The meeting came to an end with concluding remarks by the chairman.—MNA NAY PYI TAW, 23 April —A symposium on national education promotion (2010) of the Minis- try of Education was held at the University of Veterinary Science in Nay Pyi Taw Pyinmana Town- ship this morning. In giving an opening speech, Minister for Educa- tion Dr Chan Nyein said in accord with the guidance given by the Head of State, national education pro- motion programme started in 2001-2002. In the higher education sector, there have now been 159 universities and colleges up from 32 in 1988. Under the education ministry, there are 64 universities and colleges up from 27, 11800 faculty members up from 5600 and 450,000 students up from 134,000. In the basic education sector, there were 33,000 basic education schools in 1988 and the number has now reached more than 40700. In the past, over 173,000 million teachers trained about 5.24 million students. But now, over 266,000 million teachers train over eight million students. Under the guidance of the Head of State, the ministry has been implementing sector- wise education promotion programme. There were 79 teaching programmes in 1998 at universities and col- leges under the Ministry. So far, there have been 215 teaching programmes including master’s degree, M Research and Ph.D courses. Likewise, more human resource development centres and diploma courses have been opened at universities and colleges. University curriculum development teams are as- sessing the curricula of the higher education of Myanmar in comparison with world nations and up- grading the teaching methods. Subject-wise research National education promotion symposium held and applied research are being carried out under effec- tive supervision in the master’s degree courses and doctorate courses. The whole nation saw over 98.25 percent enrollment rate during the previous year due to the participation of parents in township-wise enrollment activities. Opening of over 6500 post-primary schools has led to increase in the number of middle school students to over 2.21 million. As part of border areas development programme, the government is opening new schools in the areas where over 6600 teachers are giving lectures to over 200,000 students at 1049 schools. In accord with guidance of the Head of State, English and mathematics proficiency competitions were held at primary and middle levels beginning 2008-2009 academic year. Moreover, over 7000 teachers have completed advanced English and mathematics instruc- tor courses. Afterwards, Minister Dr Chan Nyein, Deputy Minis- ter Brig-Gen Aung Myo Min and guests visited booths displaying development of education in Myanmar. Minister Dr Chan Nyein attended the symposium on higher education sector and a paper reading session. NAY PYI TAW, 23 April —A symposium onnational education promotion (2010) of the Minis-try of Education was held at the University ofVeterinary Science in Nay Pyi Taw Pyinmana Town-ship this morning.

In giving an opening speech, Minister for Educa-tion Dr Chan Nyein said in accord with the guidancegiven by the Head of State, national education pro-motion programme started in 2001-2002. In thehigher education sector, there have now been 159universities and colleges up from 32 in 1988. Underthe education ministry, there are 64 universities andcolleges up from 27, 11800 faculty members upfrom 5600 and 450,000 students up from 134,000. On his inspection tour on 22 April,

Head of State Senior General Than Shwe

viewed industrial products manufactuerd by

factories of Mandalay Industrial Zone in

Mandalay and gave guidance on the industrial

development. In meeting with industrial

entrepreneurs, Senior General Than Shwe

said that only when the nation becomes a

modern industrialized one, will it be

transformed into a developed one from the

status of a developing nation. Thus, the

industrial entrepreneurs are to strive for

achieving success in their industries, he said.

During the period of 20 years, progress

was made in the establishment of industrial

zones. Still, it is necessary to make relentless

efforts for achieving development of the

industries in both design and capacity.

Nowadays, more and more modern

factories and workshops are being built in

industrial regions and zones across the nation.

The industries are functioning with modern

production technology. Job prospects can be

achieved. Through concerted efforts for

development of industries including

industrial zones a modern industrialized

nation will be established.

Affairs Maj-Gen Maung Oo visited Indagaw Police

Forestry Minister inspects timber extraction of Kayah StateEnterprise at the Kayah State Forest Department in

Loikaw the following day.

Next, the minister and the chairman presented

exercise books for the school through responsible

persons at the opening of new school building for

Phayapyu village BEPS in Dimawhso Township.

The new school building was constructed with

the contribution of K 13.4 million by the State and the

people.

parties scrutinized, passedNAY PYI TAW, 23 April— Those wishing to

set up political parties are submitting applications

to the Union Election Commission. Of them, the

Commission has found the following three groups

to be in accord with the Political Parties Registration

Law and Rules and thus the Commission has passed

their applications on 23 April 2010.

(a) PaO National Organization (PNO)

(b) Taaung (Palaung) National Party

(c) Wunthanu NLD (Union of Myanmar)

The said three groups are to submit their

applications for registration as political parties in

accord with the Political Parties Registration rules

7 within 30 days from the date of acceptance. The

Commission is scrutinizing the applications of the

remaining groups and up to date five groups have

already been permitted to form political parties.

