Today’s session was attended by Speaker of the Pyithu Hluttaw Thura U Shwe Mann and 382 Pyithu Hluttaw repre- sentatives. During the session, nine questions were raised, one proposal was discussed and two new proposals were submitted. Two representatives asked two questions re- lated to the judiciary af- fairs and Union Chief Jus- tice U Tun Tun Oo replied to the questions. U Khin Maung Nyo of Pauk constituency asked how the Supreme Court of the Union carried out the tasks for issuing writs as the Sec- tion 296, Chapter VI, of the Constitution pre- scribed that the Supreme Court of the Union had the power to issue them writs. In the direct complaint cases, in accordance with the Section 200 of Code of Criminal Procedure, a court had to hear the plaintiff first, and after considering the facts found out and hearing, the court had to made de- cision whether the case should be accepted as the criminal one or not, he said. Enhance Literacy for AllNowadays, all the humans wish the world

peace and tranquility. They all desire to build amodern and prosperous society.

Millions of people around the globe are stillilliterate. Illiteracy somehow means inability todifferentiate what is wrong and what is right,good or bad, leading to widespread of armedconflicts, famine, hunger and so on.

At present, over 700 millions of adults areilliterates, most of whom were girls and oldwomen. Moreover, over 60 million of childrenbetween five and ten years do not have theopportunity for schooling, and over 70 millionof teenagers are also deprived of the sameopportunity.

The United Nations General Assemblydesignated the decade from 2003 to 2012 as theUN Literacy Decade. Therefore, the plan isbeing implemented effectively for all the peopleto be literates.

Myanmar on its part has been high in literacyin successive eras. The governments in theirtimes launched literacy campaigns as a nationalduty. The activities of conducting 3-Rs coursethat means writing, reading and calculatingachieved remarkable successes in all regionsand states. As relentless efforts are being madefor launching literacy campaign to be all literatecitizens, Myanmar can hit over 95 per cent ofliteracy rate in 2011.

Myanmar with high literacy rate is nowstanding tall among the countries of the Asia-Pacific Region. The education sector is realizingthe basic literacy and continuous learningprogramme through the Formal Education,Non-Formal Primary Education and InclusiveEducation. Therefore, all the people are toactively take part in implementing the Literacyfor All with momentum and raising the readinghabit for all literates.

Eastern floods force130,000 to evacuate

WILKES-BARRE, 9 Sept—Relentless rain causedcatastrophic flooding in the eastern United Stateson Thursday, killing at least five people andforcing the evacuation of more than 130,000more in three states.

Remnants of Tropical Storm Lee, days afterslamming the Gulf Coast, swamped homes andbusinesses from Maryland to New England anddropped up to a foot of rain outside Harrisburg,Pennsylvania, which declared a state of emergency.

Flood warnings were in effect in northernVirginia, Delaware, Maryland and upstate NewYork and flood watches were underway in otherareas from Massachusetts to Washington, DC,according to the National Weather Service.

LONDON, 9 Sept—Parents who lose a new babyrun a high risk themselves of dying prematurely,according to a British study published on Thursday.

Investigators delved into a random sample ofnational death registrations for the years 1971 to2006. They compared deaths among parents whohad been bereaved in the first year of a child’s lifeor whose child had been stillborn, against deathsamong parents whose baby had survived beyondthe first year.

Bereaved parents were between two and fourtimes likelier to die or become widowed in the first10 years of the child’s death compared with non-bereaved counterparts. Mothers in particular were

the participants assignedto the commercialprogramme completedit, while 51 percent ofthe “standard care”group finished theirprogramme.

Overall, individualsin Weight Watchers lostaround twice as muchweight as did those inthe other group, a meanloss of 5.1 kilogrammesversus 2.2. Among thosewho stuck with eitherprogramme to the end,the figures were 6.7against. 3.3 kgrespectively.

Participants rando-mised to WeightWatchers were also morethan three times as likelyto lose at least fivepercent of theirbodyweight.

Blind fish still‘know’ time rhythm‘know’ time rhythm

SAN FRANCISCO, 9 Sept—Researchers say animalsthat have evolved for millions of years undergroundwith no day-night cycle still have a sense of time,a US journal reported.

In a study published in the journal PLoS Biology,researchers looked at a species of cavefish,Phreatichthys andruzzii, which has lived isolatedfor 2 million years beneath the Somali desert and iscompletely blind.

While the cavefish don’t live in a 24-hourcycle, researchers said, they still have a circadianrhythm, one of as much as 47 hours in duration.

