This has r6ference to the Agenda No. 2.53, 2.55, 2.57 and 2.62 of 37th meeting of ExpertAppraisal Committee held on August 25-21,2015. We, M/s. Orient Abrasives Ltd, presented

above projects before EAC on 26th August, 20L5, for CLUSTER APPROACH for our all 4 small

mining projects to be dealt under one cluster and after detai led deliberation EAC accorded their

approVal for the same. The KARAMDUND BAUXITE MlNE(cluster) will have four smallmining amalgamated into one, four mines are as detailed below:

Based on Techno-Economic condit ions and considering Mining in Systematic and Scientif ic

manner, AMALGAMATION PROPOSAL is under active consideration with State Government.

New Mining Ordinance stating' lease validity period upto 2030 for Captive, Ube industry and

considering the MOEF Notif ication of 7th October, 20L4, for group of leases fal l within the

radius of 500m, the Expert Appraisal Committee were justi f ied with our cluster proposal and

Committee recommended the same directing to submit the Combined Form-l and PFR for

lease. Eco sensitive Zone of Marine

Sanctuary and Marine National Park is

demarcated as 1 km and lease is located

Sanctuary, based on this, it is clear that

no clearance from the Standing

Committee of the National Board for

Wildlife (NBWL) is required.

iii. The C.R.Z Notification, 1991

The CRZ Notification has been revised as

of 2011. The lease does not fall in the

Coastal Regulation Zone as per this

notification because:

a) The mine is located at a distance greater

than the High Tide Line (HTL), i.e.500m on

the landward side along the sea front. (As

per preliminary estimates, the mine is

located ~ 5.9 km from the edge of the

coastline).

b) There is no tidally influenced water body

within 100 m of the mine. (As per

preliminary estimates the nearest possibly

tidally influenced water body is ~ 5.9 km in

NW & Rani River is at 4.5 km in West

direction and Rani river dam is at 3.8 km in

west direction from the mine site).

c) There is no hazard line demarcation done

by the Survey of India (SoI) in the area as

on date, but considering the distance of

the mine from the coast / HTL, it is unlikely

that the Hazard Line would be in the

vicinity of the mine

The mine does not lie in the inter-tidal

zone of the sea or the tidally influenced

water body.

The components of the EIA study will include:

phase. The elements to be analyzed will include the infrastructures of the project

due to proposed minor mineral mining.

Preparation of EIA and EMP documents with recommendations on preventive

and mitigative measures for limiting the impact on environment to the desired

BASELINE ENVIRONMENTAL DATA GENERATION

locations and will be analyzed for the parameters such

as grain size, pH, salinity, electrical conductivity,

organic carbon, NPK, TDS, Na, Mg, Ca, Cl-, F- etc.

5 Noise Levels Noise monitoring will be carried by using Integrated

noise meter on hourly observations for 24 hours at

different locations.

The observed data will be compiled and statistical

analysis will be done for Lday, Lnight and Ldn.

6 Land use Land use as per the district census handbooks will be

analysed to identify the present land use within the 10-

km radius area. Various land use classifications will be

computed. Also the satellite imagery will be used to

assess the landuse pattern of the study area.

Accordingly a landuse map will be prepared.

The study will be carried out through field visits and

secondary sources of information.

ENVIRONMENTAL IMPACT ASSESSMENT

The proposed project will have an impact on the environment. The parameters likely

to be affected are air quality, water quality, soil quality and noise levels etc on

account of gaseous emissions, liquid effluent discharges, resultant particulates,

generation of solid wastes etc will be discussed.

The baseline data generated from the above studies will be analyzed and compared

with applicable standards prescribed by the CPCB. By this means, the impact

whether positive or negative will be assessed and the environmental attributes

requiring special attention for mitigating the negative impact, if any, will be identified.

Also the areas, which fulfil the prescribed environmental norms and not requiring

further improvements, will be specified. Both short-term and long term impacts

particularly on sensitive targets such as habitat of endangered species of wildlife or

mines, crops, historically/culturally important sites/monuments, centres with

concentrated population in the study area will be established.

The impacts of project on various components of environment and the possible

mitigation measures for mitigating the negative impacts are described in the

following sections.

local land use planning efforts. The change in land use pattern of project site will also

be identified. This includes visual impact, impact on forest and impact due to socio-

term (24-hourly) concentrations in and around the project site.

Mitigation Measures

Potential mitigation measures include the control measures at the source level. The

measures to control the fugitive dust emissions will also be suggested according to

guidelines of CPCB.

