1 Background

The aim of the ENplus certification scheme for wood briquettes is to secure the supply of wood briquettes for heating in solid fuel stoves without disturbances and with low emissions, under the requirements of the 1. BImSchV (First Ordinance on the Implementation of the Federal Emission Control Act) in Germany.

ENplus-Briquettes is directed at suppliers of wood briquettes who produce wood briquettes in small casks, which end-users can order by palette or buy in shops in any quantity. ENplus-Briquettes combines requirements on the supplier of wood briquettes (the certified company) with requirements on the offered wood briquettes (the certified products). The certification program defines the requirements in these areas:

The certified products have to conform to the requirements regarding the origin and the quality of the raw materials as well as the chemical and physical properties of the briquettes, as defined for the stated quality class by the international product standard DIN EN ISO 17225-3 (Solid biofuels — Fuel specifications and classes — Part 3: Graded wood briquettes) and by this handbook. ENplus-Briquettes certifies the quality classes ENplus A1 and ENplus A2. The certified company must prove its ability to permanently supply high-quality wood briquettes. For this purpose, ENplus-Briquettes defines requirements on the quality management including dealing with customer complaints and end-user information.

Certified companies are issued an individual certification seal and a quality seal for each certified product, which can be used to label the certified company and the quality of its products for the end-user.

In order to confer ENplus-Briquettes high effectiveness and credibility while at the same time ensuring cost effectiveness, the requirements are regularly examined by an independent qualified sampling during production and supplemented by self-declaration and photographic documentation. The product samples are analysed by listed, accredited testing laboratories. Deutsches Pelletinstitut (DEPI) acts as a system support organisation and certification body. It undertakes the evaluation of the test reports and of the submitted documentation (conformity evaluation). It decides if a certificate is issued based on the provisions of this handbook. The independence and appropriateness is regularly reviewed and certified by an external, accredited certification body.

3 Definitions of Terms

DEPI: DEPI is the abbreviation for Deutsches Pelletinstitut GmbH, a subsidiary of Deutscher Energieholz- und Pellet-Verband e. V. (DEPV). DEPI is the owner and system support organisation of the ENplus-Briquettes certification program.

ENplus-ID: The ENplus-ID is the individual identification number of a certificate holder. It is a component of the certification seal and the quality seal.

Handbook: The handbook for the ENplus-quality certification of wood briquettes defines rights and duties of all participants of the ENplus-Briquettes certification program.

Small cask: A small cask is a packaged unit of wood briquettes with a mass of 5 to 20 kg.

Listed sampler: Listed samplers take on-site-samples of the certified briquettes or the briquettes seeking certification and submit them with the product notification to a listed testing laboratory. The listing of samplers is done by DEPI.

Listed testing laboratory: Laboratory analysis of wood briquettes must be executed by accredited, listed testing laboratories. The selection of the assigned testing laboratory rests with DEPI.

Product notification: For each certified product a product notification to DEPI must occur. The product notification must be attached to the small cask sent to a listed inspection laboratory. A product is considered certified, if the conformity is certified by the listed testing body and by DEPI on the product notification.

Product-ID: For each certified product of a certified company a product-ID is assigned, consisting of the ENplus-ID and a continuously numbered two-digit product number. The product number is part of the quality seal of a certified product.

Qualified sampling: In qualified sampling, a listed sampler retrieves a small cask at the production facility, verifies the information on the product notification and confirms it with his signature.

Quality seal: For each certified product the certificate holder receives an individual quality seal. The quality seal consists of the ENplus-Briquettes logo, the ENplus-ID of the certificate holder, the product number and the quality class logo. The quality seal serves to label the certified products.

Certificate holder: A certificate holder is a certified company whose certified products comply with the requirements of ENplus-Briquettes, and, by agreement with DEPI, is obligated to follow the provisions of the certification program.

Certification seal: Each certificate holder receives an individual certification seal. The certification seal consists of the ENplus-Briquettes logo and the ENplus-ID.

Certified product: A certified product is a wood briquette, whose conformity to the requirements of DIN EN ISO 17225-3 and of this handbook has been verified by the conformity certification on the product notification. Briquettes from different pressing procedures or production facilities are considered as individual products. Sales units of a certified product may differ in weight, number of briquettes, length and shape.

