The Erasmus Mundus Programme The Erasmus Mundus programme's objective is to promote European higher education, to help improve and enhance the career prospects of students and to promote intercultural understanding through cooperation with third countries, in accordance with EU external policy objectives in order to contribute to the sustainable development of third countries in the field of higher education. It does this through three Actions: Action 1 – Erasmus Mundus Joint Programmes (Masters Courses and Joint Doctorates) Action 2 – Erasmus Mundus Partnerships (former External Cooperation Window) Action 3 – Erasmus Mundus Attractiveness projects

Action 1 – Erasmus Mundus Joint Programmes: Masters Courses and Joint Doctorates Erasmus Mundus Joint Programmes are operated by consortia of higher education institutions (HEIs) from the EU and (since 2009) elsewhere in the world. They provide an integrated course and joint or multiple diplomas following study or research at two or more HEIs within the consortium. Masters Courses and Joint Doctorates are selected each year following a Call for Proposals. They also offer EU-funded scholarships or fellowships to top students, doctoral candidates and scholars. Each joint programme carries out five annual selections for these scholarships. Erasmus Mundus Masters Courses have been selected in annual Calls for Proposals, starting in 2004 with the last selection in 2012. Erasmus Mundus Joint Doctorates were selected in four annual Calls from 2009 onwards (with the last selection in 2012). There are currently 138 Masters and 42 Doctorates offering scholarships or fellowships to students and scholars.

Astrophysics (acronym: AstroMundus) is a two-year Erasmus Mundus Master Course in Astronomy and Astrophysics, offered by a consortium of 5 partner universities in 4 different countries: Austria, Italy, Germany, and Serbia. The main objectives of the Master are initiation in scientific research and applied training in Astronomy and Astrophysics. Emphasis is put on the application of modern techniques both in the observational and theoretical/computational domain. The various specialities of the partner institutions result in an increased offer of pathways for the students: Theoretical Astrophysics, Models, Simulations and Computation, as well as Observational Astrophysics based on data from the ground and from space and on the exploitation of modern data archives. The programme lasts for two years (120 ECTS). During the first semester the students attend courses at the entrance university (University of Innsbruck). The second semester is spent at a second University of choice among the 2 Italian partner universities. The third semester is spent in one of the three partner institutions at Rome, Göttingen, or Belgrade depending on the astrophysical branches which the students will select to specialise on. Finally, the fourth semester is mainly devoted to the Master thesis (30 ECTS) that can be accomplished in any of the partner institutions. Students are given the possibility to attend additional advanced courses/seminars during the fourth semester, especially on topics related to their thesis work. The first semester is focused on basic learning in Astronomy and Astrophysics while the subsequent ones offer to the students the possibility to specialise in different branches.

Mobility under Action 1 programmes

Each year, students worldwide can apply for Erasmus Mundus scholarships to Masters and Doctorates. Students are selected by the individual consortia on the basis of a transparent selection procedure explained on the consortium website.

A special "window" for the Western Balkans (with or without Turkey) has also formed part of the EMMC selections since 2007. This provides additional budget for scholarships for nationals of these countries. In total 799 students from Western Balkan countries have been selected over the 10 annual selections up to 2013 to take part in EM Master Courses. Within the total number of 799, the students selected thanks to the special window for the Western Balkans were 582 (89 from Albania, 47 from Bosnia-Herzegovina, 66 from Croatia, 46 from FYROM, 23 from Kosovo, 31 from Montenegro and 280 from Serbia).

Erasmus Mundus Masters Courses can also invite scholars to teach or research within the EMMC. So far, 30 EM scholars from the region have taken part in the programme. Figures for the nationality of selected scholars only become available once Masters Courses submit their final report, so the latest figures date from the 2010-2011 academic year.