Impact on Noise

Impact Assessment

Sources of noise and its impact on the environment will be addressed. The noise

level at varying distances for multi-sources will be predicted using Noise model. A

comparison of measured noise (Leq) at monitoring locations to that of predicted

noise levels (Leq) will be made and mitigation measures will be recommended to

conform to regulatory ambient air noise standards.

Baseline noise levels in different zones like industrial, residential and silence areas

like hospitals, schools etc will be monitored. The potential noise level exposure will

be determined and evaluate for acceptable limits of exposure.

Mitigation Measures

The potential mitigation measures will be addressed to reduce noise levels by control

at source, isolation of high noise generating sources, use of protective measures

especially in high noise areas and development of greenbelt.

Impact on Ecology

Impacts on aquatic species especially during dry season will be assessed

particularly those which are endangered, if any. The parameters, which are of

concern, are TSS, TDS, heavy metals, oil and grease, pH and temperature. The

assessment will also include impacts of chlorinated organic chemicals. The impact of

site preparation activities involving site clearing, excavation, earth moving,

dewatering or impounding water bodies and developing burrow and fill areas will be

assessed. Recommendations will be made to mitigate such adverse impacts as soil

erosion and habitat loss. In addition, impact of fugitive dust emissions will be

assessed on the surrounding species of economic/genetic/biological importance.

1 SUMMARY

Karamkund Bauxite Mine is located at village-Mewasa, Taluka-Kalyanpur, District-Devbhumi

Dwarka of Gujarat State over an area of 16.06 ha. The proposed capacity of the project is

22790 Tonnes/Annum.The total proved mineral reserve (Category 111) reserve of 152881

tonnes was estimated and 158955 tonnes were considered as pre-feasibility mineral

Resource (222). Lease area is a private land. Semi Mechanized Open cast mining method

with 20% drilling and blasting is the only suitable method of mining for this area. Brief

description of the project is described below.

2.1 Introduction

2.1.1 The Project Proponent

M/s. Orient Abrasives Limited (OAL) is a Public Limited Company, incorporated under Companies

Act, 1956, having its registered office at 1307, Chiranjiv Tower, 43 Nehru Place, New Delhi, India-

110019.

OAL was established as a venture of manufacture calcined and fused alumina products in 1974, in

technical collaboration with Karborandum, Bentuerky, Czechoslovakia, by the Rajgarhia Group of

Industries. It is a multi-divisional company, having a head office at New Delhi, manufacturing

facilities at Porbandar (Gujarat) and Bhiwadi (Rajasthan) and distinction of being ISO-9001

(Quality Management System – QMS) certified. The Company offers a wide range of refractory

and monolithic products for the iron and steel industry and enjoys a large domestic and

international clientele. An in-house R&D facility supports the division’s product development

initiatives.

2.1.2 The Project Background

Bauxite Mine is a Cluster of leases and it consists of 4 mining leases/blocks, namely, Karamkund-I,

Karamkund-II, Talawadi& OBM-V. These leases were granted by Government of Gujarat,

Karamkund-I is granted vided letter no. MCR-1582 / (O-81)/ 4854-CHHdated 03.08.1983,

Karamkund-II is granted vide letter no. MCR-1581/ (O-69)/4152-CHH dated 01.02.1990,

Talawadiis granted vided letter no. MCR-1580 /(O-55)/ 400-CHH dated 07.04.1981and OBM-V is

granted vide MCR-1577/(O-19)/2700-CHH dated 08.09.1979. All three leases were granted for the

period of 20 years and Company has applied for renewal to the State Government on 10.01.2003,

15.05.2009, 05.06.2000 and on 30.04.1998respectively.Lease renewal application is under

consideration at State Government of Gujarat and office of the Commissioner of Geology and

Mining, Government of Gujarat, issued circular in 2011 that Lease renewal application are valid

under deemed extension as per rule 24(A)(6) of MCR-1960. Further, under Rule 24B of MCR 1960,

every person holding Mining Lease for Mineral used in his own industry shall be entitled for

renewal of Mining Lease. As per new Mining ordinance 2015, these mining leases are

renewed upto 2030.

Karamkund-I Mining Lease:

The Mining Plan was approved by Indian Bureau of Mines, Udaipur vide letter no.

682(23)389/2005MCCM (N) UDP Dated27.06.2005.The Mining Scheme has been prepared under

rule 12 of MCDR 1988. The present Mining Scheme was approved by the Indian Bureau of Mines,

Udaipur, Government of India, vide their letter no. 682(23)(MS-621)/2011 MCCM (N) UDP dated

03.11.2011.