Since the normal circadian rhythm ticks alongwith a period that is not precisely 24 hours, it needsto be “re-set” by signals such as light.

“Cavefish give us a unique opportunity tounderstand how profoundly sunlight hasinfluenced our evolution,” researcher CristianoBertolucci said.

While light could reset the rhythm in “normal”fish, it failed to do so in the blind cavefish.

Thai flood death toll rises to 78BANGKOK, 9 Sept—A total of 78 people

were confirmed killed by the flash floods andlandslides in northern and central part ofThailand on Friday, while almost 30 businesseswere seriously suffered by the floods.

The department of Disaster Prevention andMitigation said the province that has the mostdeath reports is Phichit Province where 21people died in floods caused by rains that havepummelled the upper portion of Thailand. Theflash floods and mudslides in northern andcentral provinces of Thailand caused by heavyrainstorms that have hit about 14 provinces formore than three months.

The monsoon also prevails over theAndaman Sea, Thailand and the Gulf ofThailand, according to the department. Thelatest deaths are reported in Uttaratid, wheresix people were killed and another is missing

after landslides occurred on Friday morning,making the death toll of the province rise toseven. The department estimates that about2,300 quare metres of farmland have been hitby floods. Meanwhile, about 6,700employees of 27 businesses have had seriousproblems this week because of the floodingin the provinces, according to LabourMinistry Permanent Secretary SomkiatChayasriwong.

The official said the ministry’s assistancecentres in those provinces along river basinsin the central region have reported on thenumber of workers affected by the floodingfrom Monday to Wednesday this week.

Somkiat said the ministry had alreadyapproved house repair loans for 190 workers,worth a total of 9.5 million baht (about 316,000U.S. dollars). He added that the ministry hadcoordinated the efforts of governmentagencies in providing them assistance,including the distribution of essentialcommodities and loans for house repairs.

Women spy on partners’online profiles twice as

much as menLONDON, 9 Sept—A new survey has suggested that Britain has

become a ‘nation of snoops’ where one in five women spy on theirpartner’s online accounts.

During the survey by security software firm Norton, womenadmitted that they have accessed their partner’s emails or messageson social networking services such as Facebook without theirknowledge, whereas only one in 10 men admitted doing the same.

While almost 15 percent of British women revealed that someinformation that they had found in their partners’ online profilesprovoked arguments, only seven percent of men encountered thesame situation.

The findings were one of several indications that people’sethical standards may slip online.

“Our research raises some serious questions around privacyand the boundaries people are willing to cross in their own onlinedealings,” the Telegraph quoted Simon Ellson from Norton assaying.—Internet

After listening to the facts found out duringthe questioning by a court and investigation by thepolice in accordance with the Section 202 of Code ofCriminal Procedure, the court had to decide to dis-charge the defendant if it found the complain wasgroundless, he said.

In the cases of direct complaint, it could found thata plaintiff, hiding the truth of case, could lodgecomplains that could support to charge a defendant,he said. The direct complaint could not be accepted asthe criminal cases if the defendant applied the court todischarge the complaint when important facts that

were hidden by the plaintiff were found out at thecourt, he said. If it was found that the condition was notenough to charge a criminal case, a court had to use thepower vested in the Section 561- A of the Code ofCriminal Procedure to discharge the complaint toprevent the abuse of the judiciary machinery and toprotect the judiciary pillar. The power vested in theSection 561 of Code of Criminal Procedure which hadbeen exercised by the High Court in the past, but todayregion or state courts exercised it, he said.

He continued to say that filing criminal casesbefore they were brought to a court was within therights of the institutions which lodged the cases, andwhen the cases were taken to the court, the handlingthe cases were within the rights of the court. Officialspermissions had been given to investigate the casesduring the filing period and during trial whether casesshould be accepted as the criminal cases or not, headded. In his conclusion, Union Chief Justice U TunTun Oo said the courts had been taking measures inaccordance with the rules and regulations not to file acriminal case which was deserved as a civil case andnot to cause a defendant to make clarification at thecourt unnecessarily.

Afterwards, six representatives asked six ques-tions and Union Construction Minister U Khin MaungMyint answered them.

U Aung Kyaw Soe of Natmauk constituencyasked the Union Minister whether the ministry hada plan to construct concrete culverts across theThatkekyin Creek and the Taguntaing Creek on theNatmauk-Magway Road Section and the WahkhotCreek and the Kywemakya Creek on the Natmauk-Pyawbwe as the creeks had sandbanks even in thesummer causing hindrance to vehicles.

