ATIACHMENT A

This report presents the results of an Environmental Site Assessment conducted

at the Uhl Storage property located at 6200 Grissom Road in San Antonio, Texas.

A site visit was conducted on March 2, 1993 by Mr. Carl M. Lehman of KEI

Consultants, Inc. The property was observed to be approximately 8.5 acres of land

improved with twelve buildings used as, a storage facility. A portion of one building

was being leased by Elton's Automotive Service" an auto- maintenance shop. The

following points summarize our findings:

~ Review of the title search revealed the property was owned by various

individuals until acquired by Earl J. Uhl in 1960, 1961, 1965, and 1967.

Right-of-ways were granted to the State of Texas in 1955.

~ Review of aerial photographs indicated the site consisted of primarily vacant

land with Building 1 in 1954, and was occupied by eleven of the existing

buildings in 1991.

~ A review of available historical city (Cole) directories and fire insurance

maps (Sanborns) revealed the site was not included in the area covered.

~ Mr. UbI indicated the site was previously occupied by an airfield during

World War II. However; no information or aerial photographs could be

located concerning the air field. Southwest Tank Co. previously occupied

Building 1 on-site, and constructed municipal water. storage tanks.

~ One aboveground used oil tank (U01) was observed on the central section

Natalia, Texas. It was last emptied in January, 1993. An active water well

and water storage tank were observed near the entrance to the site. Mr.

Uhl indicated there were three septic tanks and associated leach fields

located on-site. Mr. UbI stated that a radiator repair shop was once located

on-site, and that antifreeze may have been poured into one of the septic

systems. He ah;o indicated there has never been any known problems with

the water wen on-site~

~ Five pole-mounted transformers were located on-site. No leakage, surface

or soil staining was observed from the transformers. Mr. Voigt, City Public

Service, indicated they do not have any transformers with a PCB-content

greater than 500 ppm (parts per million).

.. No evidence of underground petroleum storage tanks, illegal dumping of

regulated substances, visible air emissions, surface impoundments, grease

traps, or soil or water discoloration was noted on the property.

~ ~e fonowing potentia11y hazardous materials were noted in Building W,

which was located in the central section of the site and marked for

flammable materials: Gasoline (approximately 18-gallons in various

containers), varsol parts cleaner, kerosene, blacktop sealer, plastic and

acrylic roof cement, paints (spray cans and I-gallon cans), insecticides, and

herbicides. AU materials were labeled, the containers were in good

condition, and not leaking. Mr. Ubl indicated he previously mixed herbicide

with diesel fuel and sprayed the site to control weeds.

Analytical results

indicated none of the materials sampled contained asbestos.

~ Adjacent properties were public roadways, commercial establishments,

residential ar~ and vacant land. One aboveground storage tank (ASI)

and what appeared to be a vent pipe for an underground storage tank, were

noted adjacent to the south, and three AST's were noted adjacent to the

north. One of the adjacent north AST's was observed to be leaking at the

time of the site visit. The soil under this AST was saturated with diesel fueL

.. Area reconnajnance and a review of regulatory agency lists revealed three

RCRA sites, four PST sites, and one LPST site within a 1/2 mile radius of

the subject property. None of the above RCRA sites appeared on the

RCRA Violators List. The LPST site is the location of a former Chevron

petroleum retail facility at the intersection of Grissom Road and Bandera

Road. The priority of the site was 6 (soil contamination - no remedial

action required) and the status was 2A (Phase 2 in progress).

~ Mr. Charles Schauer, Leon Valley Water Works, indicated that

approximately 30 years ago a Diamond Shamrock, later a Chevron, service

station at the intersection of Grissom Road and Bandera Road,

approximately 1800 feet northeast of the site, had an underground gasoline

tank leak. The gasoline spread throughout the area at a depth of

approximately 500 feet below the surface. People with water wells in the

area at that depth reported gasoline in the water. All known affected wells

were sealed. No attempt was made at that time to remediate the site or

clean up the affected ground water.