Karamkund-IIMining Lease:

The Mining Plan was approved by Indian Bureau of Mines, Udaipur vide letter no. 682(23) MS-

474/2006 MCCM(N)UDP Dated 25.04.2014 for one year.The Mining Scheme has was approved by

the Indian Bureau of Mines, Udaipur, Government of India, vide their letter no. 682(23)(MS-

474)/2008 MCCM (N) UDP dated 15.05.2009. The present Mining Scheme was approved by the

Indian Bureau of Mines, Udaipur, Government of India, vide their letter no. 682(23)(MS-474)/2008

MCCM (N) UDP dated 16.04.2015.

2.1.3 Brief Description of the Nature of the Project

The proposed bauxite project is in 4 blocks/leases for expansion of quantity222790 TPA ROM. The

mine lease is a piece of non-irrigated barren land.

In Karamkund Bauxite Mine the nature of deposit is bedded, mineral bauxite is present in form of

bed, which is overlain by a thin cover of Soil, The proposed project entails open cast semi

mechanized mining in the mining lease of Karamkund-I, Karamkund-II, Talawadi& OBM-V. As the

mining lease was already worked out therefore on the basis of geological data gathered from the

working pits, trial pits, ore reserve were estimated.

In proposed plan, mining will be carried out by semi mechanized open cast method withthe use of

drilling and blasting.

2.1.4 Demand-Supply Gap

This is an existing captive mine for supply of high grade material to Orient Abrasive Limited’s

Plant located at Porbandar. The plant is under expansion, the Supply and Demand gap is 40%,

and the project clearance will further reduce the Demand & Supply gap. Hence demand supply

issues whilst important, are considered in the current situation.

2.1.5 Imports v/s Indigenous Production

This is an existing mine for the supply of high grade material to OAL’s plant located at Porbandar

and OAL has not imported high grade material yet.

2.1.6 Export Possibility

High grade bauxite from the mine will be used in OAL’s manufacturing unit and Value Addition

industry at Porbandar, while low grade will be sold to local consumers only after getting

permission from Government of Gujarat.

2.1.7 Domestic / Export Markets

High grade bauxite from the mine will be used in OAL’s manufacturing unit at Porbandar, while

low grade will be sold to local consumers only after getting permission from Government of

Gujarat.

Few people would be engaged in providing support services to the mining operation including

transportation of ROM, supply of Drining water, water tanker for Dust suppression etc. The

number of such persons is likely to be in the order of ~ 20-30 for each lease area.

Bauxite produced from mine will be processed in OAL plant at Porbandar and final product will be

sold to customers for use or further processing. This will generate additional economic demand

that could translate into additional employment.

2.2 Project Description

The information presented in this chapter is based on IBM approved mining scheme.

2.2.1 Type of Project including Interlinked and Interdependent Projects

The mine is a captive mine for OAL’s manufacturing unit at Porbandar, Gujarat.

of Mewasa village, TalukaKalyanpur of DevbhoomiDwarka district of Gujarat State. Bauxite Minesis

approachable by road passing through village Ran which is located about 1km north of the tar

road connecting village limbdi with Dwarka.Limbdi is located on the DevbhoomiDwarka-Okha state

highway no. 25 and is about 35 km from Khambhalia.The nearest railway station is Bhatia, which

is located on Okha- DevbhoomiDwarka- Rajkot-Viramgaon broad guage section of western railway.

The nearest sea port is Okha which is about 105km from Mewasa.

No alternate site has been examined, since mine is with OAL since 1979. Karamkund-I is granted

vided dated 03.08.1983, Karamkund-II is granted vide dated 01.02.1990, Talawadiis granted vided

dated 04.10.2001 and OBM-Vis granted vide dated 08.09.1979.However, the validity of these

blocks/leases in the Cluster mining is upto 2030 as per New MMDR Ordinance 2015, Government

of India.

2.2.5 Project Description with Process Details

The present project aims at the increase production capacity 22790TPA ROM of bauxite at

KaramkundBauxite Mine with lease admeasuring 16.06 Ha at survey no.212/P, 210/P, 146/P, 377

& 207/Pin village Mewasa, TalukaKalyanpur, District DevbhoomiDwarka of Gujarat state in order to

provide bauxite to Value Addition Plant of OAL at Porbandar.

Salient Features of Mode of Working

As per IBM approved mining plan, mining work will be carried out by semi mechanized open cast

method. In the proposed mining scheme, the work will be started from north part of the lease

area adopting semi mechanized open cast method with use of excavator and Tipper.

Karamkund-I Mining Lease:

Year wise Production For The ensuring five years Period:-

In the Proposed Mining Scheme, the mining will be started form during first to fifth year from

central part of lease area controlled by section M-M1. The mining will be started from central part

of the lease area and advanced easterly. The bauxite will be excavated by forming one bench at

pit floor. The mining will be done by manual open cast method without use of drilling and blasting.

