transport. In Shan State 13 bridges which

are 180 feet and above and a lot of small

bridges have been built.

Peace and stability, better transport

and flow of commodities contribute towards

the socio-economic progress of a region. A

large number of roads and bridges are being

built nationwide. Now 5,560 miles of roads

have been built along with 229 bridges in-

cluding Mongpun Bridge which are 180 feet

and above long.

It is the duty of local people to help

maintain the bridges in all parts of the coun-

try that can enhance national development

and promote socio-economic life of national

brethren.

Poll shows Chavez in tight Venezuela referendum fight

S Korean submarine joinsmilitary exercise near Australia SEOUL, 27 Nov— The

South Korean Navyannounced Monday thatit has dispatched a 1,200-ton submarine to aninternational submarinerescue exercise held offthe coast of Australia.

“The 1,200-ton LeeEok-gi Ham is taking partin the exercise that kicksoff on Monday for a 12-day run,” said a Navyspokesman.

“The training is topromote cooperation andinteroperability in the fieldof submarine rescue,” thespokesman said. Accord-ing to the Navy, theexercise, named as “Pac-ific Reach 2007”, will becomposed of nine coun-tries including the UnitedStates, Japan, Singapore,South Korea, Australia

and other countries in theregion. The exercise wasstarted in 1999 and hasbeen held on an irregularbasis. Its venue rotatesamong the participatingnations. South Koreahosted the submarine drillsin 2004 in the waters nearthe country’s southernresort island of Jeju.

media in emergencies. Chavez, who refuses to

scrap term limits for otherofficials, would have toleave office in 2013without the law change.

But pollsters sayChavez remains popularand could still win byactivating a state-backedget-out-the-vote mac-hinery that in the past hashelped secure resoundingelection wins.

Forty-six per cent ofVenezuelans who said theywill vote on Sunday planto vote “No” while 45 percent will vote “Yes,” athree-point swing since apoll earlier this month,Hinterlaces said. Typhoon “Mitag’ death toll in Philippines rises to 12Quake measuring 4.3hits New Delhi area

NEW DELHI, 27 Nov—An earthquake measuring 4.3hit the Indian capital and its surrounding areas at dawnon Monday, shaking high-rise buildings, the weatheroffice and Reuters witnesses said.

The epicentre of the tremor, felt at 2313 GMT, wasnear the border of New Delhi and the neighbouring stateof Haryana, which surrounds the capital on its north,west and south. The US Geological Survey put the timeof the earthquake at 2317 GMT and said it measured 4.6,and was at a depth of 10 kilometres (6.2 miles).

One local TV channel said there were some cracksin buildings near the epicentre but the report could notbe independently confirmed. There were no reports ofany major damage elsewhere across the city of 14million people.—MNA/Reuters

MANILA , 28 Nov—Typhoon “Mitag” has killedtwelve people as it is on its way to exit the Philippines,the national disaster relief agency said Tuesday.

The National Disaster Coordinating Council said ina report that at least four others remain missing whileone was injured by typhoon-triggered calamities.

“Mitag” affected at least 100,588 families or 443,109people from 899 villages from 121 towns in 19provinces in Luzon Island in North Philippines andcentral Visayas region.

About 45,000 families or 201,329 people have beenbrought to 668 evacuation centres to avoid greaterloss, the report said. The Agriculture Department,meanwhile, estimated 6,075 hectares of crops worth109.648 million pesos (2.55 million US dollars) weredamaged, including 2,671 hectares of rice and 1,973hectares of corn.—MNA/Xinhua

Report finds US capital hassevere HIV epidemic

WASHINGTON, 28 Nov —Washington, DC, has the highest rate ofAIDS in the United States, and morebabies are born with the AIDS virus inWashington than in other US cities,according to a report released on Monday.

People living in Washington alsoare not getting tested for HIV and showup with advanced infections that progressquickly to AIDS, the report by city healthofficials found.

The report found that Washington,

with a population of around 600,000people, has a rate of 128 AIDS cases per100,000 people in 2006, compared witha national rate of 14 cases per 100,000.The city accounted for 9 per cent of allpediatric AIDS cases in the United Statesduring 2005.

3,000 fishermen feared killed bycyclone in Bangladesh

BANGKOK, 27 Nov—Thailand will earn about 500billion baht (14.7 billion US dollars) from tourismrevenue, an increase of 10 per cent from last year,according to a recent report issued by KasikornResearch Centre (KRC).

Some 14.2 million foreign tourists are expected tovisit Thailand in 2007, up 3 per cent from 2006, thereport said. The leading think tank’s report saidThailand’s tourism had begun to improve during thesecond half of 2007 due to several positive factors.

The positive developments are rooted in theincreased transparency in the political sector, with ageneral election to be held on 23 December, activitiesto celebrate the King’s 80th birthday on 5 December,and the annual Loy Krathong festival which is beingcelebrated by Thais nationwide on 24 November.

duties on most cerealsBRUSSELS, 28 Nov—The European Commission

Monday proposed suspending import duties on mostcereals in response to the exceptionally tight situationin the European market and record-high prices.

Under the proposal, import duties on all cerealsexcept oats will be suspended for the current marketingyear, which ends on 30 June, 2008.

“I hope this proposal will help facilitate cereal importsfrom outside the European Union (EU) and reducetensions on European grain markets,” said MariannFischer Boel, the EU Commissioner for Agricultureand Rural Development.

The EU still applies import duties to certain types ofgrains in order to balance the market. However, theEuropean cereals markets has seen a spectacular upsurgein prices since the start of the current marketing yeardue to a poor harvest and tight conditions on the worldmarket.

