Non-Exclusive Licence Agreement for the Dissemination of the Empowering Parents Empowering Communities Programme

BACKGROUND

The Empowering Parents Empowering Communities (EPEC) Being a Parent programme has been developed over the last 10 years. It has become an internationally recognised evidence-based peer-led parenting programme.

Empowering Parents Empowering Communities was developed by the Centre for Parent and Child Support, South London and Maudsley NHS Foundation Trust, which continues to hold the intellectual property rights. The Centre is responsible for the dissemination EPEC in the UK and internationally. This involves experienced National EPEC Team staff based within the Centre for Parent and Child Support training and supporting organisations to successfully establish a local EPEC ‘hub’ that provides high quality and effective EPEC parenting groups within their local communities.

As the developer of EPEC, the Centre uses this Partnership Agreement to underpin its relationship with external organisations who use the EPEC parenting programme to improve outcomes of local children, parents and families.

The agreement provides the means by which these organisations maintain access to the latest developments in EPEC practice, review and safeguard the quality and fidelity of the EPEC parenting programme and its use in practice, and contribute to EPEC’s continuing development.

The Centre for Parent and Child Support currently has partnership agreements with a large number of NHS provider organisations, local authorities and higher education institutions (HEIs) in the UK for its portfolio of parenting and other evidence-based programmes.

This Partnership Agreement describes the complimentary roles, expectations and responsibilities of the Centre and external organisations in relation to the development and sustained provision of EPEC by an external organisation.

EPEC SCALING PROGRAMME 2020-2021

Following funding from NESTA and the Department of Digital, Culture, Media and Sport in 2018-2019, 15 new EPEC hubs were established in England. In 2019-2020 a further 12 new EPEC hubs were established in England and Wales. The EPEC National Team are continuing this Scaling model and offering the opportunity to further areas to start in January 2021.

The National EPEC team will support successful applicant organisations to set up and run each hub. Each new hub is expected to be staffed by a part-time Hub co-ordinator and trainer who will recruit, train and supervise a cohort of 12-16 volunteer EPEC parent group leaders.

The Scaling Programme offers the opportunity for successful applicants to acquire the knowledge, know-how and expertise to deliver the evidence based EPEC programme and use this to transform the scale and reach of parenting support available to families and communities living in local socially disadvantaged neighbourhoods.

Successful applicant organisations will demonstrate that:

· The proposed EPEC Hub fits with wider local strategic priorities for families with children aged 2-11.

· Effective local multiagency relationships exist to support Hub outreach, parent engagement and EPEC parenting course delivery for families and communities living in specific socially disadvantaged neighbourhoods.

· There is a clear, feasible implementation plan for the EPEC Hub, supported by necessary operational resources and support.

· The proposed EPEC Hub can successfully recruit, train and support a cohort of 12-16 volunteer parent group leaders.

· The host organisation has experience and expertise in parenting and parenting programmes, evidence-based approaches, and peer-led and volunteer partnerships.

· The required financial resources are committed.

· A sustainable model enabling the hub to continue delivering the training following year one.

Each new Hub will recruit and train up to 16 parent group leaders, who will deliver 6-8 EPEC parenting courses between September 2021 and March 2022 for 60-80 parents and around 150-200 children living in socially disadvantaged and excluded communities.

Over the course of the Scaling Programme, the National EPEC will provide, at a cost of £17,600:

· Fifteen (15) months of training, support and expertise to help set up and run local EPEC hubs to deliver EPEC courses for parents with children aged 2-11

· Three training events held either online or face to face in London;

· EPEC Hub familiarisation, January 2021 – for new Hub coordinators and strategic, operational leads to equip them with the information, materials and expertise to set up an EPEC Hub (3 days face to face training adapted to 6 x 2 hour online sessions over 2 weeks),

· EPEC Being a Parent Train the Trainer, March 2021 - EPEC parent programme content and methods, recruitment and training of parent group leaders (4-days), and

· EPEC Supervision, quality assurance and outcome evaluation (3-days, September 2021).