During first to fifth year mining will be carried out at pit floor. The bauxite present at pit floor will

be mined out by forming one bench only. The height of benches will be 1m width of bench will be

be 2m. the bauxite present at pit floor will be excavated during second year. The length and width

of face at the end of second year will be 66m &14m.

Third Year (2013-14):-

In Third year, mining will be form the face formed at the end of second year will be advanced

easterly as shown in year wise development plan and section. During third year mining will be

done having mineral bauxite with average thickness of 1m at pit floor. Bauxite will be removed by

Karamkund-IIMining Lease:

Year wise Production For The ensuring Five years Period:-

In the Proposed Mining Scheme. The mining will be started from south part of the lease of pit no.

1 pit floor area. The bauxite will be excavated by forming one bench of 1.2m height with bench

width of 10m and slope of 70° from vertical. The mining will be done by semi mechanized open

cast method with the use of JCB and tipper. After complete exploitation of bauxite the aera will be

used as water reservoir.

The waste generates during five year mining scheme period will be spread at pit fool. Since lessee

quantified of OB/Top soil is generated during mining scheme period. It is nil. The mined out pit

will be used as water reservoir.

First Year (2015-16):-

During first year, mining will be carried out in south part of the lease area at pit floor. The

orientation of production face will be east west direction. The length of the face at the end of first

year will be 86m.

Second Year (2016-17):-

In second year, mining will be carried out in south part of the lease area at pit floor. The

orientation of face will be east west direction and advancing north direction in continuation with

previous year mined out area. The face formed at end of first year will be northwardly. The

bauxite present at pit floor in pit no. 1 will be mined out by forming one bench of 1.2m. the length

of the face at the end of second year will be 90m.

Third Year (2017-18):-

In third year, mining will be carried out in central part of the lease. The orientation of face will be

east west direction and advancing northwardly of second year will be advanced northwardly. The

bauxite present at pit floor in pit no. 1 will be mined out by forming one bench of 1.2m. Total

2975m2 area will be excavated during 3rd year of mining scheme period and length of the face at

the end of third year will be 87m.

Forth Year (2018-19):-

In fourth year, mining will be carried out in central part of the lease area in pit no.1. The

orientation of face will be east-west direction and advancing northwardly direction. The face

formed at the end of third year will be advanced easterly. The bauxite present at pit floor in pit no.

1 will be mined out by developing one bench. Total about 2990 m2 area will be excavated during

5th year of mining scheme period and the length of face at the end of fifth year will be 115m.

Fifth Year Mining (2019-20):-

In fifth year, mining will be carried out in central part of the lease area in pit no. 1. The orientation

of face will be north south direction and advancing in eastern direction in continuation with

previous year mined out area. The face formed at the end of fourth year will be advanced

easterly. The bauxite present at pit floor in pit no. 1 will be mined out at pit floor area by

developing one bench of 1.2m height. Total about 2985 m2 area will be excavated during 5th year

of mining scheme period and the length of face at the end of fifth year will be 115m.

Talawadi Mining Lease:

In the Proposed Mining Scheme. The mining will be started from north part of the lease area. the

bauxite will be excavated by forming one bench of 4m height and width of 10 m and slope of 70°

from vertical. The mining will be done by semi mechanized open cast method with the use of

excavator and tipper. After complete exploitation of bauxite the area will be backfilled

progressively during mining scheme period based on the quantity of waste generated.

The waste generated during two year mining scheme period will be backfilled for plantation

purpose. Since lessee quantified of OB/Top soil are generated during mining scheme period. It is

proposed to backfill the mined out pit area and the remaining mined out pit will be used as water

reservoir.

First Year (2015-16):-

During first year, mining will be carried out at north of lease area leaving statutory barrier. The

orientation of face will east west.

The bauxite present taking 4m between will be mined out by forming one bench of 4m. then the

mining will be advanced in northern direction. The soil was already excavated of the proposed

area. Total about 670m2areas will be excavated during first year of mining scheme.

Second Year (2016-17):-

In second year, mining will be carried out in North West part of the lease area. The orientation of

face will be east west direction and advancing north ward direction in continuation with previous

year mined out area. The face formed at the end of first year will be advanced northwardly. The

bauxite present having 4m thickness will be mined out by forming one bench of 4m height mining

will be advanced in north of direction. No soil will be removed during second year. Total about

the lease area. The slope of face will be maintained 45° from vertical during mining operation. Old

stacked OB will be backfilling during first second and third year of mining scheme period. OB and

waste generated during mining will be backfilled.

width of face at the end of first year will be 90m and 7m.

