Scoping Meeting Purposes

• Inform the public and agencies about the project

• Inform the public and agencies about the environmental review process and additional opportunities for input

• Solicit input regarding the scope of the Joint Environmental Impact Report (EIR) / Environmental Assessment (EA)

CEQA Objectives

• To inform decision makers and the public about the potential significant environmental effects of proposed activities

• To identify ways to avoid or reduce environmental damage

• To prevent environmental damage by requiring implementation of feasible alternatives or mitigation measures

• To disclose to the public reasons for agency approval of projects with significant environmental effects

Scoping Process

• Previous March 17, 2011 CEQA Initial Study Scoping Meeting Inform public about the project and receive comments All comments from Initial Study Scoping meeting will be considered

• Joint Environmental Impact Report (EIR) / Environmental Assessment (EA) will be prepared

• Notice of Preparation (NOP) of Joint EIR/EA (April 20, 2012) 30-day comment period starting April 21, 2012

• Submit comments in person tonight and/or in writing

• NOP comments due May 21, 20126

Recology Green Rail Project Improvements

The following improvements and facilities would be used to transport solid waste from the City and County of San Francisco to the Ostrom Road Landfill in Yuba County:

• Recology Ostrom Road Rail Spur and Unloading Facility• Beale Air Force Base Rail Spur Improvements• Union Pacific Rail Road (UPRR) Rail Wye Improvements• UPRR Oakland Rail Yard Improvements• Recology San Francisco Solid Waste Transfer and Recycling

Amendments to CUP and SWFP

• Clarify existing tonnage and truck limits (3,000 tons/day and 170 trucks/day, respectively) in the permits apply only to waste disposed of in the Ostrom Road Landfill (“Refuse”)

• Clarify tonnage of materials brought to the Landfill for alternative daily cover, soil amendments, road-bed or other beneficial reuse activities (BRM) – and the trucks used to transport that BRM do not count against those limits
