utility of Montene-gro (EPCG). As recalled, A2A owns 43.7 % of shares in EPCG for which it paid overall amount of 380 million euros in the last year.

Vice prime minister Vujica Lazovic said that new management of EPCG, which took office on March 1, has excellent references and great experience.

Lazovic believes that the first results of the new management were stable business operations and electricity supply as well as intensified activities related to new projects.

Vice PM said that EPCG plans to build new distribution facili-ties and one power line, and to repair several substations and power lines. EPCG also plans to purchase new Automatic Meter Reading (AMR) & Advanced Meter Management (AMM) sys-tem.

Lazovic concluded that recapitalization of EPCG was the main event in the last year. In this way, the government, which pre-served majority stake in EPCG, managed to attract respectable strategic partner that will be able to achieve several key goals such as development of electricity sector, transfer of knowl-edge, as well as maintenance, revitalization, modernization and construction of new power plants.

In the related news, parliament of EPCG rejected proposal of opposition parties regarding establishment of parliamentary investigation committee, the task of which would have been to analyze situation in electricity sector in the country.

Opposition particularly wanted to investigate contract for pri-vatization and recapitalization of EPCG, current situation in EPCG, planned investments in the next five years, bylaw on electricity prices, electricity sale contracts and debts of the largest industrial customers toward EPCG.

KfW Bank to provide loans for energy efficiency projects (Montenegro)

During the meeting of minister of environment and spatial planning of Montenegro Branimir Gvozdenovic and the first vice president of German KfW Bank Ronald Siler, two officials said that up to date cooperation was excellent. So far, KfW has invested 250 million euros in projects in Montenegro.

Siler reminded that Montenegro would be able to use 80 mil-lion euros loans for projects in energy sector, especially for en-ergy efficiency and renewable energy projects. The bank also offered various technical assistance and transfer of experience and knowledge in the area of green energy projects.

Currently, KfW Bank has been preparing 12 million euros loan for the energy efficiency projects in public buildings in Mon-tenegro.

During the meeting with the vice prime minister of Montene-gro, Igor Luksic, Siler said that KfW could take part in construc-tion of four hydropower plants (HPPs) on Moraca River (over-all output of 238 MW). The bank is certainly interested in this project, where exact model of cooperation is yet to be decided, Siler said,

Five bids for construction of HPPs on Moraca River (Montenegro)

Ministry of economy said in press release that five bids were submitted in the prequalification tender for construction of four hydropower plants (HPPs) on Moraca River in the end of April. As recalled, prequalification tender was published by the ministry of economy on February 26.

The bids were submitted by the consortium of A2A (Italy) and Power utility of Montenegro (EPCG), Sihohydro Corporation (China), Enel (Italy), Strabag International Gmbh (Germany) and consortium led by Allgemeine Baugesellschaft A. Porr Ak-tiengesellschat (Austria).

Tender commission, headed by minister of economy Branko Vujovic, said that all bids were in accordance to tender crite-ria. It is expected that the commission should select qualified bidders by the end of May, after which they will be invited to submit final bids and they will be allowed to purchase tender documentation.

Minister Vujovic expressed satisfaction with the fact that re-spectable companies expressed interest for the project, which gives confidence for successful implementation of the project.

Project on Moraca River refers to construction of HPPs Andri-jevo (127 MW), Raslovici, Milunovici and Zlatica (37 MW each). Annual output of these HPPs is estimated at some 700 GWh. The HPPs should be built in period of six years, while overall costs are estimated at over 500 million euros. The project is the part of national energy strategy.

The future strategic partner will operate HPPs under 30-year build-operate-transfer (BOT) concession agreement. The con-cession agreement includes exploration, design, engineering, financing, construction, management, maintenance, revitaliza-tion and transfer of HPPs.

The one of the companies that has been active in Montenegro and that was expected to submit bid was Norway’s Statkraft. Sources believe that Italian companies are favorites in the ten-der having in mind the interstate agreements signed between Italy and Montenegro and recent privatization of EPCG.