~ A review of GEOMAP Oil and Gas Well Maps indicated no oil wells, gas

wells, or dry holes within a 1/2 mile radius of the site.

Based on the observations made during the site visit and the information

obtained during this Environmental Site Assessrnen~ there is a potential of subsurface

impact from the fuel leak that occurred 30 years ago, and the adjacent leaking AST.

There is also the potential of soil impact from the use of the herbicide/diesel fuel

mixture to control weeds on the site, and suspected antifreeze in the septic system

from the former radiator shop.

LPST: If additional information is desired, the Texas Water Commission's LPST

file for the former Chevron petroleum retail facility, 0.5 miles northeast and up

gradient of the site, be obtained and reviewed. We estimate the cost of this service

to be on the order of $500 to $1000.

Water Well Sample: We recommend sampling the water well in accordance with

Texas Department of Health guidelines. The sample should also be analyzed for the

presence of total petroleum hydrocarbons (TPH) and herbicides. We estimate the

cost of this service to be on the order of $500 to $750.

Soil Borings: We recommend a subsurface investigation consisting of

approximately six soil borings, be conducted in the area of the leach field that may

have been affected by the antifreeze from the former radiator shop. The samples

should be analyzed for the presence of TPH, ethylene glycol, and herbicides. We

estimate the cost of this service to be on the order of $5000 to $8000.

1.0 EXECUTIVE SUMMARY

This report presents the results of an Environmental Site Assessment conducted

at the UbI Storage property located at 6200 Grissom Road in San Antonio, Texas.

A site visit was conducted on March 2, 1993 by Mr. Carl M. Lehman of KEI

Consultants, Inc. The property was observed to be approximately 8.5 acres of land

improved with twelve buildings used as a storage facility. A portion of one building

was being leased by Elwllts Automotive Service,. an auto maintenance shop. The

following points summarize our findings:

~ Review of the title search revealed the property was owned by various

individuals until acquired by Earl J. Uhl in 1960, 1961, 1965, and 1967.

2.0 OBJECTIVES

The purpose of this assessment is to obtain commonly known or reasonably

ascertainable information concerning current and prior ownership and uses of the

subject property; to observe the property to determine the presence or potential

presence of regulated materials; and to obtain. samples of regulated materia1s as

directed by AAA Storage.

The scope of this study included a ~ visit,.1'eview of site history and regulatory

agency datab~ and an environmental a&.¥SSDlent of the property. This study was

authorized by Mr. Hank Daughtry of AAA Storage and has been performed for the

client for use in assessing existing or potential environmental concerns associated with

the property. The use of this report by third parties is the client's sole responsibility.

The observations, findings, and conclusions within this report are based on

professional judgement and data gathered during the course of the assessment. If any

additional information is known or enoountered concerning the site, it should be

forwarded to this office for possible reevaluation of conclusions.

3.0 SITE OVERVIEW

A site visit was conducted on March 4- 1993 by Mr. Carl M. Lehman of KEI

Consultan~ Inc. The site was located at 6200 Grissom Road in San Antonio, Texas

and was observed to be approximately as acres of land improved with twelve

buildings used as a storage facility. A portion of one building was being leased by

Elton's Automotive Service, an auto maintenance shop. The property is legally

described as an 8.775 acre tract of land out of Tracts 7, 8, 9, 10, 11, 12, and 13,

C.B. 5955, Leon Valley Ranches, recorded in Volume 2575 at Page 228 of the Plat

Records of Bexar County, Texas, out of the J. M. Hernandez O.S. 1861/2, Abstract 317,

C.B. 4431, Bexar County, Texas. The property is geographically located at Latitude

2go 28' 52" and Longitude 98" 37' 44". A Site Location Map and Site Plan are

presented as FIGs. 1 and 2.

4.0 SITE BACKGROUND/OPERATING mSTORY

Site history information was obtained by researching aerial photographs,

performing a title search,. and conducting personal interviews with area residents.