In 2007, unfavourable weather conditions reducedthe harvest and overall EU production is estimated at256 million tons, a drop of 10 million tons or 3.5 percent from the already modest harvest in the previousmarketing year.— MNA/Xinhua

Today, Myanmar tra-ditional medicines havewon greater trust and reli-ance of the people. So, it isneeded to place emphasison taking quality controlmeasures such as use ofpure ingredients of tradi-tional medicines, potency,and standards, and to guar-antee effectiveness.

If it is planned tomanufacture and exporttraditional medicines tomake profits, it is neededto ensure pure and potenttraditional medicines so asto enhance the image ofMyanmar traditionalmedical science.

In particular, for tra-ditional medicines to gaina foothold in the interna-

tional market, it is requiredto systematically use com-pounding methods, pureingredients and advancedmanufacturing processesand to exactly state indi-cations, quality, andnumber or net weight ofthe medicines in order thatthe exported medicines

have stable potency inpenetrating the interna-tional market.

Chinese food enterprises, which are here for aninternational food security forum scheduled for 26-27November, vowed on Sunday to improve qualitycontrol.

In a written pledge, they promised to strengthenmonitoring throughout the production process, resistusing substandard raw materials, improve managementand share quality-assurance experience and technology.

Another 300 or so domestic food companies joinedthe pledge by fax or e-mail.

China has about 448,000 food production andprocessing companies, which generated total outputvalue of 1.28 trillion yuan (173 billion US dollars) inthe first half of this year, up 29.9 per cent year-on-year.

The producers’ pledge followed government effortsto improve quality standards, which cover seafood,eggs, vegetables, toothpaste and toys.

In recent months, Chinese industries have been thefocus of numerous reports about substandard products,especially food. The scandals have included vegetablescontaining pesticide residue, fish contaminated withsuspected carcinogens and eggs tainted with theindustrial dye Sudan Red.

LAGOS, 27 Nov—Nigeria will shift focusfrom subsistence tocommercial and marketoriented agriculture in2008, according to localmedia reports reachinghere on Monday.

Salisu Ingawa, directorof Project CoordinatingUnit (PCU) underNigeria’s Ministry ofAgriculture and WaterResources, said onMonday in the federalcapital Abuja that theproject would be financedby the World Bank.

Speaking at a pre-appraisal meeting withrepresentatives of five

states, including CrossRiver, Enugu, Kaduna,Kano and Lagos, on theproject in Abuja, Ingawaurged them to meet thecriteria for its takeoff in2008.

“The level of com-pliance and fulfillment ofthese criteria by each state,just before or at appraisalof the project, will formthe basis to determine thestates that will start theimplementation of theproject,” Ingawa said.

He said the project wasdesigned to support andboost the operation ofsmall and medium scalecommercial farmers in the

sector. It is learnt that operators

of aquaculture farms withinvestment of between500,000 to five millionnaira and poultry farmerswith bird population of500 to 10,000 will alsobenefit, while livestockfarmers with at least 20heads of cattle would notbe excluded from theproject.

According to Ingawa,the project is aimed atstrengthening, expandingand increasing agriculturalproduction, capacity andmarket output of productsin Nigeria.

SHANGHAI, 27 Nov—DHL, the world’s leadingexpress and logisticscompany, inked a dealwith the Shanghai AirportAuthority on Monday toinvest 175 million USdollars on a new north Asiacargo hub at the ShanghaiPudong InternationalAirport.

British survey supports zero alcoholbefore driving

drinking before driving toend uncertainty about what

the law allows, 40 per centof motorists who drinkalcohol said in a poll onTuesday.

Forty-five per centadmitted having drivenafter drinking alcohol and4 per cent had done sofrequently.

The survey for DirectLine Car Insurance alsoshowed that one third ofmotorists do not knowhow many units of alcoholare in an average strengthpint of beer or how thatmay affect their bloodalcohol level.

Almost half were

ignorant of the potencyand effects of a large glassof wine.

Direct Line said theconfusion over how muchalcohol is “safe” to drinkbefore driving, arises fromthe fact that alcohol intakeis measured in units, whilethe drink/drive limit ismeasured by alcoholcontent within the blood.

MOSCOW, 28 Nov — PSV Eindhoven beat CSKAMoscow 1-0 in their penultimate Champions LeagueGroup G match on Tuesday to keep alive their chancesof reaching the knockout round.

Jefferson Farfan scored the winner in the 39thminute, heading into an empty net following a botchedclearance by CSKA captain Sergei Ignashevich.

LONDON, 27 Nov — Ireland, Northern Ireland, Scot-land and Wales have agreed to set up a series of threebiennial tournaments from 2009, officials said onMonday.

However, there was no mention of any involvementfor England in the joint announcement made on theFootball Association of Ireland (FAI) Web site.

The statement said the four associations had agreed"in principle" to set up the tournaments to be played ona league basis.

Universal studios to build theme park inSouth Korea

SEOUL, 28 Nov —South Korea’s Gyeonggiprovincial governmentsaid Monday that theUniversal Parks & Resortswill build a new theme parkin the province by 2012.

The Universal Parks& Resorts will sign amemorandum of under-standing on Tuesday overthe construction of aUniversal Studios theme

park at a seaside location inHwaseong, 70 kilometressouthwest of Seoul, theprovincial governmentofficial said.

The Universal Studiostheme park is expected tocreate about 60,000 new jobs,as it will feature a variety ofentertainment facilities,restaurants, hotels, exhibitionand convention centres andresort and spa centres, the

provincial government said. The theme park is

predicted to generate about2.9 trillion won (3.15 billionUS dollars) over the nextfive years, 5.5 trillion won(5.97 billion US dollars)worth of production and anannual tax income of 190billion won (206.5 billionUS dollars), the provincialgovernment said.
