    We are facing today a progressed stage of theinter communication among nations; and we areliving in throng of evolution of communicationsand information; which demands multiplication ofresponsibilities and duties.

    By virtue of Allah, The Almighty, some personsof our Ommah of those who have knew their eraand recognized seriousness of reality of IslamicOmmah; have initiated and entered areas of thecivilizational inter-reaction with others; in order todefense on sovereignty and identity of Islamicnation; and with aim of presentation of itscivilizational Message.

    Al-Wasatiyyah (Intermediacy), of Islam is thedivine leading path. It is the path that by whichAllah honoured with it humanity to enable thembear just witnesses over themselves and performtheir obligation with faithfulness, whilesuperseding each other in populating andconstructing the earth.

    [thus have we made of you an Ummah justlybalanced that ye might be witness over thenations. And the messenger a witness overyourselves] (sura 2-143).

    Knowing each other is a major objective of theIslam Wasatiyyah (Intermediacy). It is the mutualculture to perform faithfully, the obligation ofsuperseding each other in this universe.

    (Mankind ! we created you from a single (pair)of a male and female. And made you into nationsand tribes, that ye may know each other (Not thisye may despite (each other).

    verily, the most honoured of you in the sight ofAllah is (he who is) the most righteous of you)sura 49-13.

    In the message order of Islam Wasatiyyah(Intermediacy), man remains the focal point of allcreated beings in their motion, while performingtheir mission to populate the earth and maintainpeaceful life.[behold, the lord said to the angels Iwill create A vicegerent on earth] sura 2-30.

    The dialogue, then will be the best and thewisest way to achieve Wasatiyyah (Intermediacy),to realize our knowledge to each other and todiscover the universal mutuality among the crosscultures.

    [And dispute ye not with the people of the book,except with means better] sura29-46.

    [Speak fair to the people;] sura 2-83.

    The sanctity of human life and dignity,environmental security, justice and rationaldevelopment shall remain the criteria whichgovern the correctness and safety of the civilizedperformance on earth.

    [we have honoured the sons of Adam ; provided

    them with transport on land and sea, given themfor sustenance things. Good and pure; andconferred on them special favours, Above a greatpart of our creations] sura 17-70.

    As for social administrative, political orders andmechanism, they will all remain as creativemeans. People shall continue to compete on thatbasis to achieve the noble goals and objectives ofthe vital mission of human existence in life.

    [to each is a goal to which Allah turns him.Then strive together (as in race) towards all that isgood.] sura 2-148.

    Man, as per the methodology of Islammessage, is a vicegerent on earth. He iscommanded by his lord as a human being,irrespective of his religion, nationality, race,gender or colour, to achieve two goals:

    1. Construction and Inhabitation of Land

    2. Performance of Justice.

    All the created beings are subjugated to him toperform their responsibilities to achieve these twonoble objectives. Man and all beings (animal,plant, all living things and matter) from Islam

    perspective towards the universe and life, are inthe path of worshiping Allah in this universe [thereis not a thing but celebrates his Praize] sura 17-44.

    They are also engaged in an integratedcomprehensive strive to inhabit and construct ofthe earth, in all aspects of life in the favour of all.This states clearly that man and all created beingsare partners in three objectives:

    1. Worshiping of Allah.

    2. Inhabitation and constructing of earth.

    3. Achieving virtues.

    This emphasizes accurately the relationshipbetween man and the created beings around him.It is a relationship of harmony and peace. It is nota relationship of contradiction and clash. Arelation of coordination and integration, notdispute and split. It is a coordinated, andintegrated and balanced relationship. It aimstowards noble objectives and common goals. It isman who is responsible to adjust and maintain themovement of integration and balance among thecreated beings and to realize and preserve thiscivilized noble system. In accordance with ascientific, leading methodology, not to contradict

    or affect the accurate balance of the divine viceregency in earth. That methodology which isbased on the accurate balance between the creativemovement and technological advance in materials,means and skills from one hand, and betweenrespect and commitment to the values, principlesand moral from the other. All that are meant toachieve positive results in favour of humandignity, safe environment and secured human life.

    Allah honoured Man by placing him in amidmost position among the created beings andenables him by making him a vicegerent in earth.He has chosen and prepared him to bear theresponsibility of maintaining the balance of theperformance motion of regent ship objectives.Allah (s.w.t) established rules to perform theresponsibility of his grand guardianship. Amongthe salient and important ones are the following

    1. Glorify human intelligence and adopt it as acriterion for responsibility and main source oftruth determination and correctness of knowledge.

    2. Evaluate the prestige of thinking andcontemplation in the universe and creativebeings. Reveal their secrets, understand theircodes and try to invest them.