· On-going 1:1 consultation support, equivalent to one day per month

· EPEC Hub Network events every six months to exchange know-how and learning.

· All EPEC manuals, resources and know-how local EPEC hubs.

· Invitation to EPEC National Conference

Successful applicant organisations will provide:

· A local service provider to host the local EPEC Hub, such as community health, early help team, children’s centre provider, CAMHS, school, voluntary sector, NGO or other service.

· Committed funding for EPEC Hub staff and non-pay costs for 15 months as set out in Appendix 1

· Hub milestones for successful participation in the Scaling Programme, see Appendix 2

· Effective multiagency relationships to facilitate outreach, parent engagement and EPEC course delivery.

This Scaling Programme agreement covers a fixed term until from 1st January 2020 to 31st March 2021 – fifteen months.

The commitments set out above may be altered by mutual consent of the parties involved within the term of the agreement.

TERMS AND CONDITIONS

This page contains the terms and conditions which grant permission for the dissemination of the Empowering Parents Empowering Communities (EPEC) parenting programme to an external commissioning organisation so that the organisation can set up and successfully deliver the EPEC programme through a local EPEC ‘hub’.

Please read these terms and conditions carefully before committing to the licensed dissemination of EPEC in your organisation.

Before agreeing to this Agreement, you will be asked to confirm that you have read, and agree to be bound by, these terms and conditions. By committing to the licensed dissemination of EPEC within your organisation, you agree to be bound by the terms of this Agreement.

Your signed commitment constitutes an offer to us to undertake the licensed dissemination of EPEC. All commitments to the licensed dissemination of EPEC are subject to acceptance by us and we will confirm such acceptance to you by sending you an e-mail that confirms that we have accepted your organisation’s commitment to licensed dissemination. The contract between us will only be formed when we send you such acceptance e-mail.

Please understand that if you refuse to accept these terms and conditions, you will not be able to undertake the licensed dissemination of EPEC on behalf of the Centre for Parent and Child Support, South London and Maudsley NHS Foundation Trust.

You should print a copy of these terms and conditions for future reference.

1. DEFINITIONS

1.1. The following terms shall have the following meanings:

1.1.1. Agreement means the terms and conditions contained in this non-exclusive licence;

1.1.2. Commencement Date means the date on which the Licensor confirms, by e-mail to the Licensee, that the Licensor has accepted the Licensee’s offer to disseminate EPEC in accordance with the terms set out in this Agreement,

1.1.3. Website means http://www.cpcs.org.uk

1.1.4. Force Majeure means in relation to either Party any event or circumstance which is beyond the reasonable control of that Party and which results in or causes the failure of that Party to perform any or all of its obligations under this Agreement; provided always that lack of funds shall not be interpreted as a cause beyond the reasonable control of that Party.

1.1.5. Insolvency Event means any one or more of the following:

(a) a notice shall have been issued to convene a meeting for the purpose of passing a resolution to wind up the Licensee or such a resolution shall have been passed other than a resolution for the solvent reconstruction or reorganisation of the Licensee or for the purpose of inclusion of any part of EPEC, the share capital of the Licensee in the Official List of the London Stock Exchange or other recognised stock exchange or an application by the Licensee for registration as a public company in accordance with the requirements of the Companies Act 2006; or

(b) a resolution shall have been passed by the Licensee’s directors to seek a winding up or administration order or a petition for a winding up or administration order shall have been presented against the Licensee or such an order shall have been made; or

(c) a receiver, administrative receiver, receiver and manager, interim receiver, custodian, sequestrator or similar officer is appointed in respect of the Licensee or over a substantial part of its assets or any third party takes steps to appoint such an officer in respect of the Licensee; or

(d) a proposal for a voluntary arrangement shall have been made in relation to the Licensee under Part I Insolvency Act 1986; or