4.1 Current Ownership

Review of the title search performed by Paloma Energy Resources Company of

San Antonio, Texas indicated the last recorded instrument was to Earl J. Ubl, who

acquired the property in 1960, 1961, 1965, and 1967.

4.2 Prior Ownership

Review of the recorded chain of title revealed the property was owned by various

individuals until acquired by Earl J. UhL Right-of-ways were granted to the State of

Texas in 1955. The oldest deed encountered in the title search was dated February,

1942 and showed Hugh A Rogers et ux Annie as owners. A copy of the title search

is presented in APPENDIX A.

No photographs were available showing the property as vacant land. The following

paragraphs summarize the aerial photograph review:

1954 Photograph: This photo shows the site as primarily vacant ]and with Building 1.

Adjacent property usage is vacimt ]and to the north, east, and south; and Grissom

Road and vacant land to the west. Residences can' be seeD: fUrther north and east of

the site.

1991 Photograph: This photo shows the site occupied by the existing buildings, except

for Building 12. Adjacent property usage is Millers Auto Shop and G & R Auto to

the north; vacant land, residential, and El Verde Street to the east;

TeIecommunicati~ Inc. to the south; and Grissom Road, the Lutheran Church,

Business Park, Mini-Storage buildings, and vacant land to the west.

4.4 mstorical City Directories/Fire Insurance Maps

A review of available historical city (Cole) directories and fire insurance maps

(Sanborns) at the Barker Texas History Center in A.ustiI4 Texas revealed the site was

not included in the area covered.

4.5 Results of On-Site Personnel and Site Information Interviews

An interview was. conducted with Mr. Earl UbI, property owner. Mr. Uhl

indicated the site was located on land which was an airfield in World War II. He

believes it was constructed in approximately 1942. Mr. Uhl's father purchased the

property in 1950, and built the first of the storage buildings in 1957. An overhead

crane, used by Southwest Tank Company, was removed from the south side of

Building 1 in 1990. Southwest Tank Co. constructed municipal water storage tanks.

Mr. Uhl stated there was one drinking water wen on-site, approximately 600 feet

deep, and three septic tanks. Each septic tank has a separate leach field with lateral

lines. Mr. Uhl stated that a radiator repair shop was once located on-site, and that

antifreeze may have been poured into one of the septic systems. He also indicated

there has never been any problems with the water wen on-site. The used oil tank on­

site is emptied when DeceS$3ry by Texas Oil Salvage of Natalia, Texas. It was last

emptied in January, 1993. He said he has seen personnel from the Edwards

Underground Water District taking samples from a manhole adjacent to the north,

where the Miko Construction Company trucks are parked. Mr. Uhl also indicated he

previously mixed herbicide with diesel fuel and sprayed the site for control of weeds

(REF. 8.1).

An interview was conducted with Mr. Elton Roy Jackson, who runs Elton's

Automotive Service on-site. Mr. Jackson indicated his operation generates a smaIl

amount of used oil, which he puts in the used oil tank next to his shop, and spent

parts cleaning solvent, which is recycled regularly by Safety Kleen (REF. 8.2).

An interview was conducted with~Mr~ Eddie Miller, Miller's Automotive Machine

Shop, located adjacent north. Mr. MiIIer indicated his operation does not have any

PSTs. He stated the small amount of waste parts cleaning fluid generated is picked­

up by Safety Kleen (REF. 8.3).

Mr. Blankenship indicated his operation generates very little waste, and that is

combined with Miller's Auto next door for pick-up. He also indicated the portable

AST (containing diesel fuel) located between the two buildings is used to fuel Miko

Construction Company trucks, which are stored to the east of his building. He did

not know the AST was leaking, and said no one from Miko stays at this location

(REF. 8.4).

5.0 ENVIRONMENTAL SRTI'ING

USGS Quadrangle Maps,' Texas, Water Development Board hydrogeological

literature, conversations with, local o~ and the Geologic Atlas of Texas were

utilized to assess the environmental setting of the site and general area.