    3. Respect the freedom of man and his right tochoose and believe.

    4. Confirm the neutrality of the matter and allother beings before the mans hand in order toperform his mission in vice regency, as they areobedient to all except among the ignorants.

    5. Glorify justice and the right of everyone toenjoy life and its beauties without deduction ordespise.

    6. People are equal partner in the basic needs oflife such as water, food and energy.

    7. Respect and preserve the environment as it ishome of all beings. It is their bedroom and theirsecurity refuge.

    Similarly, the creator diversifies thecreatures in characteristics and talents toenable them performing the grand viceregency. As his divine wisdom decided:

    1. Diversification of human race and itspotentialities.

    2. Diversification of other creative beings andtheir characteristics.

    3. Diversification of cultures.

    4.Diversification of environment and geographicalfeatures

    5.Diversification and characteristic of wealth.

    6.Universal diversification of all means, potentials& skills.

    This diversification is a result of Allahscommand, so as to be an easy base to establish theprinciples of integration and cooperation amongman kind to strive, all in performing faithfully themission of vice regency in earth. Thisdiversification shall be a source to raise the spiritof competition among them in the fields of creationand civilized development. It is also to avoid anyretardation in means of performance and creativityto develop various fields of inhabitation andconstruction of the earth. If some people retarded,some developed, if some failed, others succeeded,if some cultures did bad, others did good, and thusthe vehicle of performance, creativity anddevelopment continues towards achievements ofits noble objectives to inhabit and construct theearth for the welfare of all. This diversity shall bea cause to establish a base of the need andnecessity among the people and communities. Noone can get along without the other. (Individuals orcommunities) and among them shall be a need for

    mutual life in which a common internationalsystem shall prevail.

    In order to achieve this grand diversification incultures potentials, methods and skills, and inorder to prevail the means of harmony, integrationand cooperation in the various universal fields ofthis diversification, Allah has established generalrules upon which there are certain regional andinternational parts that govern and regulate humanlife, in conformity with their efforts, and by whichtheir will are articulated on cooperation andcompetition to achieve the common and mutual,national and human objectives. It is for the welfareintegration among all types of regional andinternational diversification.

    The salient principles are:

    1. Dialogue: to assure due respect to humanintelligence, diversity of views and acceptanceof diversification.

    2. Mutual Acquaintance: a way to understand anddiscover mutual understanding.

    3. Check one by another: to confirm cooperationand mutual support among nations to attractgood and to avoid bad.

    4. Competition: To fairly compete in all fields ofgood, creativity and cultural development.

    5. Subservience: exchange of benefits, skills andmeans to achieve objectives and mutualinterests.

    In order to realize these general principles toachieve mutual security, Islam Al-wasatiyyah(Intermediacy) deflected the words of culturalhuman speech from addressing its national andregional concerns to address the horizons of itsglobal and universal human ambition. It hasestablished general and comprehensive principlesto articulate mutual human culture. A culture thatrespects peculiarities of religions aqnd notconfines itself to the dialectics of its ownadvantages. Culture which does not bargain toover rule others, or violate their sacredness. Itrespects their integrity without sacrificing theirprinciples and their noble targets according to ajust methodology and fair objectivity. For the sakeof all that, Islam Al-wasatiyyah (Intermediacy)has introduced two pacts; a pact of regionalcitizenship and a pact of global citizenship.

    First: pact of regional citizenship:

    This pact, or the national social contract, is

    based on values and principles that originate theagreement and constitutions of commoncitizenship in a frame work of diversified faith,race & culture. It is similar to El Madina Al-Munawarah pact which has the following salientconstitutional features.

    1.All citizens are of one nation, irrespective oftheir faith or race.

    2.Freedom of faith and culture are granted for all.

    3.Peculiarities in faith are respected and the rightto refer to them in personal religious affairs isgranted.

    4.Solidarity and integration among all during, warand peace.

    5.Combating the enemy and preserving thesovereignty of the country is a commonresponsibility.

    6.Advice and consultation is the base ofcooperation and discussion on the commonresponsibility.

    7.All citizens are like one soul in respecting theirdignity and their security.

