What’s Happening? • EPA is releasing a new Production Volume (PV)

Reporting module intended to unify and streamline the reporting process across all industries. – First release will only support HD engines (Phases I and II). – Support for other industries will be phased in over time. – Long-term intent is to replace the many different collection

points and processes for submitting production volume data with one consistent method.

• EPA is updating the existing Averaging, Banking, and Trading (ABT) Module of the HD Engines Compliance System to accommodate reporting for GHG Phase II.

PV Reporting Module • This new PV Reporting Module is part of EPA’s ongoing

effort to modernize EV-CIS and develop a comprehensive solution for compliance reporting.

• The goals of this module are to— – leverage as much existing data as possible to reduce the data

entry burden for manufacturers and improve data integrity; – improve data quality through validation; and – improve rates of compliance with reporting requirements.

HD Engines GHG Phase II ComplianceReview of Certification Changes Impacting Compliance • New emission standards for Model Year 2021+ gasoline and

diesel engines • Separation of parent rating from sub-family ratings and the

ability to optionally certify below the CO2 parent rating to different CO2 FELs

• Accommodation of early certification using Phase II interim provisions of 1036.150(p)

• Starting MY2021, engine fuel maps need to be submitted by the end of the corresponding Model Year. – Note: This does not apply to MY2020 engines certifying to Phase II

HD Engines GHG Phase II ComplianceSystem Changes

• The PV Reporting Module of the HD Engines Compliance System will be decommissioned upon release of the new PV Reporting Module.

• The new PV Reporting Module must be used to— – submit new Phase I and Phase II PV Reports; and – submit corrections to Phase I PV Reports (as new reports).

• Note: The ABT Reporting Module of the HD Engines Compliance System will still be used to— – submit Phase I and Phase II ABT Reports.

PV Reporting Module Feature Highlights • Submission Management

– Users can see what has been submitted by any user within their company and the status of those submissions.

– Users can create, view, edit, and delete reports with a couple of clicks. – Locking protects data while it is being worked on.

• Preloaded Certification Data – Users do not need to enter family or model information. – Users do not need to worry about accidentally omitting families/models.

• Real-time Validation – No tracking down submission processing reports to determine whether

your submission passed validation and was successful.

Deployment Information • The new PV Reporting Module and the updates to the

HD Engines ABT Reporting Module to support HD Phase II are expected to be released to production on November 13, 2020, and available for use on November 16, 2020.

manufacturers for this release.
