NEGATIVA PARA EL AÑO FISCAL DEL 2010DEL PROYECTO DE REDUCCION E INCREMENTO
DE TARIFAS DEL SERVICIO DE AUTOBUS DE SAMTRANS.
El Distrito de Trafico del Condado de San Mateo esta considerando la reducción delservicio existente de autobuses en el Condado de San Mateo y sectores de San Franciscoy el Condado de Santa Clara. La propuesta consiste en cambios de servicio en tres ma-yores categorías de servicio de ruta fija: (a) eliminación de ciertas rutas existentes, (b)reducción y modificaciones de otras ciertas rutas, y (c) la eliminación de las rutas noc-turnas y el servicio búho en todas las rutas. El proyecto también incluye reduccionesen ADA Paratransito (RediWheels), servicios correspondientes a los cambios de rutasfijas. Otros cambios incluyen incrementos en las tarifas y revisiones al lenguaje codi-ficado de tarifas. El distrito opera en o através de las siguientes jurisdicciones: DalyCity, Brishane, Colma, So San Francisco, Pacifica, San Bruno, Millbrae, Burlingame,San Mateo, Half Moon Bay, Foster City, Belmont, San Carlos, Redwood City, Atherton,Menlo Park, East Palo Alto, Portola Valley, y Woodside, así como porciones de la ciudady el condado de San Francisco y Palo Alto en el condado de Santa Clara.

