A Project proposal to fund an Evangelism outreach and Church Building Project

in Tonj County South Sudan.

EXECUTIVE SUMMARY

The Episcopal Church of South Sudan - Tonj Area Diocese is a new Diocese in Tonj State. Tonj State is a newly created State in Southern Sudan. This area is inhabited by the Dinka Rek tribe. In this area 60% of the population are traditional believers and 20% are Christian believers while 20% of the remaining populations are Muslim believers. Having been appointed to head the Episcopal Church of South Sudan in this State, the Tonj Area Bishop mobilized the Tonj Area Diocese after realizing the urgency to reach out to the people around here with the gospel of Christ as Stated in Mathew 28:18-20 and quickly they came up with a strategic plan after consulting with the leadership concerned to train some of the church members who will be ready to go out to evangelize the non-Christians in this vast State with their target being the 60% of the population who are traditional believers but not forgetting to reach out to the Muslims as the Lord will lead. With impassable roads, and almost no roads at all in this area, the leadership of the Episcopal church of South Sudan-Tonj Area Diocese has faith that Almighty God will help them and the dedicated team of volunteer evangelists that they have been training in the ministry to be mightily used by God to spread the gospel here by engaging in a one on one evangelism in Tonj State. The leadership of the Diocese is also working on a strategy to mobilize other Christians in this State irrespective of their denomination to participate in this noble cause at their localities in order to rapidly make Christ known to this area. It is in this regard that the Tonj-Area Diocese is putting up this proposal as an appeal to friends, partners and well-wishers to help them Christianize the whole of this new State of Tonj Area by raising funds to accomplish this noble cause. As a church, accountability means taking account of our commitment to justice and being an open, and high performing Church in Tonj Area and this we commit to do by going out to make disciples. We also believe in being transparent about our finances, fundraising and governance as this will help our church reach out to many.

Project Description

Tonj Area Diocese under the stewardship of the Tonj- Diocese administration is

keenly working on a strategy to evangelize the whole of Tonj State in order to win

majority of traditional believers in this area to Christ and thus give them an

opportunity to be among the Kingdom seekers. This we want to do in order to

prevent the Muslims from taking advantage of these people to Islamize them to

come to their faith.

Project Goal:

The main goal of this project is to evangelize Tonj State and its environment in order to present the people with the right Faith and belief which is in Christ Jesus.

Our specific objectives:

To mobilize all believers of the Episcopal Church of South Sudan in Tonj Area to delight in evangelizing this State despite the challenges.

To reach out to other Christians in this region also to help in evangelization of Tonj.

To plant more churches in this region especially the areas that have been evangelized.

To setup schools in the churches which have been opened to teach children and adults so the area opens up quickly.

To be a leader in discipleship trainings.

Project Justification This is one of the regions of the new State of South Sudan which has been badly affected with war during the time of liberation from the Khartoum Government. The rate of illiteracy in Tonj Area is estimated at 90% and so the work of this Diocese will be:

1) We will be working on equipping the soul with the word of God through evangelism and preaching of the word in the villages around this region.

2) Because of this evangelism work, even peace between the warring traditional communities will be realized.

3) The interior places will be open up for evangelization by foreign missionaries from other countries of Africa like Kenya, Uganda and South Africa etc

4) As a church, we also want to open this area by offering education to the children around this area and beyond. Lack of schools is a big problem not only in the urban areas but also in the rural areas.

5) We would wish to actively advocate for the protection of the girl child who has been socially discriminated.

With the recent attainment of independence and the formation of the Government of the Republic of South Sudan, many people including children are now streaming into the region for resettlement. This has in return magnified the problem by inevitably overstretching the minimal basic services that may have been available for the host communities. The region though rich in untapped resources, lacks a literate population to help steer its development agenda. This will require an urgent and timely establishment of the basic learning facilities as a starting point towards reintegration and livelihood recovery processes. This is the reason why we are going to build churches that will also act as schools in the week with some of the trained evangelists volunteering as teachers.

The civil conflicts in South Sudan have left so many children vulnerable and helpless orphans. Many families have been left scattered and even once very strong extended family bonds no longer exist. Many of these children therefore find themselves alone in what one would describe as their new found homes without anybody to provide food or education to them. It’s no wonder that in most families children between the ages of six to fourteen years have inevitably become the household heads, striving to sustain their younger siblings. Young girls are forced to marry off to elderly husbands for the sake of wining daily bread. In some instances, such children have been known to be caregivers to their ailing stepparents, either maimed or disabled during the civil conflicts. This can lead to possible long-term and serious psychological trauma in the children themselves and this is why we as a church want to start by offering Christ’s teachings so that these people may have hope.

Project Strategy/Approach

We are going to approach this work in three ways:

1) Identification of the key areas to construct the churches that will be under

the Diocese of Tonj.

2) Evangelization of this new area under Tonj Diocese by trained evangelism

teams.

3) Opening up the church as a school for the children from the community to

get education on week days before we can build a school for them.

