Daniel L. Shields, Jr.

Diplomatic Advisor to the Commandant United States Army War College

Daniel Shields, a career member of the Senior Foreign Service with the rank of Minister Counselor, began his assignment at the U.S. Army War College in January 2015. He served as the U.S. Ambassador to Brunei Darussalam from 2011 to 2014.

He was the Director of the Office of Mainland Southeast Asia at the State Department from 2010-11. From 2007-2010, and served as the Deputy Chief of Mission at the Embassy in Singapore. His other overseas assignments included Political Minister Counselor, Embassy Beijing (2004-2007); Political Section Deputy, Embassy Tokyo (2002-2004); Principal Officer, Consulate Nagoya (1996-1999); Political Officer, Embassy Beijing (1991-1993) and Embassy Tokyo (1987-1989); and Consular Officer, Embassy Manila (1985-1987). In Washington, he served as Economic Deputy in the Office of China and Mongolia (2001-2002); Special Assistant to the Under Secretary for Political Affairs (1999-2000); and Cambodia Desk Officer (1993-1995).

He received a B.S. degree from Georgetown University's School of Foreign Service in 1984 and an M.S. from the National War College in 2001.

Colonel David A. Gigliotti Colonel Dave Gigliotti is currently serving as the Chief of the Counter-ISIL and Levant Branch and the Country Program Director for Qatar at the Defense Security Cooperation Agency in Washington, DC. He is an Armor/Cavalry officer, Northeast Asia Foreign Area Officer (FAO), and Army Strategist. Dave has served in a number of operational command and staff assignments as an Armor/Cavalry officer, to include assignments at the Joint Readiness Training Center at Fort Polk, and in Haiti as part of OPERATION UPHOLD DEMOCRACY. He has also held senior staff positions in the Pentagon, to include the Army Staff, Joint Staff, and Office of the Secretary of Defense, working Asia-Pacific Regional issues, C/WMD and Missile Defense, Global Defense Posture and strategy/plans. He has

also served in the United Nations Command/Combined Forces Command, and United States Forces Korea (UNC/CFC/USFK). He deployed to Iraq during OPERATION IRAQI FREEDOM and NEW DAWN and was lead planner in support of the transition to the Office of Security Cooperation-Iraq. COL Gigliotti was commissioned from Valley Forge Military Academy and College, and holds a Bachelor of Science degree in Business Administration-Finance from Villanova University, a Master’s of Arts degree in Asian Studies from the University of Hawaii, and a Master’s of Science degree in National Security Strategy from the National War College at Fort McNair, Washington DC. He is a native of Flemington, New Jersey and currently lives in Alexandria, Virginia.

KEVIN M. FAHEY Executive Director

System of Systems Engineering and Integration Directorate, Assistant Secretary of

the Army (Acquisition, Logistics and Technology)

Mr. Fahey was selected for the Senior Executive Service in February 2000. Effective 1 June 2014, Mr. Fahey assumed his current duties as the Executive Director, System of Systems Engineering and Integration

Directorate, Office of the Assistant Secretary of the Army (Acquisition, Logistics, and Technology). Mr. Fahey previously served as the Program Executive Officer for Combat Support and Combat Service Support, Program Executive Officer Ground Combat Systems at Warren, MI, as well as the Deputy Program Executive Officer Ammunition, Senior Technical Executive for Close Combat Armament Systems, Armament Research, Development and Engineering Center, at Picatinny Arsenal, NJ. Mr. Fahey also served as the Deputy Project Manager, Crusader and the Chief of the Systems Engineering and International Division for the Crusader Program, the Future Armored Resupply Vehicle (FARV) Program Development Project Officer and Chief of Systems Engineering, the U.S. delegate to the international 155mm Joint Ballistic Working Group and the M119 Development Project Officer. Mr. Fahey, a native of Massachusetts, entered civil service in 1981 following graduation from the University of Massachusetts with a Bachelor of Science Degree in Industrial Engineering/Operations Research. Upon graduation from college, Mr. Fahey attended the Quality and Reliability intern program at the DARCOM Intern Training Center, Red River Army Depot, Texarkana, Texas. Mr. Fahey has been the recipient of multiple awards and honors; Exceptional Civilian Service Award (2nd award), Meritorious Civilian Service Award, Superior Civilian Service Award and has been inducted into the Honorable Order of Saint Barbara, Ancient Order of Saint Christopher, Honorable Order of Samuel Sharpe, Distinguished Order of Saint Martin, Bronze Order of the Fleury Medal. He currently resides in Alexandria, Virginia with his wife.

William L. Lamb Director, International Programs Integrated Air and Missile Defense Northrop Grumman Information Systems

William Lamb is the Director for International Programs in the Integrated Air and Missile Defense (IAMD) Division within Northrop Grumman’s Information Systems. IAMD provides integrated air, space and missile defense solutions to the Missile Defense Agency and the U.S. Army for the national security of the United States and its allies. As the Director for International Programs, Mr. Lamb has responsibility for strategic planning, program management, and sales growth for IAMD in the international arena for Command, Control, Communications, Computers, and Intelligence (C4I) systems. Mr. Lamb is responsible for the Citadel

Enterprise Battle Command System (EBCS); a net-centric, IAMD C4I system for Direct Commercial Sale to international partners. Citadel is a Modular Open Systems Approach (MOSA)–based, C4I system which leverages Northrop Grumman’s development experience on the U.S. Army’s IAMD Battle Command System (IBCS) program. Prior to joining Northrop Grumman, Mr. Lamb served a 29 year career in the United States Army retiring at the rank of Colonel. He initially served as a combat arms officer in the Air Defense Artillery and later in multiple duty assignments in Army research, development, and acquisition. His early career included service as a platoon leader and battery commander in short range Air Defense units in the Federal Republic of Germany and Fort Lewis, Washington. After completing a graduate degree program, Mr. Lamb entered the U.S. Army Acquisition Corps and served 20 years in critical acquisiton assignments encompassing the development, testing, production and fielding of U.S. Army Air and Missile Defense systems. His acquisition experience includes service as a Logisitics and Fielding officer for the AVENGER program, Director for Operational Testing for air and missile defense systems, Product Manager for the Ground-Based Mid-Course Defense In-Flight Interceptor Communications System (IFICS), Program Manager, Ballistic Missile Defense System World-wide Deployment Program Office, and Project Manager for the Terminal High Altitutde Area Defense (THAAD) program.