Two Belarusian fighter jetscollide, no one hurt

MOSCOW, 23 April —Two MiG-29 fighters ofthe Belarusian 927thfighter airbase collided inmidair on Wednesdaynight, with no one hurt inthe accident,Russia’s Interfax newsagency reported onThursday.

One of the aircraftcrashed and was unableto continue flight, said asource from theBelarusian DefenceMinistry.

“The two planestouched each other whileconducting a com-plicated maneuver duringa planned flight in lowvisibility conditions at08:15 pm (1715 GMT)on 21 April,” said thesource.

Oil pipeline attacked innorthern Iraq

MOSUL, 23 April — Insurgents on Thursdayblew up an oil pipeline that carries crude oil toTurkey in Iraq’s northern province of Nineveh, aprovincial police source said.

The attack took place on Thursday morning inthe desert area of al-Hadhar, some 120 km south ofMosul, the capital of Nineveh province, the sourcetold Xinhua on condition of anonymity.

Brazilian president defends Iran’sright to nuclear programme

RIO DE JANEIRO, 23 April—BrazilianPresident Luiz Inacio Lula da Silva onThursday reaffirmed his personal andhis administration’s position on Iran’snuclear programme. He said the Islamicstate has the right to develop its nuclearprogramme so long as it is for peacefulpurposes.

He believed the right of all countriesto use nuclear energy for peacefulpurposes must be preserved. He appealedfor a negotiated solution to the Iraniannuclear issue, instead of the sanctionsurged by the United States.

“The controversy is that Iran saysthey will not enrich uranium to make anuclear bomb and some doubt that,” thepresident said, stressing the need to find

a common ground for the negotiation ofthe issue. Lula also defended Brazil’sright and authority to participate in thenegotiations regarding the Iraniannuclear issue

“We have both the moral andpolitical authority to discuss this subjectwith whoever is there. Peace is not aprivilege of one country or another; it isfor all countries that cordially practisepeace,” he added. To help mediate apeaceful solution to the Iranian impasse,Lula sent his Foreign Minister CelsoAmorim to Iran, Turkey and Russia.

The president himself is expected tovisit Tehran in May. “I am convincedthat peace is within our reach,” he said.

WASHINGTON, 23 April—TheIntergovernmental Group of Twenty-Four (G24) on Thursday urged developedcountries to avoid protectionist measuresand other restrictions that jeopardizeglobal growth and stability.

“Ministers urged developed countriesto avoid protectionist measures and otherrestrictions in trade, finance, investment,and labor services so as not to jeopardizeglobal growth and stability,” said theG24 in a communique issued after the83rd ministerial meeting.

“They reiterated the importance ofan early conclusion of the DohaDevelopment Round that addresses theneeds of developing countries, inparticular improved market access andelimination of agricultural subsidies byadvanced countries,” said the

communique.According to the G24, the economic

crisis’ effects would be long-lasting andmany developing countries wouldcontinue facing constraints in externalfinancing, which may be exacerbated bythe increase in public borrowing needs inadvanced countries.

The group urged major developedcountries to fulfill their prior commitmentson assisting the developing countries.

The G24, a charter of the developingcountries’ coalition G77, was establishedin 1971 to coordinate the positions ofdeveloping countries on internationalmonetary and development financeissues and to ensure that their interestswere adequately represented innegotiations on international monetarymatters.—Xinhua

PARIS, 23 April—Global gas demandwill witness continuous rise at an increasingpace of 2 percent a year over the next 20years, a senior executive of Royal DutchShell said Thursday at an oil conferencehere.Malcom Brinded illustrated theprojection of gas demand at the conference,saying it set to grow “by at least 2 percenta year over some decades,” which will bedriven by higher demand from China,several South and Middle Asian countriesand the Europe.

Icelandic volcano no threatto climate

REYKJAVIK, 23 April—The erupting volcano inIceland won’t have a lastingeffect on the climate,experts say.

“You mess withIceland? We shut down allyour airports,” goes a newjoke being told in the tinycountry.

Yet, while the eruptingEyjafjallajoekull volcanomanaged to ground mostof Europe’s airplanes fornearly a week, the giantcloud of ash, as impressiveas it may look, won’t affectthe weather, much less theclimate.

Experts have said thevolcano is emitting

150,000-300,000 tons ofcarbon dioxide emissionsper day. While this puts itin the league of a small-to-medium Europeaneconomy, it’s tinycompared with overallman-made emissions.

BBC News reportsthat this is “only about11,000th of that producedby the sum total ofhumanity’s fossil fuelburning, deforestation,agri-culture andeverything else.” The factthat most of Europe’sairplanes couldn’t emit fornearly a week might evenoffset the CO2 producedby the volcano.

