    Featuring...

Hi! I’m John Bergman; now retired from St. Louis County as a Sr. Telecommunications Engineer, and able to “give-back” to the community: I have attended some general Town meetings and have watched it’s business through that and reading all Board minutes; hold a B. A, S. degree from UMD; and am attending all Town meetings in preparation for election.

I bring my engineering and large contract skills to situations like land use / zoning conflicts, personnel contracts, etc. I have been encouraging the Board to slightly modify the existing “tower” ordinance to bring high-speed wireless to our rural resi-dents and throughout the County.

Jason Paulson - As a lifelong resident/property owner in Thomson Township, I understand the needs and challenges of the com-munity. I’ve watched it evolve from its roots as farming community to a vibrant and growing urban township. As a Marine Corps veteran I understand the value, and challenges, of civic duty to our community. As the Facilities Manager at the Port of Duluth, I manage a state agency budget, which stresses transparent spending to meet realistic goals.

We need to refresh our township comprehensive plan. We have 64.5 miles of roads in this township, of which 21 are black-topped. We’ve sold just under half the lots in the business park. A younger community desires greater recreational opportunities with trails that keep children safe. Our law enforcement is sub-contracted, it is important we maintain a police presence within the community.

Town Board elections will take place with the general election on November 8.

    • There are two (2) candidates for Seat D. You can vote for one (1) (Jason Paulson. John Bergman)

    • There is one candidate running unopposed for Seat C (Bill Gerard)

of paving on Harmony Drive. Motion carried. The residents of Harmony Drive previously petitioned the Town Board to have the second layer of blacktop laid on Harmony Drive in Serenity Woods Subdivision. Five residents were present at the hearing. One resident sent an email in support of the project. Three quotes were received for the project with the low quote coming from Kiminski Paving. Discussion was held on the project including what the assessment amount would be for each benefitted parcel. Discussion was also held on what parcels would be included in the assessment. Two parcels not in the subdivision will also benefit from the paving. One resident stated that he paid for paving when he purchased his lot, before the developer went bankrupt. A hand count was taken of the residents present and those that had emailed. Four residents were for the project with two unsure or opposed. The assessment process was explained. It would be a ten year assessment on the property taxes at 8% interest. The assessment can be paid in full at any time. The decision was made to include 14 properties in the project but the Town would cover the amount for the existing house on Martha Drive. This would lower the other assessments to approximately $ 2,350 per parcel. A motion to close the hearing and reconvene the regular meeting was made at 7:22 p.m. by Gerard with a second by Janke. Motion carried. A motion was made by Janke with a second by Compo to proceed with the laying of the second lift of blacktop on Harmony Drive with the project costs to be assessed to the property owners. Motion carried. A question was asked regarding the Town’s policy to not allow a garage to be built without a primary residence first. It was explained that if a letter, stating that the primary residence will be built within two years, is included in the building permit application, the garage application would most likely be approved. A motion to adjourn was made at 7:26 p.m. by Gerard with a second by Janke. Motion carried.Respectfully submitted, Rhonda Peleski, Clerk/Treasurer Terry Hill, ChairpersonTown of Thomson

ConferencesFall Parent/Teacher Conferences will be held on Monday, Novem-ber 7 and Thursday, November 10 from 3:30-7:00 pm. Please be sure to look for information regarding individual conference times com-ing home with your child soon.

FAST AssessmentDuring the month of Septem-ber, your child was assessed us-ing FAST Assessments. In the past we have used NWEA Map Test-ing as our assessment tool in the Fall, Winter and Spring. We have made the change to FAST Assess-

ments this year and are very excit-ed about the results we are seeing.

FAST is an adaptive measure of broad reading and math that is indi-vidualized for each student, but may be individually or group adminis-tered in about 30 minutes. Reading items tap a variety of skills including concepts of print, phonemic aware-ness, phonics, comprehension, and vocabulary. The reading assessment aligns closely with the Common Core Standards. Math items include a va-riety of skills including counting and cardinality, operations and algebraic thinking, number and operations in

base ten, numbers and operations, measurement and data, and geometry.

Look for information about FAST the the Fall Conferences.

Warm ClothesWith temperatures dropping as win-ter quickly approaches, students need to be prepared for any type of weath-er. Please ensure that your child is dress appropriately for the colder weather. We are outside for morn-ing recess and after lunch. Your help in this matter is greatly appreciated.