Four annual selections of Doctoral candidates to start research in one of the Erasmus Mundus Joint Doctorates have been made so far. These included 81 fellows from Western Balkan countries. 57 out of the 81 candidates were selected within the Western Balkans window (4 from Albania, 5 from Bosnia-Herzegovina, 7 from Croatia, 5 from FYROM, 4 from Montenegro and 32 from Serbia).

Action 2 – Erasmus Mundus Partnerships (former External Cooperation Window)

Action 2 partnerships Under Action 2, Erasmus Mundus Partnerships bring together HEIs from Europe on the one hand and those from a particular region in the world on the other. Together the partnerships manage mobility flows between the two regions for a range of academic levels – bachelors, masters, doctorate, post-doctorate – and for academic staff. Scholarships are awarded to the individuals taking part in the mobility, and a portion of the budget is reserved to contribute to the costs of managing the mobility. For Western Balkan countries, partnerships organise mobility in both directions. At least 70% of the scholarships must go to nationals of Western Balkan countries to come to a university in the EU, and no more than 30% to EU nationals attending a university in Western Balkan countries. Action 2 Partnerships have been selected under annual Calls for Proposals since 2007 (the 2007-2009 Calls were organised under its former name, the External Cooperation Window). Western Balkan countries have been covered by the scope of Action 2 during six annual selections, from 2008 till 2013. The Calls for Proposals ask for partnerships that involve the non-EU partners from a particular country or group of countries – these are known as geographical 'lots'. The Balkan countries were always grouped together in one single regional lot.

On the European side, the same partnerships have involved 127 instances of participation from 54 different HEIs in 21 different EU countries. In the 2013 selection Croatia was classified as an EU Member State. Greatest participation was from universities in: Italy, Germany, Belgium and Slovenia.

Action 2 project achievements in the Western Balkans From 2008 to 2013, 15 partnerships have been selected involving 25 HEIs from the Western Balkan countries and 53 EU HEIs. These partnerships have contributed towards the professional development of human resources and raised the international cooperation capacity of higher education institutions involved. They have also enabled the exchange of staff and students at all levels thereby enhancing their personal knowledge and skills - in total more than 3250 mobilities have been implemented or planned so far. Academic recognition Partnerships have contributed to progress in the recognition process of study periods spent abroad, adapting procedures at institutional level and sharing best practices among the different partnerships active in the region. In general, the mechanisms put in place and the tools designed for this purpose (learning agreement, diploma supplement and transcript of records) were adequate However, some cases have been identified where studies abroad were only partially recognised, due to the differences in curricula between home and host HEIs and to the lack of adequate institutional support from some faculties of Western Balkan HEIs. Credit mobility was seen as an opportunity for paving the way of the HEIs from the region to join the LLP programme. In this sense, the high number of mobility flows contributed to mainstreaming the ECTS, which was already in place in most of the Western Balkan HEIs, in line with the Bologna Process. Degree-seeking mobilities have also taken place, contributing to further progress in the recognition of diplomas and qualifications obtained abroad. Furthermore, partnerships recognised the importance of working together to overcome the challenges in this area and organised many joint events on recognition, such as the Conference “Student Mobility and Recognition of Study Periods Abroad - Western Balkans – EU” (October 2010). The output of the Conference was the publication of a guide on structures and responsibilities for the organisation of academic recognition. Addressing vulnerable groups Attracting vulnerable groups (Target Group 3 – candidates in a vulnerable situation for social or political reasons) was among the priorities in the partnerships' promotion strategy. This process was facilitated by the involvement of associate partners and other students' organisations in the region. Despite the intensive promotional activities, partnerships encountered problems in reaching the planned number of students belonging to vulnerable groups. Target Group 3 students represented only 1,4% of the total scholarship holders selected for mobility. The major challenge reported concerned the identification of potential applicants and the relevant documentation needed to prove that they belonged to such a group. In order to better meet this challenge, EACEA and DG ELARG have recently agreed to provide partnerships with a factsheet on the different categories of vulnerable groups in the Western Balkan countries, including a list of organisations to help identify these groups more easily. Addressing cross-cutting issues Cross-cutting issues refer to gender balance, equal opportunities and participation of disadvantaged groups (applicants with special needs or economically disadvantaged). Partnerships paid attention to cross-cutting issues during promotion and selection of applicants. The involvement of female and male was rather balanced although there was often positive discrimination in favour of women (42,7% of the scholarship holders were male whilst 57,3% were female). Tackling brain drain The prevention of brain drain has been appropriately addressed by partnerships putting in place diverse measures. The most common one was linked to the offer of credit-seeking scholarships, with the objective