And forget the coolingeffect linked to aerosolsblocking the sun from theatmosphere after a volcanoeruption — the Icelandicone is simply not strongenough, experts say. “Sothis is not the big climatechanging eruption thatsome people seem to thinkit is,” Mike Burton fromItaly’s National Institute ofGeophysics andVulcanology told BBCNews. Breast density linked to cancer riskWASHINGTON, 23 April—Women who

had a decrease in breast density over severalyears were linked to a decreased risk ofbreast cancer, US researchers said. CelineVachon, an associate professor ofepidemiology at the Mayo Clinic inRochester, Minn, said the study involved19,924 women who were free of breastcancer and were screened formammograms from 2003 to 2006.

From this group, the researchersselected study participants who had at leastone additional screening mammogram priorto enrollment. The researchers found in the

women whose breasts decreased in density— the proportion of fibroglandular tissuedepicted on the mammogram image — hada 28 percent reduced risk of developingbreast cancer. “Replication of these findingsin other studies will be important,” Vachonsaid in a statement. “Also, improved andstandardized measurements of breastdensity are needed for the assessment ofchanges in density.” The findings werepresented at the American Association forCancer Research 101st annual meeting 2010in Washington.

POCATELLO, 23 April—US researchers have linkedcold, dry weather to increased incidence of prostatecancer.

Researchers at Idaho State University, Pocatello,led by Sophie St-Hilaire, say their county-levelexamination of prostate cancer incidence and weatherpatterns across the United States indicates colderweather and low rainfall strongly correlate with prostatecancer.

“Although we can’t say exactly why thiscorrelation exists,” St-Hilaire says in a statement, “thetrends are consistent with what we would expect giventhe effects of climate on the deposition, absorptionand degradation of persistent organic pollutantsincluding pesticides.”

St-Hilaire notes cold weather slows the degradationof these pollutants — endocrine disruptors alreadyassociated with prostate cancer.

The study, published in the International Journalof Health Geographics, suggests weather as anadditional hypothesis for the greater incidence ofprostate cancer in northern latitudes that is beinglinked to low levels of Vitamin D.

“Our study suggests that in addition to vitamin Ddeficiency associated with exposure to ultravioletradiation, other meteorological conditions may alsosignificantly affect the incidence of prostate cancer,”St-Hilaire says.

Sushi samples were taken from 54 restaurantsand 15 supermarkets in New York, New Jerseyand Colorado, and all of were identified withDNA barcoding as either bigeye tuna, yellowfintuna or bluefin tuna species.

The samples were all tested for relativemercury content. “We found that mercury levelsare linked to specific species,” Jacob Lowenstein,a graduate student affiliated with the museum,said in a statement.

“So far, the (United States) does not requirerestaurants and merchants to clarify what speciesthey are selling or trading, but species names andclearer labeling would allow consumers toexercise greater control over the level of mercurythey imbibe.”

(ANA) reported on Thursday that more than 1,900flights have been canceled and 242,000 passengersstranded since 15 April due to the ash cloud resultingin the eruption of a volcano in Iceland.

In a statement, the ANA said the cancellation ofthe 1,900-plus flights has cost the airlines some 2.5million euros (about 3.35 million US dollars) inlosses. The ANA decided to cancel all flights nextday after the ash cloud entered the Portugueseairspace on 13 April .

Indian capital getstallest building

NEW DELHI , 23 April— The Indian capital NewDelhi on Thursday got its tallest building which willhouse the headquarters of the city’s civic body.

The 28-storeyed, 112-meter Dr. Shyama PrasadMukherjee Civic Center of the Municipal Corporationof Delhi (MCD), which looks after nearly 90 percentof the city and was built at a cost of 6.5 billion rupees(130 million US dollars), was inaugurated by IndianHome Minister P. Chidambaram.

“A great capital city like Delhi must have a verygood civic administration. This civic centre has beenlong overdue and we are truly proud of this magnificentbuilding that will be a landmark in many many years tocome,” said Chidambaram.

Since May 2006, the government has beenimplementing Theinyin Dam Project located nearYwama Village of Kanbalu Township, ShweboDistrict, Sagaing Division.

Aung Myint Moe of Construction 4 of IrrigationDepartment, we the news crew left Mahananda Lakeof Shwebo along the embankment of the left canal,and we arrived at the construction site of TheinyinDam.

We together with Staff Officer U Win Htaikviewed progress in construction of the dam. TheinyinDam is located north of Ywama Village and southeastof Kanbalu of Shwebo District. The project is beingimplemented to dam Theinyin Creek with the 11030feet long and 62 feet high earthen embankment.

The catchment area of the dam will be 54square miles and with water supply capacity of27000 acre feet. The dam can store 25,260 acre feetof water at the full brim and 43,490 acre feet of stillwater. The water surface of the dam will be 2200acre feet.

The construction 4 of Irrigation Department iscarrying out the concrete works for the main embank-ment and the spillway. In addition, the ground workof main embankment started in December 2009.