In the related news, minister of environment and spatial plan-ning Branimir Gvozdenovic said that ministry should recon-sider option for reducing the altitude of the dam Andrijevo on Moraca River from 285 meters down to 255 meters.

According to some estimations, lower dam would reduce over-all financial benefits of HPPs on Moraca River by 30 %. Accord-ing to analyses made by IFC and Poyry, original project should bring between 470 and 740 million euros of benefits to Mon-tenegro in period of 50 years.

The announcement of minister Gvozdenovic was seen as com-promise having in mind that all environmental and non-gov-ernmental organizations, majority of local communities and the church strongly opposed the project during the recently finished public debate.

On the other hand, minister Gvozdenovic believes that major-ity of the public in Montenegro was in favor of construction of HPPs. He believes that project will bring economic benefits to local communities, which are mostly underdeveloped.

Minister strongly denied claims that project would harm natu-ral environment and bring profit to foreign investors. The main aim of the project is economic and demographic revival of the area and overall progress of Montenegro, where all environ-mental standards would be met, Gvozdenovic concluded.

Iberdrola develops wind power projects with over 1,500 MW output (Romania)

Spanish Iberdrola said in press release that it has been devel-oping 50 wind power projects in Romania, with overall power output of 1,500 MW. The wind farms should be developed in period 2011- 2017 in Dobrogea.

Iberdrola is also developing 80 MW wind farm near Mihai Vitea-zu, as a project under separate permit. The farm should be put in service in the beginning of 2011.

Iberdrola opened its office Bucharest in the last year. In Roma-nia, company cooperates with Eolica Dobrogea in wind farm projects. Eolica Dobrogea is in charge for development of the projects and for obtaining the permits, while Iberdrola is in charge for construction and operation of the farms. Iberdrola is also one of six investors involved in development of units 3 and 4 in nuclear power plant Cernavoda (700 MW each).

According to estimations of electricity transmission company Transelectrica, overall power output in wind farms in Romania should reach 3,000 MW by 2017. In 2012, wind farm output should each 1,500 MW.

Several studies imply that Romania has the highest wind pow-er potential in Southeastern Europe of some 14,000 MW. So far, Romania has only 15 MW in wind farms.

Economy minister: Romania to join South stream project (Romania)

Minister of economy Adrien Videanu said that, one way or an-other, all large natural gas projects that have been developed in this part of Europe such as South stream, Nabucco and AGRI (Azerbaijan-Georgia-Romania Interconnection), would pass through Romania. Minister Videanu said that Romania and Rus-sia have open dialogue regarding South stream project. The statement of the minister came after CEO of Russian Gazprom Alexei Miller said that South stream pipeline, which is being developed by Gazprom and Italian Eni, would not be built across Romania. Miller said that only the extension of South stream pipeline could be built toward Romania.

Romania is one of six countries that have been developing Nabucco pipeline, which main purpose was to reduce depend-ence on natural gas supplies from Russia. Because of that, Ro-mania has been reluctant for quite a while to take part in South stream project, which was generally considered as direct com-petitor to Nabucco.

Russia has already signed interstate agreements related to South stream project with Bulgaria, Serbia, Hungary, Greece, Slovenia, Croatia, and recently with Austria. The pipeline will be 900 km long and its capacity should be 63 billion cbm per year. It should be built in 2015.

Unit 1 in NPP Cernavoda to undergo one month maintenance in May-June (Romania)

Unit 1 (700 MW) in nuclear power plant (NPP) Cernavoda will undergo one-month maintenance during May and June. This was announced by Nucelarelectrica, the operator of NPP Cer-navoda. Two 700 MW units in NPP Cernavoda produce some 20 % of electricity in Romania.

Pompiliu Budulan, general manager of Nuclearelectrica, said that works would be done under eight-year maintenance con-tract signed by Nuclearelectrica and General Electric in Janu-ary. The worth of the contract is set between 90 and 146 million dollars.

