SECTION- I

Introduction to Entrepreneurs Memorandum (Part-II) Subsequent to be implementation of Micro, Small and Medium Enterprises

Development Act, 2006 with effect from October 2006 filing of Entrepreneurs

Memorandum Part-I and Part-II came into vogue. Under the Act, Micro, Small and

Medium Enterprises (MSMEs) are classified as under:

2. As per the provisions of the Act, MSMEs file Entrepreneurs Memorandum

(Part-I) at District Industries Centres (DICs). After commencement of the project, the

entrepreneur concerned files Entrepreneurs Memorandum (Part-II) / [EM-II]. Prior to

enactment of the Micro, Small & Medium Enterprises Development Act, 2006

(MSMED Act, 2006) there was a system of registration by small scale industrial

units to the DICs. Now, filing of EM-II is discretionary for micro, small and medium

enterprise engaged in both manufacturing and services. However, it is mandatory

for medium scale enterprise engaged in manufacture or production of goods

pertaining to any industry specified in the First Schedule of the ID&R Act, 1951.

3. MSME Sector plays critical role in the industrial development of any economy

as could be seen in the historical records of presently developed countries. These

units act as ancillary units and provide processed raw material to advanced

industrial units. Thus the quality of final products of advanced industrial units, to a

large extent, depends on the material supplied by MSME units. In addition to this,

these units also provide unskilled and semi-skilled labour to these advanced

industrial units. Several MSMEs also directly produce and supply final products to

consumers also. If these MSMEs receives continuous demand orders from

domestic and export markets then it may give such a platform to this MSMEs that

many of them by stepping up improve their status as advanced industrial units. And

thus take the economy to the path of industrial development.

4. Thus, one of the critical indicator to access the successful development of

MSME Sector in an economy is the data on opening of new MSMEs, It depicts the

conducive environment for opening and growth of such units in an economy as well

as show the high morale of entrepreneurs in the macroeconomics of the economy.

5. Subsequent to implementation of MSMED Act, 2006, the MSME file EM-II on

commissioning of the project, with State/UT Commissionerates/Directorates of

Industries (DICs). The information on number of EM-II filed by MSMEs at DICs was

collected by Micro, Small & Medium Enterprises Development Institutes (MSME-

DIS), O/o DC (MSME), M/o MSME to assess the trends in growth of MSMEs during

2007-08 to 2014-15 in the country. The number of such EM-II filed at DICs is an

indicator of emerging entrepreneur initiatives and creation of employment and

wealth in the sector. Growth trend during 2007-08 to 2014-15 in EM-II filing, among

the Sates/UTs has been analysed and presented in Section - II.

6. Out of the 10 leading States accounting for nearly 94% of the total number of

EM-II filed in the country during 2014-15, (Tamil Nadu, Gujarat, Uttar Pradesh,

Karnataka, Maharashtra, Madhya Pradesh, Rajasthan, Kerala, West Bengal, and

Andhra Pradesh) all have initiated online filing of EM-II except Maharashtra and

Madhya Pradesh. Among other States, Odisha has also started online filing of EM-

II. And remaining States are still prepared and submit the information on manual

basis. In view of this, Ministry of MSME has develop a online system for filing of EM-

II which could be availed, by States / UTs which are yet to develop online platform

for filing of EM-II, through the website of the Ministry.

7. The erstwhile State of Andhara Pradesh was separated in two parts in June,

2014 namely as Andhara Pradesh and Telangana. But since the district level data

on EM-II filing was available, thus the separate details are prepared for two new

constituted States.

8. Detailed data sets obtained from SDIs/MSME-DIs are presented in Section -

III.

Recent Trends in Growth of MSME [Filing of Entrepreneurs Memorandum (Part II) during 2007-08 to 2014-15]

1.1 MSMEs have shown consistent growth in terms of number of Entrepreneurs

Memorandum (Part II) / [EM-II] filed every year. Number shows that MSME sector

registered consistent growth in terms of number of EM-II filed every year. Number of

EM-II filed during 2007-08 in the DICs across the country was 1.73 lakh. This has

increased continuously during 2007-08 to 2014-15 periods, which shows that even

in adverse environment, both internal and external, the entrepreneurs have shown

their courage and had firm belief in the economic fundamentals of the economy.

Thus, year wise numbers of EM-II filed during 2007-08 to 2014-15 EM-II has shown

continuously rising bars in the below bar diagram:

1.2 Number of MSMEs filling EM-II has shown consistent growth rate around

11% every year till 2010-11. The highest growth in recent time was recorded during

2011-12 (18%) whereas during year 2012-13 and 2013-14 growth rate has declined

and was around 14% and 12%, respectively. The growth rate again shown

impressive results for the year 2014-15, it increased to around 17% as shown in

below chart (Chart 1.2).

2.2.1 Top ten States in terms of number of EM-II filed by the MSMEs during 2014-

15 are Tamil Nadu, Gujarat, Uttar Pradesh, Maharashtra, Karnataka, Madhya

Pradesh, Rajasthan, West Bengal, Kerala, and Telangana. These States together

account for nearly 94% of the total number of EM-II filed.

3.1 The growth in EM-II filing indicates progress in commissioning of projects. The

4.2 It may be seen that ten States account for nearly 90% of the EM-II filed by the

MSMEs in the country. During the year 2007-08, Uttar Pradesh accounted for nearly

18% of the total number of EM-II filed. Tamil Nadu had the second highest share

(16%) followed by West Bengal (10%), Karnataka (9%), Rajasthan (8%), Gujarat

was sixth in terms of share (8%) followed by Madhya Pradesh (7%), Kerala (6%),

Maharashtra (6%) and Bihar (2%).

Since 2008-09, Tamil Nadu has recorded rapid growth in EM-II filing. It has

increased its share consistently from 17% in 2008-09 to 33% during 2014-15 and is

the State with highest share since 2008-09. While Uttar Pradesh continued to be

State with second highest share till 2010-11. Since 2011-12, Gujarat has displaced

Uttar Pradesh. Gujarat, which had a share of 9% in 2008-09, has increased it to

15% during 2014-15. The share of other leading States during 2008-09 like Uttar

Pradesh (16%), Karnataka (8%), Kerala (8%), Rajasthan (8%), Madhya Pradesh

(7%) and West Bengal (7%) have fallen steeply by 2014-15 [Uttar Pradesh (12%),

Rajasthan (4%), Kerala (3%) and West Bengal (3%)]. These four States together

conceded 15% points. While Tamil Nadu the State with highest share during 2008-

09 to 2014-15 gained only nearly 15% points, the gains in percentage share of

Gujarat, the State with second highest share, was nearly 6% points during 2008-09

to 2014-15 and Maharashtra with third highest share, was nearly 3% points during

2008-09 to 2014-15. Other three States in top ten positions during 2007-08, namely

Madhya Pradesh, Karnataka and Bihar has also recorded decline in their share by

2014-15. Thus, indicating a concentration of EM-II filing in three leading

industrialised States in the country.