4 Scope of the Certification Scheme

The aim of the certification program ENplus-Briquettes consists in supplying end-users with high-quality wood briquettes that can be used in fireplaces for solid fuels within the requirements of the First Ordinance on the Implementation of the Federal Emission Control Act (Verordnung über kleine und mittlere Feuerungsanlagen - 1. BImSchV) in Germany, disturbance-free and with low-emissions.

The certification program allows producers and suppliers of wood briquettes the certification of their products in the quality classes ENplus A1 and ENplus A2. The main points of the certification program are:

Requirements on product properties and used raw materials

Requirements on the labelling and packaging of the certified products

Qualified sampling at the production facility

Testing and confirmation of conformity of wood briquettes with the standards of DIN EN ISO 17225-3 and this handbook

Requirements on quality control and quality management

Regulations on the use of the certification seal

Specifications concerning external control, certificate issuance and certificate revocation

Requirements on listed samplers and testing laboratories

The application form can be downloaded from the websites ENplus-Briquettes at www.enplus-briketts.de and www.enplus-briquettes.eu. The application can be filled out electronically, saved and sent by email to [email protected]. In addition, a written and signed printed-out application must be sent to DEPI by mail.

5 Certification Process

5.1 Overview

ENplus-Briquettes is a product certification for wood briquettes in which the conformity of the product is tested by a listed accredited testing laboratory. Briquettes from different pressing procedures or production facilities are independent products. The small casks (packaging units) of a certified product can differ in weight, number of briquettes, length and shape.

ENplus-Briquettes combines requirements on the supplier of wood briquettes (the certified company), with requirements concerning the wood briquettes (the certified products). The certified company must prove its ability to supply constant high-quality wood briquettes. For this purpose ENplus-Briquettes defines requirements on the quality management including complaint management and customer information.

The certified products must comply with the requirements on the origin and properties of the used raw materials as well as on the chemical and physical properties of the briquettes, as defined for the quality class by the international product standard DIN EN ISO 17225-3

(Solid biofuels — Fuel specifications and classes — Part 3: Graded wood briquettes) and by this handbook. ENplus-Briquettes certifies the quality classes ENplus A1 and ENplus A2.

For the first certification and in the course of renewal of certification of the company (every 3 years) for every certified product a sample cask is taken by a listed sampler at the production facility and tested whether the raw materials, the production process and the quality control measures conform to the product notification (qualified sample). For the inspections in the years between certification and renewal, the certificate holder sends an updated product information and a small cask to the testing laboratory named by DEPI. DEPI verifies the submitted documentation and the reports by the testing laboratory, and in the case of conformity with the requirements of the program the certificate and the certification seal are issued.

The initial certification of a product during the validity period of the certificate is done by a product notification and by sending a product sample by

the certificate holder, if the production facility already produces certified products;

a listed sampler, if the production facility does not yet produce certified briquettes.

Newly certified products are then included in the certification period concerning inspection, and renewal of certification of the company (Table 1).

5.2 Initial Certification

Suppliers of wood briquettes can apply for the certification of their companies and their products in written form with Deutsches Pelletinstitut GmbH (DEPI). For this purpose, DEPI has application forms on the websites www.enplus-briketts.de (German) and www.enplus-briquettes.eu (English). The certification application contains the terms and conditions for sealand license use that are agreed upon by signature. By submitting the application and sending in of the briquette sample, the company accepts the payment obligation of the certified company according to the schedule of fees for ENplus-Briquettes.

The application process consists of the following steps:

1. The applicant downloads the current version of the handbook for the quality certification of wood briquettes, the application form, the form for a product notification and the schedule of fees from the website of ENplus-Briquettes certification.

2. The applicant submits the application and a product notification for each product seeking certification, including the necessary annex by email to [email protected] and sends the legally signed application to DEPI by mail.

3. The applicant commissions a listed sampler to retrieve a sample cask of wood briquettes from the production facility for each product seeking certification and authorizes it to send it, along with a product notification, to one of the testing laboratories listed by DEPI.

A supplier that does not have direct access to the producer of wood briquettes can authorize an intermediary (usually the wholesale trader or importer).

4. The laboratory analyses the submitted briquettes with regards to the requirements on briquette properties (Table 3) and the content of elements (Table 4) and sends the product notification and the inspection report to DEPI.

5. DEPI verifies the conformity of the application, the product notification and the test results with the requirements of DIN EN ISO 17225-3 and the provisions of this handbook.

