Introduction This Veterinary Guide provides concise information about the provision of key veterinary services during the TORONTO 2015 Pan Am Games. It summarizes the staff, services and facilities that will be available during the Games in order to ensure that the best possible support is provided to all competitors and horses. In order for team members to have the appropriate event accreditation, it is essential that all teams, especially team veterinarians, familiarize themselves with the information contained within this guide, and that they provide contact details to the Fédération Equestre Internationale (FEI) veterinary department through their respective National Federation. Any update or changes to this guide will be posted on the notice board in the reception area of the veterinary treatment area once the Games start. Key Personnel
The FEI veterinary commission will be based in an office at the veterinary treatment area located in the main stable building, from the time of the arrival of the first horse and throughout the Games. Members of the veterinary commission will be available to offer advice and assistance, as required, at all times. The veterinary services manager will be managing the team of treatment veterinarians at the OLG Caledon Pan Am Equestrian Park. The equine anti-doping manager will be managing the doping control program at the Games.

Importing Drugs into Canada
Visitors to Canada may bring into Canada, on their person:
• A single course of treatment or a 90-day supply based on the directions for use, whichever is less, of a health product.
The health product must be for the individual’s own personal use, for the use of a person
for whom they are responsible and with whom they are travelling, or for use on an animal
for which they are responsible and with whom they are travelling.
The health product must be shipped/carried in one of the following:
• Hospital or pharmacy dispensed packaging.
• Original retail packaging.
The product must have the original label affixed to it, which clearly indicates what the health product is and what it contains.
Should a visitor’s stay in Canada exceed the supply of medication imported at the time of
their arrival in Canada, the visitor may import an additional single course of treatment or a
90-day supply based on the directions for use, whichever is less, of a health product. If a
health product is mailed to a visitor, the health product should be accompanied by some
form of documentation indicating that it is destined to a visitor and/or the visitor should be
prepared to provide documentation/written evidence (stamped passport, student/work visa,
letter from an employer/university etc.) that they are a visitor to Canada when requested.
Visitors are advised that the exporting country may also have additional restrictions on what may be exported to Canada, and are advised to check with their local authorities before leaving and to plan accordingly.
Visitors will be responsible for ensuring that any remaining health products they imported
into Canada but have not consumed during their stay are either safely disposed of or
exported from Canada by them when they leave the country.

For the TORONTO 2015 Pan Am Games, NOCs will be required to submit to Health Canada an Exemption Application Form for the Importation, Possession and Export of Controlled Substances and Precursor Chemicals as well as a Declaration of Importation of Therapeutic Products Form. Biosecurity Upon arrival at OLG Caledon Equestrian Park, each horse will be examined before entry into the stables. Following the initial biosecurity examinations, the horses will be required to have their rectal temperature taken twice a day (morning and evening). This exam will be the responsibility of the relevant team veterinarian. If there is no team veterinarian available, members of the veterinary services team will visit the stables twice a day to collect the rectal temperature values for each horse. A document for each horse will be placed on the door of the stable to notify of this information. The team veterinarian will be required to come to the veterinary treatment area once per day to sign the rectal temperature form. The veterinary services team will be available at all times to provide advice and assistance.
Veterinary Examinations — Tick Examination and Treatment Protocol Pre-arrival documentation All horses must have been treated with an acaricide (tick treatment) within seven days of their entry to OLG Caledon Pan Am Equestrian Park. Exception: Horses originating from a country where the U.S. Department of Agriculture (USDA) requires a seven-day quarantine in the U.S. may provide the initial export certificate that was used when the horses entered the U.S. and that certifies that the horses were submitted to an acaricide treatment prior to their arrival into the U.S. (start of quarantine). The certificate or veterinary declaration (see Annex 1) attesting to the tick treatment must be received on or before five days prior to the horse’s entry to OLG Caledon Pan Am Equestrian Park to: Dr. Mike Pownall Veterinary services manager, TO2015