5.1 Surface Water Characteristics

The elevation of the site is approximately 810 feet above mean sea level (MSL)

as shown on the San Antonio West USGS Quadrangle Map, FIG. 1. Surface runoff

from the site is to the east toward adjacent land and a drainage ditch, eventually

draining into Huebner Creek, located approximately 0.25 miles east of the site.

Surface drainage onto the site is from adjacent property located to the west.

Huebner Creek and Leon Creek, 1ocatedapproximately 0.8 miles southwest, are

the only surface water features in the site vicinity. Surface water on the site or in the

immediate site vicinity is Bot utilized as a drinking water source. Approximately the

eastern 500 feet of the site~ from the eastern fence line to El Verde Street, is located

within the 100 Year Flood. Plain (REF. 8.18).

5.1 Gl'OUIld Water Characteristics

Ground water is the Bexar Coun1¥ area is obtained from the Edwards Aquifer.

The aquifer is divided into four zones from north to south: The Recharge and

Transition Zones, the Artesian Zone, and the Saline Zone. The Recharge Zone

(located in northern Bexar County) provides recharge to the aquifer by direct

infiltration of surface water through the Edwards Group. The Transition Zone may

also contribute recharge to the aquifer. The Artesian Zone is located south of the

Recharge and Transition Zones and north of the Saline Zone. WeDs drilled into the

aquifer in the Artesian Zone produce potable water. The Bad Water Line forms the

boundary of the Saline Zone where wells produce ground water containing 1000 ppm·

or greater of dissolved solids (considered Don-potable).

The site is located within the Artesian Zone, approximately 3% miles south of the

Recharge Zone, approximately 2% m.iles south of the Transition Zone, and

approximately 12 miles northwest of the Bad Water Line. Wells completed in the site

vicinity indicate the depth to the top of the Edwards Aquifer to be approximately 600

feet from the surface. The nearest domestic water well is located on-site, and the

nearest public supply wells are located 0.5 miles east, south, and west, and indicate

the average depth to the aquifer to be 160 feet below the land surface (REF. 8.17).

The site is located over the Pecan Gap Chalk (Kpg), which is an Upper

Cretaceous age formation consisting of chalk and chalky marL A Site Geologic Map

6.1 Obsenations

The property was observed to be approximately 8.5 acres of land improved with

twelve buildings used as a storage facility. A portion of one building was being leased

by Elton's Automotive Service, an auto maintenance shop. The following paragraphs

discuss the improvements and general site conditions observed:

Storage Buildings: The twelve storage buildings· were in good condition, located

throughout the site, and were occupied by Uhl Storage at the time of . the site visit.

Exterior construction consisted of sheet metal roofing, sheet metal walls, and concrete

s1ab foundations. Interior construction consisted of sheet metal ceilings, sheet metal

walls, and concrete floors. Site history review indicated Building 1 was constructed

in approximately 1942" as an aircraft hanger, and the other buildings were constructed

at various times starting in 1957 (REF. 8.1).

Elton's Automotive Service: This shop area was located between Buildings 3 and 7,

leased by Mr. Elton Roy Jackson, and was being used as a small automotive

maintenance shop at the time of the site visit. The shop area was cluttered with

automobile parts and minor surface staining (oil) was observed within the shop area. .

Mr. Jackson indicated his operation generates a small amount of used oil, which he

puts in the used oil tank next to his shop, and spent parts cleaning solvent, which is

changed regularly by Safety Kleen (REF. 8.2).

Oftice Area: The office area occupied the northeast comer of Building 1. It consisted

of six rooms: the reception area, front office, Mr. Uhl's office, storage room,

kitchenette, and alternate office. Interior construction consisted of spray-on textured

ceiling, gypsum board walls, and vinyl tile flooring.

Used on Tank: A used oil tank (U01) consisting of one aboveground storage tank,

approximately 200-galIons in size, was located in the center section of the property.

The UOT was active at the time of our site visit, and was used to store used oil

generated on-site, primarily from Elton's Automotive Setvice repair shop.