Second Year (2012-13):-

In second year, mining will be from the face formed at the end of end of first year will be

advanced westerly by 7.5m as shown in year wise plan & section. Bauxite present with average

thickness of 3m will be excavated by forming two benches of 1.5m each. The soil & clay present

with 0.5 m & 2 m thick will be excavated by two benches. The width of benches will be 2m the

length and width of faces will be about 85m & 7.5m.

Third Year (2013-14):-

In third year, mining will be from the face formed at the end of second year will be advanced

westerly by 8 m as shown in year wise development plan and section. During third year mining

will be done for mineral bauxite with average thickness of 3m. Bauxite will be removed by forming

two benches of 1.5 heights. Soil 0.5m and clay 2m will be excavated by forming separate two

benches. The width of benches will be 2m. The length and width of faces will be 79m and 8m.

Fourth Year (2014-15):-

In the fourth year mining the strip will as shown in year wise development plan & section. The

face formed at end of third year will be advance westerly as 9m shown in year wise plan. In the

fourth year soil and clay will be excavated by forming separate benches. Bauxite will be excavated

by forming two benches of 1.5m height. Orientation of face will be north-south. The length and

width of face will be 71m and 9m.In this strip the bauxite horizon is having an average thickness

of 3m. it is proposed to mine out bauxite by forming two benches of 1.5 m height each. The width

of benches will be 2m. the length and width of benches will be 71m and 9m.

Fifth Year (2015-16):-

During fifth year, the face formed at the end of forth year will be advance 10m westerly s shown

in year wise development plan. During fifth year the bauxite present od 3m thick will be excavated

by forming two benches of 1.5m height. Soil and clay present in the proposed area of 0.5m and

Life of Mine

Mining will be carried out in 4 mining blocks/leases at a maximum production of 22790 TPA and as

per IBM approved Scheme of Mining the life of mine would be Ten years. Entire lease area leaving

statutory barrier will be mined out in Ten years.

Karamkund-I Mining Lease:

As per estimated Mineable reserves of 14130 MT of Bauxite available with average annual

production proposed of Bauxite is 2100 MT, the balance Mine Life period is Seven years.

Karamkund-IIMining Lease:

As per estimated Mineable reserves of 51957 MT of Bauxite available with average annual

production proposed of Bauxite is 8970 MT, the balance Mine Life is Six years.

TalawadiMining Lease:

As per estimated Mineable reserves of 42210 MT of Bauxite available with average annual

production proposed of Bauxite is 6000 MT, the balance Mine Life is Seven years.

OBM-V Mining Lease:

As per estimated Mineable reserves of 45090 MT of Bauxite available with average annual

In the ML area the mineralised limits are determined either by the limit of the ML boundary or by

the limits of the ore body. These limits have been duly marked in the geological plan. The ultimate

pit limit has also will be marked in conceptual plan plate no 9.During coming 10 years the entire

lease area leaving statutory barrier will be converted into one pit. It is B category mine. The

conceptual plan for Karamkund-I has been prepared up lease renewal period (year 2024). The

lease area of Karamkund-I will be converted in to one pit having dimension 280 m in length width

varies from 48m to 90m and average depth will be about 3.5m as shown in conceptual plan plate

no. 9.The lease area of Karamkund-II will be converted into one void having dimension 280m

length & width varies from 31m to 91m respectively and average depth will be about 5m from the

surface as shown in conceptual plan no. 9. The lease area of Talawadi will be converted into one

voids having dimension 417m in length and width varies from 137m to 272m average depth will

be about 4.6 m from the surface as shown in conceptual plan plate no. 9. The conceptual plan for

OBM-V lease has been prepared up lease renewal period (year 2019). The lease area of OBM-V

will be converted in to one pit having dimension 286 m in length varies from 20m to 135m and

average depth will be about 5.5m as shown in conceptual plan plate no. 9.

Stacking of mineral reject and disposal of waste:-

Karamkund-I Mining Lease:

The backfilling will be carried out after excavation of bauxite up to full thickness. Backfilling of

overburden and waste will be done side by side at the time of generation itself hence question its

height and spread does not arise. As volume of voids is much more than material available for

backfilling. Backfilling of the entire mined out land upto original ground level will not possible.

Therefore south part of mined out area will be backfilled and other part of the mined out area will

be used as water reservoir.

Backfilling will be done in the area after winning full thickness of bauxite. The proposed area for

backfilling is proved barren. The waste generated during two year mining scheme period will be

backfilled simultaneously in mined out pits as shown in plate no. 7 of year wise development plan

and reclamation plate. The volume of voids (excavated area) is much more than material available

for backfilling, the entire mined out area cannot backfilled up to original ground level. Therefore

northern part the lease area will be utilized for backfilling and remaining part of the area will be

used as water reservoir.