(e) a step or event shall have been taken or arisen outside the United Kingdom which is similar or analogous to any of the steps or events listed at (a) to (d) above; or

(f) where the Licensee is resident in the United Kingdom it is deemed to be unable to pay its debts within the meaning of Section 123 of the Insolvency Act 1986;

1.1.6. IPR means all industrial and intellectual property of whatever nature anywhere in the world and all rights pertaining thereto, whether recorded or registered in any manner, or otherwise, including (without limitation) patents, trademarks, registered designs and applications for any of the same, copyright, design right, semiconductor topography rights, database and software rights, mask works, trade secrets, know-how, business names, trade names, brand names and all other legal rights protecting intangible proprietary information;

1.1.7. Licence Fee means the price applicable to the duration of the licence selected by the Licensee for the set up and delivery of EPEC in your organisation.

1.1.8. Licensee means the legal entity on behalf of which the terms and conditions contained in this licence agreement have been accepted;

1.1.9. Licensor means the Centre for Parent and Child Support, South London and Maudsley NHS Foundation Trust. The Centre for Parent and Child Support is based at The Michael Rutter Centre, The Maudsley Hospital, Denmark Hill, London, SE5 8EZ;

1.1.10. Current EPEC materials and resources used in the dissemination of EPEC are available in the EPEC Resource Pack. The materials and resources developed by the Centre for Parent and Child Support for the purposes of disseminating EPEC are regularly updated. It is the Licensee’s responsibility to ensure that all dissemination of EPEC within and by their organisation makes use of the latest and most up-to-date materials, resources and methods.

1.1.11. Party means either the Licensor or the Licensee and Parties means both the Licensor and the Licensee;

1.1.12. Permitted Purpose means the provision of EPEC within the Licensee’s own organisation;

1.1.13. Programme means the Empowering Parents Empowering Communities (EPEC) parenting programme.

1.1.14. Term means the period from the Commencement Date until the end of the 15 month licence agreement, unless terminated early in accordance with Clause 10;

1.1.15. Territory means worldwide; and

1.1.18 These materials may be subject to amend and adaptation. It is the responsibility of the Licensee to ensure that all materials used in the training are up to date and recognised by the Licensor as legitimate for the purposes of the provision of EPEC.

1.2. In this Agreement, unless the context otherwise requires:

1.2.1. references to recitals, clauses and sub-clauses are to recitals, clauses and subclauses of this Agreement;

1.2.2. headings to clauses and the schedule are for ease of reference only and do not form part of this Agreement and shall not in any way affect its interpretation;

1.2.3. references to a “company” shall be construed so as to include any company, corporation or other body corporate, wherever and however incorporated or established;

1.2.4. words importing the singular shall include the plural and vice versa;

1.2.5. any phrase introduced by any of the terms “including”, “include”, “in particular” or any similar expression shall be construed as illustrative and shall not limit the sense of the words preceding such terms.

2. BACKGROUND

2.1. The Licensor is the owner of the copyright in EPEC.

2.2. The Licensor has agreed to (i) provide EPEC training, information materials, methods, resources and know-how; and (ii) grant the Licensee a non-exclusive licence to use these training, information materials, methods, resources and know-how to train staff within their organisation, in accordance with the terms and conditions set out in this Agreement.

3. COMMENCEMENT AND DURATION

3.1 This Agreement and the licence granted hereunder shall commence on the Commencement Date and shall continue in force for the Term, specified in this agreement depending on the agreement between the licensor and licensor.

4. GRANT OF RIGHTS

4.1. Within 30 days after receipt of the Licence Fee from the Licensee pursuant to Clause 6.1, the Licensor shall supply the EPEC materials and resources in the EPEC Resource Pack, to the Licensee.

4.2 Subject to Clauses 4.4, 4.5, 4.6 and 5.1, the Licensor hereby grants the Licensee and the Licensee hereby accepts a non-exclusive, non-transferable licence to use, reproduce and maintain EPEC materials and resources available in the EPEC Resource Pack in the Territory, for the Permitted Purpose only, for the Term only.