Union Minister for Construction U Khin MaungMyint said the ministry had already upgraded thePyawbwe-Ywamon-Natmauk-Magway Road linkingMagway and Mandalay regions in the 2010-2011fiscal year. While the road was being upgraded, two

conduits and six concrete culverts had already beenconstructed on the road. Over 53 per cent of theconstruction of the iron-reinforced concrete bridgeacross Kyarhtoo Creek had been completed and 60per cent of the 553 ft long culvert across the WahkhotCreek on the Natmauk-Pyawbwe Section in the 2011-12 fiscal year. The Ministry had a plan to constructconcrete culverts on remaining the Thatkekyin Creek,the Taguntaing Creek and Kyawemakya Creek in the2012-13 fiscal year.

U Kyaw Naing Htay of Indaw constituencyasked the Union Minister where the ministry had aplan to construct bridges across the Sawmaw Creek,the Narakhaung Creek, the Natmahot Creek, theKhuntan Creek, the Nantthe Creek, the KunchaungCreek and the Aikma Creek on the Shwebo-Myitkyina Union Highway.

The Union minister replied that the ministry had

plan to construct bridges over the 200 ft long KhuntanCreek, the 500 ft long Natmahotkyi Creek and the 120ft long Hlweseik Creek and to construct culverts overthe 150 ft long Aikma Creek, the 300 ft long KwinCreek, the 200 ft long Nantthe Creek, the 350 ft longNarakhaung Creek and the 300 ft long SawmawCreek on priorities depending on the budget.

There are 815 conduits and bridges on the 168mile long Shwebo-Myitkyina Union Highway and 65bridges need to be repaird and 12 bridges need to beupgraded, the minister said in his answer.

U Tin Myint of Taze constituency asked theUnion Minister whether the ministry had a plan toupgrade the damaged 105 miles and 4 furlongs longYeU-Taze-Kalewa Road to an all-weathered road.

The Union minister replied that the ministry had torepair the road section between the Taze and Thakekyinin every opening season as the road section was totallydamaged due to the trucks loaded with logs.

During the meeting of the Sagaing Region Gov-ernment and Myanma Timber Enterprise on 8, July,2011, the ministry suggested not to use the roads of theMinistry of Construction for transportation of logs andto use the Chindwin River and the rail transportation.Only then, could the ministry carry out roadwork, theminister said. The Ministry had a plan to seek budgetin the 2012-13 fiscal year for the roadwork on theYeU-Taze-Kalewa Road and would carry out theroadwork.

Afterwards, U Aung Kyaw Oo of YeU constitu-ency asked the ministry where it had a plan topractice the clear system for collecting tax at tollgates as the businessmen who collected tax for roadand bridge use permitted the trucks which wereloaded with extra tons of loads after collecting moretax than fixed fee, damaging roads and bridges.

The Union minister replied that the Ministry ofConstruction had permitted businessmen to run 261tool gates under the tender system for the 2011-12 fiscalyear under the supervision of the regional and state

governments concerned. They were permitted to collecttax only after they paid the tender fee to and signedcontracts with the Public Works of the Ministry ofConstruction.

The Union Minister continued that fixed rates of tolland actions against overcharging are enshrined in road/bridge auction agreements and that on 12-5-2011, theMinistry of Construction met bidders for 2011-2012fiscal year and explained that they will be warned forovercharging for the first time, for the second time, theministry will close auctioned toll gates for one monthperiod during which the ministry will collect the tollsand hands over the toll gates to bidders after that periodand that bidders will be cancelled for the particular fiscalyear if they commit such act for the third time.

However, he said that some toll gates charge morethan fixed amount and that 12 toll gates were closed forone month; that to ensure less damages to roads andbridges, actions are taken against overloaded vehiclesunder the arrangements of Region/State chief ministersand roads and bridges security and discipline enforce-ment teams of the Ministry of Construction who also giveeducative talks to drivers to load vehicles in accordancewith ASEAN standard and fixed amount of loads (vehi-cle &loads) based on axles of vehicles.

The Union Minister said that tolls for using roadswere fixed since July, 1997 and were not changed for14 years till 2010; that bridges were divided two kinds,one normal and the other project bridges, and twokinds of tolls collected for two kinds of bridges werefixed since May 2004 and were not changed till 2011for seven years; that current tolls for private vehicles isfixed at K 2 per mile basically and K 50 per bridge andK 100 per project bridge according to kinds of vehicles;that new charging system is based on number of axlesand allowance of loads; the new toll-collecting system atauctioned toll bridges and roads have been confirmed atthe meeting of the Union Government; the new systemis simpler than the previous one and toll-collection forusing roads and bridges will come into effect soon.

