The city of Enerhodar is a young industrial city, the economy of which is
being dynamically developed.
The city of Enerhodar is called the energy capital of Ukraine, but we try to
go beyond the stereotypes. We understand that our future is alternative
energy, IT technologies and other modern innovation sectors.
Over the past years, we have been actively developing the industrial
sector and creating new productions in the city through join efforts.

In 2019, the city celebrates its 49th
birthday. Today, the city of Enerhodar is known as the energy capital of Ukraine as there
are two powerful energy enterprises in its territory – a nuclear power plant and
a heat power plant, which produce 25% electric energy of Ukraine. The citizens
consider their city small and comfortable for living. The city’s visitors point out
that the city is quiet, clean and comfortable.

The operation of the city’s energy complex is crucial for energy stability of not only the region, but Ukraine in the whole.

General Information on Enerhodar

Highways Services About 106 departures per day are made from Enerhodar’s
bus station, including 46 inter-city departures. Passengers
are transported in the city by road in five directions.
The city of Enerhodar is located in the south of Ukraine, on a left bank of the Kakhovka
Reservoir (in the Lower Dnieper region), at the distance of 124km from the city of
Zaporizhzhia and 20km from the regional center, the city of Kamianka-Dniprovska.
A transport link with the city is provided by rail and by road. A distance to the highway
“Kamianka-Dniprovska – Berdiansk” is 7km.
Railway Services There is a railway station in the city. Railroad passenger
services are performed in the direction “Enerhodar-
Zaporizhzhia 1” twice a day. The traveling time from
Zaporizhzhia to Enerhodar by road or by rail is about
2-3 hours.
Air Services The closest airport is the Zaporizhzhia International Airport
that provides services to all types of aircrafts. Direct flights
are performed to Minsk, Antalya, Istanbul, Warsaw, Sham
El-Sheikh, Dalaman, Batumi, Burgas, and Tel Aviv. The
Zaporizhzhia International Airport sends daily flights to
Kiev, from where flights to many countries are operated.

City’s Development Strategy
The strategic plan of development of Enerhdar until 2027 (approved by the decision
of the Enerhodar City Council of 27.01.2017, No.4) has been developed in cooperation
with the DTEK Company within the framework of social partnership with the cities and
the project of international technical assistance “Partnership for urban development”
(the PROMIS project) implemented by the Federation of Canadian Municipalities
(FCM) with financial support from the Government of Canada.
In order to achieve the desired goals, the continuous monitoring and assessment of the
performance results of introduction of the projects of the Strategic plan of development
of Enerhodar were introduced and followed by posting the results on the official website
of Enerhodar City Council http://www.en.gov.ua.

According to the number of population, Enerhodar is a small-scale city of Ukraine. As
at 01.01.2019, the number of present population is 53,6K citizens. A share of the able-
bodied population in the age structure of the city is above the national average and
amounts to almost 71% as at 01.01.2019, and 67.8% compared to the national figure.
The city’s labor market has a high concentration by key employers. In 2018, a share of the largest (according
to the average number of staff employees) employers – Zaporizhzhia heat power plant and Zaporizhzhia
nuclear power plant – was 57,8% and 6,3%, respectively. A positive trend in operation of the city’s largest
local employers ensure a steady demand for labor resources, and the official occupational level is significantly
above to the national average. According to the 2018 results, a share of the population employed at the
enterprises of the principal circle of statistical reporting in the total number of the city’s present population
was 35.4% and exceeded the relevant national figure almost in two times.
An official unemployment level is low in the city: as at 01.01.2019 there were 429 registered unemployed
people. As before, the city has unused labor resources that can be used by investors for the expansion of
economic activity: at the beginning of 2019, there were 9 people per one vacancy.

In general, the salary growth rates in Enerhodar have a positive trend, mainly, due to stable operation of
the key employers. According to the 2018 results, the payroll rate increased in the city by 29.3%, up to
UAH 14 968,8, that is in 1.7 times higher than the national average.
A high level of the average monthly salary intensifies competition at the enterprises, not related to the
energy complex. In turn, a high purchasing power of the population creates additional advantages for
business development in the city, in particular financial sector, retail services (including health improvement,
recreation and education), trade and related branches.
The level of living and social well-being of the citizens of Enerhodar is supported by stable operation of the energy enterprises (Zaporizhzhia heat power plant and Zaporizhzhia nuclear power plant), developed social and cultural infrastructure, and satisfactory condition of the housing and utilities infrastructure. A high level of personal income creates additional advantages for business development in the city, in particular financial sector, retail services (including health improvement, recreation and education), trade and related branches.

The city’s labor market has highly-qualified personnel. The city has all the opportunities for development – regardless a low unemployment level, the city has the unused labor resources that forms potential for active economic activities. The population ageing index that is below the national average is evidence of the potential for future growth of the workforce capacity.