Honorable Jamie Jacobs-May, Presiding Judge ofthe Superior Court announced the appointment ofAngie Cardoza from San Jose as Foreperson. There sat Judge Sonia Sotomayorbefore the Senate Judiciary Com-mittee during five days of hearings.
Both the Democratic and Republican leader-ship missed an opportunity to inform the Amer-ican public about the system of justice coupledwith the ‘concept of checks and balances’ al-ready built into our federal government. Recallthat the executive branch of the federal gov-ernment today is President Barack Obama’sadministration; the legislative branch is theU.S. Congress composed of the Senate (twosenators representing each state) and theHouse of Representatives, where each repre-sentative is elected to represent the interestsof a congressional district whose population isabout equal in number; and the U.S. SupremeCourt, the judicial branch. This U.S. SupremeCourt is composed of nine judges who havethe final word on the application and interpre-tation of the laws of this land.
Latinos witnessed one of their own, aLatina Judge, who demonstrated that she hada superb command of herself and a compre-hensive knowledge of the law as a conse-quence of 17 years on the bench, severalyears in private practice (corporate law), andwho gave up high salaried positions in orderto personally deliver public service as a Judge.For those who viewed the proceedings on TV,
it was apparent that Judge Sotomayor singlehandedly took on all questions, answeredeach question with deliberate thought andcomplete comprehension, and communicatedher answers so that even the least informedunderstood her replies.
What Judge Sonia Sotomayor displayedwas her passion for the law and its application.Time and time again, she steadfastly and pro-fessionally took reasonable positions when ad-dressing each question posed by theSenators, both Republican and Democrat. Inthe end, it was apparent that this individualwho is a woman and a Latina, deserved to beappointed to the U.S. Supreme Court. JudgeSotomayor displayed awesome intellectual ca-pacity coupled with excellent, judicial tempera-ment. Several times these proceedingsrevealed that she was even-tempered andthoroughly tough on all who appeared beforeher in court.
How could this have happened? The ev-idence was there for all to witness personally.Judge Sonia Sotomayor has a mother who be-came the sole head of household when herhusband died. It was her mother who raisednot just one, but two successful professionalsby providing a supportive and loving family en-vironment despite modest family income andcircumstances. Sra. Sotomayor enabled the
development of personal knowledge and su-perb intellectual capacity coupled with know-ing right from wrong, ethics and morals.Today’s parents would do well to become ac-quainted with the parenting skills of SenoraSotomayor, mother of son, Paul, who is now arespected physician, and daughter, Sonia,who is about to become the third woman everappointed to the U.S. Supreme Court. It is thismother who launched these two kids into theirprofessional orbits despite the many obstaclesand double standards the American societyprovides. Latinas need to take note and at-tempt to emulate Sra. Sotomayor, the Latinamother of 2009.
Latinos need to remind all those U.S.Senators that we expect them to deliver theonly rational vote possible. Judge Sonia So-tomayor is to be voted to a vacant seat on theU.S. Supreme Court. Latinos must note thosewho vote “Nay” in order to remember who tovote against. Latinos need to make their votescount in the next election. Meanwhile, Latinosneed to tell all Senators that they need to votefor the installation of Judge Sonia Sotomayoras a member of the U.S. Supreme Court. Letthem know that we are interested enough tobe witnesses of history in the making and toremember how they voted.∆
Washington, DC - Senator Charles Schumer (D-NY) is holding a hear-ing today on employment verification issues - the latest in a seriesof hearings examining different facets of the broken immigration sys-
tem. Senator Schumer, the Chairman of the U.S. Senate Judiciary Committee,Subcommittee on Immigration, Refugees and Border Security, recently wrote ofhis intentions to “introduce comprehensive immigration reform legislation by LaborDay that secures our border, stops the flow of illegal aliens to the United States,and requires all illegal aliens present in the United States to quickly register theirpresence with the U. S. government and start paying taxes or face imminent de-portation.” The Senator’s commitment to move forward with reform complementsthe leadership demonstrated by President Obama, members of his cabinet, andCongressional leaders, all of whom have announced their intention to start con-gressional action later this year.
“Under Senator Schumer’s leadership, the Senate Immigration Subcommitteeis methodically hearing testimony on many of the key components needed to makecomprehensive immigration reform work. Employment verification is one of those,but only if expanded into a mandatory program as a component of a comprehen-sive fix. In the absence of wider reforms, expanding the flawed E-Verify programwill only make a bad situation worse,” said Frank Sharry, Executive Director ofAmerica’s Voice. “As the legislative process unfolds, the goal should be to trans-form the chaos and non-solutions of the immigration status quo into a safe, secureand legal system that effectively eliminates illegal immigration. Increasingly, lead-ers in Washington are beginning to understand both the paradigm shift needed toset our immigration system on a sustainable and legal course as well as the powerand momentum driving immigration reform to center stage.”
President Obama, in remarks last Friday before Spanish language media out-lets, reasserted his commitment to immigration reform, saying it is “something wewant to move forward on,” and noting that “we’re going to have to keep the pres-sure for this to happen.” Last week’s remarks follow the President’s commentsmade at the Esperanza National Hispanic Prayer Breakfast asserting his commit-ment to passing reform and an earlier White House meeting on immigration withCongressional leaders from both parties in which he tasked Department of Home-land Security Secretary Janet Napolitano with the formation of a CongressionalWorking Group to move the legislative process along.
Yesterday, Secretary Napolitano told a gathering of federal judges at a con-ference in Monterey, California that immigration reform was at the top of her listof important issues to address “because for the last 16 years, I’ve seen how flawsin our underlying legislation ... need to be corrected.” Last week, in an exclusiveinterview with La Opinion, Senate Majority Leader Harry Reid (D-NV) reiteratedhis commitment to comprehensive reform with a path to citizenship. In the past,he has pledged that he has the votes to pass reform legislation in the Senate.Meanwhile, Speaker of the House Nancy Pelosi (D-CA) told the Asian Americanand Pacific Islander Summit that immigration reform was one of her top three leg-islative priorities.
“The doubts of the political class cannot stop what is becoming clearer everyweek: both politically and policy-wise, the momentum behind immigration reformis growing stronger,” said Sharry. “We look forward to working with the WhiteHouse, both chambers, and both parties to transform that momentum into workablelegislation that combines smart border and workplace enforcement measures witha plan to require the millions of undocumented immigrants in our country to regis-ter, go through background checks, pay taxes, study English, and work their waytoward U.S. citizenship.”∆