of ensuring the return of the scholarship holders to the home institution to finalise their studies/research. At the same time, a special clause was included in the Memorandum of Understanding (signed by all partner institutions) committing the hosting HEI not to offer job opportunities after the end of the mobility period. Brain-drain prevention was also addressed in the partnership agreement with the scholarship holders by which individuals commit to go back to their home country after the mobility period. In addition, brain-circulation rather than brain-drain was promoted by introducing bi- or multilateral research activities, joint publications of research outcomes, supporting staff exchange and capacity-building activities. Thematic fields of study Mobility was allowed under all the thematic fields of study. Only two partnerships out of the 15 selected so far have decided to restrict their academic offer to specific thematic field(s), namely ERAWEB focusing on medical sciences and public health and EUROWEB targeting the scientific and technological domains. Sustainability Sustainability was mostly tackled through the establishment of academic bi- or multilateral agreements between EU and Western Balkan partners as well as the investment in creating synergies by organising joint thematic events, e.g. promotion of scholarship opportunities, recognition of studies, and employability after mobility. Examples of such joint events are the Staff Training Workshop on University Career Centres and Services organised in Ohrid (FYROM) in June 2013, the Feedback and Employability Workshop which took place in Novi Sad (Serbia) in October 2013 and the Conference "Student Mobility and Recognition of Study Periods Abroad - Western Balkans – EU” held in Ljubljana (Slovenia) in October 2010. In terms of long-term impact on the institutions, the partnerships have strengthened cooperation between EU and Western Balkan HEIs. The non-EU partners have gained valuable experience in handling international mobility projects, in establishing or consolidating the relevant procedures and structures, as well as in development of new teaching and research methods and curricula, joint activities through academic staff exchanges. However, lack of institutional support from rectors/faculty deans or inadequate participation of management representatives in the implementation process within Western Balkan HEIs was reported as a challenge. For EU partners, the programme has increased knowledge about the region, opportunities for academic and institutional cooperation in a multilateral frame. Furthermore, working together with other HEIs from the region has created new opportunities for intra-regional cooperation and strengthened the existing initiatives in this respect, such as the network of International Relations Offices (IROs) in Western Balkans. When it comes to the scholarship holders, the result of the surveys carried out by the partnerships showed that such international experience has had a great impact on their individual development, personality, and attitude towards different cultures, as well as on their career perspectives and specialised knowledge. According to their feedback, the opportunities offered by the Programme have been professionally enriching and helped them to learn about other educational systems, pick up new languages, develop ICT skills, carry out a work placement and acquire knowledge in their fields of specialisation.

Action 3 – Erasmus Mundus Attractiveness projects This Action of the Programme funds projects to enhance the attractiveness, profile, image and visibility of European higher education worldwide. Action 3 provides support to activities related to the international dimension of all aspects of higher education, such as promotion, accessibility, quality assurance, credit recognition, mutual recognition of qualifications, curriculum development and mobility. It also seeks to disseminate the programme's results and examples of good practice, and to exploit these results at institutional and individual level. Many of these have a geographical focus. EM-ACE is a three-year project focusing on the promotion of Erasmus Mundus (EM) towards European students. The project targets European students as well as potential EM promoters: International Relations officers, EM coordinators, and members of the Erasmus Mundus Students and Alumni Association (EMA). EM-ACE aims at addressing one of the main barriers to European students’ participation in the Erasmus Mundus programme, i.e. visibility, by improving marketing in the specific areas of information, promotion, and training. The final goal is to raise both the quantity and quality of applications received from European

candidates. The increased international application rate to the Erasmus Mundus programme, in fact, has not been coupled by a similar increase at European level, and the lack of appropriate visibility seems to be one of the most crucial obstacles to participation of European students to the programme. Outcomes The EM-ACE project will lead to the following outputs:

Needs analysis and Erasmus Mundus marketing strategy. A comprehensive needs analysis on the current state of Erasmus Mundus promotion, its awareness and visibility will be produced. Based on the needs assessment, a detailed short-term and long-term Erasmus Mundus marketing strategy will be developed:

Promotional materials and tools (student friendly website and promotional material, training material for both students and staff, case compilation of best practices, etc.);

Erasmus Mundus marketing self-assessment review tool, that will serve both to encourage higher education institutions to take up the newly developed outcomes and to assess the quality of marketing at European universities;

Promotional & training campaign. The outputs developed will be used, tested and refined during a series of promotional events (information days at European institutions, the creation of a network of ambassadors, participation in large-scale events, etc.).

Thanks to the participation of the Erasmus Mundus Association, as well as a variety of universities and organizations active in the field of higher education, the project development will be rooted in a participatory approach, guided by the motto "Activate, Communicate, and Engage" – both a call to action for students and staff and the promise of what Erasmus Mundus can deliver as an experience.

The project is aimed at Erasmus Mundus coordinators, as well as coordinators of international cooperation programmes, representatives from higher education institutions, students, doctoral candidates, and policy makers. It focuses on Africa, Northern and Latin America, and Europe's neighbouring countries. The main activities of the project are:

A needs analysis in order to identify the most useful ways to help coordinators of joint study programmes and/or international partnerships;

Organisation of at least six (regional) conferences throughout Europe to bring together the Erasmus Mundus community around structured exchanges;

The creation of an Erasmus Mundus Concilium: an independent, non-profit association, with a sufficient number of members among EM coordinators and a business plan allowing it to pursue the activities initiated with this project and relying essentially on its own resources;

Survey tools and services available to coordinators of international cooperation programmes. Outcomes

The conclusions of the needs analysis and of the survey of services and tools available to joint programme coordinators;

The proceedings of the debates held at the regional conferences;

A project for the Erasmus Mundus Concilium's policy statement, by-laws, first business plan and first programme of activities.

Project objective:

a) The Basileus project is conceived as a pilot project for the Western Balkans to prepare their future participation in the Lifelong Learning Programme. Through exchanging students and setting up procedures which are very similar to the Erasmus procedures, the Western Balkan partners have the chance to build up expertise in this field. The EU partners will share knowledge and good practices through a conference, meetings and trainings in specific topics (ECTS, mobility management, academic recognition)

b) The project strives for structured long-term cooperation between all partners, resulting in a sustainable network. The project offers the perfect platform to boost the exchange of know-how for curriculum development, new teaching methods, international relations and university management. Our associate partner King Baudouin Foundation gives extra funding for additional staff in internationalisation and for extra dissemination activities.

c) The project aims to build bridges between the EU and the Western Balkans by offering opportunities to young people to come to the EU and build up contacts. Likewise the project aims to convince EU students and staff of the potential the lesser known Western Balkan region has to offer for further cooperation.

d) The core of the project is mobility, but extra attention is given to the transparency and recognition of studies and qualifications: the further implementation of ECTS and Diploma Supplement. All countries involved are signatories to the Bologna Process and thus part of the European Higher Education Area. Workshops for academics with EU experts are organized at the partner universities on topics such as academic recognition.

e) There are 10 scholarships reserved for students from vulnerable groups in the Western Balkans (specifically for Target Group 3: refugees, internally displaced populations, vulnerable groups). Disabled and economically disadvantaged students can be taken into account for all target groups, not exclusively target group 3. In this way the project contributes to disseminating EU social and democratic values.