NPP Cernavoda produced 2.91 TWh of electricity in Q1 (Romania)

Nuclearelectrica, the operator of nuclear power plant (NPP) Cernavoda (2x700 MW), said that NPP has produced 2.91 TWh of electricity during the first quarter of 2010, which was 4.6 % lower compared to the same period last year. NPP Cernavoda produces some 20 % of electricity in Romania.

Competition council started probe on establishment of integrated energy companies (Romania)

Competition council (CC) said it had initiated probe on founda-tion of two integrated energy companies, Electra and Hidroen-ergetica, in order to evaluate their impact on the market.

President of CC Bogdan Chiritoiu said that CC wants to establish whether operation of two companies could lead to restriction, removal or distortion of competition on the electricity market.

As recalled, in January this year, the government of Romania officially approved establishment of two national energy com-panies. Electra will include energy complexes Turceni, Rovinari and Craiova, Nuclearelectrica, Hidroelectrica’s branches Ram-nicu Valcea, Sibiu and Targu Jiu and National lignite company Oltenia (SNLO).

Hidroenergetica will incorporate Electrocentrale Deva, Electro-centrale Bucharest, thermal power plant Paroseni, Hidroelectri-ca’s subsidiaries in Bistrita, Buzau, Cluj, Curtea de Arges Hateg, Iron Gates, Oradea, Sebes and Slatina and National coal com-pany (CNH). After this restructuring, Hidroelectrica will cease to exist.

The government also announced that general manager of Energy complex (EC) Craiova, Constantin Balasiou, will be the head of Electra, while current head of Hidroelectrica, Mihai David, will be the head of Hidroenergetica.

Government believes that restructuring of energy companies should lower prices for end customers, while the companies will be able to compete on regional market.

Government considers selling minority stakes in energy companies (Romania)

Government of Romania plans to sell its stakes in energy com-panies in the next three months. The particular plans refer to 12.6 % stake in oil and natural gas company Petrom, the largest company in Romania, 15 % stake each in natural gas transporter Transgaz and in electricity transmission company Transelectrica and shares in natural gas producer Romgaz. The government should also sell stakes in Conpet and Oil terminal, while estimated income from sale should reach 1 billion euros.

Romgaz to get involved in electricity production (Romania)

Minister of economy Adrien Videanu said that ministry would support natural gas producer Romgaz to get involved in elec-tricity production. Minister said that Romgaz should find part-ners for such projects and invited investors to cooperate with state-owned natural gas producer.

Two years ago, Romgaz announced it should enter electricity market, but it still did not initiate any projects.

State to reduce its stake in future units 3 and 4 in NPP Cernavoda (Romania)

Minister of economy Adrien Videanu announced that state should reduce its stake in EnergoNuclear, the project company for construction of units 3 and 4 (700 MW each) in nuclear pow-er plant (NPP) Cernavoda.

Minister said this was his personal opinion, where move would be aimed to increase competition in electricity production sec-tor.

In this moment, the state holds 51 % stake in the project, while the rest is owned by Enel, RWE, CEZ, GDF Suez (9.15 % each), Iberdrola and ArcelorMittal Romania (6.2 % each).

According to latest estimations, the units, which should use CANDU 6 technology, should be built after 2016. Overall cost of the project is estimated at 4 billion euros.

Hidroelectrica posted 163 million euros of turnover in Q1 (Romania)

The largest electricity producer in the country, Hidroelectrica, posted 163 million euros of turnover in the first quarter of 2010, which was 17 % higher (in local currency) compared to

the same period last year. The increase in turnover was the con-sequence of increased production and higher sale prices.

In the first three months of 2010, Hidorelectrica’s electricity production was increased by 6.6 % up to 4.2 TWh. In the same period, the gross profit reached 43.8 million euros, which was higher 2.7 times compared to the last year.

Rompetrol to build 150 MW power plant at Petromidia (Romania)

Oil company Rompetrol, majority owned by Kazakhs’ state owned oil company KazMunaiGaz, plans to build 150 MW natu-ral gas fired power plant at the site of Rompetrol’s Petromidia refinery. This was confirmed by financial director of Rompetrol Group Dmitri Grigoriev.