Winterquist PIE Meeting MinutesOctober 10, 2016The meeting began at 6:30 in the library with introductions. Lots of people in attendance! Welcome to everyone.Nadine presented the treasurer’s re-port. The total balance in the account is $45,450.43. The deposit from the fall fundraiser was $21,228.00 – we have not received the bill yet so that has an outstanding amount. The profit from this first sets the teacher request fund for the next school year and any additional profits will go to the general fund. We are checking into bringing in a MN Science Mu-seum experience and will be present-ing that in the coming months.Fall Fundraiser: Delivery date will be October 18th on the playground. Please make sure if you placed an order you come between 3:00 and 6:00 as this year there is no school the next 5 days to send items home with students! The total amount sold was $21,228.00 of that our profit is about $8,500.00 – these amounts do not include any on-line or late orders. We will have a more accurate update next month.Conferences are Monday 11/7 and Thursday 11/10. Heidi was informed the spaghetti dinner has been moved and will not be happening during a conference night. After some discus-sion it was determined we would like to purchase some pizza from Esko-mo Pizza Pies on Monday night and do the taco bar pot-luck on Thursday. A sign-up sheet was passed around but we are looking for more volun-teers. If you would be interested in donating to the pot-luck, please con-

tact Heidi at [email protected] or calling her at the school. As we were on the subject of food, it was brought up that we should do doughnuts for the bus drivers again. A motion and a second was made and this passed. Mr. Harker will purchase doughnuts and deliver them again. Amber Berg did some research on t-shirts and sweatshirts and was look-ing for some input if there would be interest in dri-fit shirts and sweat-pants. After some discussion she will look into more specific options and come to the next meeting. Tabled un-til the November meeting.Hats – Heidi and Karen did some re-search on new stocking hats. There were 2 different styles presented and it was determined to go with the grey and blue striped hat with the fleece lining. The supplier has a 2 week turn-around time from order. A mo-tion and a second was made to order hats to sell in time for Christmas, this was passed. Heidi will have them or-der hats!Elementary Art - Ms. Weizenegger attended to provide an estimate for supplies for the new art classroom. She presented two estimates – one for $1152.12 for paper and other sup-plies and a second with two estimates for art related books $600.00 from Amazon or $420.00 from Barnes and Noble. These books will stay in the classroom to be used by students when they finish a project early. As we had allocated funds for this last year there was a motion and a second to approve the purchase of art sup-plies and books and this passed. Swings – Mr. Harker did some re-search on replacing the swings on the playground and found 2 vendors. After some discussion there was a motion and a second to spend up to $1,200.00 on replacement swings and chains.Thank you letter for 5k – Karen will get this done this week.Lego robotics –the advisors for the new Lego robotics club requested $500.00 to assist in start-up funds for

this new elementary group. The costs involved to get this club started is around $2,000.00 for the purchase of 2 kits, team registrations, and a lap-top. They have requested donations from local businesses but have come up a little short and wanted to see if PIE would be interested in contrib-uting. This club is for 5th -7th grade students. After some discussion there was a motion and a second and this passed. We look forward to hear up-dates on how their year goes!Teacher Requests - There were 4 teacher requests this month:1. Miss Uecker requests $255.32

for two Hokki stools and 1 in-flated stability wobble cushion. She has some of these stools in her classroom already and would like some more as they help stu-dents. There was a motion and second and this passed.

    2. Ms. Hallsten requested $216.00 to purchase 2 Hokki stools as she has some students that these movement chairs would benefit. This was presented together with request #1 so it also passed.

    3. The 5th grade teachers requested $825.08 to help keep the cost down for the annual ELC trip this year. As this grade is larger they will need 3 busses this year. This is an annual request. There was a motion and a second and this passed.

    4. Last was Ms. Vesel-Johnson for $840.00 to assist with the rental cost of the roller-skating. This is an annual request. There was a motion and a second and this passed.

Open discussion: Some parent have done some research on Gaga ball and wanted to know if this is something that can be added to the playground area at the school. The cost is rela-tively low for equipment needed to construct the area. More research is needed as to where this can be placed. Mandy and Mr. Harker will work on this and come to the next meeting with more information. As there were no further items on the agenda the meeting was adjourned.Next meeting will be November 14th at 6:30 in the library – we hope to see YOU there!!