OBM-VMining Lease:

Backfilling will be done in the area.The old stacked OB and waste during five years plan period will

be back filled in the mined out area in west part of the lease area and leveled. The waste

generated during five year mining scheme period will be backfilled in mined out area at the time of

generation if self hence question of its height and spread does not arise soil generated during

scheme period will be spread on backfilled area. As volume of voids (area to be worked) is much

more than material available for backfilling of entire mined out area up to original ground part of

the area will be backfilled and another part of the lease area will be used as water reservoir.

2.2.7 Extent of Mechanization

The mining will be done by semi mechanized open cast mining method with the use of excavator

and tipper.The Bauxite horizon at places being of compact formation, require drilling and blasting

which is roughly about 20 % of Bauxite zone for this purpose 1.5 M deep hole will be drilling by

jack hammer with compressor and will be blasted by the 25 mm dia and 250 mm long explosive

available in the region. The spacing will be kept as 1.0 m and burden will be kept as 1.0 m.

The mining will be done by semi mechanized open cast mining method with the use of excavator

and tippers.

The Bauxite horizon at places being of compact formation, require drilling and blasting which is

roughly about 20% of Bauxite zone for this purpose 1.5M deep hole will be drilling by jack

hammer with compressor and will be blasted by the 25mm dia and 250mm long explosive

available in the region. The spacing will be kept as 1.0 m and burden will be kept as 1.0 m.

The broad parameters are as under:-

1) Spacing - 1.0 m

2) Burden - 1.0 m

3) Depth - 1.5 m

4) Diameter of hole - 32 mm

5) Explosive per wise - 0.375 kg

6) Power factor - 10 MT/ kg

Proposed project is mining of ROM for recovery of high grade bauxite for captive use in OAL’s

companies own plant situated at Porbandar. The low grade which lessee get with abrasive and

refractory grade is dumped separately & lessee sale it when get permission from state govt.

Mode of Transport

Bauxite will be transported by tractor to stacking and sorting ground. High grade bauxite will be

transported by hired /owned truck to company’s manufacturing unit at Porbandar. Low grade

bauxite will be stacked separately.

2.2.11 Resource Optimization / Recycling and Reuse Envisaged in the Project

The following will be done • The mineralized waste generated during the mining period will be backfilled in order to

reduce the change in land cover or topography of the area. This backfilled area will be

used for greenbelt development

• Complete backfilling is not possible so a part of mine out area will be used as water

reservoir and stored water will be used for watering the plantation and for dust

suppression. In addition to this water stored in mined out pits will be used by farmers and

villagers in nearby area thus reducing the ground water dependency.

• Mine will be worked only in day time (8 hr/ day) and around 72 persons will work,

therefore the domestic waste generated will be low and it is possible to recycle. As it

doesn’t require electricity because working will be only in Day time.

2.2.12 Availability of Water its Source and Energy/Power Requirement

Water

For domestic use water will be supplied by the means of tankers from the nearby village.

For greenbelt development and dust suppression water stored in mined out pits will be used.

For domestic purpose: 3.24 KLD

For dust suppression: 64.26 KLD

For plantation: 0.735 KLD

Fuel/Power Requirement

The mine will be worked during an eight hours shift i.e. during day time only and hence no

electricity is required for lighting. Diesel, ̴ 3 lit/hr will be used as fuel for running pump for

dewatering in rainy season that too for some time.

In the proposed mining scheme the OB is likely to be generated during scheme period will be Soil

and will be spread on backfilled area.

The waste that is likely to be generated will be in the form of associated clay with the bauxite

horizon as mineral waste which is below the threshold grade, which has no sale value. That will be

backfilled in mined out pits.

Selection of Dumping Site

In the proposed mining scheme, it is suggested that the old stack OB and waste generated during

scheme period will be backfilled in west part of mined out area after winning full thickness of

bauxite. As available voids is much more than the required ones. The problem for disposal of OB

and waste will not be there. The old stack OB and waste generated in next five years will be

refilled into the matured voids. First of all overburden except soil will be backfilled in to the voids

and soil will be spreading over backfilled area. Extend of backfilling has been given on next page.

The lease area of Karamkund-I available for backfilling during five years scheme period will be

4544 m2 and anticipated quantum of generation of waste will be 14495 m3. The above waste will

be backfilled 4142 me area upto original ground level. The lease area of OBM-V available for

backfilling during scheme period will be 3179 m2. The anticipated quantum of generation of waste

and OB will be 1157 m3. Karamkund-II &Talawadiduring scheme period will be backfilled

simultaneously in mined out pits as shown in plate no. 7 of year wise development plan. Part of

mined out land will be used as water reservoir.