Arrival examination Upon arrival at OLG Caledon Pan Am Equestrian Park, all horses must undergo a tick examination (see Annex 2) following their arrival examination and before entering the stable area. If a tick is found during the tick examination, the application of an acaricide (Bronco, Farnam) will be performed before the horse will be admitted to the stable area.
Piroplasmosis-positive horses
Piroplasmosis-positive horses will be housed in a separate stabling area.
All horses entering the piroplasmosis-positive horse stables will be treated with an acaricide (Bronco, Farnam) product immediately upon arrival at the piroplasmosis-positive horse stables.
Re-application will occur according to label instructions or as prescribed by the Canadian Food Inspection Agency (CFIA).
All horses will undergo an inspection for ticks upon entry or re-entry into the piroplasmosis-positive horse stables, including inspections after exercise, training, competition or any other entry/exit from the stables.
When outside the stables, piroplasmosis-positive horses will have a unique identifier, such as a colour (red) with their stable numbers.
Piroplasmosis-positive horses will not be permitted to graze in any area other than the designated grazing area for piroplasmosis-positive horses. Any piroplasmosis-positive horse observed outside of this designated area by FEI stewards or other authorized personnel will be required to immediately return to the piroplasmosis-positive horse stable.
Piroplasmosis-positive horses will be inspected and may be required to undergo treatment for ticks before entering the stable.
Piroplasmosis-positive horses must be exported from Canada within seven days after their competition. Exceptions will only be made upon consultation and approval by appropriate CFIA personnel.

Doping and Medication Controls for Horses Anti-doping tests will be conducted to detect the presence of prohibited substances, which can be found on the 2015 FEI Equine Prohibited Substances List. These tests will be carried out under the supervision of the FEI testing veterinarian/FEI veterinary commission. At least 5 per cent of the participant horses in each competition, chosen as directed by the FEI Veterinary Regulations, will be subject to EADCM testing. The following must be included in this 5 per cent: the first four horses classified in the individual final competition and in the event of team final competition; and a horse from each team qualified in the first four places. The procedures used for veterinary control will follow the FEI Veterinary Regulations 2015 that are in effect. All horses must have a valid official FEI passport. Supportive veterinary treatments may only be given with the authorization of the veterinary commission and by veterinarians who possess an FEI veterinarian ID card. A sufficient number of designated stalls will be made available for this purpose. Treating Veterinarians There will be two or three treating veterinarians available during daytime hours and two members of the veterinary service team available on-site overnight. Their names and contact information will be posted in the veterinary treatment area (VTA) located in the main stable building.
Licensing of Non-Ontario Veterinarians
Veterinarians not licensed within Ontario will not need to be registered with the College of Veterinarians of Ontario if they are attending the TORONTO 2015 Pan Am Games solely

to treat horses from their nation. Veterinarians wishing to come to the Games and work on non-team horses and who are not licensed in Ontario will be required to obtain a temporary license. Licensing information is available at: www.cvo.org/For-Applicants/Licensure.aspx. Registration of Team Veterinarians and Paraprofessionals All team veterinarians and equine paraprofessionals (massage therapists, physiotherapists) must register with the VTA and the FEI veterinary commission as soon as possible after their arrival at the OLG Caledon Pan Am Equestrian Park. They must bring a copy of their professional card and openly display their FEI veterinary ID card. Upon arrival at the OLG Caledon Pan Am Equestrian Park, team veterinarians must provide contact details (including mobile phone numbers) to the VTA administrator so that they may be reachable at all times in the event of an emergency. Team veterinarians will not be able to use any VTA facilities, submit any samples for clinical pathology or obtain veterinary stock until they have registered at the VTA. All veterinarians must openly carry their FEI veterinarian ID cards in addition to their accreditation. All equine paraprofessionals must be registered under a registered accredited veterinarian.
Veterinary Facilities
There will be one VTA at the OLG Caledon Pan Am Equestrian Park and one at the Pan
Am Cross-Country Centre.
The VTA will be open daily from July 6 to July 26. Times of operation will be posted in the
veterinary service area. There will be a veterinarian on duty on the venue 24 hours, seven
days of the week.
On-site veterinary services will include:
• dispensary