100 MW part of the output will be used for company’s inter-nal consumption. The cost of the project, which is now in study phase, is estimated at 100 million euros.

Grigoriev also said that company posted cumulative loss of 400 million dollars in the last three years. He said that company was doing everything to avoid layoffs. However, Grigoriev said that company would be unable to pay obligations toward the state budget of some 580 million euros, unless the debts were repro-grammed in the next 3-4 years.

Government to restart negotiations over PEOP (Romania)

Minister of economy of Romania Adrien Videanu announced that Romania would soon restart negotiations regarding de-velopment of Pan European oil pipeline (PEOP) and that the project should be joined by Kazakhstan and Azerbaijan. Vide-anu said Kazakhstan and Azerbaijan are interested in oil ex-port.

Romanian minister also hopes that Croatia would change its current standpoint and that Italy would finally show interest in PEOP project.

In February this year, Serbia and Romania decided to continue activities in the project by themselves, after Croatia decided temporarily to freeze its participation in the project in January this year.

As recalled, development of PEOP was initiated by Romania, Serbia, Croatia, Slovenia and Italy. The ministerial declaration regarding the project was signed by the representatives of the five countries and EU in April 2007.

The pipeline should connect Constanta (Romania) and Trieste (Italy) and the pipeline is aimed to transport crude oil from Rus-sia and Caspian region to EU. The PEOP, one of priority projects

set by European commission, should be 1,400 km long. The pipeline should transport 60 million tons of oil per year, where cost of the project should amount to 3.2 billion euros.

Government announced public private partnership for new projects in energy sector (Romania)

Minister of economy Adrien Videanu said that several large en-ergy companies, such as RWE, CEZ, GdF Suez, Enel, as well as companies from China and Japan had expressed interest for public private partnership in projects in energy sector. Overall worth of these projects is 3 billion euros.

Two future integrated energy companies, Electra and Hidroen-ergetica, which should be officially established in this year, will take special role in construction of new power plants.

Electra should invest 1.7 billion euros for construction of two 500 MW power plants, while Hidroenergetica should invest 133 million euros for construction of hydropower plants (HPPs) on Olt River, 754 million euros for HPPs on Somesul Mare River, 245 million euros for HPPs on Aries River and 324 million euros for HPPs on Buzau River.

Minister Videanu believes that establishment of two integrated companies would correct flaws in the system. He also said that reduction of state’s ownership in energy companies along with public private partnership should increase market competi-tion.

Minister Videanu called for development of long-term energy strategy, i.e. for period of at least 20 years. In this way, the strat-egy would not be changed after each election cycle. Videanu said that government has been currently revising energy strat-egy and that it should be voted by law.

Electrica to build 50 MW wind farm near Constanta in 2011 (Romania)

Electricity distributor Electrica said it would put in service its first 50 MW wind farm in Chirnogeni, Constanta County in mid 2011.

During incoming months, Electrica will publish tender for pur-chase of wind turbines. Electrica said that construction works in Chirnogeni could even start in this year, in case of favorable weather conditions.

Electrica has been developing two more wind farm projects, with 50 MW output each, in Frumusita (Galati County) and Sacele (Constanta County). Tenders for these projects should take place in the first half of 2012.

Wind farm in Sacele will be built in cooperation with SC Holrom Renewable Energy LLC, while two other farms will be 100 % owned by Electrica.

Apart from construction of 150 MW in wind farms, Electrica plans to build 200 MW biomass power plant and 25 MW hy-dropower plant. These two projects are currently in feasibility study phase. The investments in renewable energy sources are aimed to meet company’s demand for green certificates.

Petrom delays share capital increase (Romania)

The largest company in Romania, OMV Petrom, decided to postpone share capital increase of 49 million euros during this year, but the capital should be increased by up to 685 million euros in 2011. The current market capitalization of Petrom stands at 1.37 billion euros.

The capital increase in aimed to provide funds for investment program. Petrom plans to invest 1.2-1.5 billion euros per year for sustainable development and for company’s growth in in-coming period.