In doing so, the Union Minister added that overloadedvehicles will be fined and vehicles which are temporarilyallowed by the Ministry of Construction to carry additionalloads for public interests will be charged three times morethan normal charges for a mile depending on number ofaxles and kinds of vehicles; and that vehicles that carrymore than permitted additional loads will be charged tentime more than normal charges.

He continued that tarred roads which are con-structed to have a lifespan of 10 years are damagedwithin 10 months due to overloaded vehicles, causingheavy losses to the nation; that people should abide bytraffic rules so that roads constructed by the State canbe used for a long time, said the Union Ministerpromised that his ministry would strive for provisionof smooth public transportation.

Myint Than of Ye Constituency about “whetherthere is a plan to repair the road from Thanbyuzayatto Ye and where tolls are used in instead of repair-ing the damaged roads as there are about five tollgates in Ye Township alone which are alwayscharging vehicles for passing through them”, theUnion Minister said that Thanbyuzayat-Ye roadsection in Mon State is of asphalt facility with 56miles and two furlongs in length; that the ministry hashired Aye Ko Family Construction Co Ltd to maintainand upgrade 112 miles and six furlongs longMawlamyine-Ye-Mahlwetaung road section underBOT system since 16-3-2010; that currently thesection between Thanbyuzayat and Ye is in morecritical condition and the ministry has instructed thestate superintending engineer to closely supervisethe company in reconstructing and upgrading of thesection.

The Union Minister added that Thanbyuzayat-Ye section is 12 feet wide and only 20 feet wideincluding the shoulders; that the road will be widenedfurther 12 feet to a 24-ft tarred facility which canwithstand 60 tons load; that the width of the roadsection including the borders will be widened to 40ft on the plain and to 34 ft on the hilly areas; thatmeasures will be taken for smooth transportation onthe old road while the new one is under construction;that the road section was severely damaged becausethe Construction Ministry had complete loads ofconstruction works within 1 year and six months inaddition to heavy rainfall and weakness of the foun-dation; the ministry has done minor repairs on thesection on 2-9-2011 and now vehicles can runsmoothly on it.

In response to question of U Myint Soefrom Pyawbwe Constituency about “whether thereis a plan to connect Yangon-Mandalay Highwayin the west of Pyawbwe in Mandalay Region andPyawbwe-Natmauk-Magway at the junction ofthe two roads like in other towns for publicconvenience as Pyawbwe-Natmauk-Magwayroad is blocked at the junction.”, the Union Ministersaid that the junction lies where mile post No. 262/2 on Yangon-Mandalay Highway and mile postNo. 17/5 on Pyawbwe-Ywamon-Natmauk roadmeet; that plans have been drawn to construct theroads linking the highway and Pyawbwe-Ywamon-Natmauk road at the junction in 2011-2012 fiscalyear; that road linking Yangon-Mandalay Highwaywith Pyawbwe will be constructed as 50-ft wide and935-ft long concrete facility and road to Natmaukwill be constructed as 50-ft wide and 900-ft longfacility.

The Union Ministeranswered that Mandalay-Myitkyina railroad is up-graded yearly depending upon the funds; that for2011-2012 fiscal year, the ministry has received afund of K 350 million and is repairing and upgradingrailroads according to list of priorities; that Meza-

Union Minister for Agriculture and IrrigationU Myint Hlaing said that amount of fertilizer used foragricultural sector is very low in comparison withtotal sown acreage; that in 2010-2011, only 0.28 bagof fertilizer is used for an acre in comparison with

The Union Minister continued that of thecurrent passenger coaches running on Mandalay-Myitkyina railroad section, 45 per cent are over 30years old and thus the ministry will run 60 newpassenger coaches on the railroad as it is preparing topurchase 217 new coaches; that before the arrival ofnew ones, Myanmar Railways will repair and up-grade the ones in use.

Then, eight Hluttaw representatives discussedproposal of Thura U Aung Ko of Kanpetlet Constitu-ency about “distribution of fertilizers at a reasonableprice within the reach of farmers.”

U Htay Myint from Myeik Constituencyseconded the proposal saying that it is high time toutilize water, human and natural resources on ourown. U Khin Maung Htay of Htilin Constituencysaid that access to quality strains is crucial inagriculture and either is fertilizer as an input.

