1. The introduction of Erasmus+: the new EU programme for
Education, Training, Youth, and Sport for 2014-2020.
The Erasmus+ programme aims to boost skills and employability, as well as
modernising Education, Training, and Youth work. The seven year programme (2014-
2020) will have a budget of €14.774 billion; a 40% increase compared to current
spending levels, reflecting the EU's commitment to investing in these areas.
Erasmus+ will provide opportunities for over 4 million Europeans to study, train,
gain work experience and volunteer abroad.
Erasmus+ will support transnational partnerships among Education, Training, and
Youth institutions and organisations to foster cooperation and bridge the worlds of
Education and work in order to tackle the skills gaps we are facing in Europe.
It will also support national efforts to modernise Education, Training, and Youth
systems. Erasmus+ brings together seven existing EU programmes in the fields of
Education, Training, and Youth; it will for the first time provide support for Sport.

1.1. What are the objectives of Erasmus plus programme
The Erasmus+ Programme shall contribute to the achievement of the objectives of the Europe 2020 Strategy, the strategic framework for European cooperation in education and training (ET 2020), the sustainable development of Partner Countries in the field of higher education, the overall objectives of the renewed framework for European cooperation in the youth field (2010-2018) and the objective of developing the European dimension in sport including the promotion of European values in accordance with the Treaty on European Union.
1.2. What is the structure of the Erasmus + programme
In order to achieve its objectives, the Erasmus+ Programme implements the following Actions: KEY ACTION 1–MOBILITY OF INDIVIDUALS This Key Action supports:
Mobility of learners and staff: opportunities for students, trainees, young people and volunteers, as well as for professors, teachers, trainers, youth workers, staff of education institutions and civil society organizations to undertake a learning and/or professional experience in another country;
Joint Master Degrees: high-level integrated international study programmes delivered by consortia of higher education institutions that award full degree scholarships to the best master students worldwide;
Master Student Loan Guarantee: higher education students can get a loan backed up by the Programme to go abroad for a full Master Degree. Students should address themselves to national banks or student loan agencies.
KEY ACTION 2–COOPERATION FOR INNOVATION AND THE EXCHANGE OF GOOD PRACTICES This Key Action supports:
Transnational Strategic Partnerships aimed to develop initiatives addressing one or more fields of education training and youth and promote innovation, exchange of experience and know-how

Knowledge Alliances between higher education institutions and enterprises which aim to foster innovation, entrepreneurship, creativity, employability, knowledge exchange and/or multidisciplinary teaching and learning;
Sector Skills Alliances supporting the design and delivery of joint vocational training curricula, programmes and teaching and training methodologies,
Capacity Building projects supporting cooperation with Partner Countries in the fields of higher education and youth.
IT support platforms, such as e-Twinning, the European Platform for Adult Learning (EPALE)and the European Youth Portal
KEY ACTION 3–SUPPORT FOR POLICY REFORMS This Key Action supports:
Knowledge in the fields of education, training and youth for evidence-based policy making and monitoring in the framework of Europe 2020
Prospective initiatives to stimulate innovative policy development among stakeholders and to enable public authorities to test the effectiveness of innovative policies
Support to European policy tools to facilitate transparency and recognition of skills and qualifications and transfer of credits
Cooperation with international organizations with highly recognized expertise and analytical capacity such as the OECD and the Council of Europe
Stakeholder dialogue, policy and Programme promotion with public authorities, providers and stakeholders in the fields of education, training and youth
JEAN MONNETACTIVITIES The Jean Monnet Activities will support:
Academic Modules, Chairs, Centers of Excellence in order to deepen teaching in European integration studies embodied in an official curriculum of a higher education institution.
Policy debate with academic world, supported through :a)Networks to enhance cooperation between different universities throughout Europe and around the world, b) Projects for innovation and cross-fertilization and spread of EU content aimed to promote discussion, reflection on EU issues and to enhance e-knowledge about the EU and its processes;
Support to institutions and associations, to organize and carry out statutory activities of associations dealing with EU studies and EU issues, and to publicize EU facts among a wider public