4.3 The Licensor and the creator(s)/inventor(s) of the EPEC materials and resources available in EPEC Resource Pack shall perpetually retain the right to use EPEC materials and resources available in EPEC Resource Pack for any purpose whatsoever.

4.4 The Licensee shall have no right to grant sub-licences under this agreement, without the prior written consent of the Licensor.

4.5 The Licensee shall be permitted to distribute the EPEC materials and resources available in EPEC Resource Pack to specfic practitioners working with the EPEC hub within their organisation and to EPEC parent facilitators who have completed the specified EPEC training.

4.6 The Licensee shall be not permitted to:

4.6.1 modify the contents of the EPEC materials and available in EPEC Resource Pack; and

4.6.3 distribute the EPEC materials and resources available in EPEC Resource Pack to any practitioner or other employee within the organisation who has not completed the appropriate EPEC training

4.6.4. distribute the EPEC materials and resources available in EPEC Resource Pack to any third party whatsoever, including any person in receipt of training from the Licensee in the use of the EPEC programme

4.6 copy, modify, reproduce or re-distribute any part of the EPEC materials and resources available in EPEC Resource Pack other than for personal use.

4.7 All intellectual property rights in EPEC materials and resources available in EPEC Resource Pack (including any modification to the practitioner and trainer materials made in accordance with Clause 4.5.1) shall remain with and rest in the Licensor.

4.8 The Licensee shall, at all times, use the EPEC materials and resources available in EPEC Resource Pack in accordance with industry best practice.

4.9 The Licensee shall, at all times, provide to the Centre for Parent and Child Support all required training, dissemination and other feedback information using the questionnaires and forms provided by the Centre for Parent and Child Support in EPEC materials and resources available in EPEC Resource Pack.

4.10 The Licensee shall provide to the Centre for Parent and Child Support an annual report summarising the training, dissemination, implementation and impact of the use of EPEC within the licensee organisation.

4.11 The Licensor shall review all information on training, dissemination, implementation and impact of the use of the EPEC within the licensee organisation using the range of specified quality assurance, monitoring and other methods. Failure to maintain EPEC quality and fidelity, training methods and practices and inappropriate application of EPEC materials and resources available in EPEC Resource Pack in training, dissemination, implementation and impact may lead to termination of the licence.

5. LICENCE RESTRICTIONS

5.1 The Licensee shall not:

5.1.1 use nor copy the EPEC materials and resources available in EPEC Resource Pack other than in accordance with this Agreement;

5.1.2 modify, obscure or remove copyright notices, text acknowledging or other means of identification or disclaimers as they appear on the EPEC materials and resources available in EPEC Resource Pack;

5.1.3 display or distribute any part of the EPEC materials and resources available in the EPEC Resource Pack on any unsecure electronic network, including without limitation the Internet and the World Wide Web, and any other distribution medium now in existence or hereinafter created;

5.1.4 use or allow others to use all or any part of the EPEC materials and resources available in EPEC Resource Pack for any other purpose other than the Permitted Purpose.

6. CONSIDERATION

6.1. In consideration for the rights granted in terms of Clause 4, the Licensee shall pay the no costs for the EPEC training, information materials, methods, resources and know-how provided during the Scaling Programme.

6.2 Should the Licensee withdraw early or terminate this agreement or other wise to fail to keep to the terms of this agreement, the Licensee will be liable to pay the full-cost of all EPEC training, information materials, methods, resources and know-how to the Licensor within thirty (30) days of withdrawal or termination.

6.2. All and any monetary payments or other consideration due to the Licensor under and in terms of this Agreement:

6.2.1. are exclusive of value added (or the like) tax which may be payable thereon, which the Licensee undertakes to pay at the then prevailing rate forthwith upon receipt of an invoice from the Licensor; and

6.2.2. shall be paid gross without the deduction of any withholding or similar income taxes, charges, or other duties.

