EMSA actions on air pollution Providing technical Technical/Scientific Support to

European Commission & Member States

Facilitating the implementation and harmonised reporting and enforcement (e.g. EMSA has developed and operates since 01/01/2015 a dedicated Union information system known as THETIS-EU firstly for sulphur inspections and now for inspections of ships under the Port Reception Facilities Directive )

Assessing the need for further EU guidance (e.g. Technical Recommendations for the implementation of PRF Directive, inspection guidance catering the Sulphur Directive, IHM, LNG Bunkering for Port Authorities, etc.)

EMSA works with MS in developing technical solutions and providing technical assistance in relation to the implementation of the Directive, in actions such as tracing discharges by satellite monitoring and surveillance:

Liability / Compensation

EMSA, at the request of the European Commission, conducted a survey on the application of the Directive 2009/20/EC.

It included a Questionnaire sent by EMSA to Member States, information and data retrieved from the inspection database ('THETIS') and was used as a basis for the final Commission report to the European Parliament and the Council on the application of the Directive.

Considerable stepping-up of inspection efforts

• Apparently, no safety problems when changing over

• No safety issues reported when on board sampling

• Need for a risk based targeting of ships for better use of resources

• Control of ships in transit or while at sea remains a challenge

• Observed compliance rate around 95% (broadly confirmed by remote sensing technologies)

Air Pollution - THETIS-EU

THETIS-EU system developed for reporting Sulphur inspections

• Operational since 01/01/2015

• Directive has no provisions for a system to report, target and share inspections results

• EMSA invited to develop a cost-effective solution

• Used by Member States on a voluntary basis

• Over 12,000 inspections reported so far

Measuring SOx in the plume of vessels can give an indication of potential non-compliance

• Several SECA countries using already remote sensing technologies

• Helpful for checking non-EU flagged vessels in transit in EU

• EMSA to offer ship emission monitoring services using Remotely Piloted Aircraft Systems

SECA inspectors focus on whether compliant fuel was used in the SECA area

• need to find out if the ship used LSFO within the SECA or changed over from HSFO to LSFO just before harbour lights

• Use of “fuel calculators” aid determining minimum LSFO amount that should have been consumed in the SECA

• Various Member States already using these tools

• EMSA exploring incorporation of a “fuel calculator” in THETIS-EU

Biofuels Study on the use of Biofuels in shipping, with ECOFYS in 2012

Gas Fuelled Ships, with GL in 2013 ii. EMSA is currently working on “EMSA’s Guidance on

LNG Bunkering to Port Authorities/Administrations”

Ethyl-Methyl alcohols (Ethanol/Methanol) Study on the use of Ethyl/Methyl alcohols in shipping, with a joint consortium SSPA/Lloyd’s Register, published earlier this year, submitted as a contribution to IGF amendments discussion at IMO.

Fuel Cells Study ongoing on the use of Fuel Cells in shipping, with DNV-GL, expected conclusion by the end of 2016.

• The Sulphur Directive has led to a reduction in SOx emissions from shipping and consequently in concentrations

• Use of in-situ emissions monitoring devices in the ship’ stack (reporting to shore stations) might contribute to ensuring level-playing field

• Need for efficient and enhanced enforcement in view of the 0,50% sulphur limit in 2020 under the Sulphur Directive

• EMSA to perform visits to Member States to verify application of Sulphur Directive

• Increased transparency through display to THETIS-EU information to general public

Assisting the EC in the implementation of the Regulation on Monitoring, Reporting and Verification (MRV) of Ships’ CO2 Emissions (establishment of the two ESSF MRV Sub-Groups - Monitoring and Verification & Accreditation)

Particularly in: Supporting the Commission in preparation of the coming Implementing and Delegated

Acts (IA - on determination of ‘cargo carried’ and setting templates for monitoring plans, emissions reports and documents of compliance / DA - methods for monitoring CO2 emissions and rules for monitoring other relevant information, rules for verification activities and methods of accreditation of verifiers)

Facilitating harmonised implementation and enforcement

(EMSA is developing an IT Tool, system known as THETIS-MRV, that would cater for the provisions of the EU MRV Regulation)

EMSA’s role currently limited to issues related to ships in operation in the marine environment (Title II/SRR)

Technical support to Member States (e.g. workshops, trainings, etc.)

Follow-up of developments at IMO and international level

(e.g. working groups, etc.) EMSA is currently working on finalising “EMSA’s Best

Practice Guidance on the Inventory of Hazardous Materials” (To provide guidance for uniform and consistent IHMs - will be discussed in a workshop on 21, 22 September 2016)