    Second: pact of global citizenship:

    This pact or the global social contract is basedon collective values which form the basis andsource to draft and develop global pacts along thechanging time, place and conditions. This isestablished in the pact which is well known amongthe Moslems by its name Khutbat hajjat al-wadaa speech of Farewell Pilgrimage

    That speech which originated and establishedthe first global pact in human history, in theframework of religious cultural, racial, gender,and color diversity. This incident goes back tomore than fourteen centuries ago, when theMessenger of Mercy, the accomplisher of all noblemorals. That set of in morals which was broughtby all Messengers and Prophets before him. Thespeech in which he has addressed all mankind, atthe day of Arafa in his last pilgrimage (Peace BeUpon Him). He said:

    1. Oh people, your Lord is one

    2. Oh people, your father is one

    3. Oh people, your blood and wealth are sacred

    4. Oh people, Allah has judged that no riba (usury)

    5. Oh people, the number of months with Allah istwelve months, four of them are sacred

    6. Oh people, Allah forbade himself from injusticeand made injustice forbidden among yourselves.

    7. Oh people take good care of women, they haveright upon you and you have right upon themas well.

    He, who studies carefully these seven pillars,finds easily and clearly that they are establishingto draft an opened human mentality, and a globalbalanced and comprehensive culture. They aim tochange people from dialectics on particularitiesand details to objectivity in dealing withcollectiveness and commons. As the latter arebasis which are consistent with human nature,which originated his conscious and behaviourwhile dealing with the other and with the universearound him.

    This issue involves many concepts. Some ofthem are mentioned bellow:

    * Oh people, your Lord is one. This confirms theoneness of the faith origin. It shall be thecomprehensive base of religious, spiritual andcultural movement of the human mind in allaspects of life. It shall be a solid base to thefreedom of man and servitude to none but Allah.

    This also emphasizes the absolute equality inrights and obligations among the human beings.They are all equal without any discrimination asby race, religion, gender or color.

    * Oh people, your father is one, this confirms theoneness of the human family to be a base of fairglobal culture. It denies any racialdiscrimination among the people as they are allfrom Adam and Adams is from dust. Being asthat, it shall be a solid base for Al-wasatiyyah(Intermediacy) established methodology, whichemphasizes human fraternity, raises its value,magnifies its sacredness and establishes respectto their welfare unity.

    * Oh people, your blood and wealth are sacredsimilar to the sacredness of your this day (dayof Arafa the day of the declaration of theseseven pillars the best day of time to Allah). Inyour this month (Dhul Hajjah, one of the sacredmonth, where man, animal, plant andenvironment are protected form anyaggression). This is to confirm the divinity ofhuman life and his belongings, irrespective ofhis nationality, religion, gender or color, and inconformity with Quranic noble rule (if any onekilled a person not in retaliation of murder, or

    (and) to spread mischief in the land it wouldbe as if he killed all mankind). Thus, it becameestablished and solid base for peace culture andsecurity among people, and similarly, a justsource to purify the upbringing generation fromthe vocabulary of war and aggression culture,and also to decline the destined conflict amongdifferent cultures, to take a firm stand to denyand resist the militarization of culture andtechnology against the accounts of culturedialogue, understanding and securedcoexistence among the communities.

    * Oh people, Allah has judged that no riba. This isto emphasize protection of the poor and not toexploit the impoverished, to encouragekindness and mercy among each other, toresurrect values of solidarity and supportamong them.

    * Oh people the number of months with Allah istwelve months, four of them are sacred. This isto confirm that the relationship among people isby Allah judgment and that it is based onsecurity, peace and development, it is not arelationship of terror, wars or destruction. Itshould be based on believe and emotions toestablish the culture of peace, security and

    sustainable wise development among people,and to be a followed methodology inmaintaining their welfare through themovement of inhabitation and construction ofland for the benefit of them all.

    * Oh people Allah forbade himself from injusticeand made it forbidden among yourselves. Thisis to emphasize that injustice is the root of everyevil and mischief and a source of hatred andenmity. It is the vicious enemy and mostdestructive to peoples security and peacefulliving. It is the dangerous originator of war andaggression culture in the universe. This greatprinciple emphasizes that justice is the base andorigin of all virtues and source of security andpeace and the strongest guard to effectivelyprotect peoples life and welfare. It is the mainfactor in their settlement, and sustaineddevelopment and betterment of their life.

    * Oh people, take good care of women, they haveright upon you and you have right upon them aswell. This emphasizes the right of women to behonored, respected, to raise her role andregarding her divine mission in brining up newgenerations, raising and preparing them. It isalso recognizing her noble and basic mission in

    the process of vice regency as a complementarypartner with the man in holding theresponsibility of inhabitation and constructionof land, and maintaining a decent life andsecured coexistence among communities.