6.3. All and any payments due to the Licensor in terms of Clauses 6.2, 6.3 and 6.4 shall be paid in Sterling either by direct bank credit or BACS (following receipt of an invoice) or by using the electronic payment service provided by the Licensor.

6.4. If the Licensee fails to pay any amount payable under this Agreement by the due dates given in Clause 6.2, the Licensor shall be entitled to:

6.4.1. charge the Licensee interest on the overdue amount, payable by the Licensee forthwith on demand from the Licensor, from the due date up to the date of actual payment, accruing on a daily basis, after, as well as before, judgement, at the rate of 5 % over the base lending rate of the Bank of England from time to time; and

6.4.2. terminate this Agreement as provided in Clause 10.

7. CONFIDENTIALITY

7.1. Each Party shall:

7.1.1. maintain secret and confidential all information having about it the nature of confidence (in this Clause 7 hereinafter referred to as “Confidential Information”) belonging to the other Party that may be acquired in the course of this Agreement;

7.1.2. use the same exclusively for the purposes of this Agreement; and

7.1.3. disclose the same only to those of its employees to whom and to the extent that such disclosure is reasonably necessary for the purpose of this Agreement.

7.2. The obligations of confidence in Clause 7.1 shall not extend to Confidential Information which:

7.2.1. is already known to the receiving Party before the Commencement Date;

7.2.2. are already in the public domain or subsequently comes into the public domain other than by breach of this Agreement;

7.2.3. are required to be disclosed by law or regulation or the order of a competent court or other authority;

7.2.4. the receiving Party can demonstrate it independently developed;

7.2.5. is received from a third party who has the right to disclose it; or,

7.2.6. the receiving Party has been given prior written permission by the disclosing Party to disclose.

8. WARRANTIES

8.1. The Licensor warrants to the Licensee that, as at the Commencement Date, the Licensor has the full power and authority to enter into and to perform its obligations under this Agreement.

8.2. Notwithstanding the warranty contained in Clause 8.1, nothing in this Agreement shall constitute any representation or warranty by the Licensor that the use and exploitation of the practitioner and trainer Material will not infringe the rights of any third party.

8.3. The Licensee hereby warrants to the Licensor that:

8.3.1. the Licensee has the full power and authority to enter into and to perform its obligations under this Agreement; and

8.3.2. it will at all times during the term of this Agreement observe and comply with the terms of this Agreement.

8.4. Subject to Clauses 8.1 and 8.2, no warranty is given by the Licensor in relation to the EPEC training, information materials, methods, resources and know-how or the uses to which it may be put by the Licensee or their fitness or suitability for any particular purpose. The Licensee shall satisfy itself in relation to the fitness or suitability of the EPEC materials and resources available in EPEC Resource Pack for any particular purpose. All conditions and warranties, express or implied, whether arising under statute or under common law (including but not limited to conditions and warranties as to quality, suitability and fitness for purpose) are hereby excluded to the maximum extent permitted by law.

9. LIMITATION OF LIABILITY

9.1. Subject always to Clause 9.2, and to the extent permitted by law, the aggregate liability of the Licensor for any breach of the terms of this Agreement shall not exceed a sum equivalent to ten times the Licence Fee.

9.2. The Licensor:

9.2.1. does not exclude or limit liability to the Licensee for death or personal injury arising from the negligence or breach of duty by the Licensor; and / or

9.2.2. shall not be liable in contract, delict or otherwise for any indirect, incidental, special, exemplary or consequential loss and / or damage of any kind whatsoever (including, but not limited to, procurement of substitute products; loss of use, data or profits; failure to make anticipated savings; costs of wasted time; costs of missed business or commercial opportunities; goodwill; and / or business interruption) even if such was reasonably foreseeable or if the Licensor was notified of the possibility of such loss and / or damage to the EPEC materials and resources available in EPEC Resource Pack.