Petrom should invest some 1.7 billion euros in 2010, or some 67 % higher compared to 2009. 51 % of the investment budget will be spent for exploration and production activities, 25 % of the funds will be spent in natural gas and electricity sector, while 15 % of funds will be spent in refining sector. The rest of 9 % of the funds will be invested for corporate and marketing activities.

CEZ to put in service wind farm Fantanele in September (Romania)

Czech CEZ should put in service wind farm Fantanele very soon. This was said by Juan Saez Palacios, business develop-ment director of CEZ Group in Romania during energy seminar in Bucharest. The electricity production in wind farm should start in September, while entire farm should be completed in 2011. According to the latest information, CEZ has installed 70 wind turbines in Fantanele.

The wind farm Fantanele, along with wind farm in Cogelac, will have 240 turbines (139 in Fantanele and 101 in Cogelac) and overall output of 600 MW. It will be the largest onshore wind farm in Europe. The cost of the project is estimated at 1.1 bil-lion euros.

Minister of economy of Romania Adrien Videanu confirmed that investors have submitted requests for construction of even 23,000 MW in wind farms, which is far above technical capabilities of national electricity grid.

General manager of electricity transmission company Transe-lectrica, Adrian Baicusi believes that, according to optimistic scenario, some 600 MW of output in wind farms should be con-

nected to grid in this year. Apart from CEZ, wind farms are be-ing built by Enel (200 MW) and Energias de Portugal (90 MW). In the next year, Petrom and Spanish Iberdrola should start construction of wind farms. So far, Transelectrica has issued approvals for connection of 4,023 MW in wind farms.

NIS and NefteGazInkor signed Memorandum of understanding (Serbia)

Oil industry of Serbia (NIS) and Russian NefteGazInkor, a sub-sidiary of Zarubezneft and majority owner of oil companies in Republic of Srpska (RS), signed Memorandum of under-standing in mid April.

The MoU envisages joint geological researches and pro-duction of hydrocarbons in RS and in the rest of Bosnia and Herzegovina. Two companies will soon establish joint work-ing group, the press release of NIS said. The main task of the working group will be technical and economic analyses of potential projects and potential establishment of joint ven-ture company.

Competition commission warned Srbijagas on monopoly (Serbia)

Council of Competition commission (CC) has issued warning to natural gas company Srbijagas regarding abuse of market power. Council demanded from Srbijagas to undertake nec-essary actions in order to enable competition in natural gas market, i.e. not to limit or hinder competition.

CC said it will monitor Srbijagas’s behavior in the future, and if necessary, it will launch procedures in accordance to Com-petition law.

According to CC, Srbijagas does not allow network access to third parties due to lack of rules regarding transport and dis-tribution of natural gas. CC said that adoption of these rules was obligation of Srbijagas in accordance to Energy law.

CC also said that Jugorosgas, a joint venture of Srbijagas and Gazprom, has access to natural gas network, which implies that Srbijagas has double standards.

Commenting the warnings made by CC, director of Srbija-gas Dusan Bajatovic said that Srbijagas has been operating in accordance to laws so that accusations made by CC were groundless. Srbijagas has monopolistic position in this mo-ment, but only until new regulations were adopted. Bajatovic added that Jugorosgas was never involved in transport of natural gas in Serbia. In the same time, all natural gas distrib-utors in Serbia are allowed to purchase natural gas on equal terms, so that Srbijagas does not have monopolistic position in distribution sector, Bajatovic concluded.

Head of Srbijagas believes that full liberalization of natural gas market should be possible not before 2012. The company has started procedure for unbundling of particular activities (trans-port, management of the system, distribution and storage) in accordance to regulations in EU, Bajatovic said. This is one of the reasons why EBRD will grant loan to Srbijagas, which would be used for construction of new storage facility. In 2010 and 2011, Srbijagas will also receive financial help from IPA funds for technical assistance in order to carry on restructuring as soon as possible.