6. DEPI prepares the annual invoice for ENplus-Briquettes according to the schedule of fees. In the case of verified conformity, the applicant will be invoiced the annual company fee, the product fee and the licensing fees for the expected sales quantity of certified briquettes. The company fee and the product fee will also be invoiced in the case of non-conformity.

7. DEPI sends the certificate, the certification seal, the test reports and the quality sealfor the certified products to the applicant. Subsequently the name of the applicant, its ENplus-ID and the certified products will be published on the national and international websites of ENplus-Briquette certification.

5.3 Surveillance

During the 3 years that the certification is valid the certificate holder must prove in years 2 and 3 of certification that his certified products conform to the requirements of DIN EN ISO 17225-3 and the requirements of the certification program. For this purpose, a sample and an updated product notification must be sent in no later than one month before the end of the first year of certification. The following steps are required:

1. The certificate holder informs DEPI on changes concerning the requirements defined in Chapter 6 and submits an updated product notification with the corresponding annex for each certified product to [email protected].

2. The certificate holder submits a small cask of his certified product in combination with the updated product notification and the corresponding annex to the testing laboratory listed by DEPI.

3. The laboratory analyses the submitted briquettes with regards to the requirements on briquette properties (Table 3) and submits the testing report to DEPI.

4. DEPI verifies the conformity of the submitted documentation and test results with the requirements of DIN EN ISO 17225-3 and the provisions of this handbook.

5. DEPI submits the test reports and the annual invoice to the certificate holder.

6. DEPI updates the information published on the websites of ENplus-Briquettes.

5.4 Renewal of Certificate

The certificate holder shall request the renewal of the certificate no later than 3 months before expiration of the current certificate. The following steps are required:

1. The certificate holder informs DEPI on any changes concerning the requirements described in Chapter 6 and submits an updated product notification for each offered certified product to [email protected].

2. The certificate holder assigns a listed sampler to take one sample for each certified product from on-going production and to submit this along with a product notification to a testing laboratory named and listed by DEPI.

3. The laboratory analyses the submitted briquettes with regard to the requirements on briquette properties (Table 3) and element contents (Table 4) and submits the product notification and the test report to DEPI.

4. DEPI verifies the conformity of the submitted documentation and test results with the requirements of DIN EN ISO 17225-3 and the provisions of this handbook. In case of conformity, DEPI submits the test reports, the new certificate and the annual invoice to the certificate holder.

5. DEPI updates the information published on the websites of ENplus-Briquettes.

5.5 Certification of Products

The certification of products occurs during the first certification of the company. Further products can be certified at any subsequent point. For this purpose, a product notification and a product sample have to be submitted. After a product has been certified for the first time, further product tests are made during the period of inspection tests and renewal of certification of the certified company. Renewing a certificate requires the following steps:

1. The certificate holder submits the product notification for the product seeking certification with the corresponding annex to [email protected].

2. If the production facility already produces certified products, the certificate holder submits a small cask of the product seeking certification together with a product notification to a listed testing laboratory. If the current production facility produces no certified products yet, a qualified sample by a listed sampler is necessary, which then sends the product sample and the product notification signed by him to a listed test laboratory.

3. The laboratory analyses the submitted briquettes with regards to the requirements on briquette properties (Table 3) and the element contents (Table 4) and submits the testing report to DEPI.

4. DEPI verifies conformity of the product notification and the test report with the requirements of DIN EN ISO 17225-3 and the provisions of this handbook.

5. DEPI submits the test report, the updated certificate and the quality sealfor the newly certified product to the certificate holder.

6. DEPI updates the information published on the websites of ENplus-Briquettes.

5.6 Non-conformities from the Requirements of this Program

In the assessment of non-conformitites from the requirements of the certification program two types are distinguished: Type A and type B.

Non-conformities of Type-A are non-conformities from the product requirements in Table 3 and Table 4. If non-conformities of Type A are observed, the corresponding product cannot be certified. If non-conformities of Type-A are determined during surveillance, the certificate for the corresponding product will be suspended. The product can no longer be sold as a certified product.

A certificate can be issued or re-issued only if another examination of a product sample from a qualified sampler confirms conformity and if the company can demonstrate corrective measures eliminating the causes for non-conformity.

Non-conformities of Type-B are non-conformities from the requirements of the certification program that do not affect product properties. If con-conformities of Type-B are determined the product certificate can be continued. For this the certificate holder must initiate corrective measures and confirm their efficacy within the implementation period agreed upon by DEPI and the certificate holder.