Education
A wide network of elementary and secondary education establishments, located in the territory
of the city, ensure the provision of educational services in close proximity to the place of living.
Considering a good conditions of the local finances, the city’s authorities annually allocate funds
for purchasing required technical equipment for educational process purposes.
During 2018, the actual network of education establishments was not changed, and the level of
education coverage of school-aged children is 100%, and the level of coverage of 1-6 year old
children with different forms of pre-school education is 98%.
The city has 1 higher education establishment of the ІІІ-rd level of accreditation – the Enerhodar
Institute of Public and Municipal Administration named after R.H. Khenokha “Classic Private
University” that provides education subject to the following specializations: management, law,
software engineering, economics, accounting and audit, and social work. The Department
of Education conducts joint activities with the institutions with regard to the pre-professional
education and professional identity of the graduates. For that purpose information meetings
are held between high school seniors and the representatives of education establishments of
Ukraine, with which the contracts of creative interaction are made.
Sports infrastructureThe developed sports infrastructure enables every citizen to choose its favorite sport. The
most popular sports are: swimming, martial arts, boxing, and football. Both local and national
competitions are held in the city every year. We are proud that our sportsmen take the top
tiers. The city is represented by the following sportsman: a bronze medalist of the 2000 Olympic
Games, a pair powerlifting world champion, medalists of the World Canoe Championship, boxing
champions of Ukraine and Europe, medalists of the Ukrainian swimming championship and
Ukrainian free-style wrestling championship.

In total, about 12k citizens of the city go in for different sports at sports groups and sections.
The number of pre-school establishments and general education establishments
is sufficient and meets the needs of the citizens of Enerhodar as well as is
a significant advantage that makes the city comfortable for living. In turn,
the city of Zaporizhzhia, as the closest education center of the region, can
provide effective education and training of the specialists of different branches
of the economy with a sufficient level of professional development for future

Communal InfrastructureThe housing and utilities infrastructure is one of the most important elements of the territorial infrastructure that defines conditions for living abilities of human beings, comfort of his accommodation, quality and solidity of services, on which the social climate of urban environment depends. Today, the city has 8 public utility companies that provide services for water supply and water disposal, centralized heating and removal of domestic wastes, maintenance and operation of the municipal solid waste landfill, public services and amenities as well as other special services.In 2018, the Misto dlia lyudei (City for People), Management Company was established and its key functions are the maintenance of buildings and surrounding grounds.Permanently sensitization campaigns are held with regard to the establishment and unimpaired operation of condominium associations (OSBB) and, as a results, there are 27 condominium associations registered in the city.In general, a condition of the municipal facilities related to the housing and utilities infrastructure is satisfactory. Considering the financial capacity, the amounts of budgetary financing for the branches “Housing and utilities infrastructure” and “Construction” in the city of Enerhodar are higher than in the most cities of Ukraine similar in the number of population.
Retail, Public Catering and ServicesIn Enerhodar there is a stable trend towards an increase in retail turnover of the retail store network
that is a key figure characterizing a purchasing power of the population. According to the 2018
results, the retail turnover of enterprises (legal entities), the key business of which is retail trade,
increased by 10.5% in comparative prices. The retail turnover per capita is 36.1% higher than the
relevant national figure.
The largest stores of the city are ATB-Market, Fozzy-Sich, LLC (Silpo), Allo, Prostor, Eva, Brusnytsia
retail store network and Dnipro retail store network. Merkuriy JSC, a shopping mall, is located in
the territory of Enerhodar Urban Market, Integral Property Complex. The shopping mall has a
mixed specialization, its total area is 37.7K square meters and the selling space is 13.2K square
meters that is designed for 2 053 places. The restaurant industry is represented by public catering
facilities, and the largest are restaurants “Prestige”, “Skif” and “Atmosfera”, cafeterias “Borisfen”,
‘Sakura”, pizzeria “Milana”. There are 5 hotels (ready to host 170 visitors) in the city.
The levels of employment and salary that are above the national average
ensure the increase in a consumer demand of the population. Considering that
a significant part of the citizens focuses on proposals of the regional center
(a distance to Zaporizhzhia is 124 km), it is expedient to develop retail trade,
consumer services and related branches. This field of concern makes a stable
cash flow, and the payback period of projects is from 5 to 7 years.

City’s Industrial Sector
Enerhodar is one of the most industrially developed cities of Zaporizhzhia region and the southern region of Ukraine. Enerhodar is the city with single-industry economy as the behavior of social and economic development depends on stable operation of two powerful enterprises of the energy complex – Zaporizhzhia Nuclear Power Plant and Zaporizhzhia Heat Power Plant. The main type of products, produced and sold by the primary taxpayers of the city, is electric energy.

