The Safety Oversight System will follow a Plan, Do, Check, Act cycle and the incumbent will monitor the system for effectiveness. The incumbent will apply process safety management principles in the development of the system and will ensure it is aligned and integrated with the Commission’s other systems. The BC Oil and Gas Commission (Commission) is the provincial single-window regulatory agency with responsibilities for regulating oil and gas operations in British Columbia, including exploration, development, pipeline transportation and reclamation. The Commission’s core roles include reviewing and assessing applications for industry activity, consulting with First Nations, ensuring industry complies with provincial legislation and cooperating with partner agencies. The public interest is protected through the objectives of ensuring public safety, protecting the environment, conserving petroleum resources and ensuring equitable participation in production. JOB OVERVIEW The Engineer, Safety Oversight is part of the Engineering Strategic and Technical Service Branch responsible for the development, implementation and maintenance of the oversight system for monitoring and mitigating regulated activity safety risks. The Safety Oversight System will follow a Plan, Do, Check, Act cycle and the incumbent will monitor the system for effectiveness. The incumbent will apply process safety management principles in the development of the system and will ensure it is aligned and integrated with the Commission’s other systems.

The Engineer, Safety Oversight is responsible for the development of an annual safety oversight improvement plan in collaboration with Commission staff. The safety oversight improvement plan is implemented via the business plan by cross-divisional working groups tasked with reducing the public safety risk from specific hazards. The Engineer, Safety Oversight updates progress on the safety oversight improvement plan and reports on changes in the safety risk profile. The incumbent will provide engineering advice and direction, and work closely with Commission staff in evaluating compliance and in the development of compliance oversight programs and activities.

The Engineer, Safety Oversight will lead the periodic re-assessment of risks to public safety in a facilitator role and will maintain the detailed safety risk register for the Commission.

Much of the work will involve providing information on regulated activity (geothermal resource activities, oil and gas activities), hazards, risks and mitigations at various forums; researching required authorities and industry standards; and providing recommendations to the decision makers on how to most effectively and efficiently mitigate regulated activity risks.

In this role, the Engineer, Safety Oversight is required to develop and maintain a professional network consisting of engineers and technologists within the Commission and external contacts including industry and other regulators.

ACCOUNTABILITIES The Engineer, Safety Oversight:

Develops and implements a Safety Oversight System for monitoring and mitigating regulated activity safety risks.

Monitors the Safety Oversight System to determine its effectiveness at reducing risk via various methods including key performance indicators, reviews and audits.

Updates the safety oversight improvement plan on a regular basis and reports on the changes in the safety risk profile resulting from the work of cross divisional working groups tasked with reducing the safety risk from specific hazards.

Participates in project teams relating to compliance oversight (e.g. inspection, audit, record validation).

Monitors and evaluates engineering project resources, processes and progress; identifies technical and engineering risks and obstacles, and makes recommendations for solutions. Adapts to new methods and implements new courses of action, guiding others through any project changes.

Liaises with Technical Safety BC, WorkSafeBC, and other regulatory agencies regarding technical aspects of active memorandums of understanding.

Coordinates with other Commission staff to ensure the Safety Oversight Systems are integrated with other Commission Systems.

Provides technical assistance, as requested, in the review of permit holder root cause analyses related to reportable incidents at oil and gas facilities.

Provides input into recommended changes to legislation, regulations, provincial policy and technical standards.

Participates in the development of CSA Z662, ASME B31.3, CSA Z276 or CSA Z767, as requested.

Represents the Commission at industry meetings, and conferences by giving presentations.

Prepares correspondence and briefing notes as required.