General· Area: The general site' area consists of gravel and asphalt used for access to

the various storage buildings and outdoor vehicle storage. The entire site was

enclosed with a chain.Jink fence, which in various: locations was re-enforced with sheet

me~ and lined on top with either coils of barbed wire or concertina wire. A

concrete drainage ditch easement was located along the south property boundary.

Access to the site was from Grissom Road on the west, and El Verde Street on the

east. The El Verde access is kept locked and not used. Three areas of the eastern

portion of the site were covered with grass, and the eastern-most, along El Verde

Street, was landscaped. An active water well and water storage tank were observed

near the entrance to the site. Mr. UbI indicated there were three septic tanks and

associated leach fields located on-site. No evidence of illegal dumping of regulated

substances, visible air emissions, surface impoundmen~ grease traps or soil

discoloration was noted during our site visit.

Five pole-mounted transformers were located on-site. No leakage, surface or soil

staining was observed from the transformers. Mr. Voigt, City Public Service, indicated

they do not have any transformers with a PCB-content greater than 500 ppm (parts

per million).

Observations of adjacent properties were made during the site visit. The

following paragraphs outline the observations of adjacent property usage and

condition:

Property Usage - North: Adjacent properties to the north were Miller's Automotive

Machine Shop, G & R Automotive Shop, and an outdoor storage area for Miko

Construction Company trucks. One Ieaking aboveground petroleum storage tank,

containing diesel fuel for the Miko trucks, was obselVed between the Miller's and

G & R buildings. The soil under this AST appeared to be saturated with diesel fueL

Two other ASI"s were obselVed near the Hans Steel Company building further to the

north. Residential areas were noted further north.

Property Usage - East: Adjacent properties to the east were vacant land, residential

areas, and E1 Verde Street. Huebner Creek was located further east of the site.

Property Usage - South: Adjacent properties to the south were vacant land and the

Telecommunications, Inc. building. One aboveground storage tank (AS1) and what

appeared to be a vent pipe for an underground storage tank, were noted on this

property. One pole-mounted transformer was obselVed along the south property

boundary.

Property Usage - West: Adjacent properties to the west were Grissom Road, the

Lutheran Church building, a Mini-StoragelBusiness Park complex, and vacant land

U Regulated Substance/Material IdentificationJInventory

With the exception of used oil and spent parts solvent, no regulated substances

were obselVed during the site visit. Samples were taken to identify potential asbestos­

containing materials. The results are discussed in Section 6.4.

6.3 Area Reconnaissance

Area reamna;ssance and a review of regulatory agency lists revealed three RCRA

sites, four PST sites, and one LPST site within a 1/2 mile radius of the subject

property. Information on the sites is presented in TABLE n.

6.4 SampUng Results

Asbestos: A preliminary asbestos survey was conducted at the site by Mr. Carl

M. Lehman, Texas Asbestos, IDspector License No. 60-0098~ The purpose of this

preliminary survey was to identify possible friable (easily crushed or pulverized by

hand pressure) and non-friable asbestos-containing materials (ACM) utilized in

construction of the site improvements. Two samples were obtained in accordance

with EPA guidelines and analyzed for the presence of asbestos by Polarized Light

Microscopy (PLM), in accordance with EPA protocols by a NVLAP approved

laboratory. Samples of floor tile and ceiling spray-on were obtained during the site

visit. The results of the sampling are presented in TABLE L None of the materials

sampled were damaged. Asbestos sampling locations are presented on FIG. 2.

The EPA defines ACM as any material containing greater than 1% asbestos.

Under this definition, none of the materials sampled are considered asbestos­

containing materials. . A copy of the asbestos anaIytica.l results is presented in

APPENDIX D.

7.0 REGULATORY/GOVERNMENTAL AGENCY INQUIRIES

Established lists were researched to determine if the site or adjacent properties

had been reported as having possible environmental concerns. The following

paragraphs discuss the agencies and lists CODSUIted.