Phase 1 approach The team leaders in every evangelism group will at the time of evangelism

identify a place within a village to host a church and will consequently

initiate talks with the village elders to provide land for free to build a

church which will also act as a school on week days to open up the village.

Phase 2 approach After a village has been identified for possible evangelism outreach, trained

evangelists will be sent to that village with a team leader well conversant

with the community as the head.

Phase 3 approach After the village has been evangelized and the elders of the village are

found to be receptive, then they can be requested to provide land for a

possible construction of the church that will act as a school as well to the

benefit of the children in that village.

Expected Results/Output At the end of the project, the number of Christians in the village will

shoot up to a very high percentage.

The village will have a good number of people who can read and

write.

Improved livelihoods as a result of high literacy levels and presence

of boreholes that we expect to drill in every church compound.

The presence of the right faith and so correct teachings of the word.

Protection of the girl child from early marriages because she is going

to school.

Project activities & Implementation plan:

a) Volunteer Evangelists

The evangelists who will be going around the villages preaching and

baptizing people will purely be volunteers who will not be paid for what

they do but they will be provided with food, tents, blankets and a few

clothes.

b) Village Elders

They will act as persons of peace to penetrate the village and will also

provide land for the church.

c) Community

They will help in offering cheap unskilled labour in case there will be any

construction work to be undertaken.

Future Sustainability of the project

This proposed project would be feasible given that the support of the church, the

local community and the Government of South Sudan will also be included in it

after it commences. It is also important to mention that given the dire need for

reducing the levels of illiteracy and crimes caused by the war in the regions, this

project will obviously win the government’s good will and confidence. This will be

achieved through negotiations and discussions with the local leadership and the

national leadership and more including the Ministry of Education.

A school’s board comprising of members of the Tonj Area Diocese and the local

leadership will be set up to ensure that the school continues even after the donor

has withdrawn. The board will coordinate and manage the school while at the

same time fundraising for its future running and expansion to accommodate more

and more children. For the purposes of cost sharing, the Tonj Area Diocese will

mobilize the locals in the area to consider options of subsidizing the school’s

operation through either subsidized fee payment by sending their children to the

school. Other assistance could also come through the government established

bursary funds. The Diocese will mobilize other organizations, churches, local

leaders, institutions and charities towards more resource generation until the

school becomes completely self-reliant.

In addition to the above, self-sustaining programs will be introduced in the school

to generate income. Such programs will include constructing grinding mills,

cafeteria, poultry keeping and agriculture to subsidize the assistance provided.

Project Impact to the Community Around

This community will be open to missionaries from other countries of the world

and they will be very receptive and there will be the right faith of Jesus Christ.

This community will also be a home to local missionaries who will be going to

other States of South Sudan to reach out to the unreached this project will go a

long way in alleviating the suffering of children of Tonj town. The project will

ensure that children, especially girls are brought up in an environment conducive

for learning. The high enrolment rate of the children in the church school will

protect them from social vices like child labour, early marriages and other forms

of mistreatment.

The project will also be beneficial to the neighboring community in that children

from this community will have access to education at the church school. The

church school will ensure that children enrolled are instilled with Christian values

that will eventually be beneficial to the local community.

Project Monitoring and Evaluation

The project will use continuous participatory monitoring and evaluation of the

project activities for the purpose of putting checks and balances. It will then be

easy to identify the limitations and milestones of the project in time for possible

adjustment.

The project manager will act as the immediate link between the implementing

agency and the donor. In conjunction with the accountant the project manager

will ensure that financial checks and expenditures are as specified in the project

budget and as required by the funding partner. The project manager will also be

expected to issue progress reports on a quarterly basis, taking into account the

objectives set out in the plan.

The project manager will convene regular meetings with the donor

representatives and stakeholders to address issues touching on the progress of

the project. It’s in such forums that areas of weaknesses and strengths will be

pointed and measures put in place to correct or ensure continuity. During the

meetings, books of accounts will be checked and financial reports read out in the

presence of all the stakeholders. Minutes and proceedings of such meetings shall

be forwarded to the donor. Above all, it will be necessary to have an independent

impromptu observer sent by the donor from time to time to oversee and report

on the progress of all the activities of the project.

The project monitoring structure will culminate in mid and end term evaluations

during this initial project phase to pave ways for possible continuation or

termination. This will assess the impact made by the project and the extent of its

success.

The project shall strictly follow the expenditures budget lines and the reporting

system of the donor ledger book entries and will be verified with all the necessary

supporting documents.

Conclusion

The progress of any country depends on how they embrace their creator and the

Church plays a pivotal role in all development within any country whether young

or developed. South Sudan will only develop when the Church will come up and

help in opening up the counties through the word of God. When the word of God

has reached the people, the people’s perception of the world will be different.

I Rt. Rev. Bishop Peter Yuol Gur now appeal to all people of goodwill to

collaborate with our Church to help spread the gospel in Tonj State of South

Sudan and not only here but the whole country of South Sudan to help put the

Word in people’s hearts and make this country a Christian country.

I Am also looking forward to working with other ministers of the gospel in South

Sudan in order to make sure that the whole of Tonj county and the whole of

South Sudan is Christianized.