Zaporizhzhia Nuclear Power Plant NPP of Energoatom NNEGC.
The role of nuclear energy in the energy independence
of the country is still crucial. Zaporizhzhia nuclear power
plant is still the largest producer of electric energy among
the Ukrainian nuclear plants and the most powerful nuclear
station in Europe – in 2018 Zaporizhzhia nuclear power plant
increased its production volumes up to 35,9 billion KW of
electric energy (104,1% in 2017) that amounted to 42,2%
of the total production of nuclear power plants (40,2% in
2017) and 22,6% of the total production of electric energy
in Ukraine. The payments, made by Zaporizhzhia nuclear
power plant (together with land rentals paid by Energoatom
NNEGC) amount to 2/3 of revenues of the general fund of
the city’s budget, excluding transfers.
Zaporizhzhia Heat Power Plant of Dniproenergo PJSC
is the second enterprise according to the amounts of
compulsory payments to the budget of Enerhodar and it is
a part of Dniproenergo, DTEK, PJSC – one of the leading
heat energy generating company in Ukraine. The capacity
of the plant that has 7 power generating units is 3600Mwatt.
Zaporizhzhia heat power plant forms a significant share
of revenues to the general fund of the city’s budget and,
considering the negative impact of the production on the
environment, it pays an environmental tax to the municipal
budget.

The Strategy of development of the city until
2027 provides for an increase in competitiveness
of the city’s economy due to the creation of
conditions for development of other economic
types of business, in particular due to the
development of small and medium business.
Besides the energy enterprises, the following are also

Atomenergomash Manufacturing Enterprise of Energoatom NNEGC (manufacturing the line tubes and nonstandard equipment
for nuclear and heat power stations, producing the
engineering metal structures, metal doors and windows,
metal containers, water tanks and technical maintenance
of industrial machinery and equipment)
Enhol Private Enterprise (designing the systems and equipment for nuclear
power station, their installation, adjustment, repair and
maintenance, and maintaining the refrigerating appliances)
Velych LLC (bakery products and confectionery)
Teplovodokanal, Public Utility Company (providing the services of centralized heat and water
supply, and water disposal, transportation of energy
through main and local thermal power systems).

The municipal authorities have determined the development of small and medium
businesses and improvement of their competitiveness as one of the top priority
development fields of the city. The creation of conditions for development of the business
will favor the diversification of the city’s economy and, respectively, enhancement of the
capabilities for economic growth. Besides, the improvement of skills and knowledge of
the representatives of small and medium business and development of the business as
a key professional competence, especially among the youth, will reduce the outflow of
unemployed able-bodied population from the city.
In order to provide business entities with practical and methodological assistance,
trainings are held with support of representatives of the regional divisions of the
Association of Ukrainian Cities and the Agency of Local Development of the city of
Enerhodar, Public Organization. In 2018, under the project “Improvement of professional
competence of active and prospective business entities for business diversification in
Enerhodar” and with support of ESCO DTEK Energy Company, the trainings on energy
management and energy audit have been held for the city’s citizens, who can use their
knowledge and skills to set up their businesses in the field of energy efficiency.

Return of a single tax
The development of small and medium businesses is one of the targets of the Strategic plan of development
of Enerhodar until 2027. With assistance of the Project of international technical assistance “Partnership for
local economic development” (the PROMIS project) and in cooperation with the business, Enerhodar City
Council developed and approved a municipal Program of support and development of small and medium
businesses in the city of Enerhodar for 2018-2022. The key targets of the Program are:
The development of small and medium businesses in the city is supported by operation of certain
institutions and enterprises, established to simplify business activities, to provide information, referral,
and consulting support:
The Joint Office, Administration Service Centre was established in Enerhodar. In June 2018,
under the project “Support of territorial communities due to an increase in the number of the
displaced”, introduced in cooperation with the German Development Cooperation Agency (GIZ), the
Joint Office, Administration Service Centre of Enerhodar City Council was granted a mobile case for
onsite provision of administration services.
The cooperation between business entities and the municipal authorities is ensured by the municipal
Coordination council on entrepreneurial development that consists of representatives of the
municipal business by 80%.
The public reception office on entrepreneurial development of the executive committee of the
city council was established and every business entity can get advices on business establishment
there.