Parent-Teacher ConferencesThe end of the first marking pe-riod at Esko High School is Fri-day, November 4, 2016. Following

this date is the first round of par-ent-teacher conferences, scheduled for Thursday, November 10. Con-ferences are typically held in the varsity gym from 3:30 to 7:00 p.m. Because our varsity gym is under-going bleacher renovation during the week of 11/7, conferences have been moved to teacher classrooms. We will have student assistants on campus guide parents from room to room. Typically, parents move from teacher to teacher (depending on availabil-ity) for a 5 minute check in about their student’s progress. For issues that require more than 5 minutes to discuss, parents are encouraged to set up a meeting with an individual teacher or group of teachers for an-other date and time. We will main-tain the same style of conference while adapting these to teacher class-rooms to accommodate for the reno-vation.. Many parents appreciate and utilize Canvas and the EHS Campus Par-ent Portal to monitor student grades throughout the quarter, but this ser-vice is not designed to replace the important face-to-face communica-tion that parent-teacher conferences offer. Conferences are essential for

maximizing student success through parent-teacher collaboration. We look forward to seeing you there.Report cards are available for par-ent pick up at conferences. Students may pick up paper copies of report cards beginning on Friday morning, November 11. 1st marking period grades will be posted for electronic view on the EHS Parent Portal by Tuesday morning November 8. Pa-per copies of report cards are not mailed, unless by special request to the high school office. School Climate and Bullying Pro-hibitionEsko High School is known for its positive and safe learning environ-ment, but students do experience a normal level of peer conflicts for ad-olescents and young adults. Adults who work in our school take serious-ly the duty of supporting students in working through and learning from difficult interactions with friends and classmates and in stopping un-acceptable behaviors. To assist stu-dents and staff in handling incidents that rise to the level of bullying, the Esko School District and Esko High School follow a policy that matches the requirement of the 2014 Min-nesota Safe and Supportive Schools Act. That policy is included for your information below:Esko Public Schools Policy 514, meets the requirements of the Min-nesota Safe and Supportive Schools Act. It expressly prohibits bullying, and outlines the definitions, proce-dures and regulations for bullying prevention and intervention.

Bullying is intimidating, threatening, abusive, or harming conduct that is

objectively offensive. It involves an actual or perceived imbalance of power between the student engaging in the conduct and the target of the behavior, and the conduct is repeated over time. The conduct materially and substantially interferes with the student educational opportunities or performance or ability to participate in school functions or activities. Not all negative interaction between or amongst students constitutes bully-ing.This conduct may involve, but is not limited to intimidating, threatening, abusive, or harming conduct that causes physical harm to a student or property, violates student privacy, defames a student or constitutes in-tentional emotional distress. Prohib-ited conduct involves that directed a any student or students based on actual or perceived race, ethnicity, color, creed, religion, national origin, immigration status, sex, marital sta-tus, familial status, socioeconomic status, physical appearance, sexual orientation including gender identity and expression, academic status, stu-dent performance, disability, status with regard to public assistance, or age.Every effort is made to provide Esko High School students with a safe and supportive learning environment. When bullying is witnessed and/or identified a remedial response with follow that will follow the school disciplinary procedures.A person who engages in an act of bullying, reprisal, or false reporting of bullying shall be subject to disci-pline for that act in accordance with school district’s policies and proce-dures. Consequences for students

who commit prohibited acts of bul-lying may range from positive be-havioral interventions up to and in-cluding suspension and/or expulsion. Second by Compo. Motion carried. A letter was recently received from the Insurance Services Office (ISO) regarding the Town’s Public Protection Classification. Joe Jurewicz from MSA was present with a proposal for putting together plans, getting quotes and overseeing repairs at the Molly Lane retention pond, It was decided that MSA would put together a brief plan and the Road Foreman would oversee the repair work. An estimate for laying the second lift of blacktop on Harmony Lane was received. It doesn’t list tack as being included. Peleski will follow up with the contractor. Jurewicz will also get quantities so a second quote can be obtained. A motion was made by Compo with a second by Gerard to schedule an assessment hearing with the residents that will benefit from the improvements for Thursday, September 1 at 7:00 p.m. Motion carried. Discussion was held on the DEED grant that’s being applied for to help with the paving in the business park. The County is the applicant and they need to take ownership of the project. A motion was made by Compo with a second by Gerard to give the Boards approval for the grant application. The Town’s portion for the project is $ 112,500. Motion carried. A motion was made by Gerard with a second by Compo to approve the new water agreement with the City of Cloquet. Motion carried. Bob Draeger was present from the Firefighters’ Relief Association to present his annual reports for the State. The Town is not required to make any contribution this year and there will not be a request to increase the annual payout benefit for retiring members. Discussion was held regarding the water supply at Northridge Park. The annual water tests done this year come back with higher than acceptable levels of nitrates in the water. The water has been treated three times with bleach with no change. It was suggested that A & T Pump be contacted to see if they can flush it out better. Peleski will follow up with them. Discussion was held on employee health insurance coverage. A motion was made by Compo with a second by Gerard to approve the renewal of the insurance coverage plan # 645 with Blue Cross/Blue Shield. AUGUST 18, 2016Present: Terry Hill, Ruth Janke, Bill Gerard, Rhonda Peleski, Sara Jankofsky Absent: Dave Sunnarborg, Tony Compo Chairperson Hill called the meeting to order at 6:30 p.m. in the Town Board Room at the Town Hall. Janke made a motion to approve the minutes of the previous meeting. Second by Gerard. Motion carried. Gerard made a motion to approve the current vouchers in the amount of $ 144,597.26 (Check #’s 41466 –41495) to pay payroll and due bills and electronic payments in the amount of $ 5,133.34. Second by Compo. Motion carried. July receipts in the amount of $ 802,251.79 and July fund balances were reviewed. A Northwoods Trail resident was present to discuss what his options are for selling a parcel of land that he owns. The parcel also uses Northwoods Trail for access. Because there are already five houses using the road, no additional new home permits will be issued unless the road is brought up to Township specifications. It was explained that the Board is limiting the

