The U.S. Environmental Protection Agency (U.S. EPA 2014a) recently released a proposed determination pursuant to Section 303 (c) of the Clean Water Act of the Pebble Deposit Area in Southwest Alaska. One of the proposed determinations was that nine or more linear miles of streams with documented anadromous fish occurrence will experience streamflow alterations greater than 20%. This proposed determination was based on analyses performed by the EPA (2014b). According to methods developed by Richter et al. (2011), these nine linear miles of stream may experience moderate to major changes in natural structure and ecosystem functions. The methods developed by Richter et al. (2011) are based on the inherent assumption that a natural flow regime is best for the overall ecology of a river system (Poff et al. 1997). It is assumed that alterations to natural daily flows (decreases or increases) will diminish the overall ecological quality. Hydrologic alterations have the potential to impact a broad suite of ecological processes including fish and macroinvertebrate habitat, riparian plant communities, and channel morphology.

Richter et al. (2011) examined environmental flow standards developed in Florida, Michigan, Maine, and the United Kingdom (UK) to estimate ecological response to flow alterations. Site-specific studies played a role in the flow standards developed in Florida, while the flow standards developed in Michigan, Maine and the UK did not rely on site-specific studies. As a result of this review by Richter et al. (2011), the following presumptive standards were proposed:

1. A high level of ecological protection will be provided when daily flow alterations (decreases or increases) do not exceed 10%. The natural structure and function of the riverine ecosystem will be maintained with minimal changes.

2. A moderate level of ecological function will be provided when daily flow alterations range from 11 to 20%. There may be measurable changes in structure and minimal changes in ecosystem functions.

3. Alterations greater than 20% will likely result in moderate to major changes in natural structure and ecosystem functions, with greater risk associated with greater levels of alteration in daily flows.

Richter et al. (2011) acknowledges that a better method for assessing the impacts of hydrologic alteration on ecological function involves the collection of site-specific data to develop ecological response functions to hydrologic alterations. The presumptive standards of Richter et al. (2011) were developed as a low cost alternative to develop flow standards that would not depend on the collection of site specific data to support the development of ecological response functions. In contrast, the Pebble Limited Partnership (PLP 2011) collected site specific data to develop ecological response functions for various species and life stages of salmonid fish in all three of the potentially impacted basins (SFK, NFK, and UT). The ecological response functions were developed using the PHABSIM model (Physical Habitat Simulation, U.S. Fish and Wildlife Service, 1989). The PHABSIM model has been used for decades as a tool for determining how available fish habitat may change in response to flow alterations. Thomas R. This reference list was downloaded and is included in Attachment 1. The ecological response functions developed using PHABSIM take the form of a Weighted Usable Area (WUA) curve – a relationship between available habitat area and flow. These

curves were developed for each fish species and life stage, and can be used to assess the impacts of flow alterations. Site-specific data were collected by PLP (2011) from a total of 117 transect locations (30 in the NFK, 43 in the SFK, 40 in the UT, and 4 in the KR). At each transect location, flows were measured and water surface elevations were surveyed on several different occasions to develop a stage-discharge rating curve. Each transect was divided into at least 20 different locations spaced across the channel width. At each of these locations, flow depths and depth-averaged velocities were measured under multiple flow conditions. At each of these locations, the channel substrate size and cover habitat were visually estimated. Site-specific data were also collected by PLP (2011), and combined with literature-derived data, to develop Habitat Suitability Curves (HSC) for Chinook salmon, coho salmon, sockeye salmon, coho salmon, Arctic Grayling, Dolly Varden, and Rainbow Trout. The data collected at each transect location and the Habitat Suitability Curves were used by the PHABSIM model to develop WUA curves for each species and life stage (especially the critical spawning and rearing life stages). These curves provide a scientifically rigorous tool for assessing the potential impacts of flow alteration on available fish habitat. By considering the periodicities of each species and life stage, potential impacts of flow alteration on available fish habitat can be focused on defined portions of each year. For example, to analyze potential impacts of flow alteration on Chinook spawning habitat, the analyses would be focused on the months of July and August, when Chinook salmon are spawning. Rather than assuming that a 20% flow alteration equates to moderate to major changes in natural structure and ecosystem functions, site-specific data and hydraulic and habitat modeling can be used to quantify changes in aquatic habitat associated with incremental changes in flow. Changes in stream flow will have different effects on stream functions and habitats depending on the timing, frequency, and magnitude of those changes and depending on specific locations along the river. For instance, a 20% reduction in flow during an extreme drought will have much different effects than a 20% reduction in flow during an average or wet year. The ability to quantify those potential effects is the basis for the approach developed by the Pebble Limited Partnership. This approach was designed to minimize environmental impacts in response to flow alterations associated with resource development.