10. TERMINATION

10.1. The Licensor shall be entitled to terminate this Agreement forthwith by notice in writing to the Licensee in the event that the Licensee:-

10.1.1. fails to perform or observe any of the obligations on its part to be performed or observed under this Agreement, provided that, where the Licensor considers the breach to be remediable, (i) the Licensor shall first have given written notice to the Licensee requiring the Licensee to remedy such breach within thirty (30) days and indicating that this Agreement will terminate otherwise and

(ii) the Licensee has failed to remedy such breach to the Licensor’s satisfaction within such timescale;

10.1.2. suffers an Insolvency Event; or

10.1.3. payment by the Licensee is late pursuant to Clause 6.

10.2. In the event of expiry or earlier termination of this Agreement howsoever arising:

10.2.1. where applicable, all outstanding sums payable by the Licensee shall immediately become due and payable;

10.2.2. all rights and licences granted to the Licensee hereunder shall cease;

10.2.3. the Licensee shall cease all and any use of the EPEC materials and resources available in EPEC Resource Pack; and

10.2.4. the Licensee will return promptly to the Licensee the EPEC materials and resources available in EPEC Resource Pack (and any copies thereof) held by it or its employees.

10.3. Clauses 1, 7 - 10 and 17 – 20 shall survive the expiry or the earlier termination of this Agreement.

11. RELATIONSHIP OF PARTIES

Nothing in this Agreement and no action taken by the Parties contemplated pursuant to this Agreement shall constitute or be deemed to constitute a partnership between the Parties or shall constitute either Party as an agent, employee or representative of the other.

12. VARIATION

Modification or variation of this Agreement or of any of the provisions herein contained shall not be valid unless made in writing and signed on behalf of the Parties or their duly authorised agents.

13. WAIVER

Failure by a Party to enforce at any time or for any period any term of this Agreement does not constitute and shall not be construed as a waiver of such term and shall not affect the right later to enforce such term and any other term in this Agreement.

14. NOTICES

14.1. Any notice, request or consent under this Agreement shall be in writing and shall be sufficiently served if sent by recorded delivery post to the following address:

In the case of notices to the Licensor to:

The Centre for Parent and Child Support, South London and Maudsley NHS Trust, Michael Rutter Centre, The Maudsley Hospital, Denmark Hill, London, SE5 8EZ and marked for the attention of the Director, with a copy to the Head of Contracts and Business Systems Design or such other address as may be intimated from time to time in writing by the Licensor to the Licensee.

In the case of notices to the Licensee to its Registered or Principal Office (as the case may be) marked for the attention of the Chief Executive or such other address as may be intimated from time to time in writing by the Licensee to the Licensor.

14.2. Notice sent by recorded delivery post shall be deemed duly served at the expiry of two days after the date of posting. In proving service, it shall be sufficient to prove that the envelope was duly addressed to the appropriate Party in accordance with this Clause 14.

15. FORCE MAJEURE

Neither Party shall be liable for any delay in performing or for failure to perform its obligations under this Agreement or be held to be in breach of this Agreement caused by an event of Force Majeure. If an event of Force Majeure occurs, the affected Party shall be excused such performance (but only such performance) during the period of such Force Majeure event. Each Party shall use its reasonable endeavours to minimise the effects of any event of Force Majeure.

16. ASSIGNATION

Neither Party may assign all or any part of the benefits or burdens of this Agreement without the prior written consent of the other Party.

17. SEVERABILITY

If any provision of this Agreement is held to be void or unenforceable by any legislation or judicial or administrative authority, such provision shall be deemed to be severable and shall not affect the validity of the remaining portion of this Agreement which shall remain in force and effect as if this Agreement had been granted with no such provision and it is hereby declared the intention of the Parties that they would have executed the remaining portion of this Agreement without including therein any such provision.

18. ENTIRE AGREEMENT

This Agreement sets out the entire agreement between the Parties with respect to the subject matter hereof and supersedes any previous understandings or arrangements whatsoever between the Parties.