    No doubts that the meanings and the directiveguidance mentioned above, which were includedin the values and principles of that great pact. Pactof regional citizenship and Pact of globalcitizenship out of the Islam Al-wasatiyyah(Intermediacy) series of facts, indeed, emphasizethe due care and concern of establishing the basisof Al-wasatiyyah (Intermediacy) just culture thatrespects the differences and details, and magnifiesthe comprehensive and common, in a frameworkof rational methodology. A methodology thatchanges the people from zones of dialectics andpeculiarity discrepancies, to zones of cooperationand competition based on comprehensive basis.All that is to make peoples minds and conceptsintegrate and complement with efforts and skillstowards achieving the higher goals and divineuniversal objectives of the mission of vice regencyon earth. In assurances to this general course ofIslam Al-wasatiyyah (Intermediacy), the whollyQuran and purified Sunna (prophet teachings)

    mentioned established rules originating thiscourse and call for it. Some of them are:1.No coercion in belief2.To you be your way, and to me mine. 3.Strive together (as in race) towards all that good4.The best among people is he who serves the

    people

    No doubts, that the followers of any religion,sector philosophy are proud of their beliefs andhave reasons which make them stuck to their faith.Each of them has his advantages that make themdifferent from other faith, support the argument onsupremacy right of his belief. Quran explainedthis complexed situation and the reality of peopleon the issue of belief and resolved it clearly andexplicitly.

    * (If thy Lord had so willed, He could have mademankind one people, but they will not cease todispute. Except those on whom Lord Hathbestowed His mercy) Sura 117-118

    * (If it had been the Lords will, they would allhave believed. All who are on earth with thuthen compel mankind against their will tobelief) Sura 10-99.

    * Those who belief (in the Quran) those whofollow the Jewish (scriptures) and the Sabians,Christians Magians and poly theists. Allah willjudge between them on the Day of Judgment.For Allah is witness of all things) .. Sura 22-17.

    * (To each among you have we prescribed a lowand an open way. If Allah had so willed. Hewould have made you. A singe people, but (Hisplan is) to test you in what He hath given you.So strive as in race, in all virtues. The goal ofyou all is to Allah. It is He that will show youthe truth of the matters in which ye dispute)...Sura 5-48.

    One who carefully studies these clear verseswill easily understand that the Al-wasatiyyah(Intermediacy) of Islam ensures the religious andcultural diversities among mankind. It alsoensures that the whole matter is to Allah whojudge them on their dispute in the Day ofJudgment. As in the earthy life, they are all calledby Him (SWT) to benefit from these diversities tocompete in the path of virtues and away fromdialectics of discrepancies and dispute. It iscompetition in the field of work and its quality,which is more useful in earthy life. That is toprove and support the right which every group

    claims. This also means clearly to turn with peoplefrom dialectics, dispute and confrontation to thewide horizons of fair competition and cooperationin work, for the benefits and welfare of all. Thus,help all the community to take their responsibilityof faithful vice regency and for the sake of wiseinhabitation and construction of the land, in orderto achieve just and secured coexistence amongcommunities.

    In order to achieve this principle of competitionand cooperation and for the sake of establishingthe culture of mutual and common interest, theIslam Al-wasatiyyah (Intermediacy) emphasizedcollective rules and principles, some of them are:

    1.Without any exceptions, all people are partnersin the mission of vice regency on earth.

    2.Land inhibition and construction and applicationof justice are two basic objectives of viceregency mission.

    3.People are partners in the global wealth

    4.Land and environment are the home of mankind.They should be preserved.

    5.Human life and dignity are sacred and they arethe core of secured coexistence among people

    6.The sacredness of security and human peace,regionally and internationally are one un-dissected unit.

    7.Knowledge and virtues are united andcomplementary to safe civilized movement

    In order to articulate these virtues in the humanconscious, Islam wasatiyyah (Intermediacy) haveconjugated them in religious and spiritualeducation to the man. It emphasized on basicfoundations to build behavioral and culturalstructure for human generations such as:

    1.Devoted faith to Allah to ensure the freedom ofman and to set him free from any worshipingbut to Allah.

    2.Honoring the parents obedience to ensure theunity of family and its role in safe socialstructure.

    3.Prohibits aggression on the right of marriagewithout legal excuse.

    4.Prohibits awful deeds (such as adultery, etc)