7~1 Federal and State Regulatory Agency Inquiries

NPL: The National Priority List is compilecf by the Federal Government and includes

sites having a priority for cleanup. Many of these sites are Superfund sites. The NPL

guidelines appear in the Code of Federal ReguJations, CFR 40, Parts 190 to 399. The

site did not appear on the NPL No properties adjacent to or within a 1/2 mile radius

of the site appeared on the NPL

CERCUS list: The CERCUS List is compiled by the Federal Government and

includes sites which could possibly be contaminated and may require cleanup. Many

of the properties which appear on the CERCLIS List have not been thoroughly

investigated. All NPL sites are listed on the CERCUS List. The site did not appear

on the CERCUS List. No properties adjacent to or within a 1/2 mile radius of the

site appeared on the CERCUS List

RCRA Notifiers List: The RCRA Notifiem List specifies all sites registered as

generators of regulated wastes. The site did not appear on the ReRA Notifiers List

San Antonio Silver Recovery, previously located at 6213 Grissom Road, adjacent to

, the west, was listed as a RCRA Code Three generator (generates less than 100

.. kglmonth of Conditionally Exempt Waste), and a RCRA·NRG Code Seven (no

lOnger generating hazardous waste, out of business). Properties adjacent to and

within a 1/2 mile radius of the site which appeared on the RCRA Notifiers List are

presented in TABLE n. None of the sites appeared on the RCRA Violators List.

1'8D Ust: The 'ISD List consists of facilities registered with the EPA as facilities

which treat, store, or dispose of regulated wastes. These facilities are assigned a

corresponding EPA 'ISD number. 'The site did not appear on the TSD List No

properties adjacent to or within a 1/2 Iilile radius of the site appeared on the

TSD List.

PST Ust: Petroleum storage tanks, regulated under 31 Texas Administrative Code

(TAC) 334, should be registered with the Texas Water Commission. The site and

adjacent properties did not appear on the PST List. Properties within a 1/2 mile

radius of the site which appeared on the PST List are presented in TABLE II. One

aboveground petroleum storage tank (AS1) was observed adjacent to the south, and

three ASTs were observed adjacent to the north of the site. What appeared to be

a vent pipe for an underground storage tank, was noted adjacent to the south, at the

Telecommunications property.

LPST Ust: The LPST List consists of leaking petroleum storage tank systems which

have reported releases greater than 25 gallons. This list is maintained by the Texas

Water Commission under delegation from the EPA The site and adjacent properties

did not appear on the LPST List One site within a 1/2 mile radius of the subject

property appeared on the LPST List. The LPST site was the location of a former

Chevron petroleum retail facility at the intersection of Grissom Road and Bandera

Road. The priority of the site is 6 (soil contamination - no remedial action required)

............. and the status is 2A (phase 2 in progress). One of the adjacent north ASTs was

SARA lltle m Ust: The Texas Department of Health, on beha1f of the Texas

Emergency Response Commjssio~ requires private and public employers to submit

a list of potentially regulated substances maintained on-site. This Jist is maintained

by the Hazard Communication Branch of the Department of Health and the area Fire

Marshal's Office. The site did not appear on the SARA LisL No properties adjacent

to or within a 1/2 mile radius of the site appeared on the SARA List

EPA. ReBA Notifiers omce: A telephone interview was conducted with Ms. Pat

Nelson, EPA, RCRA Notifiers Office. Ms. Nelson indicated no code associated with

the Pilgrim. Laundry site indicated they are a "Protected Filer". This means they filed

for a RCRA ID number in case they ever become a generator (REF. 8.6).

Texas Water Commission, PST Division: A. telephone interview was conducted with

Mr. Tun Crittendon, Texas Water Commission, PST Division. Mr. Crittendon

indicated the computer showed the same information as the listing maintained by

KEI. However, in researching. the paper file' for this site, Mr. Crittendon discovered

that Chevron submitted the registration: for the A.S'rs listing the wrong address (6635

Bandera Rd), when the ASTs are actually located at 4851 Emil Road. Mr.