In the related news, Bajatovic said that natural gas for the next heating season was being pumped into the Banatski Dvor fa-cility. In the end of April, Russian partners will start to deliver technical natural gas, necessary for operation of the facility. The capacity of the facility will be between 300 and 450 million cbm after the first stage of construction was completed. The facility will provide 60-day reserves of natural gas for households and heating plants. Bajatovic announced that Srbijagas would sign contracts with natural gas suppliers in Hungary, so that they could use natural gas from Banatski Dvor in case of need.

Bajatovic said that new storage facility in Serbia, with capacity of 1 billion cbm, should be built near Itebej by the end of the year. Worth of the facility in Itebej is 105 million euros, where Srbijagas received 70 million euros loan from EBRD for this project.

EPS posted 90 million euros loss in 2009 (Serbia)

Power utility of Serbia (EPS) confirmed it had posted some 90 million euros loss in the last year. EPS said that despite record electricity production and considerable reduction in expenses during 2009, the company posted negative financial result, mostly due to unpaid electricity bills. However, EPS said it had posted some 108 million euros of profit from current opera-tions in 2009.

In 2009, EPS achieved record production of 36.1 TWh of elec-tricity, which was 1 TWh higher compared to 2008.

In 2009, EPS’s business expenses were 8 % or 130 million eu-ros lower compared to 2008. In case of including inflation rate, EPS’s business expenses in 2009 were 19 % or 330 million euros lower compared to 2008.

Electricity export in 2009 stood at 1.5 TWh, which was 1.2 TWh higher compared to previous year. The high electricity export resulted in 35 million euros increase in income. During 2009, electricity import was 0.2 TWh lower compared to 2008, while related expenses were 18 million euros lower. In the end of 2009, EPS reduced number of employees by 1,038 compared to previous year.

EPS pointed out that the good results were achieved despite the fact that electricity prices have been unchanged during 2009. The company warned that current tariffs, along with rationali-zation of expenses, would cover only operational expenses, but would not provide funds for new investments.

EPS produced 10.1 TWh of electricity in Q1 (Serbia)

Deputy general manager of Power utility of Serbia (EPS) Zoran Manasijevic confirmed that EPS had produced 10.1 TWh of electricity during the first quarter of 2010, which was close to plans. During the same period, electricity consumption was 0.7 % higher compared to 2009.

Thanks to favorable hydrology and market demand, EPS sold 121 GWh of electricity on free market during the same period, Manasijevic said. The electricity export was 60 % higher com-pared to 2009, while the same trend should be continued dur-ing April, deputy said.

Manasijevic believes that company will meet production target in this year, while regular maintenance works will be adjusted in accordance to available funds.

In a separate occasion, Chair of the Management board of EPS Aca Markovic said that EPS exported 400 GWh of electricity during period January-April. In the same time, minister of en-ergy and mining Petar Skundric said that EPS should post 3 % increase in electricity production in 2010. The similar increase was reported in 2009.

Electricity distributor in capital to cut supply to debtors (Serbia)

In the end of April, electricity distributor in capital Belgrade, EDB, announced it has started campaign for disconnection of customers with unpaid bills. Overall debts amounted to 150 million euros, where 70 million euros is owed by households, while the rest is owed by companies.

In the same time, minister of energy and mining Petar Skun-dric announced stricter measures in order to increase collection rate of electricity bills. Minister once again said that electricity prices in Serbia are among the lowest in the region.

EPS and Seci Energia to build ten HPPs on Ibar River (Serbia)

In the end of April in Belgrade, general manager of Power utility of Serbia (EPS), Dragomir Markovic and president of Seci Ener-gy Gaetano Maccaferri signed the Protocol for construction of small hydropower plants (HPPs) on Ibar River. The protocol was signed during the meeting of minister of energy and mining of Serbia Petar Skundric and minister of economic development of Italy Claudio Scajola.

The Protocol refers to construction of ten small HPPs with over-all power output of 103 MW and annual production of 420 GWh. The worth of the project is estimated at 285 million euros.

Skundric said that Seci Energia should hold 51 % stake in the joint venture and it would be obliged to provide entire funds for the project. EPS should be involved in technical and infra-structural preparations for the project.