    5.Prohibits aggression on the sacred life of theman

    These ten comprehensive issues form a base foran intern tonal pact of values. In their light manygenerations can be raised and educated. Theirindividual and social behaviors andresponsibilities can be formulated. The correctconscience and behaviour for individuals willalways remain the solid base for healthy andtrustworthy communities. To quote the famouswords of Confucius who said (if home isestablished on healthy basis, the whole world willbe safe and secured.). The Messenger of Islam,before more than fourteen centuries, in brief andeloquent manner declared his mission and themissions of Prophets before him that (I have beensent to accomplish the noble virtues). Indeed thelaw of virtues remains the most effective secured

    and justified one. It governs and regulates thehuman movement in various fields of life. Thedisturbance and suspensions of these virtues oracting against them will create serious danger thatthreatens the smooth movement of vice regencyon earth. In fact modern and ancient history haveclearly proven that. In fact the contemporary lifeconfirms and supports this fact. The whollyQuran have told us about ancient nations andcivilizations that evolved and were very advancedin fields materials, means and skills. They haveproduced huge and tremendous movements andartifacts that are still a witness for their civilizationand development. However, they have fallendestroyed and became extinct due to their moralbackwardness and lack of values or by abandoningor acting against these values. Take for example.Eram, who were tall, like lofty pillars. The like ofwhich was not created in the land. That was awitness to Ad people for their creativity andmanufacture, but they have transgress beyondbounds in the land and made there in muchmischief. As a result they have been tormentedand destroyed. Also there were pharaoh who hadthe stakes (pyramids) which showed the brillianceof architecture and the perfection of engineeringwhich were and still scientific puzzles and many

    specialist of our contemporary time wonder andadmire. Nevertheless, their owners andmanufactures have made mischief and evil so theyhave fallen victims of their own misjudgment,their evil deeds and their lack of values. Finally,they were declined and vanished. The same can besaid to the people of Saleh and their cities andpeople of Shuaib, Thamoud, Lut and others, alongthe history. Those whose cultural movements havebeen disturbed when they lagged behind in moralsand virtues compared to their scientific andtechnological advance. The Holy Quran has toldus about the result of this conflicted relationshipbetween the materialistic achievements and moralperformance in the movement of Vic regency onearth. (Have they not travel in the land and seenwhat was the end of those who were before them?They were superior to them in strength, and in thetraces (which they left) in the land. But Allahseized them with punishment for their sins. Andnone had they to protect them from Allah. Thatwas because there came to them their Messengerswith clear evidences (proofs and signs) but theydisbelieved (in them). So Allah seized them (withpunished). Verily, He is All-strong, severe inpunishment) Sura 40, 21, 22.

    on the hazard of imbalance between science andvalues in the flow of the contemporary civilization.This testimony has been delivered by prominentpolitical leaders who were leading the two largestcontemporary empires. The first one is MichelGorbatchev, The President of the former USSR, inhis book (perestroika), referring to the destructionof their empire, and all the materialisticmovements of civilizations they have acquired onthe accounts of moral values and on the accountsoc the humanity of the man. He was trying toavoid that fall when it was too late, by saying:

It lives underpressure resulted from scientific andtechnological advancement and complicatedinternational problems. The humanity is facingproblems which were never before.     * (But along the years of our heroic and glorioushistory we have failed to give due care to theprivate rights of the woman. Her needs as amother and a wife and her educational role forthe children cannot be replaced. The womanworks in the field of scientific research, inproduction and services, participates in culturalactivities. She can hardly find time to cater forher daily affairs at home, raising the children,and in addition to that, creates a good familyenvironment. We have discovered that most ofour problems, in the behavior of our childrenand our youth, in our moralities, culture and

    production are partially resulted to our loosefamily relationship and to our loose positionfrom family responsibilities. This is contrary toour sincere desire which is politically approvedto equalize woman with man in every aspect oflife. Now, in the Perestroika process, we havestarted to overcomes this situation, and for thisreasons we have serious discussion in the mediaand public organizations at work, and at homeabout what we should do and how to reconsiderthe service of woman in the hard labor thataffects her health. That was a heritage of war inwhich we have lost huge numbers of men. Wehave now started to treat this problemseriously.One of the most persistent socialmission for us, and also important to ourcampaign against the alcohol, is that we have toimprove the health of the family and support itsrole in the community. P.138-139.In confrontation of this serious problem which

    Gorbachev has spoken about, he was trying at thesame time to cope rationally and deal with thetragic situation which his country and/all theworld have reached and try to warn them that theyhave no way but to promote with the collectiveresponsibilities which will save from destructionand collapse which threaten them all. He said:

The strikingignorance of many of todays generation is notbecause they lack intelligence but because their

    * [The richest country in the world cannot acceptto be a consumer of drugs almost equal inamount to the consumption of the entire worldcollectively, in spite of the fact that itspopulation is not exceeding 1/20th of the worldpopulation. The riches country in the worldshould not have the highest crime rate in theworld and the number of death is twenty timesas much as those who were killed during thesame period at Gulf war]. P.267

    * [The richest country in the world should notaccept to have class of gangsters that make lifein our cities unsafe to unbearable degree.Solving these problems need innovative ideas,not only that but also to re-innovate our beliefsin the principles that made us as today]. P.268

    As in his book, Victory Without a War, 1999,President Nixon has said :

    * Within this context, the Indian great poet,Taghour, was speaking to one western intellect,It is true that you have flown like birds, sinkinto the sea like fishes, but you failed to walk onearth like human beings.