U Saw Ba Thein of Thaton Constituency saidthat he deeply agreed with the proposal as it contrib-utes to poverty alleviation campaigns in rural regionsconducted by the State. U Paik Htwe of KamaConstituency also seconded the proposal pointingout the need to boost production of rice, major cropfor domestic consumption and beans and pulses,exported crops for foreign currency.

U Win Than of Thabaung Constituency saidthat the first term of Hluttaw which has emerged

total sown acreage of 58.36; that poor amount offertilizer input contributes to low yield of paddy; thatit is a case of inadequate input leading to decreasingoutput, that as the Ministry of Agricultural andIrrigation is rendering help for farmers to be able touse quality strains and apply scientific cultivationmethods, farmers need to effectively use fertilizers toboost production; that in spite of shift to qualitystrains, without fertile soil, there is hardly a chance toboost production of crops; that urgent need of ferti-lizer is being fulfilled by exporting from abroad andurea fertilizer plants will be established throughutilization of natural gas, natural resource of thenation for promotion of agricultural sector.

The Union Minister added that such doingwill increase production of crops as well as theincomes of the farmers; that it will also contributes toachievement of different crop production targets setby the State and thus surplus can be exported to earnmore foreign currency. He then said that he secondedthe proposal to construct modern fertilizer plants aspriority either under the arrangements of the State orwith the investment of the private sector for produc-tion of quality and reasonably-priced fertilizer.

The Hluttaw confirmed the proposal of ThuraU Aung Ko. He then submitted proposal for “povertyalleviation in Chin State”, U Kyi Tha of GwaConstituency for “formation of rural regions powersupply committees and introduction of rural re-gion power supply act.”

Those proposals will be discussed on 13Septembers and those wishing to participate in thediscussion may register in the evening.

U Lun Thi’s proposal about enactment of alaw to limit sown acreage (monsoon paddy, summerpaddy) will be discussed 12 September.

Similarly, arrangements have beenmade to stipulate etiquette subject, andlectures on Union spirit and human rightsin middle and high school level asaffiliated courses, setting one lecturingtime a week.

The said subjects and courses havebeen handed out to teachers ashandbooks. In order to inculcate youthgenerations with lofty aims and highmorality, arrangements will be made tomodify current syllabuses in conformitywith genuine and disciplined multipartydemocracy system practiced by the State,and to help teachers show enthusiasticefforts in giving lecture to students.

Union Minister for Electric PowerNo. 1 U Zaw Min replied the questions ofthree Hluttaw representatives.

Daw Nan Ni Ni Aye of Kayin StateConstituency No. 6 in her question saidthat “whether there is a plant toimplement Hatkyi hydropower projectin Thanlwin Basin in Kayin State. Ifthere is, when the construction willstart and end, asking if the electricityhas been earmarked for Papon of PaponDistrict and Kamamaung Sub-township.” In response, the UnionMinister said that the previous ElectricPower Ministry and Ministry of Energyof Thailand signed MoU on 30-5-2005so as to conduct observation survey onHatkyi hydropower project. Toimplement the project, Ministry of ElectricPower No. 1, EGAT International Co Ltdof Thailand and Sinohydro Corporationon 24-4-2010 inked the MoA throughforeign direct investment (FDI) and JointVenture Build, Operate, Transfer (J.V/BOT).

The project-implementingcompanies have submitted feasibilitystudy report-FSR on 10-1-2008. Topresent Environmental ImpactAssessment-EIA and Social ImpactAssessment-SIA reports are under way.When the companies present the reports,the ministry in cooperation with localand foreign organizations will continueto conduct feasibility study of the project

that if the project will become reality,and if the project will activate impact onwaterway, environment and socio life.Joint Venture Agreement-JVA willfollow if there is acceptable situationbased on mutual benefits after detailedand thorough assessment. The ministryand the companies will schedule periodto implement the project when the greenlight is given to implementation ofproject.

Currently, Hatkyi hydropowerproject is under observation.Construction of the project is due to takeseven years at least or ten years at mostas it is large-scale hydropower project.

As it is a project to be implementedthrough Foreign Direct Investment-FDI,

Joint Venture/BOT system, the State canget royalty energy and if necessary,electricity can be bought for the nation.On completion of the project, electricitywill be supplied into the national powergrid and to nearby townships and townsunder the arrangements of the Ministryof Electric Power No. 2.