6 Requirements on Certified Companies and Products

6.1 Quality and Complaint Management

In order to ensure continued conformity of its certified products the certificate holder commits to uphold a quality management. This contains the following elements:

Quality manager. The company management appoints an employee as the quality manager, who is responsible for the quality management system, the internal documentation and the complaint management in the wood briquettes area. He is the contact person for DEPI.

Complaint management. The certified company is obligated to react to all incoming complaints, document the complaint process, and evaluate it in regular intervals and to infer corrective measures.

6.2 Briquette Production

The certificate holder commits to ensure that the following guidelines are followed in all production facilities:

Adequate technical equipment. The company must have adequate and appropriate technical equipment for the production, packaging, storage and loading for high-quality briquettes. Handling areas and conveyor equipment must be regularly inspected and cleaned.

Control of raw materials. Raw materials must be inspected for contamination and quality and stored adequately. Contamination by soil, sand and grains must be excluded.

Handling of non-conforming briquettes. Non-conforming briquettes must not be sold as certified goods on the market. They must be labelled as such and be stored separately from certified briquettes. Their further supply chain must be documented.

Quality control. Moisture and raw density of the briquettes as well as the mass of the small casks must be inspected and documented on a daily basis during production. The measuring methods must be adequate.

Product declaration. Small casks must have a product declaration inlet or imprint according to Chapter 7.

Adequate transport. Certified briquettes shall only be transported by palettes of sufficient size. During transport, the palettes must be fixated by tension belts so that the palettes cannot fall over.

Adequate storage. Briquettes must be kept dry; they must not come in contact with rain or snow. Moisture by condensation must be excluded.

6.3 Raw Materials

Certified wood briquettes must comply with the requirements of DIN EN ISO 17225-3 and the provisions of this handbook regarding the origin of raw materials. Table 2 defines the requirements on raw materials for wood briquettes by quality class.

6.4 Additives

An additive is a chemical that is added during briquette production to enhance fuel quality, reduce emissions or make production more efficient. Additives are allowed to make up to 2 per cent of the total mass of the briquettes. The type (material or commercial name) and quantity of all used additives must be documented. Additives must originate from processed or unprocessed products from agriculture and forestry. The type of additive (e.g. starch) or its commercial name and the added relative quantity must be listed in the product notification.

6.5 Briquette Properties

Certified briquettes must conform to the requirements set out in Table 3. The measuring methods must conform to those listed in DIN EN ISO 17225-3.

6.6 Element Contents in Wood Briquettes

Certified briquettes must not exceed the limit values listed in Table 4 for metals and semi-metals. The measuring methods must conform to those listed in DIN EN ISO 17225-3.

6.7 Size and Shapes of Wood Briquettes

The size of certified briquettes must be indicated in the product notification.

The shape of the briquettes must be named according to Figure 1. If the briquettes do not correspond to any of those listed, the system support organisation decides on their approval. The decision will be based on a small cask submitted in conjunction with the application.

6.8 Reporting Obligations

During the certification process of the company and of its products, the certificate holder is obligated to report the following information to DEPI:

Contact details of certificate holder

Production and sales volume of certified briquettes

Product notification including information on raw material, raw material storage, additives, production facility, briquette production and briquette properties

Overview of complaints

Templates of all briquette declarations (inlets, slides, foil)

7 Product Declaration and Approval of Product Declaration

Each cask of a certified product must have an inlet or a plastic imprint. The inlet or foil imprint must be approved by DEPI before printing. For this purpose a facsimile of the printing template must be submitted via email as a PDF document to [email protected]. DEPI will verify the draft within ten weekdays.

The inlet or foil imprint of every small cask must contain the following information in the language of the country of destination (see also template in Annex):

Product identification “Wood briquettes” and quality class (ENplus A1, ENplus A2)

8 Certificate and Use of Seal

8.1 Validity of the Certificate

The certificate ENplus-Briquettes is issued for a certification period of three years. The certification period starts with the date of issue of the certificate. The certificate can be revoked during the validity period if the certified company deviates from the requirements on certified companies and certified products according to Chapter 6 and does not take any effective corrective measures. The last conformity evaluation during the current certification period will be used for the renewal of the certification. In the case of a positive evaluation a new certificate with a validity of three years will be issued.