    * John Steinbeck, the American writer, said: Theproblem of America is that it is wealthy and hastoo many, but it has no comprehensive spiritualmessage. We need a blow to make us awakefrom our wealth. We have conquered nature butwe did not conquer ourselves.

    * Mr. Eden, the famous British Prime Ministersaid: What is strange and funny is that countriesand states spend millions of pounds to protectitself from destructive weapons that they fear,and spend nothing to control that.

    * Mr. Alexis Carrel, the Nobel Prize Laureate, inhis book, Man, The Unknown said : Ourawareness of life and how a man lives is latterthan our awareness with materials. It is that lateawareness that had the bad effect on us.

    * Professor Good, Division Chief of thePhilosophy at London University, said : Naturehas given us power which is eligible for thegreat people, but we are using it by mentality ofchildren and beasts. This variation between ouramazing scientific victory and our shamefulsocial childhood, we are facing them in everycorner of our life.

    * Roosevelt, the former USA President, said: Theimportant is not what we have in order to be a

    * James Baker, former USA Secretary of State, ina long article [Lack of Values Cost her a lot),published in Al-Sharq Al-Awsat, issue # 5730dated 10.7.1994, by license from (LosangelosTimes) wrote: The deterioration of our socialvalues was the cause of raise of explosivecorruption in America. 73% of the Americansare worried that the nation is suffering frommoral deterioration. They have the right toworry as for some estimation. The crime only,cost the American economy more than sixhundreds billions of dollars and the abusage ofwealth and corruption costs more uncountablebillions. But the human value which is paid asprice of death, destruction and aborted hopesare far expensive, and it occurred with bittervariations due to our weak immunity. Thecrisis in our contemporary values goes back tosixties when the cultural relativism and moralsexuality. America started its cursedexperience in social sexuality before thirtyyears and in order to criticize this action mightneed three other decades. Baker concluded inhis article that It is the personal responsibilitythat made us strong nation. But the

    * Confucius has famous words. He said:Government should do three things to thepeople order, food and weapons), he wasasked once if you were asked to drop one ofthose three which one you would drop first? Hesaid the weapon. He was asked again, if you areto choose between food and order, which oneyou would drop? He said: I would drop food!

    Confucius was right and to the point in thisaccurate behaviour. He has chosen to sacrificeweapon and food for the sake of order, because,like people of wisdom, he knew that weaponwithout order is mere destruction, when there isno order then there is no food and developmentdiscontinues.

    * Finally, all those mentioned testimoniessubmitted by notable leaders are warning to thedanger of disequilibrium in the scale ofrelationship between the motion of science andtechnology, from one side, and the motion ofconstruction of moral behaviour and consciousof human on the other. These testimonies camein support to the methodology of Islamwasatiyyah (Intermediacy) which assures the

    importance of keeping accurate balancebetween the motion of scientific andtechnological creativity, and the motion ofconstruction of spiritual values in humanconscious. The lack or disequilibrium in thisequation will produce destructive results thathinder the flow of civilization in this universe.Thus the moral values will remain the basis toregulate and control the mission motion of viceregency, in order to have a positive contributionto realize properly this vice regency ininhibition and construction of the universe.Construction that maximizes the sacredness ofhuman life, protects it from any aggression,alleviates its honour and freedom, preserves theenvironment and implements fair justicewithout any mischief and to cater for peoplewelfare, respects their rights and regulates theirduties without any discrimination.

    But how to reach with people and communitiesto this scientific rational mentality so as to take theburden of the responsibility of vice regency, and toachieve positive and safe inhibition andconstruction to the universe?

    No doubts the starting point should be to strivehard to make the will and intention of all nations

    A careful study on what was said about Islamwasatiyyah (Intermediacy), its series of virtues,comprehensive principles and pacts, will showthat it came within the context of due care of itsdivine, just and wise wasatiyyah (Intermediacy) toalleviate the mind and human responsibilities fromits earthy individual, national and regionalconcerns, towards his communal and internationalconcerns. This process is much dependent oncross-cultural dialogue, based on Al-wasatiyyah(Intermediacy) of Islam. This Al-wasatiyyah(Intermediacy) magnifies and alleviates the role ofmind and considers it a source of truthestablishment. Al-wasatiyyah (Intermediacy) thatportrays the positive knowledge frame to themotion of the man in the universe. The dialogue asper Islam wasatiyyah (Intermediacy) is based on