f) The project will enhance the skills of staff, who can in their turn contribute to the improvement of the education system in their home country: 13% of the scholarships are reserved for staff exchange. Professors applying will have to argument how their stay will contribute to structural reforms in their home universities in the Western Balkans, and this will be evaluated.

g) The consortium has planned 20 mobility flows for target group 2, which will focus on Master and PhD activities (capacity-building) and which will strengthen university-enterprise cooperation. The 4 business start-up centres from associate partner SPARK in the region play an important role.

h) The future of the Western Balkans lies within Europe. This project contributes to improving mutual understanding between the EU and WB, by enabling personal contacts.

Brief description:

The Basileus III project will build further on the expertise built up in the previous 2 Basileus projects. All procedures and tools are in place to continue the cooperation and to improve the project in the next academic year. The following results will contribute to the objectives:

1. Undergraduate and graduate curricula in the priority fields are modularized in line with the Bologna Process and courses measured with ECTS (via mobility of post-doctorate students and staff).

2. 283 mobility flows on all 5 levels are executed and evaluated, also in the long term: impact and reform in the home institution for post-doc and staff, employability for Ba-Ma-PhD. All study periods undertaken abroad are fully recognized and are an integral part of the study programme. In this way there is capacity-building and development of skills. Partners will work towards a long- term structural cooperation (sustainability via bilateral agreements, LLP, Tempus, Erasmus Mundus).

3. Staff exchange will have the aim to initialise and strengthen contacts, to develop curricula and new teaching methods, to give guest lectures, to improve quality assurance mechanisms and to discuss further cooperation. Staff with high interest in research and post-doctorate students will be involved in the development of doctoral schools and technology transfer offices. Trainings for administrative staff of international offices and/or university services in the context of internationalisation and university – enterprise cooperation will be foreseen to exchange good practices.

4. Mobility for target group 2 will lead to an improved university – enterprise cooperation, using

e.g. the extensive network of SPARK.

5. Consortium meetings are planned in order to guarantee an efficient management and monitoring system and to plan activities and finances.

6. The big conference on Academic Recognition in Ljubljana who took place in October 2010 will be followed up by training materials and further training sessions/workshops at the partner universities.

7. The project results and experiences will be disseminated through various communication channels (website, flyers, posters to be distributed during events organised by partners and associates, publications in journals and magazines, info sessions) to all (non)academic stakeholders involved: universities, embassies, ministries, NGO’s, enterprises, social organisations.

A promotion tour is planned in December 2010-January 2011 together with the JoinEUSEE project, in a first phase for Albania, Kosovo and Bosnia&Herzegovina. The KBF staff members will be involved in this promotion tour, as well as representatives of the EU partners.

8. Nine additional staff members at several IRO’s of partner universities are paid by the associate

partner KBF who will serve as an infopoint and helpdesk for students interested in studying abroad. They will be contact persons for Basileus and included in the project, but will also give

information about other opportunities. The KBF also finances additional material, information days, a student ambassador programme and on online tool to give an overview of all scholarships for students from the Western Balkans http://s4wb.eu . A website consultant will advise universities on how to improve their websites.

Project objective:

The present proposal aims at enhancing the international cooperation capacity of Western Balkan universities by sharing good practice and knowledge in the organization of a mobility scheme for student and staff for the purpose of studying, joint teaching, training and research, and the transfer of know-how and innovation gathered by European universities in the framework of their transnational cooperation activities and the Bologna process.

The JoinEU-SEE consortium aims at developing a strong and long lasting network of cooperation, designed for the development of a knowledge society and mutual understanding. The enhancement of academic and administrative cooperation between the participating universities and the realisation of mutual know-how-transfer, expertise and methods for mobility of students and staff strongly fosters capacity building and international institutional networking.

This knowledge and expertise can be drawn on as a means of furthering sustainable development and progress in the area of higher education teaching and learning as well as for strengthening the management capacity of HEIs in the region covered by Lot 10.