Method of Dumping & Maximum Height and Spread of dumps

Karamkund-I Mining Lease:

The backfilling will be carried out after excavation of bauxite up to full thickness. Backfilling of

overburden and waste will be done side by side at the time of generation itself hence question its

height and spread does not arise. As volume of voids is much more than material available for

backfilling. Backfilling of the entire mined out land upto original ground level will not possible.

Therefore south part of mined out area will be backfilled and other part of the mined out area will

be used as water reservoir.

more than material available for backfilling of entire mined out area up to original ground part of

the area will be backfilled and another part of the lease area will be used as water reservoir.

2.3 Site Analysis

2.3.1 Connectivity

Karmkund-I, Karamkund-II, Talawadi& OBM-V is approachable only by a Kaccha road. The village

Mewasa is approachable by a kachha road passing through village Ran which is located about 1km

north of the tar road connecting village limbdi with Dwarka. Limdi is located on the

DevbhumiDwarka- Okha state highway no. 25 and is about 35km from Khambhalia. The nearest

railway station is Bhatia which is located Okha-DevbhumiDwarka-Rajkot-Virgaon broad gauge

section of western railways. The nearest sea port is Okha which is about 105km from Mewasa.

2.3.3 Topography

The lease area is having north south trending low ridges of bauxite in eastern side and remaining

area is almost plain ground sloping towards west. The area is covered by very scanty vegetation,

mostly babool bushes grown over barren stony wastelands. The area is not covered by any

watercourses in form of river, natural nallah etc. No permanent drainage course exists in the area.

It is an active mining area, but crops like Bazara, groundnutetc are cultivated during monsoon in

near by agriculture land. Maximum yield per hectares of bazaar and groundnut is around 2500 kg.

The nearest human settlement is in Virpur village at a distance of 1.0 km.Bauxite is exposed in pit

section. In general thickness of bauxite is 1.0m. In general the high grade (>50% Al2O3) is 40% &

low grade is 60% of production. Recovery percentage of bauxite is 90% of ROM based on the

result of excavation done so for in the area.

Karamkund-IIMining Lease:

The entire lease area is covered under soil. Bauxite is present below thin cover of soil of 1.00 m

thickness. Bauxite is exposed in pit section. In general thickness of bauxite is 4.0m. Recovery of

is nil & low grade (Al2O3 upto 30%) is 100% of production. Recovery percentage of bauxite is

90% of ROM Based on the result of excavation done so far in the area.

TalawadiMining Lease:

The entire lease area is covered under soil. Bauxite is present below thin cover of soilof 0.60m

thickness. Bauxite is exposed in pit section. In general thickness of bauxite is 4.0m. Recovery of

high grade Bauxite is 50% of production in some pockets. In general the high grade is 40% & low

grade (Al2O3 upto 30%) is 60% of production. Recovery percentage of bauxite is 90% of ROM

Based on the result of excavation done so far in the area.

OBM-V Mining Lease:

The entire lease area is covered under soil of 0.5m to 1 m thickness & clay of 2m thickness.

Bauxite is exposed in pit section. In general thickness of bauxite is 1m to 4 m. In general the high

grade (>50% Al2O3) is 60% & low grade (Al2O3upto 40%) is40% of production. Recovery

percentage of bauxite is 90% of ROM based on the result of excavation done so for in the area.

Depend upon the nature of the deposits.

2.3.4 Geology of the Mine Lease

The area around VirpurKenedy, Nandana, MotaAsota, Kenedy, Ran Village exposes bauxite as

segregated pocket within laterite or horizontal bedded bauxite deposit within laterite or altered

clay. The other rock type exposed in the region are trap rocks, limestone and lithomergic clays.

The limestone belonging to Gaj beds series is overlying the laterites. The sequences of formation

ranges from early Eocene to recent in age.The Stratigraphic sequence of the lease area is shown

in Table.

2.3.6 Existing Infrastructure

There is a Mine office, Canteen, First Aid room, Rest Shelter, Store, etc. present at the mine site.

Apart from this there is no other infrastructure present in the study area.

2.3.7 Climatic Data from secondary sources

The climate in the region is characterized by a hot summer and general dryness except in the

southwest monsoon season. The year may be divided into four seasons. The cold season from

December to February is followed by the hot season from March to May. The period from June to

September is the Southwest monsoon season. October and November constitute the post-

monsoon or retreating monsoon season

Temperature1

The period from March to May is of continuous increase in temperatures. May is generally the

hottest month with a mean daily maximum temperature of 44.5˚C and mean daily minimum of

about 24.8˚C. The weather is intensely hot in summer and on some days the day temperature

may reach up to 40.2˚C.