y conductora del programa radial y sitio Internet“Nuestros Niños.” Éstos comparten preocupa-ciones con todas las mamás y papás del mundo,dimensiones de la paternidad que trasciendenbarreras y fronteras. Simultáneamente, ya que“Cada familia es un mundo,” cada madre y padrepresenta y representa situaciones exclusivamentesuyas.
Aparte de lo universal e individual en la cri-anza infantil, los padres de familia Latinos expo-nen problemáticas que reflejan lo cultural en sudesempeño como mamá o papá en suelo Esta-dounidense. Entre los desafíos que encaran mu-chos de quienes crían a sus hijos mientras residenen los EEUU, se destacan la carencia deconocimientos y recursos con los que natural-mente cuentan en su país de origen:
* Educación insuficiente sobre las normaslocales. “¿Se me acusará de abusar a mis hijossi los disciplino como me disciplinaron a mí?”
* Apoyo práctico insuficiente para el desem-peño de las innumerables labores paternales.“¿A quién le encargo mis hijos cuando trabajofuera de casa?”
* Sostén emocional insuficiente al enfrentarlas luchas del diario vivir como madre. “¿Conquién cuento cuando estoy agotada, angustiada,
desesperada?”* Desorientación al navegar los sistemas de
salud, educación, y demás. “¿A dónde voy paraprocurarle a mis hijos...?
* Desconfianza hacia instituciones e individ-uos ante quienes se perciben vulnerables. “¿Enquién puedo confiar para...?
* Novedad del idioma y la tecnología.“¿Cómo abogar por mis hijos cuando no en-tiendo...?
* Complejidad de la formación infantil bi-cultural y bilingüe. “¿Cómo enseñarle a mishijos a apreciar sus raíces Latinoamericanas y ala vez prepararles para su vida en EEUU?”
Aunque estas dificultades tienden a impactarmás a los padres de familia cuanta menos edu-cación formal tengan y a quienes no tienen au-torización legal de residir en los EEUU, un granporcentaje de los padres de Familia Latinos queconozco comunican sentirse algo desorientadosy aislados.

Summer is here and teens are out andabout trying to find ways to enjoy thewarm weather and long nights.
Unfortunately, some teens will look towardsdrugs and alcohol to pass the time. The results ofthese actions can be disastrous.
“Car accidents are the leading cause of deathfor those between the ages of 15-20,” said Dr.Marty Fenstersheib, Health Officer for the SantaClara County Public Health Department. “One-third of those accidents are alcohol related.”
In addition to alcohol, teens tend to experimentwith other drugs such as marijuana during the sum-mer months.
“Kids who are intoxicated can not only hurtthemselves, but they can hurt others,” Fenstersheibsaid. “They can also lose their driving privileges oreven spend time in a correctional facility.”
Shocking FactsScientific evidence suggests that even modest
alcohol consumption in late childhood and adoles-cence can result in permanent brain damage.
Seventy-six percent of 11th grade students inSanta Clara County high schools feel that it is fairlyeasy or very easy to obtain alcohol.
Fifty-six percent of 11th grade students inSanta Clara County high schools have had at leastone drink of alcohol in their lifetime. Of these stu-dents, thirty-six percent reported that they had beendrunk or sick after drinking alcohol.
Twenty-five percent of 11th grade students inSanta Clara County high schools have driven whiledrunk or ridden with a driver who had been drink-ing.
More DUI-related crashes occur between 1:00a.m. and 3:00 a.m., especially on the weekends,than any other hour of the day.
California has a zero tolerance law. The legalmaximum Blood Alcohol Concentration (BAC) is0.01% for drivers under 21. In reality, “Zero Toler-ance” means teens cannot drink any alcohol. Infact, less than one-half of a beer would put mostteens over the legal limit.
“Parents need to understand that they do haveinfluence over their kids,” Fenstersheib said. “Theyneed to tell them that’s it’s ok not to drink and notto succumb to peer pressure.”
To help parents prevent their teen from engag-ing in underage drinking and other risky behaviors,the Alcohol & Impaired Driving Work Group ofthe Santa Clara County Public Health Department’sTraffic Safe Communities Network (TSCN)—acollaborative funded by the California Office ofTraffic Safety, through the National Highway Traf-fic Administration and Caltrans— developed the“Underage Drinking and Driving: A Parent andTeen Guide.”
“The guide is available in English, Spanish andVietnamese,” Fenstersheib said.