    Islamic Shariah rule is stating that: There is nocredibility to any belief or faith or responsibility inthe absence of mind, or with any defect in itsfunctions. It is considered as a wise and rational wayto achieve one of the most important elements ofIslam wasatiyyah (Intermediacy), i.e., exchange ofknowing each other among the cultures withincertain rules and mechanism.     2.To respect divergence of opinions

    3.To respect diversity of culture

    4.Importance of knowledge, understanding andknow-how in debating issues

    5.Command the art of reasoning and proof

    6.Command the skills of presentation

    7.Equivalence with the mentality of thecounterpart in the dialogue

    8.Command the language of dialogue (debate)

    Based on the above mentioned principles, Al-wasatiyyah (Intermediacy) of Islam adopted thecross-culture dialogue to achieve the following: First: Realization of knowing each other withthe aim:

    5. To assure that family is the basic unit of the civilsocial community and it is the most competentsource to form responsible productivegenerations.

    6. To assure that the mutual responsibility in allaspects of life is based on fair and justintegration between man and woman.

    7. To work together to perform the divine justiceamong all nations, irrespective of their race,gender, faith or colour.

    8. Work together to readjust the balance betweenhuman rights and duties to end the state of

    disturbance between production responsibilitiesand moralities of consumption, which threatenthe flow of civilization at present.

    9. Strive together to help the poor to free themselvesfrom the hard conditions which affect the humandignity and human brother ship.

    10. Strive together to end the phenomena ofdouble standing criteria in dealing regionally orinternationally.

    11. Strive to remove the cultural, social andpolitical elements of the international violenceand terrorism phenomena.

    12. To assure the importance of moving together,in peace and wise understanding, to protect thehuman communities from catastrophes, povertyand disease.

    13. Strive to put an end to moral deterioration andfamily decay and to uphold the propagators ofwar culture and technology of mass destructionweapons to save the humanity from the crimesof demolition and destruction.

    14. To assure the unity of the human family inorder to articulate the principle of humanbrother ship.

    15. All creative beings are under Allahs care. The

    of the universe, within due respect to the rightsof ownership.

    17. Civilization (culture) in its materialistic aspectis a common accumulative human heritage.

    18. The diversified products of civilization arefruits of cultural diversification.

    19. Cultural competition is the source of good andsecured civilization.

    20. Cultural diversification is an urgent necessityfor cultural integration.

    21. To assure that the fair balance between scienceand technology movement from one side, andreligious and moral values from the other side,is the right way to restore the human dignity,preserve the environment and maintain securedcoexistence.

    22. Safe coexistence is a fruit of integration andcooperation among cultures.

    23. To assure that internationalization andglobalization are together and arecomplementary. Internationalism is values,

    principles and pacts while globalization isnorms, mechanisms and agreements to dealwith mutual interests. Internationalism withoutglobalization will remain expectations andambitions while globalization without a just(fair) international system will turn touselessness and destruction.

    24. To assure that the dialogue and cooperationbetween cultures is an urgent need to protectall people from mischief and to bring tothem welfare.

    25. To assure that the spiritual and religious valueswill remain the basic element and the active onein realization of better life to the humanity.

    26. To assure that extremism and terrorism arecounter to the spirit and aims of religion.

    27. To assure that the spiritual and religiousvalues do not call for hatred and do not justifyblood drain.

    28. To assure that self-defense is a religiousobligation and a divine civil right, sponsored byall international laws and agreements.

    29. Regional and international securities are

    30. Mischief is prohibited among individuals andcommunities, as it is the source of every evil.

    31. To assure the sacredness of the human and it isequivalent to the sacredness of the entirehumanity.

    32. To assure the sacredness of the human dignityand freedom as they are gifts of Allah.

    33. Respect the safety of the environment and toprohibit its damage as it is considered thecommon home of human and all created beings.

    34. Respect belongings and privacy of the man.

    Second: Sending a collective message througha dialogue addressed to the following:

    1. Tyrants and mischief: reminding them that,justice is the method and will of Allah.

    2. Killers and war lovers: reminding them that,peace is a name of Allah.

    3. Lovers of mass destruction weapons: remindingthem that, war is a game of death and a journeyto a definite hell.

    4. Professional manufacturers of chemical andbiological death weapons: reminding them that,science is mercy of Allah to humanity for lifeand growth. It is not for destruction andholocaust.

    5. All people: assuring that, the bright side ofhuman history will not be made by war or bullets.It will be made by dialogue and good words.

    6. People of wisdom and peace lovers: remindingthem that, the world of today is burning. It isour duty to run hastily to pour, at least a drop ofwater, to extinguish this professionalinternational holocaust.

