    OFW e-recruitment program speedsup hiring process in Taiwan

    Labor and Employment Secretary Rosalinda Dimapi-

    lis-Baldoz yesterday expressed elation over the DOLEs

    adoption o the International Direct e-recruitment Sys-

    tem or the Special Hiring Program or aiwan (-IDES)ollowing its successul implementation with the hiring

    and recruitment o overseas Filipino workers (OFWs)

    as production workers or NXP Semiconductors, a ai-

    wan-based company involved in the development o

    products dealing with high-perormance mixed signal

    electronics in automotives, identifications solutions, con-

    nected devices, internet, and power.

    Te -IDES Process

    Under the -IDES, the POEA shall acilitate the re-

    cruitment process through its in-house placement acili-

    ty, or the Government Placement Branch. Te program is

    designed to simpliy the hiring process and make it easier

    or aiwanese employers to directly hire oreign workers,

    including Overseas Filipino Workers (OFWs), withoutthe participation o private recruitment agencies or bro-

    kers.

    Te system aims to cut down the processing time

    in finding suitable oreign workers and likewise reduce

    the mobilization costs or workers and employers, Bal-

    doz explained. It will cut down on cost, rom the present

    P90,000 to P120,000 to only about P30,000.

    A DOLE inter-agency team was created to ensure e-

    ficient implementation o the -IDES, composed o per-

    sons rom the POEA, OWWA, ESDA, the International

    Labor Affairs Bureau, MECO Labor Centers in aiwan,

    and the National Reintegration Center or OFWs.

    Te -IDES process flow will last rom only 12 to 18

    days.

    It will commence with employer selection which will

    last or at least three to five days. Te POEA will notiy

    the top three choices o the employer and process the first

    to comply with all the requirements, afer which the em-

    ployer shall review the pool o pre-qualified applicants, as

    endorsed by the POEA.

    Te POEA, under the program, shall document the

    workers selected, while the Overseas Workers Welare

    Administration will conduct the comprehensive pre-de-

    parture education program or selected workers and man-

    age the welare-related interventions or -IDES workers

    onsite.

    Te ESDA, or its part, will provide a registry o certi-

    fied workers and graduates based on the qualifications re-

    quired by aiwan employers and to provide a list o VE

    providers offering programs that meet employers needs.

    Te NRCO, on the other hand, will promote financial

    literacy and suitable reintegration projects or -IDES

    workers.

    Selected workers under the -IDES will also have to

    undergo medical examination, contract signing, submis-

    sion o documentary requirements, payment o ees, issu-ance o Overseas Employment Certificate, airline booking,

    pre-departure orientation seminar, and language training.

    Tereafer, the aipei Economic and Cultural Office

    (ECO) in the Philippines shall issue a working visa to

    the employees or deployment.

    Te Process Works

    Administrator Hans Leo J. Cacdac o the POEA re-

    ported to Secretary Baldoz that officials o NXP Semicon-

    ductors visited Manila last week and were able to inter-

    view 315 applicants through the -IDES.

    Te list o workers hired by NXP, afer the companys

    internal alignment and selection, will be provided or

    proper documentation and deployment.

    Te endorsements or prospective employees o NXPbegan on September 7, 2015, with a total o 63 workers

    endorsed; the second endorsement was on September 8,

    with 92 workers; and the third endorsement on Septem-

    ber, with 127 workers. An additional 33 workers were also

    endorsed by NXP afer a POEA evaluation on September

    10.

    In a letter sent to POEA Director Nima de Guzman,

    NXP Human Resource Officer Kelly CJ Chen thanked the

    POEA or the arrangements that have ensuring the effi-

    ciency o the process.

    We are satisfied with the smooth flow in conduct-

    ing the company presentation, tests, and interviews or

    the applicantsdivided into our batchesin three days.

    POEA officials and employees, indeed, worked hard rom

    early morning till evening in monitoring details that we

    really appreciated, Chen said.

    added.

    o strengthen the hiring program o OFWs under

    the -IDES, aiwanese employers who have valid accred-

    itation with licensed Philippine Recruitment Agencies

    (PRAs) shall be allowed to hire under the -IDES based

    on dual registration, like documentary package and uni-

    orm compensation package. Te POEA has issued Mem-

    orandum Circular No. 11 in this regard, Baldoz said.

    Communications Day on May

    8 next year is inspired by the

    upcoming Jubilee of Mercy, and

    Call to bearers of information

    stresses that social communications should

    be centered on mercy, dialogue and welcome.