Studies and conferences with the purpose of providing policy-makers with new insights and concrete suggestions via critical independent academic views, and to reflect on current issues of the EU
SPORT Actions in the field of sport will support:
Collaborative Partnerships, aimed to combat doping at grassroots level, notably in recreational environments such as amateur sport and fitness, supporting prevention and awareness-raising among stakeholders involved in the fight against match-fixing, as well as innovative approaches to contain violence and tackle racism and intolerance in sport.;
Not-for-profit European sport events, granting individual organizations in charge of the preparation, organization and follow-up to a given event.
Strengthening of the evidence base for policy making through studies; data gathering, surveys; networks; conferences and seminars
Dialogue with relevant European stakeholders, being the annual EU Sport Forum the main activity planned for the dialogue
Support to Sport Presidency events organized by the EU Member States holding the semester of presidency of the EU.
1.3 Who implements the Erasmus plus programme
THE EUROPEAN COMMISSION The European Commission is ultimately responsible for the running of the Erasmus+ Programme. It manages the budget and sets priorities, targets and criteria for the Programme on an on-going basis. At European level, the European Commission's Education, Audiovisual and Culture Executive Agency (Executive Agency) is responsible for the implementation of the centralized Actions of the Erasmus+ Programme. The Executive Agency is in charge of the complete life-cycle management of these projects, from the promotion of the Programme, the analysis of the grant requests, the monitoring of projects on the spot, up to the dissemination of the project and Programme results. THE NATIONAL AGENCIES The implementation of the Erasmus+ Programme is mainly implemented as Indirect Management, meaning that the European Commission entrusts budget implementation tasks to National Agencies; the rationale of this approach is to bring Erasmus+ as close as possible to its beneficiaries and to adapt to the diversity of national education, training and youth systems. For this purpose, each Programme

Country has appointed one or more National Agencies. These National Agencies promote and implement the Programme at national level and act as the link between the European Commission and participating organizations at local, regional and national level. NATIONAL ERASMUS + OFFICES In the Partner Countries concerned, the National Erasmus+ Offices assist the Commission, the Executive Agency and the local authorities in the implementation of the Erasmus+ Programme. They are the focal point in these countries for their stakeholders involved in the Erasmus + Programme in the area of higher education. They contribute to improving awareness, visibility, relevance, effectiveness and impact of the international dimension of Erasmus+.
1.4 Who can participate in the Erasmus plus programme
Individuals-students, trainees, apprentices, pupils, adult learners, young people,
volunteers, professors, teachers, trainers, youth workers, professionals of
organisations active in the fields of education,training and youth constitute the main
target population of the Programme.
Eligible countries are: PROGRAMME COUNTRIES-all member states of the European Union (EU) and following non EU countries: former Yugoslav Republic of Macedonia, Iceland, Liechtenstein, Norway, Switzerland, Turkey. PARTNER COUNTRIES The following countries can take part in certain Actions of the Programme, subject to specific criteria or conditions:
Eastern Partnership countries Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine
Southern Mediterranean countries Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria, Tunisia

2. TEMPUS PROJECTS GRANTED IN THE SIXTH CALL 2.1 Connecting Science-Society Collaborations for Sustainability Innovations
This project aims to establish a regional science (involving higher education and research)-society (involving practice) network for sustainability innovations in Albania and Kosovo to strengthen the connection and collaboration of higher education institutions, research and practice as well as to promote mutual learning and innovative sustainability issues and methods through structured workshops in order to support capacity building as well as systemic and holistic thinking. The direct target groups will be higher education institutions (esp. lecturers, researchers and students), research institutions and regional stakeholders like enterprises, NGOs and regional development agencies. Furthermore policy makers will benefit indirectly.

2.2 Developing and Adapting Professional Programs for Energy Efficiency in the Western Balkans
This project aims to develop education in the field of energy efficiency at post-secondary and professional Masters levels contributing to the modernization of the educational systems of Albania, Kosovo and Montenegro. It includes the design of quality professional programs in five universities in the region; the delivery of programs according to European standards with a strong emphasis on applied skills

and market needs; the establishment of networks with industries, educational sector and society at wide; Provide policy recommendation mainstreaming professional programs within each partner country. The project will initiate professional education programs in the field of Energy Efficiency that will vary according to national contexts and educational institution. The study programs contain several thematic subjects including foundations, technical knowledge, applied skills, European regulations in the field of energy efficiency, an internship and a final project.

