SECTION 0: EXECUTIVE SUMARRY
1. Introduction on the project
Duc Trong 2201<V substation & connection line project is proposed to be built to enhance the reliability and safety in power supply for power network of the North of Lam Dong proviilce region, satisfy the additional charge demand, decrease loss and improve quality o f electrical energy.
In the pro-ject area, there are Inany ethnic minorities such as the Churu and IC'Ho mainly living at Chi Rong A hamlet, Phu Hoi coin~nune, the Tho and the Chinese scattering in Ward 2, 12, Lien Nghia township. Iinpleinenting the project components, there will be impacted on local people beca~lse lailcl acquisition required for tower foundations and tree chopping in ROW. However, the project does not cause permanently affected houses; therefore, involuntary resettlement is not required.
2. Project description
Duc Trong 220kV substation and its connection lines include these connponents:
+ Duc Trong 22011 10kV substation has the capacity of 2x1 25MVA with.
+ Construction and installation of connecting line: the 220kV connection line (two routes) with the 1,1001n length and the 1 1 OKV connection line (two routes) with the 6,000in length.

SECTION 1 : lNTRODUCTION ON THE PROJECT
1. Target of the project
Duc Trong 220kV substation & connection line project is proposed to be built to enhance the reliability and safety in power supply for power network of the North of Lain Dong province region, satisfy the additional charge demand, decrease loss and improve quality of electrical energy.

Proposed location of the substation belongs to Chi Rong A hamlet, Phu Floi commune, Duc Trong district, Lain Dong province (on lots 0 l + 10, 64, 65 and a part of land in Chi Ro i~g hill in the inap No.9)

Duc Trong is located in central of Lain Dong province with an area of 90 1.80 km-, population 164.873 persons.
D i ~ c Trong has advantage geographical position to develop socio-econo~~~ic. Duc Trong is continuous to:
- Lam Ha district and Dalat city on the Noi-th;
- Don Duoi~g district on the East;
- Ninh Son and Tuy Phong districts of Ninh 'Thuan and Binh 'Thuan provinces on the South.
- Di L,inh district on the West.
b. Climate
Project area has south climate region - Tay Nguyen Highland climate zone B4 which is mountain and tropical climate. The project area allnost is not impact by Noi-th -East ~ ~ ~ o n s o o n s and temperature varies distinctly on terrain ar~d elevation.
- Annual average air temperature is 18,3"C.
- Prevailing wind direction: North -North east and West - South West.
- Wind pressure in sub-zone 1.A is W,=55 (da~lrn ' )
- Rainy season lasts from September to December, mainly fro121 October to November.
- Water lever: according to results of interviews of people, t.11e proposed substation had never been flooded in rainy season.
c. Topography, geology and hydrography
i. Topography
Project area (in ROW) has topography of hills and low mountains. There is no difference in elevation along ROW. Vegetable is main coffee and crops.
ii. Land
Total land area of Lam Dong is 977,219.6 ha (Source: statistical yearbook 2006). In which:
- Agricultural land : 278,232.6 ha.
- Forestry land : 621,304.7 ha.
- Specific used land : 6,904.3 ha.
- Residential land: 6.904.3 ha.
- Unused land and river, stream, mountain: 34,14 1.8 ha
d Natural resozirces
Lam Dong has Inany diversified and abundant resources including inineral such as gold, tin, zinc: many quarries. peat, clay. sand. forest resource, water resources. etc. However there is no any inineral mining in Duc Trong district where resource is used for agricultural production.

Duc Trong has advantage geographical position to develop socio-economic. It is very easy to go from Duc Trong to other provinces by National road No.20, 27, 28 and provincial road No.721, 722 and 723. These advantages are useful for installation the project in later

Impact description
The earthworks include digging and backfilling 10,481 rn3 soil at substation site and along the connecting line with about 7. I km of the !elgth. Excavation period is short.
The terrain of the project area is rather flat. The substa~ion area is not flooded. The transmission line goes along Nam Son lake. but construction site is far from this lake, so risk of soil erosion is at low level.
The air quality can be effected by: + Exhaust gas (such as SO,, NO,, CO ...) : impacts of ex ha us^ gas on the environment quality is insignificant since the concentration of discharging sources is not great and amount of exhaust gas discharged is not much. +Dust: dust can be generated from excavation, backfilling and activities of equipments. The project area is mainly crop land. Thus, this impact is at low level, only significant in the dry season. It is temporary and will be disappeared after the construction stage.
Vehicles and equipments can cause noise and vibration effecting households along the road and construction sites. However, this impact is at low level because it only occurs in the construction phase and the project will carry out mitigation measures.
Oil leakage from vehicles and construction machines can affect quality of soil and water, especially in rainy season. This leakage oil can affect surrounding area through the overflow rain water.

The height of power towers is under 50m. Thus, the project will not impact on brid species and airplane.

The transformer will be manufactured according to regulations with noise level under 70dB at 3m of distance. I t will also be installed complying technical requirements to reduce the noise due to operation. Besides, the substation site is plantation of rubber. Thus, impact of the noise is insignificant.

In the operation stage, the substation does not discharge any of hazardous wastes. Domestic waste water from daily activities of operation workers will be treated by a septic tank before discharging the environment.