The exchange of students, researchers and teachers between EU universities and the partner universities from the third countries strongly contributes to the overall aim of the ERASMUS Mundus Partnership programme by fostering the mutual enrichment and better understanding between the EU and third country partners. It improves mutual understanding not only in academic but also in political, cultural, educational and economical matters by giving scholars the opportunity to live and learn in an international environment.

Brief description:

The exchange programme developed by the consortium composed of the above mentioned partners offers a wide choice of thematic study fields and provides opportunities for undergraduates, masters, doctorates, post-doctorates and staff to obtain further qualifications in their specific academic fields.

The consortium selects the scholars to be granted a scholarship in the context of the programme from the three target groups according to their academic performance, their personal motivation, their level of language skills, their socio-economic status, and their commitment to contribute to the academic network of the consortium and to prevent brain drain from their home countries in order to guarantee the academic quality of this programme. Additionally, a balanced allocation of scholarships according to gender will be guaranteed, and the JoinEU-SEE consortium is committed to doing justice to social equity and to set proactive measures to encourage socially and economically disadvantaged people.

Participants will have the possibility to benefit from the programme for a shorter period of six months resp. one month for academic and administrative staff up to the opportunity to complete a full master or doctorate study programme. Upon completion of their study period within JoinEU-SEE, the alumni will contribute to the objectives of the programme.

The institutional cooperation which was built up between the consortium partners within the EMECW JoinEU-SEE project in the course of the last months will serve as a solid foundation for any activities relating to the implementation, management and administrative coordination of JoinEU-SEE as an Erasmus Mundus Action 2 Partnership. This strong cooperation network will be strengthened within in the framework of the JoinEU-SEE Erasmus Mundus Action 2 partnership and will function as a launching pad for further sustainable cooperation of the partners in the areas of internationalization in general and mobility in particular.

Mobility periods granted to students and staff within the JoinEU-SEE programme increases the academic competences, language skills, social and intercultural competences of scholars participating in the programme. The experiences made within the EMECW JoinEU-SEE project have already clearly shown, that this international experience will not only increase the scholars’ open mindedness

and global competitiveness on the labour market, but also develops and strengthens the higher education teaching and learning capacity in a sophisticated and sustainable way. The internationalisation of the Higher Education Area in the Third-countries through incoming and outgoing mobility of students, researchers and teachers increases the attractiveness of the location, thus helps preventing brain drain and consequently leads to a high standard of higher education teaching and learning. Project objective: ERAWEB consists of four elements:

1. Mobility: Promotion of and support for student and academic staff exchanges; 2. Research training: Focused on the development, promotion and implementation of joint

research training in medicine and the health sciences (well educated professionals are essential for a fully functioning healthcare system);

3. Scientific development: ERAWEB encourages and facilitates collaborative research in disciplines related to the health sciences;

4. Capacity building: ERAWEB stimulates cooperation between the partners and strengthens the

sustainability of EU-funded projects in Member States. Through the exchange of students and by ‘training the trainer’ activities, the capacity in the Health Sciences in terms of quality and quantity of

researchers and policy makers will be ensured both in the near and the more distant future.

Brief description: ERASMUS MUNDUS – WESTERN BALKANS (ERAWEB) is an international academic mobility programme involving five EU universities and six Western Balkan universities, focusing on the Health Sciences.

Health affects the development of countries as well as citizens. It is an area of policy and practice closely linked to the development priorities across the Western Balkan region. All countries in the

Region have signed the Skopje pledge, which commits them to improve their health systems and ensure universal access to high-quality public health care. Health research contributes to the achievement of

the Millennium Development Goals.

ERAWEB addresses the issue of health in two ways. Firstly, the programme enhances the academic skills of students, researchers and teachers working in the health sciences.

Secondly, research within ERAWEB will identify factors, which influence the health of the population and the development of possible interventions designed to improve health.