From November, both day and night temperatures begin to decrease rapidly. January is generally

the coldest month with the mean daily maximum temperature at about 26.6˚C and mean daily

minimum at about 10.6˚C. On such occasions, the minimum temperatures sometimes drops down

to 6-7˚C

Rainfall1

The distribution of rainfall in the Jamnagar region, which includes the study area, is uneven.

Annual rainfall in the region is 540.2 mm. About 91% of the annual rainfall in the region is

received during the southwest monsoon months i.e. June to September. July is the rainiest month.

Maximum rainfall in any one month was recorded in the month of August in year 1953 which was

about 861.8 mm

The area remains cloudy between June - September, which is the active period of the monsoon

season.

Humidity1

Most humid conditions are found in the monsoons. Mornings are more humid than evenings and

humidity ranges from a high of 78-87% in monsoon mornings to a low of 37-40% in winter

evenings. During post-monsoon season, in morning humidity remains between 67-77 % and in the

evening it remains between 42-49%.

2.3.8 Social Infrastructure

The lease proposed for mining is with the same lessee since 1979 and mining was carried out

since then. The entire lease area is designated as Private land and has no vertical development

over it except mine office.

There is no social infrastructure available at site. Bhatia which is about 20km from mine site have

all kind of facilities available.

2.4.2 Population Projection

Not applicable since the project entails mining of laterite on government granted lease area.

2.4.3 Landuse Planning

As mentioned in Section 2.3.2 above.

2.4.4 Assessment of Infrastructure Demand

A temporary rest shelter for labour will be constructed at mine site. A water tank (capacity of 500

liters) will be constructed for storing drinking water. Haul road is well maintained and water

sprinkling will be carried out time by time in order to maintain the road condition.

2.4.5 Amenities / Facilities

Facilities for drinking water and first aid will be provided in the mine office and an office-cum-rest

shelter already existing in the lease area.

According to approved modified mining scheme it was proposed to plant 50 sapling every year.

The mine lease is working site of OAL however; OAL will start production at proposed rate only

after obtaining necessary clearance from Central and State Government

Project

Estimated cost of the four project would be around Rs. 57.55lacs only. This cost includes the

project expenditure towards the laterite and bauxite mine. The mine has been sanctioned by the

2.8 Analysis of proposal (Final Recommendations)

2.8.1 Financial and Social Benefits with Special Emphasis on the Benefit to the Local

People including Tribal Population, if any, in the Area

Critical analysis of the existing socio-economic profile of the area vis-à-vis its scenario with

proposed project activities identifies the following:

About 72miners will be engaged in mining activities for the project and about 50 people for

ancillary activities.

The proposed activities shall generate indirect employment in the region due to the requirement of

workers in supply auxiliary such as higher machinery service and Ore Transport service afford from

the ancillary works, which would marginally improve the economic status of the people.

Further the additional benefits from the downstream units such as iron industry, steel industry,

cement plant, and metallurgical industry also add value to the society.

Changes (MoEF&CC) for obtaining Environment Clearance with respect of our Bauxite Mines of smal l

s ize mining lease through our Cluster approach.

The Mining Leases areas extend varying from 0.4 Ha to 11.68 Ha, and total area comprising 20 mining

feases is78.27 Ha only.

Considering Environmental-Techno-Economic aspects, the operat ion of these mines are not

Economical ly & Environmental ly viable unt i l these project are clustered. For effect ive implementat ion of

Environmentai protect ive Measures, preparat ion of Environmental Management Plan & Environmental

lmpact Assessment, and lmplementat ion Reclamation and Rehabi l i tat ion act iv i t ies in the mine lease

area, preparat ion of Conservat ion Plan on cluster approach would be appropriate and i ts operat ion

viabi l i ty.

Conservat ion plan for the said clustered bauxite mines are submitted to MoEF&CC for our EC project

clearance and as wel l as environmental protect ion aspects of f lora and fauna found in the lease area'

Hence, our Management Environment Cel l intending to prepare comprehensive environmental

conservat ion plan in consultat ion through the Forest Department by carrying out var ious Environmental

Awareness Activities or programs such as compensative plantation program, mangrove plantation

program, Environmental awareness program/act iv i t ies in the surrounding vi l lages, Ecological

monitoring activities in core and buffer area environment with estimated budgeted cost of Rs. l"'25

Crores for mining plan period.