2.3 Strategic support on establishment and development of sustainable
structures on quality assurance, international relations and student support
services at the newly founded Public University Haxhi Zeka in Kosova
The project provides strategic support to the newly established public University in Kosova, University `Haxhi Zeka`, in the areas of quality assurance, international relations and student support services aiming to support the University on achieving the objectives of the Bologna Process, Strategy of Higher Education in Kosova for 2005-2015, Kosova Education Strategic Plan 2011-2016, Europe 2020 Strategy, the Strategic framework for European Cooperation in education and training (ET 2020), in the related area in order to facilitate the integration of Kosovo into the European Higher Education area. The project will support the university management and QA structures, international cooperation, students supports services and information system of the University.

2.4 Modernizing Teacher Education at University of Prishtina
The main aim of the project is to modernize teacher education at the University of Pristina in line with the legislation demands and good EU practices in the frame of Bologna process actions of developing curricula (programs) in three cycles. The project include the development of 5 new teacher education programs at Master level as well as revision of two existing Master programs at the Faculty of Education. The new and revised Master Programs will be in line with the demands that school curriculum reform has placed on Kosovo schools - implementation of an ambitious competency-based curriculum, which requires mastery of the modern pedagogy principles that fit within the philosophy of outcomes-based education. 2.5 Development of a new master program in geodesy
This project aims to develop geodesy education in Kosovo in order to support land reform, agricultural development, forestry management, urban and rural planning, and environmental protection. The project aim is to create a new master program in geodesy at University of Pristina with new geodesy laboratory, to provide re-training to 48 Kosovar staff during 2014-2015, to develop 8 new teaching materials during 2015-2016, to test new master program in Autumn 2015, implement new pedagogical methods and quality assurance in geodesy education and finally establish a student career service centre for students of University of Pristina.

2.6 Increasing the Financial Autonomy and accountabIliTy at public Higher education institutions in Kosova The project aims to enhance modernisation of human and organisational capacities of financial management in Kosovo public HEIs through capacity building and experience exchange.It will develop a sustainable communication platform between HEIs and the relevant ministries with the objective of improving transparency and systematization of financial management practices to sustainably strengthen financial autonomy and accountability of public HEIs in Kosova via modernization of financial management practices and legal framework.” Duration: 2013-2016

2.7 Public Health in the Western Balkans-Improvement in the field of Public
Health and development of a `One Health`educational and scientific
architecture in Western Balkan countries
This project aims to build-up and improve the educational and scientific PH architecture in the WB PC and to promote a "One Health" approach as relatively new and modern a concept in addressing PH issues. The aim will be achieved by building WP PC's capacity in PH according to EU policy in retraining WB teaching staff in the EU, academic improvement of PH courses and creation/improvement of a PH academic network between EU and WB institutions. In this context, implementing a

"One Health" PH advanced training Master course addressing WB labor market needs represents the main Project output. The Master's teaching staff will be EU and WB faculty, particularly WB staff after their training in the EU, as well as qualified staff from enterprises and PH official agencies operating in the WB countries. This will contribute to create a PH network between academic institutions, PH governmental agencies and labor market

