YANGON, 18 Sept—It is a common stance that there requiresa strong press council which has credibility in Myanmar,adding although the Myanmar Press Council (Temporary) wasformed as a co-regulatory body in line with the internationalnorms, only ten persons who are leaders of organizations ofvarious strata were nominated and equipped with morality,integrity and wisdom, accounting for one third of the councilmembers; the remaining two third are nominees from therespective press organizations; that just viewing the names of29 members who had been chosen unanimously it is safe tosay that they would surely be able to promote the dignity,capacity and harmony of the council, said Union Minister forInformation U Aung Kyi at the meeting of members of variouspress organizations to form a temporary press council held atChatrium Hotel in Tamway Township 10 am yesterday.

The Union Minister continued to say that when askedwhat should a person value most in life, all would answerunanimously “integrity”; that the importance of everyorganization is its dignity; that the statement in the book oncodes of conduct of SPJ that profession integrity in thecornerstone of a journalist credibility proves to be sound and

rational. He stressed the need to strive for promoting theintegrity of each and all press organizations, and expressed hisbelief that those with a sense of freedom, concern (a) bias,responsibility and accountability would be able to strive forthe MPC (Temporary) to become an association of highdignity.

Manchester United seesrevenue growth after

Manchester United arecounting on an improvedperformance on the pitch toboost revenues after theEnglish Premier League clubpaid the price for a rare barrenseason in 2011-12.

United, owned by theAmerican Glazer family,floated on the stock marketin New York last month at$14 per share, valuing the19-times English championsat $2.3 billion.

The shares have driftedlower since then and weretrading at $12.65 at 1444 (10a.m EDT), down 2.4 percenton the day.

United failed to win atrophy last season for the firsttime since 2005 and made anearly exit from the lucrativeEuropean ChampionsLeague, meaning a reductionin income from sales ofmatchday tickets and lowerbroadcast revenues. The costof those failures was apparentas the club made a loss fromcontinuing operations of 14.9million pounds ($24.2million) in the three monthsto end-June 2012.Underlining its commercialstrength, United forecast abrighter 2012-13, based onthe club reaching the quarter-finals of the Champions

It said underlyingearnings (EBITDA) shouldrise by 17-20 percent to 107-110 million pounds.

Eight foreigners among 12 killed in Kabul carbombing

KABUL, 18 Sept—At least12 people, including eightforeigners, were killed onTuesday morning in a suicidecar bombing in Afghancapital Kabul, the police said.

“A suicide bomberrammed his explosive-ladenvehicle into a minibuscarrying foreign staffs of alocal company at around6:45 local time (0215 GMT)on Tuesday, killing eightforeigners and a local drivernamed Ahmad Zia on thespot,” head of criminalinvestigation department ofKabul police, GenMohammad Zahir, toldXinhua. Pakistan tests nuclear-capableCruise missile

More than 130 escape fromMexican prison on US border

MEXICO CITY, 18 Sept—More than 130 inmatesescaped through a tunnel froma Mexican prison on the borderwith the United States in one ofthe worst jailbreaks thecountry’s beleaguered penalsystem has suffered in recentyears.

Homero Ramos, attorneygeneral of the northern stateof Coahuila, said 132 inmatesof the prison in the city ofPiedras Negras had got outthrough the tunnel in an oldcarpentry workshop, then cutthe wire surrounding thecomplex.

Corrupt prison officialsmay have helped the inmatesescape, said Jorge LuisMoran, chief of publicsecurity in Coahuila, addingthat US authorities had beenalerted to help capture thefugitives if they try to crossthe border.

The jailbreak is areminder of the challenges thatawait Enrique Pena Nieto, theincoming president, who haspledged to reduce crime in thecountry after six years ofincreased gang-relatedviolence under President

The security flaw affectshundreds of millions ofInternet Explorer browserusers. Some security expertssaid it would be toocumbersome for many PCusers to implement themeasures suggested byMicrosoft. Instead theyadvised Windows users totemporarily switch fromInternet Explorer to rivalbrowsers such as GoogleInc’s Chrome, Mozilla’sFirefox or Opera SoftwareASA’s Opera.

Tod Beardsley, anengineering manager with thesecurity firm Rapid7, said thatat first blush it appeared thatthe EMET may not beparticularly effective inthwarting potential attacks.

Microsoft officialsdeclined to comment on theskepticism that those securityexperts expressed about theeffectiveness of the EMETsoftware.

in Luxembourg, discoveredthe flaw in Internet Explorer onFriday, when his PC wasinfected by a piece of malicioussoftware known as Poison Ivythat hackers use to steal dataor take remote control of PCs.

When he analyzed theinfection, he learned thatPoison Ivy had gotten on tohis system by exploiting apreviously unknown bug, or“zero-day” vulnerability, inInternet Explorer.

“Any time you see a zero-day like this, it is concerning,”said Liam O Murchu, a researchmanager with anti-virussoftware maker SymantecCorp. “There are no patchesavailable. It is very difficult forpeople to protect themselves.”

