Reprocurement – the Headlines
• Preferred Bidder announced as IBM on 10/12/14
• Current contract with McKesson extended until
November 2015
• Reprocurement page on ESR website
• ESR-NHS0116 document on KBase sets out new
requirements for ESR
• Development window for essential requirements is
0-12 months from transfer of solution
What happens next - how it looks for 2015
• 2 Projects – “Transition & Operate” and “Enhance”
• Transition & Operate – ensures the safe transition of the
service from McKesson to IBM on 31st Aug, and delivers the
ongoing ESR service and ‘contracted change’ projects
• Enhance – delivers the functional changes (the change pipeline
with 16 contracted work packages)
• Contract Term
• Initial term 5 years from Operational Service Commencement
Date - OSCD 31st August 2015 to 31st August 2020
• Contingency extension available 2 years: to 31st August 2022
How it will work ?

Timeline March 2015 – 1st April 2016
Trusts heavily involved with Test and Focus sites
already selected to help develop the system
First workshops were in Feb and had very
positive feedback
They will work closely with the NHS Central
Team and IBM over the coming months
Very much a User driven process !
ESR key Requirements
Must deploy most up to date technology with regard to
any user interface and reflect current trends, eg:
Web Centre/Web2.0
Social Networking
Mobile Devices
Must allow elements of local flexibility in terms of colour
scheme, branding, etc.
ESR key Requirements
Must include a dashboard front end for user access. The ‘portal’ should be the access point for all users of ESR and display key information relevant to the user’s profile.
The portal must be able to have elements of national and flexible local configuration to allow for, but not restricted to:
Deployment of KPI – including related to Education Policy messages – local and national Local intranet links System Broadcast messages – ie to Learners Links to other systems Web conferencing

Other essential features include:
Solution ‘Workflow’ must be deliverable by e-mail
Ie Manager approval of enrolment on a class
Access to self service and e-Learning must be made possible from a secure internet connection without the need for a separate Login/password
Must support self service access that allows flexibility around managers who job share – eg multiple supervisors per assignment
ESR other key Requirements
Other essential features include:
Any comments entered into the Self Service application to support requests for change (for example) must also be transferred and recorded in the core solution for reference and audit purposes
Payslips and P60s should replicate the paper payslip exactly
Full purging/archiving solution to meet the retention of records requirements of the NHS. This should extend to all database items and not just employee records (e.g. OLM Catalogue).