    In a Sept. 29 communique from the Vatican,

    the Pontifical Council of Social Communication

    in Vatican announced the choice of Commu-

    nication and Mercy: a fruitful encounter as

    the theme. This is to highlight the capacity of

    good communication to open up a space for

    dialogue, mutual understanding and reconcil-

    iation and thereby allowing fruitful human en-

    counters to flourish, the communique added.

    It further stated, All men and women in

    their own communications, in their reaching

    out to meet others, ought to be motivated by

    a deep expression of welcome, availability and

    forgiveness.

    News from the Vatican stated that the theme

    serves as a reminder from Pope Francis that

    in its essence, communication is a profoundly

    human achievement, stating, Good commu-

    nication is never merely the product of the lat-est or most developed technology, but is real-

    ized within the context of a deep interpersonal

    relationship.

    At a time when our attention is often

    drawn to the polarized and judgmental nature

    of much commentary on the social networks,

    the theme invokes the power of words and

    gestures to overcome misunderstandings, to

    heal memories and to build peace and harmo-

    ny, Vatican communique further stressed.On this theme revolves how the fourth es-

    tate, which is now the quad-media and all oth-

    er bearers of information and even the public

    could become more effective collaborators

    in building peace in community, nation and

    across the globe.

    IM sure most people agree that as we plunge into morecomplicated, pressure-packed times, we need to remindourselves o some basic, must-know concepts, preciselybecause they run the risk o being orgotten and set aside.

    Among these concepts is the intimate relationship be-tween law and conscience. We cannot deny that these daysmany people think law and conscience have practically

    no relationship at all, or that they work in different levels.Tey dont meet.

    In my chats with people, and somehow verified in mymany readings o current developments, I get the impres-sion that conscience is increasingly considered the ulti-mate bastion o personal reedom, the seat o ones realand barest sel, where nothing extraneous like law shouldbe let in.

    I am araid this is a dangerous drif in peoples un-derstanding o things. It betrays a treacherous and evenalarming idea o reedom. It detaches reedom rom anyclear, fixed reerence point, allowed to spin and fly in anydirection

    Freedom, in this view, is prone to become nothing oth-er than a whim or caprice. It considers itsel sel-created

    and sel-defining, its own law, completely at the mercy oarbitrary impulses, like ones moods, passing ancies, cur-rent crazes and ads.

    Freedom without a fixed reerence point can go ev-erywhere but can end nowhere. It becomes a wild anddestructive orce that rustrates our desire or peace andjoy. Its highly deceptive, strongly seductive but completelydangerous.

    And yet no matter how distorted and even denied, theobjective truth about reedom, especially as it relates to thelink between law and conscience, cannot be contradicted.

    A wayward reedom, i it does not crash, will be orcedto correct itsel. It cannot escape the working o its ownnature, and its own origin and purpose. It might take cen-turies, wars, pain, blood, but it cannot go against itsel in-

    definitely.Recently, I read that the Asia-Pacific population is

    slowing down. In act, it is eared to start shrinking. It isnearing below-replacement-level. Te region is joiningother ageing nations in the West.

    Te culprit? Te vicious contraceptive mentality, anabuse o reedom, is taking its toll. Some countries affectedby this disease are desperate in reversing the trend. Letspray or them.

    Meanwhile, it is also reported that countries that stillhave high population growth are expected to perorm welleconomically and to ride out the storm o our worst globaleconomic crisis to date.

    But do you think many people will realize this? I havemy doubts. Tey would rather be scared to death by the

    highly speculative, suppositional, i not rash threat o glob-al warming. Oh, well.

    Tus, it is important to educate everyone about the realcharacter o reedom. And or this, the core o how ree-dom is lived by connecting ones conscience with an objec-tive law should be understood well.

    Sad to say, a dense and almost impenetrable og o ig-norance and conusion surrounds the understanding othis matter. Have you, or example, heard o such thing aseternal law, natural law, and natural moral law?

    Te common belie is that these concepts have notstepped out o the ivory tower ever since they were con-ceived. And no one seems to be concerned. No one is do-ing anything to correct, even i people, on the other side,have gone overdrive in knowing technical items even to

    Deep within his conscience man discovers a law whichhe has not laid upon himsel but which he must obey. Itsvoice, ever calling him to love and to do what is good andto avoid evil, sounds in his heart at the right momentForman has in his heart a law inscribed by God (1776)