Enerhodar Investment Passport
The trends in capital investments in development of the economic complex of Enerhodar is significantly
characterized by investment activities of the city’s primary tax payers:
Zaporizhzhia nuclear power plant prepped for construction of the Sonechko solar station in
Enerhodar. It is planned to install 5K solar panels in the territory of 37ha with capacity of 13.2 Mwatt, and the
scheduled production of energy per annum is 16 705 Mwatt.
Ehol Private Enterprise purchased a ES60P-260W and 275W solar module production line (solar
photo cells) and a solar panel assembly line started to operate in Enerhodar.
Within the framework of social partnership, DTEK Company holds the competition of mini-grants “The
city with your own hands”, in which the city’s public interest groups participate, for the seventh year in a row
(10 projects that favor the improvement of quality of education, leisure time, municipal improvement, power
optimization, and sports development in the city are to be implemented in 2019).
The city’s primary tax payers participate in implementation of the education, culture, health care and public
projects important for the city.
It should be noted that however the amounts of capital investments of the city’s enterprises, except for
Zaporizhzhia heat power plant and Zaporizhzhia nuclear power plant, per capita are below the national
averages, but, in general, their trends (except for 2016) have been positive.
In order to improve the level of investment attractiveness by creating the favorable conditions for investment
raising, improvement of the city’s investment image, creation of favorable conditions for new jobs and
establishment of new enterprises as well as prolongation of the previous years’ positive experience, the
Program of development of investment and innovation activities in the city of Enerhodar for 2017-2021 was
developed.

The city’s investment policy is aimed to improve the city’s image regionally and internationally, to facilitate the attraction of domestic and foreign investments to the economy, and to implement active information and promotional activities.

economy, the matters of development of the map
of Enerhodar with the indication of unoccupied
productions areas/objects and undeveloped land plots

in Annex No.2, and on unoccupied productions
areas/objects of the city’s industrial enterprises
is given in Annexes No. 3 and 4.

Considering the industrial composition of the city’s industrial complex, the bulk of
manufactured goods are sold in the national market and the amounts of export-import
operations performed by the city’s enterprises, are low. Today, the dependency of
the city’s enterprises on foreign capital is low. In turn, the municipal authorities have
successfully cooperated with international partners.
The experience in implementation of the projects of international technical assistance,
important to the city, in the field of public services, energy efficiency and development
of the local government, bears the evidence of trust in the city authorities and that the
city meets the requirements to participation in such projects.
The city of Enerhodar is a signatory of 2 European initiatives:
“Agreement of the Mayors” The city undertakes to develop a Plan
of actions on energy development and
climate during 2 years from the date of
subscription and to reduce emission
of СО2, at least by 30% until 2030
according to the plan.
“The mayors for Economic Growth” Under this initiative, The plan of economic growth until
2020 was developed. The priority ways of economic
development of the Plan are: development of a marketing
strategy and brand of the city as well as creation of an
industrial part and establishment of a business center.
The Plan was agreed with the Office of the Initiative “The
Mayors for Economic Growth” and the World Bank.

Under the project “Creation of a positive image of Enerhodar as an investment-attractive city” and with support
of the Ukrainian-Canadian project “Partnership for urban development” (the PROMIS project), implemented
by the Federation of Canadian Municipalities under the sponsorship of the Ministry of International Affairs of
Canada, the Marketing strategy, Investment passport in Ukrainian an English as well as a logo and slogan of
Enerhodar and a system of visual identification (brand book) of the city were developed in 2018.

Municipal budget The budget of the city of Enerhodar is considered a local budget and it consists of the budget of one level
– the municipal one
Fiscal space The level of fiscal capacity of the budget of Enerhodar compared to others cities is high: a ratio of the
city’s budget revenues per capita exceeds the relevant national average in 2 times
Budget independence The level of budget independence is high and there is no base grant. Enerhodar is a donor city as it annually
transfers a reverse grant to the state budget (UAH 87.5m in 2018), the funds of which are used to support
other local budgets
Concentration of the budget revenues by key tax payers The budget of Enerhodar is characterized by a significant level of industrial concentration of the sources of
the revenue item of the general fund: Zaporizhzhia heat power plant and Zaporizhzhia nuclear power plant
that are a part of the Ukrainian energy complex are the largest tax payers and form significant amounts of
the revenue item of the city’s budget (without transfers) – in 2018, 62.8% and 16%, respectively
Susceptibility to economic risks The susceptibility of the revenue item of the city’s budget to economic risks, considering the
specialization of the city’s industrial complex, is lower than in other cities of Ukraine having the similar
economic structure
The budget revenues of Enerhodar consist
of tax receipts, non-tax receipts, revenues
from capital transactions, special-purpose
funds and transfers. The tax receipts are the
key element of the budget revenues. A trend
in the revenue item of Enerhodar’s budget
(excluding transfers) over 2015-2018 was
positive. At the same time, the growth rates
of the budget revenues (excluding transfers)
exceeded the relevant growth rates of local
budgets in 2018.

budget are the financing of budgetary
institutions (education, health care, culture
and sports, arts), social protection and social
security, government control (operations
of the self-governing authorities) as well as
housing and utilities infrastructure.

Enerhodar City Council has not raised borrowed funds to the city’s budget and as at
01.07.2019 Enerhodar City Council has no direct debt. The high level of fiscal capacity
of Enerhodar, compared to other Ukrainian cities, enables to make capital investments,
including to implement investment projects of development of the city using the
revenues of the local budgets.