U Maung Saw Phyu of RakhineState Constituency No. 4 said he haslearnt that Datang (Yunnan) UnitedHydropower Developing Co Ltd willimplement the Laymyo RiverHydropower Project together withHydropower Planning Departmentunder the Ministry of Electric PowerNo. 1. He said he would like to knowimplementation of the hydropowerproject, target date to complete theproject, expected benefits for Unionlevel and Rakhine State and capabilitiesto supply electricity to nearby townsand villages of the project. In responseto the question, Hydropower PlanningDepartment under the Ministry of ElectricPower No. 1 signed an MoU togetherwith Datang (Yunnan) UnitedHydropower Developing Co Ltd of Chinaon 7-1-2010 for implementation of theproject on Laymyo River in RakhineState.

According to the project feasibility,Hydropower Planning Department underthe Ministry of Electric Power No. 1signed Memorandum of Agreement-MOA with China Datang OverseasInvestment Co Ltd (CDOI) and Shwe

implementation of the projects that canlast five years.

On completion, the projects willgenerate 4115 million kilowatt hoursyearly. As a result, the Union includingRakhine State can enjoy fruits of thehydropower projects that will supplyelectricity to towns and villages near theprojects.

U Nyo Tun of Rakhine StateConstituency No. 11 asked how willmanage supply of electricity to An andits villages on completion of KokanttanVillage Hydropower Project beingimplemented upstream of An inRakhine State and extend duration ofpower supply to wards of An. Inresponse to the question, the An CreekHydropower Project is beingimplemented by the Ministry of ElectricPower No. 1 on An Creek, 3.5 milesnortheast to An of Kyaukpyu District inRakhine State. The project can generate44 million kilowatt hours yearly.

The ministry launched the project in2006-2007 fiscal year and so far, theproject has completed by 15.28 per centby July 2011. Depending on the allottedfunds, the project will be implementedon scheduled.

A 250 kva generator provided byWestern Command Headquarters forregional development supplies electricityto 638 consumers in An.

Ministry of Electric Power No. 2provides 675 gallons of diesel monthlyto use it for operating the generator 2.5

hours a day. The power supply durationextension committee was formed withparticipation of local people and thecommittee buys diesel for operating thegenerator three hours a day from 7 pm to10 pm daily. The committee collects K300 per electricity unit and pays K 35 perunit to the department and keeps theremaining cash amount to the fund. TheMinistry of Electric Power No. 2 providesdiesel for supply of electricity totownships of Rakhine State two hours aday. The regional power supply durationextension committees and the electricitysupply committees manage extension ofpower supply duration. On completion,An project will generate electricity forAn round the clock.

With regard to the proposal submittedyesterday by Dr Khin Shwe of YangonRegion Constituency No. 9 urging theUnion government to initially establisha Stock Exchange in Myanmar likeother ASEAN member countries, UNyunt Tin of Yangon RegionConstituency No. 2 said that the StockExchange benefits all walks of life andcontributes to the process of ruraldevelopment and poverty alleviation beingundertaken by the State. The poor andretired may buy shares. The process of theexchange can contribute combating thebetting and create the job opportunities.After completion of the financial reform,it is necessary to realize the stock exchangeas quickly as possible in realization of themarket-oriented economic system.

U Tun Kyaw of Shan StateConstituency No 10 raised a questionthat 10 ASEAN member nations are tointegrate in economic sector in 2015 inline with the AFTA agreement. NineASEAN member countries haveestablished market economy and stockexchanges. It is necessary to set up thestock exchange to trade stocks and sharesof public companies. At a time when thestock exchange has emerged, the numberof businesses who commit tax evasionmay decline. As such, the stock exchangeis to be established for development ofthe State, he seconded.

In response to the proposal, UnionMinister for Finance and Revenue U HlaTun said that monetary institutions arelinking as medium organizationsbetween well-off persons and those needinvestment for their businesses.Gathering of surplus money anddistribution of financial resources canbenefit money savers and investors so asto generate new jobs, develop humanresources and uplift living standards foreconomic development of the State. Atpresent, although short-term cashinvestment can be taken from themonetary market (especially bank loans),the long-term cash investment has notbeen taken from the monetary marketyet.

For the bank loans, it is necessary toapply for a mortgage and pay back theloans in the limited time. The majority ofbanks are commercial banks that candisburse loans for one year term. If publiccompanies and corporations sell shares,the buyers would be free from submissionof granted property and paying back theloans in limited period, and the stockholders can manage development oftheir works depending on availability oflong-term investments. The investmentis larger due to participation of stockexchange and bonds.