2.8 Modernizing the 3rd cycle at the University of Pristina and Developing a PhD Program at the Faculty of Economics The Joint Tempus Project “Modernizing the 3rd cycle at the University of Pristina and Developing a PhD Program at the Faculty of Economics” has the aim of supporting curricular reform and capacity building at University of Pristina with the active involvement of the Ministry of Education and State Accreditation Agency of Kosovo. It focuses on reforming PhD curricula in accordance with the Bologna process and up to date European standards, thus supporting the integration of Kosovo into the European Higher Education area. The project will support the modernization of 3rd cycle at the University of Pristina, in accordance with the Bologna Process, revise and amend the legal documents, develop guideline for setting up the modern PhD studies in accordance to the latest trends of the Bologna Process, accredit and implement a pilot PhD program at Faculty of Economics of the University of Pristina, support the scientific work and publications, through establishing a scientific journal for the Faculty of Economics of the University of Pristina. 2.9 Support to the Internationalization of Kosova Higher Education System through establishment of the Kosova Students’ Union
The project aims to support internationalization of Kosovo Higher Education System through establishment of the Kosovo Students’ Union. Thus, the Project aims to support the University on achieving the objectives of the Bologna Process, Strategy of Higher Education in Kosovo for 2005-2015, Kosovo Education Strategic Plan 2011-2016, Europe 2020 Strategy, the Strategic framework for European Cooperation in education and training (ET 2020), in the related area in order to facilitate the integration of Kosovo into the European Higher Education area. The projects will develop legal framework on establishment of the Kosovo Students Union, facilitate student elections for establishment of the Kosovo Student Union, support Ministry of Education, Science and Technology of Kosovo on setting up the Kosovo Student Union Office and develop administrative regulations and guidelines for sustainable operation, support membership of Kosovo Students’ Union at the European Students’ Union, facilitate the international cooperation and networking of Kosovo Students’ Union. 2.10 Sport Professions – Education, Employment, Development in the Balkan
Region
This new project aims to extend the reform to other WB Universities & to Serbia, fostering harmonization in the region & with EU, to develop a common approach to SpS accounting for modern standards & the manifold potentialities of sectorial qualification in sport as related to health, education, employment, development. It will address the shared national priority personal services/sports & the regional priority vocational training with a joint, vocationally oriented Master & LLP targeting SpS professions, with a common core in line with EU standards, and specializations

with diverse learning outcomes & competencies to meet local needs & personal preferences. Intensive Modules will be offered in various WB locations and combined flexibly with existing curricula according to specialization, supported by vocational training & online work. The Master, involving a 1 yr (60 ECTS) initial qualification (training), and a 2nd yr with field & thesis work (60 ECTS) allowing different specializations (health, management, etc.), will be accredited & sustained in the various countries, disseminated & recognised throughout the region & at European level, serving as basis for the establishment of LLP to acquire new competencies in sport.

2.11 Lifelong learning for sustainable agriculture in Alps- Danube- Adriatic
Region
Project aims to develop the strategy for lifelong learning in sustainable agriculture among partner institutions in order to initiate and develop different models of lifelong learning; to establish pilot activities of lifelong learning in partner institutions; to set quality benchmarks and indicators for lifelong learning competencies in the field of sustainable agriculture; to develop an appropriate guidance and counseling services. During the project Higher Education Institutes (HEIs) will identify its own potential for LL for sustainable agriculture. The needs for LL activities will be identified at national level of partner countries. The case studies will be prepared by EU partners and will include not only positive practices with desirable effects, but also the risks and possible misconceptions that should be avoided in the future. Based on these outcomes, regional guidelines for LL in sustainable agriculture will be developed. RG will serve as a common platform for national strategies on LL which will be developed by partners. The skills of teacher for LL will be improved during the training. Pilot activities on LL will be designed and implemented on each HEI.

3. The Erasmus Mundus 2013 projects
ERASMUS MUNDUS ATION 2, STRANDS 1 The EMA2 programme is a cooperation and mobility scheme in the area of higher education. The European Commission has launched this initiative to foster cooperation between higher education institutions from outside the EU with EU universities. It aims to boost exchanges of students, researchers and academic staff and to support mobility, in particular from non-EU countries to EU member states..
3.1 BASILEUS V
Basileus V is an Erasmus Mundus Action 2 project and is funded by the European Commission. The objective of the Basileus project is to promote mobility for students and staff between the Western Balkan countries and the EU; to enhance the