• endoscopy
• radiography
• ultrasonography
• complete blood count (CBC)/biochemistry
• acupuncture
• chiropractic
• ophthalmology
• cardiology assessment
Due to radio protection issues, all X-rays must be performed at the VTA with equipment provided by Idexx. Team veterinarians will be welcome to use all imaging facilities and may review images in confidence, burn files to disk and/or store images on a dedicated cloud server in the VTA. Teams should note that the VTA will not have an operating theatre or facilities for specialist imaging, such as scintigraphy or magnetic resonance imaging.
The Ontario Veterinary College at the University of Guelph, located 60 kilometres from the venues, will be the referring hospital and will operate on a 24-hour basis for horses that require the following:
• surgery
• isolation
• necropsy
McKee-Pownall Equine Services offers a standing MRI, if required.
A registered equine massage therapist will be available by appointment only through the VTA.
The TO2015 veterinary team will co-ordinate referrals to the above external institutions.
Payment for services rendered by the external veterinary hospitals must be made at the time of service by cash or credit card only.
Veterinary Charges Charges will be levied for any medications, services, imaging, supplements and other consumables and for clinical pathology services administered within and outside the venues.

Each chef d’équipe or person responsible will be required to pay immediately for any medication or services received at the VTA. Payment must be made by credit card only. All accounts must be settled in full before horse passports will be released at the end of the competition.
Routine and Emergency Services During the VTA’s operational hours, dedicated members of the veterinary services team will be available to provide the following services upon request:
• Visit and examine horses in their stables.
• Examine horses in the VTA.
• Perform more detailed diagnostic investigations in the VTA on behalf of team veterinarians or persons responsible.
• Perform and interpret further diagnostic investigations on behalf of teams, provide clinical advice on the basis of the findings and undertake FEI veterinary commission-approved treatment.
• 24-hour emergency care. All services listed above must be booked in advance at the VTA, either by phone or in person at the VTA office. An equine ambulance will be available at all times to transport horses, as needed, from the VTA on-site at the competition venues to a referral hospital. If a horse must be hospitalized in a referral clinic, all veterinary care will be charged to the NOC (consultation, surgery, complementary examinations, hospitalization, medications, other consumables, clinical pathology services, etc.).
Clinical Pathology Services
There will be an on-site lab located in the VTA for CBC and biochemistry analysis. A list of
the full range of tests will be available from the VTA.
Team veterinarians must deposit clinical pathology samples at the VTA. Consumables with which to collect specimens may be requested at the VTA. A laboratory submission form shall be completed in full for every horse. Hard-copy results will be posted for collection in the team mailboxes at the VTA. Turnaround times for laboratory samples will depend on the test being requested.

In the event of an emergency, after-hours clinical pathology services will be available through the VTA.
More detailed pathobiology samples will be sent to Idexx. Test results will vary depending
on the type of testing being performed.
Dispensary A wide range of medications and other veterinary consumables will be available for purchase from the VTA during its standard opening hours. A full list of items and prices will be available from the VTA. Medications will only be supplied directly to the team permitted treating veterinarians who have registered with the VTA. To purchase items from the dispensary, team veterinarians must follow these procedures:
1. The horse must be seen at the VTA. 2. A prescription must be signed by both the team veterinarian and the TO2015
treating vet. 3. The order must be collected by the team veterinarian.
Necropsy As required by the FEI Veterinary Regulations, a necropsy service will be provided 24 hours per day, seven days a week at the Animal Health Laboratory at the Ontario Veterinary College. A dedicated equine ambulance service will be available to take horses from OLG Caledon Pan Am Equestrian Park and/or the Pan Am Cross-Country Centre to the lab.

Annex 2: Ectoparasite Examination Procedure The following anatomical areas must be systemically examined:
Starting at the horse’s head, visually examine and palpate the false nostrils and
ears.
Examine the forelock and continue down the mane and neck to the withers.
Examine the submandibular/intermandibular space with the fingers, while flattening
the hand, and feel for uneven skin.
Visually examine and palpate the axilla of one side.
Examine and palpate the anterior leg, including the anterior and posterior fetlock to
the coronet of the foot.
Visually examine the udder/scrotum area on one side.
Visually examine and palpate the tail and perineum.