Improvement of investment market,stock buyers can be free from relianceon bank interest and loss of investmentin illegal monetary market. Those whoneed investment can be free fromreliance on short-term loans from thebanks. The State can enjoy benefits byeasily gathering long-term investmentfrom the investment market for the Stateand the businesses, reducing budgetburden and money fluctuation. Theinvestors can safely put investments inthe businesses through correct andaccurate information from the market,directly invest in the businesses andparticipate in the management sector ofthe firms. The businesses can easilygather necessary money through theinvestment market and create theeffective management system, join theStock Exchange and uplift their prestigein the economic sector. After practisingmarket economy in 1990, Central Bankof Myanmar of Planning and FinanceMinistry and International MonetaryFund jointly conducted investmentmarket development surveys. NationalPlanning and Economic DevelopmentMinistry and Finance and RevenueMinistry were tasked with investment

Investment Market StudyCommittee led by Vice-Governor ofCentral Bank of Myanmar with thepermission of the Ministry of Financeand Revenue in 2006 with the aims towidely create opportunities forinvestment to ensure businessorganizations and companies inMyanmar receive sustainableinvestment, and to fill government’sbudget deficit with the tax collectedfrom the public.

To assist Myanmar’s economicdevelopment by investment market,Investment Market DevelopmentCommittee on 1 July, 2008, with thePermission 187/228/AhPhaYa (2008) ofPrime Minister’s Office dated 23-4-2008,to participate within Timeframe ofASEAN Investment Market Forum afterMyanmar became ASEAN member.

To support the said committee, sixsub-committees — Internal Bond MarketDevelopment Sub-committee, LimitedCompanies Development Sub-committee, Securities Exchange Law,Rules and Regulations Drafting Sub-committee, Securities ExchangeOrganizations Formation Sub-committee,Training and Information Sub-committeeand Auditing and Accounting StandardsSub-committee — are formed on 19September, 2008.

Three-step roadmap forestablishment of investment market inthe light of situations of the world andASEAN and related players incomparison with Myanmar’s reality ofinvestment market and it is beingimplemented within timeframe ofASEAN Investment Market Forum.

As a first step, two-year Treasurybill was issued in addition to existingthree-year and five-year Treasury billsand K 10-million Treasury, in addition

to K 10000, K 100000, and K 1 millionTreasury bills since 1 January, 2010.Those treasury bills were not sold outdirectly by the Central Bank of Governorto public. Myanma Economic Bankand Myanma Securities ExchangeCentre Company Limited were assignedas underwriters.

Nanda Aye discussed that Myanamrsarwas first scripted in Bagan era in AD 11;it has developed over time; MyanmarsarSpelling Reference Book was prescribedin 1986; and the spelling and speakinggrammar should be correct.

U Win Maung of MandalayConstituency (2) discussed that there isMyanmarsar Board under the Ministryof Education; the Myanmarsar SpellingReference Book should be referred inwriting Myanmarsar; some are makingspelling mistakes in careless ways; even“from” and “by”, “to” and “directobject”, and “or” and “also” are usedmistakenly; so, the proposal wasseconded.

U Mahn Kan Nyunt of Kayin StateConstituency (2) discussed that “the wrongspelling” becomes the correct ones overtime; not only spelling but also speakinggrammar is needed to take care of; and so,the proposal was seconded.

Dr Myat Nyana Soe of YangonRegion Constituency (4) discussed that itwas heartening to see the Defence ServicesHluttaw representative submitting theproposal about Myanmarsar spelling onMyanmar Literacy Day; the mistakes arefound in translation as well; spellingmistakes are everywhere; activities forimproving the use of correct spellingshould be organized; and it should bediscussed whether disciplinary finesshould be set for wrong after a warningperiod.

U Than Swe of Taninthayi RegionConstituency (2) discussed that it is neededto read and write correct Myanmarsar;most desktop publishers are computerliterates, not Myanmarsar; mostly, journalsare grounds for wrong spellings; thereshould be a centre to supervise publishingbooks, and airing television and radioprogrammes for spelling.

The Hluttaw approved the proposalas “the Union government is urged tosupervise Myanmarsar spelling asnational activity” as this is the concernnot only of the Education Ministry and thegovernment but the entire nation.

Eight Hluttaw representativesdiscussed the ways to tackle socio-economic issues of the education staffwhile discussing about the proposal “theUnion government is urged to improveliving standard of education staff”submitted by Dr Khin Shwe of YangonRegion Constituency (9) yesterday.