number of houses on private roads due to concerns for public safety and the ability for emergency vehicles to access properties. It was also noted that there is no road maintenance agreement in place between the property owners. It was suggested that he speak to the others on the road to see if they’ll share the cost. The road easement will also be looked into to see what parcels benefit from the easement. The 2017 levy that was approved in March at the Annual Town Meeting was reviewed. The Annual Meeting will be reconvened on August 23 to make any changes that are needed before the levy is certified to property taxes. Peleski suggested that money for an additional road crew employee be moved from the Business Park Debt Service Fund to the Road and Bridge Fund to cover this expense without increasing the levy. This will be discussed further at the August 23 meeting. A letter was received from Chief Kevin Schroeder from the Cloquet Area Fire District inquiring whether the Town Board intends to continue to support the Advance Life Support (ALS) ambulance service that the fire district provides. It is the Board’s intent to continue to support ALS coverage through the fire district. A police committee meeting will be scheduled for September 7 to review the proposed agreement with Carlton County Sheriff’s Department for law enforcement services. The sale of four lots in the Business Park to Old Dominion should be complete on August 24. The personnel committee will meet before the reconvened Annual Meeting to discuss employee wage increases. The road crew is currently working on East Stark Road in preparation for paving next year. A motion to adjourn was made at 7:32 p.m. by Janke with a second by Gerard. Motion carried.SEPTEMBER 1, 2016Present: Terry Hill, Ruth Janke, Bill Gerard, Tony Compo, Rhonda Peleski, Sara Jankofsky Absent: Dave Sunnarborg Chairperson Hill called the meeting to order at 6:30 p.m. in the Town Board Room at the Town Hall. Janke made a motion to approve the minutes of the previous meeting. Second by Gerard. Motion carried. Compo made a motion to approve the current vouchers in the amount of $ 21,459.96 (Check #’s 41496 - 41522 ) to pay payroll and due bills and electronic payments in the amount of $ 6,307.77. Second by Gerard. Motion carried. The paving of the roads in the Business Park is out for bids. They will be opened on Sept, 13 to be reviewed by the Board at the Sept. 15 meeting. The law enforcement committee will meet on September 9 to review the proposed agreement with the Carlton County Sheriff’s Department for police coverage. The driveway on Larson Road where a gate will be installed first needs to be surveyed. MSA will have their survey person do the work when he’s in the area. WLSSD will hold a hearing on Thursday, Sept 15 to take public comment on a proposed ordinance change regarding inflow and infiltration (I &I). The changes would require that any building that’s being sold or transferred would need to be inspected for I & I and a certificate of compliance be issued. All municipalities would be responsible for the inspections. The Town’s engineer will represent the Town at the hearing and express the concerns with the amendment. Two STAR grant applications have been submitted to the DNR for review. One would help cover the costs of updating the comprehensive land use plan. The other is for updating the facilities at Northridge Park. The water at Northridge Park has not passed the MN Department of Health testing this year and has not been drinkable. Since it’s so late in the year, the water and well will be sterilized in the spring. The refrigerator in the community room has not been working since early August. It was purchased two years ago and is no longer under warranty. Peleski has been in contact with Whirlpool and they will not assist with the cost of the repairs. Daugherty Appliance will contact their sales representative to see if there is anything that can be done. The repairs are estimated at just over $1,000. Jankofsky has been working on the easement for the drainage culvert on Maple Drive that is need of repair. The road crew continues to work on E. Stark Road to prepare it for blacktopping next year. At 7:00 p.m. a motion was made by Gerard with a second by Janke to adjourn the regular meeting and open the assessment hearing for completion Town Board minutes cont. on page 10