The feasibility study showed that construction of HPPs on Ibar River is justified and economically feasible. The project docu-mentation should be completed by the end of the year, while construction works should start in next 3-4 years. According to plans, electricity produced from future HPPs will be exported to Italy at privileged prices.

Serbia considers joining Belene project (Serbia & Bulgaria)

Prime minister of Serbia Mirko Cvetkovic said that government of Serbia has been considering offer of government of Bulgaria regarding taking part in construction of nuclear power plant (NPP) Belene.

PM said this after the meeting with PM of Bulgaria Boyko Boris-ov. He also said that experts have been analyzing project docu-mentation of NPP Belene.

Several days after the statement of Serbian PM, minister of economy, energy and tourism of Bulgaria, Traycho Traykov con-firmed that Serbia has expressed interest in construction of NPP Belene.

Srbijagas completed construction of important natural gas pipeline (Serbia)

Natural gas company Srbijagas confirmed it had completed construction of bidirectional pipeline Gospodjinici-Banatski Dvor. The pipeline was built by local company NIS Naftagas in period of 18 months and the cost of the project was 11.1 mil-lion euros.

The pipeline was put in trial operation in the end of April. The pipeline is the integral part of the underground storage facil-ity Banatski Dvor and it will connect the facility with the rest of the natural gas network. During winter, the pipeline will deliver natural gas stored in the facility to the customers, and, during summer, the pipeline will pump natural gas into the facility.

Srbijagas also confirmed that new compressor for Banatski Dvor facility was already manufactured by US A.G. Equipment Company. The compressor, with 1.7 million cbm of daily capac-ity, should be delivered in June.

In the related news, Jugorosgas, a joint venture of Gazprom (51 %) and Srbijagas (49 %), published the tender for construction of 51km pipeline between cities Nis and Leskovac, in southern Serbia. Jugorosgas invited potential constructors to submit their bids until May 28.

Energy minister: 9 billion euros to be invested in energy sector (Serbia)

Minister of energy and mining Petar Skundric announced once again that some 9 billion euros should be invested in energy sector in Serbia during next 5-7 years. This would be the best development period in last 30 years, minister said.

Some 5 billion euros should be invested for construction of new facilities, while 4 billion euros will be invested for reconstruction of existing ones. This amount does not include investments in renewable energy sources, Skundric said.

Minister said this during official inauguration of new 110kV substation in city of Nis. The worth of this investment was 2 mil-lion euros.

Speaking at the same occasion, minister Skundric said that analyses regarding potential construction of natural gas fired power plant in Nis were under way. According to plans, inter-connection natural gas pipeline between Serbia and Bulgaria will be built close to Nis. The project will be supported by EU, where Bulgaria was already granted 60 million euros from EU funds for its part of the pipeline.

NIS to terminate production of leaded gasoline (Serbia)

Oil industry of Serbia (NIS) should sell all of its stocks of leaded gasoline by the end of June and it should terminate production of this type of fuel. This was said by Ljubica Simic, director of Pancevo refinery, one of two oil refineries of NIS. Simic said that incoming liberalization of oil market and en-vironmental issues were the main reasons for the abovmen-tioned decision.

Serbia, along with Montenegro and Bosnia and Herzegovina, is the only country, which uses leaded gasoline.

The termination of production of leaded gasoline was an-nounced by deputy director of NIS Petrol, Oleg Shalimov in March. He said that trial production of unleaded gasoline should start in Pancevo refinery in this year.

Srbijagas: customers owe 220 million euros for natural gas bills (Serbia)

Director of natural gas company Srbijagas Dusan Bajatovic said overall debts of customers toward Srbijagas amounted to 220 million euros.

Heating companies owe some 100 million euros for delivered natural gas, where the largest part, or some 55 million euros, was made by the heating company in capital Belgrade. During

the press conference, Bajatovic said that current heating tariffs in Serbia could not cover fuel costs.

Head of Srbijagas believes that issue of debts should be jointly resolved by the government, local communities, heating com-panies and Srbijagas.