La Policía de San José pide la ayuda de la comunidadpara identificar a un sospechoso responsable de asaltara mujeres y robarles sus bolsos.
Las autoridades policiales dice que han ocurrido muchos robosde este tipo en diferentes partes de la ciudad. El más reciente ocur-rió el pasado 29 de junio antes de la una de la tarde en el esta-cionamiento del centro comercial de Valley Fair.
La policía describe al sospechoso como un hombre delgado,deaproximadamente 20 años de edad. Tiene 5’-10” de estatura y usauna gorra de baseball. Testigos afirman que el sujeto ronda el áreaacompañado de otro tipo involucrado en este asalto.
Una segunda persona lo espera con el auto en marcha, el autoes un Volkwagen Jetta del año 90 color negro. El vehículo llevauna antena en el medio del techo de este vehículo.

Nueva York, 13 de julio de 2009Estimados Comerciantes:
Constantine Cannon LLP y Hagens Berman Sobol Shapiro LLP, Asesores Legales Principales conjuntos de los comerciantes de los Estados Unidos en el asunto In re Visa Check/MasterMoney Antitrust Litigation (In re Litigio Antimonopolio Visa Check/MasterMoney), CV 96-5238, informan a los Miembros del grupo lo siguiente: El 2 de julio de 2009, los Asesores Legales Principales solicitaron al Tribunal la aprobación del acuerdo con MasterCard International Incorporated (en adelante “MasterCard”) de fecha 1º de julio de 2009 según el cual MasterCard acordó pagar por anticipado los montos remanentes adeudados en virtud del Acuerdo de liquidación de junio de 2003, efectuando un pago único de $335 millones el 30 de septiembre de 2009 (el “Acuerdo de pago anticipado”), en vez de efectuar la titulización de los cuatro pagos anuales restantes de $100 millones de MasterCard, programados hasta el año 2012 (la “Titulización”). En relación con la solicitud de aprobación del Acuerdo de pago anticipado, los Asesores Legales Principales también solicitaron la aprobación del Tribunal para enmendar la orden del Tribunal emitida el 29 de abril de 2009 que aprobó la titulización (la “Orden de titulización modificada propuesta”). Si el Tribunal aprueba la solicitud de los Asesores Legales Principales, al igual que en el caso de la Titulización, los Asesores Legales Principales podrán efectuar distribuciones únicas de los pagos restantes de MasterCard a los Miembros del grupo con reclamaciones aprobadas, en vez de efectuar pagos de cuotas de montos residuales durante los próximos cuatro años. Además de que los términos del Acuerdo de pago anticipado incluyen una tasa de descuento muy inferior a la tasa de descuento máxima ya autorizada por el Tribunal en relación con la Titulización, el Acuerdo de pago anticipado es beneficioso para los Miembros del grupo porque se eliminarán en gran parte los riesgos de mercado y los costos de transacción y administración asociados con la Titulización.