    Third: In order to shift ourselves and the others,through dialogue, from the dialectic fields on forms,shapes and means, to the fields of cooperation andcompetition towards the common goals, objectivesand mutual culture, and in order to realize theinhabitation and construction of land, Islamwasatiyyah (Intermediacy) has given this issue theutmost care, as it is an active centre in the wisehuman performance, along the movement of theinternational civilization. Thus, in its mutualcultural presentation, it focuses on the collectivegoals and comprehensive targets to achieve welfareand security of the people. It has left back the issue

It is a respect to his options inlife within a framework of commitment to values,principles and comprehensive mutual humanculture. It is within the standards of safe and securedcoexistence among international communities. Thisapproach of dealing with people and their differenceis closer to rational and scientific approach. It ismore objective, realistic and in conformity withhuman dignity respect, and with the appropriateconsideration to the diversity of cultures and theirdetails. It is the easiest method and most acceptableand welcomed among the nations and communities.It concentrates on the collective and comprehensivewhich is not at all disputable. It is not likely thatthere is someone who refuses justice or darepublicly to oppose justice in principle.     3. Religious and cultural security to all.

    4. Moral security among individuals andcommunities.

    5. Economical security for individual, communityand global.

    6. Intellectual security and research creativity.

    7. Environmental security, regional and universal.

    8. Food and health security.

    9. Peace and mutual development.

    10. Scientific and technological security.

    11. Political and diplomatic security.

    Obviously, any culture or system that violatesthese comprehensive basis, fall short to achieve orfail to keep balance between them, any culture orsystem that falls behind to achieve their aims andobjectives, it will be considered incompetent,corrupted or tyrant. It needs to be corrected so asto be committed and in harmony with thesecomprehensive issues in the service of man andhis interests. Islam wasatiyyah (Intermediacy) iswith correction and rectification. It is not withrejection and cultural oppression to the others.Islam wasatiyyah (Intermediacy) feels pain to seethe extinction and destruction of cultures due tothe decline of their values and moral andbehavioural retardation. It looks towards thematerialistic civilizations as human accumulativeprecious heritage, and should be preserved,directed and developed. It belongs to the humanityand thus, deserved to be promoted and preservedfrom any demolitions, destruction or extinction inorder to serve the human welfare and happiness.

    wasatiyyah (Intermediacy) of Islam, whilesubmitting its perspective on mutual culture, as perits salient features already explained, is moving onthe guidelines of the divine vice regency of theinhabitation and construction of land. It is the waythat all prophets, messengers and reformists,

It is political neutrally.It gives no veto right to the big against the small.It is for the big, small, weak and strong. It isneutral in gender. It is not biased to male againstfemale or otherwise. Both are honoured equallyand fairly. It is ecologically neutral, as humanbeings has rights and obligation. The same isapplied to animal and plant. All, in its criteria, arecreated beings and all serve each other in

    gradation and are all enabled to inhabit andconstruct the land [there is not a thing butcelebrate his Praise]. This is the methods of thedivine vice regency. It is a methodology of securedhuman culture. It is a methodology of all peoplefrom the cherisher and sustainer of them all.

    As a conclusion, we have to confess that themovement towards inhabitation and constructionof land is suffering from big defects. Defect invalues, principles and moralities. Defect inmaterials, means and skills. In some parts of theworld, their people strived well, in the earth andutilized the resources and developed themselveswell in the field of manufacture, technology,scientific research and their general applications.However, they have failed extensively in the fieldsof values, principles and moralities. As a result, asevere damage has occurred to their culturaloutput. On the other hand, in some parts of theworld, people are still committed to values andbehavioural. However, they have failed to achieveprogress in materials, means and skills. Our callfor all is to correct and rectify these defects and toimprove the movement of their cultural system tohold the equilibrium and complementarity everywhere between values, principles and moralitiesfrom one side and between materials, means and

    skills from the other in order to up right themovement of the international culture and toachieve its targeted good fruits for the benefit ofall on equal basis.

    Finally, the rational wasatiyyah (Intermediacy)methodology through dialogue is our way toactivate and promote the regional citizenshipfacts. It is for the sake of arranging the lives,activate the potentials, encourage the endeavoursto set free the will of people and to cut the road infront of those lurking to destruct the nationalsecurity, deepening disparities and affect its unity.

    The rational wasatiyyah (Intermediacy)methodology will also remains our way in thefields of dialogue in order to alleviate our mutualregional and global interests and to meet in itsstretching shadows with human values that respectthe sanctity of life, respect human dignity andfreedom, preserve his rights, regulates hisobligations, takes care of his interests, respect thesecurity of the environment, alleviates theunselfishness, benevolence and altruism.