Bajatovic announced that, in accordance to the agreement with government of Serbia, Srbijagas would postpone increase in natural gas prices during this year as long as possible. The increase in prices will mostly depend on dollar and euro ex-change rates.

In the end of April, Srbijagas managed to pay all of its debts for natural gas import. In 2009, Srbijagas’s overall expenses for import of natural gas reached 660 million dollars. During the last heating season, natural gas consumption reached 540 mil-lion cbm, which was some 100 million cbm higher compared to 2008/2009 season, Bajatovic said.

Tenders for construction of new thermal power plants delayed (Serbia)

Local media reported that tenders for construction of thermal power plant (TPP) Kolubara B (700 MW) and unit 3 (700 MW) in TPP Nikola Tesla B should be most likely delayed. The overall worth of these projects is estimated at 1.6 billion euros.

As recalled, public invitations for expressions of interest for two power plants were published in January last year. In May last year, Power utility of Serbia (EPS) selected list of eligible bid-ders. AES, CEZ, Edison, EnBW were selected as potential part-ners for construction of TPP Kolubara B, while these four com-panies along with RWE were selected as potential partners for construction of unit 3 in TPP Nikola Tesla B. Later that year, AES and EnBW abandoned projects due to financial crisis. In De-cember 2010, EPS decided to prolong deadlines at the request of potential bidders.

EPS and the government of Serbia expected that strategic part-ners would be selected by June this year, but according to latest information, the bids are yet to be submitted. Sources said that tender procedure should be delayed until September this year. Officials from ministry of energy and mining said that main rea-son for delays is the global financial crisis.

Recently, Czech CEZ announced it would abandon all projects in Balkans for the time being, which implies that only Edison should be potential candidate for TPP Kolubara B, while Edison and RWE should compete for the project in TPP Nikola Tesla B.

According to original plans, EPS will own between 20 and 49 % stake in new power plants. The first unit in TPP Kolubara B should be built by 2014, while the second unit should be in service in 2015. In 2016, unit 3 in TPP Nikola Tesla B should be built.

NIS and private fuel retailers to reach cooperation agreement (Serbia)

Association of private fuel retailers announced it was ready to sign long-term contracts with Oil industry of Serbia (NIS) for re-finement of crude oil as well as for delivery of oil derivatives after liberalization of oil market in 2011. In this way, association of fuel retailers, which operates network of 450 petrol stations, wants to reduce import expenses and to lower price of oil de-rivatives for end customers.

Private fuel retailers said they are ready to operate NIS’s petrol stations under franchise contracts. Sources said that NIS could be ready for this kind of cooperation.

Local experts believe that cooperation agreement would be beneficial for both sides. NIS would preserve its wholesale mar-ket, while private fuel retailers would not be forced to purchase oil derivatives abroad, most likely at higher prices.

In the past several months, private fuel retailers and NIS have been arguing over refining costs. In the same time, NIS lowered prices of oil derivatives on its petrol stations, and private retail-ers claimed that this was abuse of market power.

In this moment, NIS holds monopoly on import of derivatives (apart from euro diesel) as well as monopoly on oil refinement.

Toplofikacia Sofia EAD, the single owned joint stock district heating company serving the city of Sofia carried out the rehabilitation of the centralized dis-trict heating system in the city. The District Heating Rehabilitation Project comprised the modernization of district heating substations, replacement of pipe-lines, compensators, valves, thermal insulation of over-ground pipelines, conversion to variable flow of the Sofia district heating network.

Toplofikacia Sofia EAD intends to use additional grant funds of the Kozloduy International Decom-missioning Support Fund (KIDSF) for continuation of the Project for replacement of the left, old, not au-tomated substations in Sofia district heating system. These funds shall be used for delivery, installation, testing and commissioning of: individual heating substations units for space heating and domestic hot water including. heat exchangers, circulation pumps, control valves and automation devices.

Tendering for the above contracts is expected to be-gin in the first half of 2010. In case the KIDSF does not grant these additional funds to Toplofikacia So-fia, the tender procedure shall be cancelled.