El presupuesto con intentos de cerrar los 26 mil millones de dólares en déficit es lamentable afirma muchos líderes. Con el recorte de 15 mil millones de dólares las per-sonas de bajos ingresos, ancianos, discapacitados y niños serán los primeros grupos
en sentir las dolorosas consecuencias de este presupuesto.Si bien los programas que sirven a los inmigrantes se cree que son seguros (Programa de
Asistencia en Efectivo para Inmigrantes, el Programa de Asistencia Alimenticia de California,Medi-Cal, y en algunas partes de CalWORKs), los inmigrantes y sus familias, no obstante, vana verse afectados por este presupuesto, al igual que todos los californianos.

On July 22, 2009, students fromthe Student Advocates forHigher Education (SAHE) or-
ganization held a rally to promote compre-hensive immigration reform and awareness.The rally was held in front of Cesar ChavezPark in San Jose, and the students were joinby other immigration advocates such as theCA DREAM Network Northern Region, andreligious groups such as CHAM Ministryand the Catholic Campaign for ImmigrationReform.
“Immigrants are not aliens like ET. Theyare human beings,” said Richard Konda ofthe Asian Law Alliance. “Immigration re-form will benefit us all by keeping familiestogether and by promoting integration.”
Father Jon Pedigo echoed Konda andadded, “These people need to be treated withdignity and respect. We need to show mercy
to our neighbors and oppose laws that attackindividual rights.”
Undocumented immigrants face manydifficulties in the United States. One of thesedifficulties is housing.
“We need immigration reform so peoplecan have a place to live in this country,” saidSandy Perry of CHAM Ministry
He told a story about a fifty-year-oldman who has lived in the United State for 40years and is a victim of the housing difficultythat immigrants face.
“This poor man is currently living nearthe Guadalupe River,” Perry said.
Those who work in Silicon Valley’s hos-pitality industry also face difficulties.
“These people work in hotels and makesure that individuals who visit Silicon Valleyenjoy their stay here,” said Calvin Miaw ofUnite Here Local 19. “Meanwhile, they haveto go home in fear because of their status.”
Education is also a difficulty that many
undocumented individuals face. Some ofthem get most of their education, includingcollege, in the United States. However, theyare unable to use the education they have ac-quired in the workforce because of their sta-tus.
Myra is one of these individuals.“My parents came to this country be-
cause they had no economic status in Mex-ico,” Myra said. “I learned to read and righthere, but all of my years of hard work willnot be paid off with out immigration reform.”
The purpose of the rally was also to in-form and encourage individuals to join theTEXT campaign to receive alerts and actionnotices about immigration reform and immi-grant rights.

Unidos, Otto Lee estuvo de visita en el Área dela Bahía.
Otto Lee quien durante el 2008 desempeñóuna intensa campaña para alcanzar el puesto deSupervisor por el distrito 3 fue llamado en di-ciembre del mismo año a servir a la patria.
En esta ocasión le tocaba servir en Baghdadcomo Supervisor de Mantenimiento con lossuministros militares. Otro trabajo, otro terrenopero siempre el mismo Otto, activo en su nuevaasignación y con una deuda monetario de sucampaña electoral que no ha mermado su en-cantadora personalidad.
“Estoy de lunes a sábado trabajando entre12 a 16 horas. Es imposible salir a dar unavuelta. La zona es muy peligrosa, hace tresmeses estuve en mi habitación y un mortero es-
tremeció todo el lugar”, dice entre sonrisas Leequien recibe este oficio con mucho orgullo.
Lee afirma que en este servicio militar letocó compartir con muchos soldados de origenlatinos. “Hay muchos latinos sirviendo a estepaís. El pasado 4 de julio asistí a la ceremoniaa la que asistió el Vice-Presidente Joe Bidenpara juramentar a jóvenes soldados que sehicieron ciudadanos, así como un día me tocóa mi”.

llorar por las noches ha sido la cosa más bella ami regreso en estos días. Es algo tan natural,algo tan hermoso que la vida nos regala”, diceel actual Concejal de Sunnyvale.