DEPI has the right to deny the use of its quality seal, if the certificate holder offers non-conforming products as certified products. Other certified products may continue to be offered by the certificate holder as certified product. In case of violation, the certificate can be revoked. If a certificate is revoked, the ENplus ID of the certificate holder is inserted into a blacklist and will not be issued to a certified company. The revoked certificate holder can submit a new application in the next year. After approval of its new application, he will receive a new ENplus ID.

8.2 Certification Seal

The certification seal for ENplus-briquettes consists of the trademarked logo ”ENplus-Briquettes“ and the ENplus-ID of the certificate holder. The ENplus-ID consists of the Letter B for Briquettes, a country code for the company domicile of the certificate holder and a three-digit identification number for each country. The separate components of the ENplus-ID are separated by a hyphen.

8.3 Quality Seal

Each certified product is assigned an individual quality seal. The quality seal consists of the trademarked logo „ENplus-Briquettes“, a logo for the quality class and the Product-ID of the certified product. The Product-ID consists of the ENplus-ID of the certificate holder and a two-digit product number. The individual components of the Product-ID are separated by a hyphen.

8.4 Use of Certification Seal and Quality Seal

DEPI provides the certificate holder with an individual certification seal and an individual quality seal for each certified product.

The unchanged certification seal may be used by the certificate holder for marketing purposes in print, in official documents and in electronic form (e.g. on the website). If the certificate holder also offers non-certified wood briquettes he must ensure that the certification seal is associated exclusively with the certified goods.

The quality seal may be used for the labelling and advertising of the certified products. In order to retrace the origin of a small cask the unchanged quality seal must be printed on the inlet or the foil imprint (see Annex 1). The certificate holder may authorize resellers of his certified products to use the quality seal in quotes, advertising and on the internet.

The use of the trademarked „ENplus-Briquettes“ logo without an identification number requires the explicit authorization by the system support organisation.

8.5 Objection Proceedings

Applicants and certified companies may file a written objection to DEPI in the following cases:

Rejection of the requested certification

Suspension and revocation of the certificate/license

The objection is only permissible if the applicant or certificate holder proves that the objected decision violates his rights. A written decision on the objection will be taken within two weeks by an objection committee, consisting of one representative from DEPI and one representative of the listed testing body.

9 Listed Bodies

9.1 Listed Sampler

The qualified sampling and submission of briquette samples shall only be done by listed samplers for ENplus-Briquettes. Listing as sampler is possible for any inspector of an inspection body accredited with a member of ILAC or IAF according to DIN EN ISO 17020 of type A for wood products. If this requirement is not fulfilled, e.g. in the case of auditors for sustainability certifications like FSC and PEFC, DEPI can approve the listing as a sampler for ENplus-Briquettes in an individual case review.

The listing process involves the following steps:

1. The sampler downloads the current applicable version of the handbook for the ENplus quality certification of wood briquettes and the current version of the listing application for samplers from the webpages of ENplus Briquette certification.

2. The sampler submits the listing application and the required certificates via email to [email protected].

3. DEPI examines the application documents. If the listing requirements are fulfilled DEPI publishes the sampler as listed sampler on the websites of ENplus Briquettes.

The listing is valid for a period of three years. In order to extend it the sampler should request the continuation of his listing at least one month before the validity expires.

9.2 Listed Testing Laboratories

DEPI assigns only listed testing laboratories with testing the samples submitted from certificate holders and listed samplers. Listed testing laboratories must be accredited in conformity with DIN EN ISO 17025 for the inspection standards defined in DIN EN ISO 17225-3 and must have signed a contract with DEPI for the analysis of product samples.

10 Schedule of Fees

The schedule of fees applies exclusively to services by the system support organisation Deutsches Pelletinstitut GmbH (DEPI). Services from listed samplers will be settled directly between the certified company and the listed organisation.

The annual fee for certified companies includes the fixed-rate fees for certification and laboratory analysis as well as the license fee. The fee shall be paid in advance for the next year.

The amount of the fixed-rate fee and other fees can be found in the currently applicable „Schedule of Fees ENplus-Briquettes“, which can be downloaded from the ENplus-Briquettes websites at www.enplus-briketts.de and www.enplus-briquettes.eu.

Expenses for additional inspections will be borne by the faulty company, should deficiencies be found. Should no deficiencies be found, the costs will be borne by DEPI.