Zero-day vulnerabilitiesare rare, mostly because theyare hard to identify —requiringhighly skilled softwareengineers or hackers with lotsof time to scrutinize code forholes that can be exploited tolaunch attacks. Securityexperts only discloseddiscovery of eight major zero-day vulnerabilities in all of2011, according to Symantec.

Symantec and other majoranti-virus software makershave already updated theirproducts to protect customersagainst the newly discoveredbug in Internet Explorer. Yet, OMurchu said that may not besufficient to ward offadversaries.

“The danger with thesetypes of attacks is that theywill mutate and the attackerswill find a way to evade thedefences we have in place,” hesaid. Internet Explorer was theworld’s second-most widelyused browser last month, withabout 33 percent market share,according to StatCounter. on Wednesday to buy Brazilian electronics maker CCE, as theworld’s No 2 PC maker by sales bets that Brazil’s promisingconsumer market can help revive its slowing profit growth.

The deal, announced in a securities filing, is valued at abase price of 300 million reais, subject to adjustments. Payment,in a mix of stock and cash, could include an additional 400million reais, depending on performance-based indicatorsover the four years ending in December 2016.

“Brazil has a positive growth rate (for PCs) even in thecurrent relatively volatile environment,” Lenovo chief financialofficer Waiming Wong told Reuters in an interview. “If wereally go for the high growth market, the big market, Brazil isobviously the candidate.”

Lenovo’s purchase of CCE, Brazil’s largest domesticmanufacturer of electronics such as PCs, DVD players andstereos, will allow the Chinese company to nearly double itsshare of the PC market in the world’s sixth-largest economy.

For orally fixated toddlers, that can be a problem, said DrOluyinka Olutoye, a pediatric surgeon at Texas Children’sHospital in Houston. “It goes in small and grows on the insideand may not come out,” he told Reuters Health.

That was the case for an eight-month-old girl, who wasbrought to Texas Children’s with stomach problems. Herparents suspected she had eaten one of her sister’s Water Balz,and their concerns grew when they read on the label that theballs expand up to 400 times if placed in water.

DUBAI, 18 Sept — Dubai is the most expensive city in the Middle East, while in somecategories the Gulf Arab metropolis is even the world’s costliest place to live, according toa study on the cost of living abroad published on Sunday by Swiss bank UBS.

In relation to rentals, Dubai shares the pole position as a city with the world’s highesthousing prices like New York and Zurich. Average monthly rental prices in the three citiesare up to 100 percent above the global average, UBS said.

The Swiss largest lender added in the study that together with Norway’s Oslo andSwitzerland’s Geneva, Dubai also has the priciest food in the world. A three-course menu ina stylish restaurant in the aforementioned three cities costs around 95 US dollars.

children and the owner of an environmental consulting company were killed early onSaturday when a small airplane crashed in a southwestern Missouri field, authorities said.John Lambert, 44, president and owner of Missouri Insulation & Supply Inc, his childrenJoshua Lambert, 10, McKinley Lambert, 15, and Grayson Lambert, 16, all died in the crash,the Missouri State Highway Patrol said.

Robin Melton, 46, president and owner of Environmental Works Inc, also was killedin the crash, authorities said. Lambert was piloting the single-engine airplane, which tookoff from a suburban Kansas City airport on Friday night headed southeast to Springfield,Missouri, the highway patrol said. The airplane crashed just north of Willard, Missouri, ina field surrounded by woods, authorities said. Myanmar is set to benefit once again from a special, advantageous tradearrangement with the EU following recognition by the international communityof the country’s recent efforts to improve the political, social and labourenvironments there. Today the European Commission has adopted a proposal tobring the country back under the so-called ‘Everything But Arms’ preferentialtrade regime which would grant duty-free access and quota-free access to theEuropean market for all products except for arms and ammunitions.

According to EU’s ‘Generalised System of Preferences, Myanmar’s productswould be provided tariff preference on the EU market.

EU Trade Commissioner Karel De Gucht said: “Since Myanmar started to openup earlier this year I saw the need to underpin such deep and important changes withreal economic support once key improvements for the workforce had been met.Trade is fundamental to supporting political stability and the EU’s trade preferencesmean we will give this reform-minded country priority access to the world’s largestmarket.

Unprecedented developments of Myanmar now mean the time isright to open new chapter

European Commission proposal would grant Myanmar duty-freeaccess and quota-free access to European market for all products

The EU believes the unprecedented developments now mean the time is right forEurope to open a new chapter in Myanmar.

The International Labour Organization (ILO) concluded that significant progresshad been achieved by Myanmar. On this basis, EU law foresees that preferencesshould be reinstated.

Hence the proposal will be submitted simultaneously to the Council and theEuropean Parliament (EP) for agreement. The Commission hopes that a positivedecision can be taken as quickly as possible.

Myanmar exports to the EU totalled euro 169 million in 2011—this isapproximately 3% of the country’s total exports to the world, and 0.01% ofthe EU’s total imports. These limited exports to the EU are concentratedon clothing.

The current GSP scheme will expire on 31 December 2013. The new GSPpreferences are due to enter into force on 1 January 2014, and provide additionalexport opportunities to those most in need, amongst which LDCs feature.