Para acercarse a la buena suerte es nece-sario tener optimismo, deseos de su-peración, entusiasmo, ideas positivas,
buena voluntad y motivación. La persona a quienla suerte le sonríe es amigable, respetuosa, jovial,no le teme a las situaciones novedosas ni a losnuevos contactos, tampoco se deja vencer porcondiciones adversas. No se debe tener temor alcambio, cuando las situaciones varían hay quevariar también, ajustarse a las circunstancias yseguir adelante en busca de nuevas y mejores
oportunidades. No debemos lamentarnos por loque ya pasó, por lo que hicimos mal o por lo quedejamos de hacer, mucho menos perder energíaen la tristeza o sucumbir ante la depresión.
Para atraer la buena suerte es indispensabledejar a un lado la inseguridad, la angustia, latimidez y “el qué dirán”. Una persona progresistasiempre está dispuesta y lista para asimilarnuevas experiencias, aprende de todo, trabaja conentusiasmo, lee libros, se supera, se informa ytrata de estar al tanto de todo lo que sucede a sualrededor y saca provecho de los acontecimientosque le rodean. Y como tiene una conversación
agradable e interesante, no le faltan amigos,conocidos y personas que deseen conocerle.
Básicamente la persona de suerte se aleja dela apatía, evita el mal carácter, huye de la rutinay se aparta de la inconstancia. Mantiene la mentecargada de buenos propósitos, le dedica unosminutos diarios a la oración, decreta paz, abun-dancia, buena salud e inventa nuevos senderospara salir adelante y ser feliz. Y cuando ha detomar una decisión importante, la toma sin vac-ilaciones.
La familia, los amigos y los conocidos, rep-resentan una fuente para acercarnos a la buena
suerte. Para lograrlo debemos ser generosos. Lagenerosidad representa el máximo caudal debuena suerte que se cultiva en la mente y elcorazón de los demás.
También debemos cuidar la apariencia per-sonal. Una persona que luce bien y que prestaatención a su salud y a su presentación, crea uncampo magnético positivo que le conduce por elcamino del éxito y la buena fortuna. Y lo princi-pal de todo, creer en el infinito poder de Dios yhacer el bien sin mirar a quién.

July 19, 2009, to watch an exciting soccermatch as Club America took on Inter Milanin the inaugural World Football Challengetournament. The attendance at the gamewas 31,026.
The game was highly competitive withboth teams scoring one goal each in the sec-ond half, sending the game to a shoot out todetermine the winner.
Patrick Vieira missed Inter Milan fourthshoot opportunity, opening the door forClub America to get the victory. OscarRojas scored the winning goal for ClubAmerica.
“I am very proud of my guys’ perform-ance, especially against a very talented team
like Inter Milan,” said Club America headcoach Jesus Ramirez. “I am very happy andI am confident we will do well throughoutthe tournament.”
Despite the loss, Inter Milan coach JoseMourinho was also happy with his team’sperformance.
“We’ve had a good and busy week oftraining,” Mourinho said. “The game wentwell and we were able to adjust to ClubAmerica’s style of play. No one was injuredeither.”
Chelsea FC and FC Milan are also par-ticipating in the tournament. The tourna-ment will take place entirely in the UnitedStates. Chelsea FC, FC Milan and ClubAmerican are no strangers to playing in theUnited States. Inter Milan will be visitingthe states for the first time in over 40 years.This will be the first time that the teamscompete in a true pre-season tournament
with a recognized winner.The winner will be determined by the
following formula: for each win in regula-tion time, the teams will receive threepoints. In the event that there is a draw, theteams will go to a penalty shootout, with thewinner being awarded two points and theloser one point. A loss in regulation givesthe team no points. Also, in a throw back tothe old North American Soccer League(NASL), teams will receive one point foreach goal scored in regulation, up to threegoals. The team with the most points shallbe crowned the champions.
The games will also be played at theRose Bowl in Pasadena, CA, the GeorgiaDome in Atlanta, GA, and Cowboys Sta-dium in Arlington, TX.