19. DISPUTE RESOLUTION

19.1. The Parties agree to consult and negotiate in good faith to try to resolve any dispute, controversy or claim that arises out of or relates to this Agreement. The Parties agree that any and all disputes and controversies arising from, connected with, or relating to this Agreement or any breach thereof (collectively “Disputes”) will be resolved in accordance with the terms of this Clause 19 as follows:

19.1.1. The Parties, through appropriate senior persons, shall first meet and attempt to resolve the Dispute in face-to-face or telephonic negotiations. The meeting shall occur within thirty (30) days of the time that one Party notifies the other in writing of the existence of the Dispute.

19.1.2. Should the Dispute not be resolved within thirty (30) days of the meeting referred to in clause 19.1.1, the Parties will be at liberty to resolve the Dispute through the courts in accordance with Clause 20.

20. GOVERNING LAW AND JURISDICTION

This Agreement, all questions of construction, validity and performance under this Agreement and any dispute arising out of in connection with the subject matter of this Agreement shall be governed by laws of England and the Parties hereby submit to the exclusive jurisdiction of the English courts.

APPENDIX 2: APPLICANT EPEC HUB MILESTONES

1.7.1 By end of December 2020

· EPEC Scaling Programme Agreement signed.

· EPEC Hub staff appointed, operational and strategic accountability agreed.

· Local stakeholder services and community networks are engaged in local EPEC delivery and milestones.

1.7.2 By end of March 2021 (Spring term)

· EPEC Hub coordinator and accountable manager attends 3-day Hub familiarisation & training event.

· EPEC Hub Coordinator and additional local co-trainer complete 4-day training for EPEC parent group leader trainers.

· EPEC Hub Coordinator receives ongoing support from national EPEC team.

· EPEC Hub Coordinator and local stakeholders complete recruitment and selection of local volunteer EPEC parent group leaders and identify location for parent group leader training in Summer term.

1.7.3 By end of July 2021 (Summer term)

· EPEC Hub completes training and accreditation of volunteer EPEC parent group leaders (n=12-16).

· EPEC Hub Coordinator identifies locations for EPEC courses 1-4 for delivery Sept-Dec 2020.

· EPEC Hub completes organisation, promotion and parent engagement for EPEC courses 1-4.

· EPEC Hub Coordinator receives ongoing support from national EPEC team.

· EPEC Hub follows EPEC systems and procedures in collecting pre- and post- evaluation information on the EPEC parent group leader training.

1.7.4 By end of September 2021

· EPEC Hub Coordinator completes 3-day training in EPEC supervision methods and content.

· EPEC Hub begins delivery of EPEC courses 1-4 (n=40 parents).

1.7.5 By end of December 2021 (Autumn Term)

· EPEC Hub completes delivery and supervision of EPEC courses 1-4 (n=40 parents).

· EPEC Hub Coordinator identifies locations for EPEC courses 5-8 for delivery Jan-Mar 2022.

· EPEC Hub completes organisation, promotion and parent engagement for EPEC courses 5-8.

· EPEC Hub provides quarterly report and activity/outcome data to local strategic stakeholders and national EPEC team

· EPEC Hub Coordinator receives ongoing support from national EPEC team.

· Both local and national EPEC teams review programme progress, volunteer recruitment and training, parent attendance for courses 1-4.

· National EPEC team reviews quality assurance and impact monitoring.

· EPEC Hub Coordinator and stakeholders attend national review, impact and learning event.

· EPEC Hub follows EPEC systems and procedures in collecting pre and post course evaluation information for EPEC courses 1-4.

1.7.5 By end of March 2022

· EPEC Hub completes delivery and supervision of EPEC courses 5-8 (n=40 parents).

· EPEC Hub Coordinator identifies locations for further EPEC courses April 2022 onwards.

· EPEC Hub provides quarterly report and activity/outcome data to local strategic stakeholders and national EPEC team

· EPEC Hub Coordinator receives ongoing support from national EPEC team.