Crittendon indicated he would correct the computer information, and future listings

would show the A.S'rs at the correct address (REF. 8.13).

7.1. Local Goftmment Inquiries

IRoD Valley FIre Department: A telephone interview was conducted with Chief Curtis

Dunn, Leon Va1ley YlIe- Chief. Chief Dunn indicated the Fire Department had never

responded 1:0 6200 Grissom Road for fires or hazardous spills (REF. 8.7).

San Antonio Water OuaIitv Department: A telephone interview was conducted with

Mr. Harold Skrdlant, San Antonio Water Quality Department. Mr. Skrdlant indicated

he had no record of any problems with the site water well or septic systems

(REF. 8.8).

Bexar County Public Works: A telephone interview was conducted with Mr. Ruben

Hinaj~ Bexar County Public Works. Mr. Hinajpsa indicated septic leach fields

cou1d be no closer than 10 feet from a property line. He alSo stated that the lines in

the leach field must be between 24 and 36 inches below the ground surface

(REF. 8.9).

IRoD Valley Water Works: A telephone interview was conducted with Mr. Charles

Schauer, Leon Valley Water Works. Mr. Schauer indicated that approximately 30

years ago a Diamond Shamroc~ later a Chevron, service station at the intersection

of Grissom Road and Bandera Road had an underground gasoline tank leak. The

gasoline spread throughout the area at a depth of approximately 500 feet below the

surface. He said people with water wells in the area at that depth reported gasoline

in the water. All known affected weDs were sealed. No attempt was made at that

time to remediate the site or clean up the affected ground water (REF. 8.10).

City PubUc Service: A telephone interview was conducted with Mr. Raymond Voigt,

City Public Service. Mr. Voigt indicated as of October 1, 1991, all known PCB­

containing transformers have been replaced with mineral oil transformers. He

indicated they do not have any transformers with a PCB-content greater than 500 ppm

(parts per million) (REF. 8.11).

Edwards Underground Water District: A telephone interview was conducted with Mr.

Steve Walthour, Geologist with the Edwards Underground Water District Mr.

Walthour indicated their monitoring well covers are approximately six inches in

diameter. The cover Mr. Uhl indicated he saw people lifting, was approximately two

feet in diameter. Mr. Walthour said this would be a cover over a water line, and

people would lift it to check for water leaks, and not be taking water samples for

analysis (REF. 8.14).

Summary Of Communication: Mr. UbI indicated the site was located on Jand which was an airfield in World War II. He believes it was constructed in approximately 1942. Mr. UbI's father purchased the property in 1950, and built the first of the storage buildings in 1957. An overhead crane, used by Southwest Tank Company, was removed from the south side of Building 1 in 1990. Southwest Tank Co. constructed municipal water storage tanks. Mr. UbI stated there was one drinking water wen on-site, approximately 600 feet deep, and three septic tanks. Each septic tank has a separate leach field with lateral lines. Mr. UbI stated that a radiator repair shop was once located on-site, and that antifreeze may have been poured into one of the septic systems. He also indicated there has never been any problems with the water wen on-site. The used oil tank on-site is emptied when necessary by Texas Oil Salvage of Natalia, Texas. It was last emptied in January, 1993. He said he has seen personnel from the Edwards Underground Water District taking samples from a manhole adjacent to the north, where the Miko Construction Company trucks are parked. Mr. UbI also indicated he previously mixed herbicide with diesel fuel and sprayed the site for control of weeds.

Summary Of CommUDication: Mr. Schauer indicated that approximately 30 years ago a Diamond Shamrock, later a Chevron, service station at the intersection of Grissom Road and Bandera Road had an underground gasoline tank leak. The gasoline spread throughout the area at a depth of approximately 500 feet below the surface. He said people with water wells in the area at that depth reported gasoline in the water. All known affected weDs were sealed. No attempt was made at that time to remediate the site or clean up the affected ground water.