In the light of the discussions ofHluttaw representatives, the Hluttawdecided to “record the proposal as asuggestion and urge Dr Khin Shwe toraise an Education Foundation”.

The 15th-day second regular sessionof first Amyotha Hluttaw concluded at4.30 pm and the session continues for 16th

As the second step, SecuritiesExchange Law (draft), which was draftedby officials of the Central Bank ofMyanmar, scholors at home and abroad,and officials at Attorney-General’s Officeunder the supervision of the Ministry ofFinance and Revenue, was sent to UnionAttorney-General’s Office on 13 May,2011.

Tasked by ASEAN Secretary-General’s Office to provide technical helpfor Myanmar’s bond market developmentunder Asian Bond Market Initiative(ABMI), Daiwa Institute of Research Ltd(DIR) held discussions with officials forMyanmar’s investment marketdevelopment in June and July in 2011.

After Securities Law, which is the firstpriority of the second step of the road-map, have been prescribed and State-level Securities and Exchange Committeehave been formed, Stock Exchanges willbe continued to be established as set in thethird step.

BEIJING, 9 Sept —AnIndonesian man was sus-pected of being eaten byhis seven starving dogsafter he returned homefrom a two-week holiday,according to Reuters re-ports on Wednesday.

The dismemberedparts of the man's bodywas discovered by a guardin the neighbourhoodMonday, days after theman, Andre Lumboga, gothome. Then he reportedto the police.

Local police said, "Hisskull was found in thekitchen, and his body wasfound in the front of hishouse." Police suspectedthat Lumboga's dogs atehim after starving for twoweeks. "We suspect thatthe dogs were hungry, sothey attacked Andre, be-cause they had not beenfed for 14 days," said thepolice.

"The dogs were neverlet out," Dio, a neighbourof Lumboga, said, "Be-cause they were confinedto the house, they couldn'tfind food."

vice inserted into the brainto prevent fatal strokeslikely does more harm forhigh-risk patients, accord-ing to a new study.

Stroke is the fourth-leading cause of death anda leading cause of disabil-ity in the United States.Researchers involved inthe study carried in theNew England Journal ofMedicine tracked 451 pa-tients in 50 medical centerswho had recently suffereda stroke or stroke-likesymptoms caused by nar-rowing of a major brainartery.

As a result, 14.7 per-

cent of patients in thestenting group had a strokeor died within the first 30days, whereas 5.8 percentof patients in the group thatreceived only drugs andunderwent lifestylechanges. The Wingspandevice, which expands amajor artery in the brain tohelp improve blood flow,is the only system approvedby the US Food and DrugAdministration for certainhigh-risk stroke patients.

"Although technologi-cal advances have broughtintracranial stenting intopractice, we have nowlearned that, when tested ina large group, this particu-

Instead, they "talk"like humans, according to a new study.Dolphins use their noses to produce adifferent kind of tonal sound, just likehumans do when speaking, said PeterMadsen, the lead author of the studypublished in Royal Society BiologyLetters.Madsen studied how dolphins com-municate by digitizing recordings made in1977 of a 12-year-old male dolphin, whichwas made to breathe a mixture of heliumand oxygen called heliox.

Scientists said humans breathing in aheliox sound like Donald Duck. Accord-ing to Livescience.com, the heliox wasmeant to mimic conditions during a deepdive since it causes a shift up in frequency.When breathing in heliox , the dolphin,however, continued to make the samesounds with the same frequency."Thatmeans that dolphins do not actuallywhistle, but make sound by making

Union Minister forEducation Dr Mya Ayeanswered the fourquestions about educationraised by four Hluttawrepresentatives at thesession.

Regarding thequestions raised by U SaiTin Aung of Kachin StateConstituency No-5 whoasked that MohnyinDegree College inMohnyin township ofKachin State was openedin 2003 academic yearand eight major subjectsand four coordinatedsubjects are being taughtby 89 teachers; thedegree college can hold5000 day and distancestudents and now thereare 4291 students at thecollege; and whetherthere is a plan to upgradethe degree college as auniversity, the UnionEducation minister repliedthat the ministry is takingmeasures to upgradedegree colleges andcolleges by laying down36 tasks under 30-yearlong-term plan (highereducation sector) forpromotion of nationaleducation. It takes twoand a half months todistribute examquestions issued by 10universities to townshipsin states and regions andthere is plenty of work tobe done.