understanding and the international cooperation between higher education institutions in both regions; to pave the way to international recognition of studies and qualifications and to enhance the role of the higher education sector by exchanging knowledge, skills and expertise. The project consortium consists of 10 EU universities and 10 universities in the Western Balkans. Basileus V provides funding for academic mobility from Bachelor to staff from any Western Balkan institution to one of the EU partner universities and an EU university to one of the Western Balkan partner universities. Eligible Western Balkan countries are: Albania, Bosnia-Herzegovina, Montenegro, Macedonia (Former Yugoslav Republic of Macedonia), Kosovo (under UNSCR 1244/99) and Serbia. Students and staff members of all partner universities, both from the Western Balkan
countries and the EU, as well as other nationals from the WEstern Balkans and the
EU, can apply for scholarships.
WHO CAN APPLY-Undergraduate (BA) – Master (MA) – Doctoral students (PhD) – Post-doctoral researchers – Staff divided into three Target Groups (TG), defined by the European Commission. Monthly subsistence allowance, travel costs, insurance and participation costs (if applicable) are offered to students. In which academic disciplines-Priority goes to Social Sciences, Engineering, Law,
Medicine, Business/Management and Languages/Philology. Other fields of study
however are allowed as well.
The call for applications was opened from 1 November 2013 until 2 February
2014 at 23.59h.

3.2 ERAWEB II
ERASMUS–WESTERN BALKANS is a joint mobility programme offered by eight Western Balkan universities and six EU universities. The emphasis of ERAWEB is on research in medicine and health sciences. Research within ERAWEB is aimed at the factors which influence the population health and the development of possible interventions towards health improvement. The programme stimulates the development of the Western Balkan countries by raising academic skills of students, researchers and teachers..
A unique opportunity to study in the EU or Western Balkans from one to 36 months, ERAWEB provides scholarships for undergraduate, Master’s, doctorate and post doctorate students, and also for academic staff. These scholarships include participation fees (where applicable), travel costs, a subsistence allowance, and insurance.
The ERAWEB I project includes six universities in four countries of Lot 11 in the Western Balkans (Albania, Bosnia and Herzegovina, Macedonia and Serbia) as well as five universities in four countries in the European Union (Austria, Germany, Italy, and the Netherlands).ERAWEB II has grown to include two more countries in the Western Balkans (Montenegro and Kosovo (under UNSCR 1244) ) and another in the European Union (Belgium).
The ERAWEB II project runs from 15 July 2013 to 14 July 2017.This call for applications was opened until 1 April 2014, 24:00 Central European Time (the application form will open early 2014). The project provides funding for subsistence allowances, travel costs,
insurance and participation fees. All student exchange in the 2014 call funded by ERAWEB
must start 31 December 2014 at the latest.
The scholarship selection will take place in May 2014. Individual starting dates should be arranged with the host universities, and these scholarships must start 31 December 2014 at the latest. For ERAWEB I, all exchange must end before 14 July 2015, for ERAWEB II, all exchange must end before 14 July 2017.

3.3 JoinEU-SEE-PENTA
JoinEUsee > PENTA is a scholarship scheme for mobility between the EU and the Western Balkans. It is co-financed by the Education, Audiovisual and Culture Executive Agency of the European Commission (EACEA) in the framework of the Erasmus Mundus 2009-2013 initiative, which is a worldwide cooperation and mobility programme in the field of higher education. It strives to contribute to the achievement of better understanding and mutual enrichment between the European Union and third countries in the field of higher education and society at large.
JoinEUsee > PENTA scholarships support mobility at all levels of higher education, including both mobility for students (undergraduate, master, doctoral and post-doctoral) and staff (academic and administrative). Scholarships include a monthly subsistence allowance, travel expenses, insurance costs and tuition fees if applicable. Only mobility flows between the EU on the one side and the Western Balkan partner countries on the other side are eligible for funding.
The Erasmus Mundus JoinEUsee > PENTA partnership consists of 20 partner
universities and nine associates. Of the 20 partner universities, 10 are from EU
countries and 10 from the Western Balkans partner countries.
Erasmus Mundus JoinEUsee > PENTA offers scholarships for: students and university staff from the EU who want to complete an academic mobility at a Western Balkan partner university and students and university staff from the Western Balkan countries who want to complete an academic mobility at an EU partner university. The universities in the JoinEUsee > PENTA partnership are comprehensive universities offering a wide range of study fields.
