SECTION A: GENERAL EXPECTATIONS

1. INTERPRETATIONS a. The promoter and/or referee shall make any decisions concerning rule interpretations

that are not clearly defined herein. 2. REGISTRATION

a. All competitors must register and sign the release form(s) prior to racing in the event b. The parent(s), legal guardian, or authorized adult of a competing minor must remain

present while the competitor that he/she is responsible for is at the event. 3. CONDUCT

a. Any motorcycles operating in the pit area must be kept in the lowest gear and operated at a safe speed. The promoter reserves the right to immediately disqualify any motorcycle that violates this rule.

b. Any competitor, family member, and/or pit crew who direct foul and abusive language to any official of the DAIRYLAND CLASSIC are subject to disqualification and removal from the event, and possibly future events. Each competitor is responsible for the actions of his/her family and pit crew, and any detrimental action by those individuals puts the racer at risk for disqualification.

c. Any individual – competitor or otherwise – whose actions fail to comply with the spirit of the DAIRYLAND CLASSIC, or are deemed to be detrimental to the appearance, legacy, or brand of the DAIRYLAND CLASSIC, may be disqualified and/or removed from the premises at the promoter’s option.

d. Any competitor who endangers the safety of others – competitors, pit crews, officials, etc – shall be immediately disqualified from the event.

e. Each competitor is expected to participate in one – and only one – practice session per each round of practice for each division in which they are competing. Competitors who exceed this expectation will start their heat race from the penalty line.

4. SAFETY a. The DAIRYLAND CLASSIC does not provide medical insurance for any competitors. b. All pit pass recipients acknowledge signing the release and waiver, in exchange for

admittance to restricted areas. By signing, each holder has waived certain legal rights, and acknowledges the potentially dangerous nature of activities in adjacent to restricted areas. The pit area and raec track are restricted areas that you enter at your own risk, and accept total responsibility for anything that may happen to

c. Each competitor is responsible for assessing the risks associated with participating in the DAIRYLAND CLASSIC. Each must assess the track, the facilities, the existing track conditions, the projected track conditions, and all other matters relating to risk and/or safety, and decide for themselves whether to compete or not.

d. Each competitor must rely on their own judgment and each assumes all risks of participating in competition of any manner. Any competitor who does not feel comfortable racing at the DAIRYLAND CLASSIC, for any reason, at any time, should not participate.

e. All competitors must be able to control his/her motorcycle at all times, and to ride it safely and competently. This includes stopping, starting, standing still, mounting, dismounting, and putting one or both feet on the ground. The promoter and/or referee have the authority to remove any racer who cannot demonstrate the ability to control his/her motorcycle, or ride it safely.

5. DRUGS AND ALCOHOL a. Alcohol shall not be consumed in the pit area prior to, nor during, the racing event. b. All persons granted access to the pit area and/or racetrack shall not consume, nor be

under the influence of, intoxicants or drugs that could affect their normal mental or physical ability. Failure to comply shall result in disqualification and/or removal of the individuals from the event.

6. PIT AREA a. All teams are encouraged to have a working, two-pound minimum, BC-rated fire

extinguisher in their pit area. b. Each pit crew is expected to clean up their pit area prior to departing the DAIRYLAND

CLASSIC, and dispose of any trash into the appropriate receptacles. 7. LINE-UP GRIDS

a. Each competitor is held responsible to ensure that the information listed in the event line-up grids are accurate. Failure to alert a DAIRYLAND CLASSIC staff member of any errors concerning their competition data on the line-ups – to include bike number, bike brand, etc - may result in that racer being denied entry onto the track for their race(s).

SECTION B: GENERAL EQUIPMENT STANDARDS

1. NOTE: When a specific Racing Division equipment standard varies from the General Equipment Standard, the rule listed in the specific Division standard shall take precedence.

2. AXLES a. Aluminum axles are not permitted.

3. BRAKES

a. Unless specifically stated otherwise, all motorcycles in all racing divisions must be equipped with a functional and operational rear wheel drum or disc brake.

b. Brakes must be manufactured and installed in a safe and workmanlike manner. c. A compression release does not qualify as a brake. A compression release may be

used in addition to a rear wheel brake, if desired. d. Front brakes are not permitted.

4. COMPETITION APPAREL a. Skin Protection

i. Abrasion-resistant outer gear (leather, Cordura, air mesh, or stretch Kevlar) are strongly encouraged.

ii. Protective pants made of the above materials are required. iii. Jackets made of the above materials are strongly encouraged. Jackets that

connect to the top of the pants through a zipper or other means are strongly encouraged.

iv. If a jacket made of durable material is not worn, long-sleeves are required. b. Ankle/foot protection

i. Boots must be worn. They must extend above the ankle, and have any combination of laces, buckles or zippers, or specially designed and constructed for leg, ankle, and foot protection.

ii. A steel skid shoe is strongly encouraged to be worn on the left boot. If worn, it must have a curved front that extends over the toe of the boot.

c. Head Protection i. All competitors must utilize a shatterproof face shield or shatterproof goggles. ii. Full face helmets are required. The helmet must be properly fastened, be of a

good fit, and be in good condition. The helmet must have a chin strap type ‘retention system’.

iii. Helmets must be certified as complying with either Snell M2010 or DOT FMVSS 218 standards.

iv. It is recommended that all helmets used in competition be equipped with a commercially manufactured emergency helmet removal device and that all competitors display the following information on the base of the helmet: name, drug allergies and blood type. It is also advisable to carry this information on a small card and add any pertinent information such as epilepsy, diabetes, current medications and past medical problems.

5. CONTROLS – HAND-OPERATED a. Control levers must have ball ends at least one quarter inch in diameter. b. All motorcycles must be equipped with a functional ignition cut-off switch/button, or

functional mechanical engine kill device (compression release, etc), mounted on the handlebar and within reach of the hand when placed on the handlebar grip. Momentary-off style switches are recommended and preferred.

c. All motorcycles must be fitted with a self-closing throttle. 6. CONTROLS – FOOT-OPERATED

a. The ends of all foot-operated control levers - brake and shift levers, for example - must be rubber-covered.

b. In all divisions where brakes are not allowed, all hand and foot-operated brake levers must be removed.

7. EXHAUST a. The exhaust system must be attached securely together, and also bolted securely to the

frame.

b. The discharge end of an exhaust system may not extend past the rear edge of the rear tire, nor point in such a way that it creates dust or interferes with the vision of another competitor.

c. The inside of the exhaust discharge end must be a maximum of five inches from the outside edge of the tire or frame in order to prevent another racer’s wheel or leg from becoming trapped.

d. The exposed edge(s) of the exhaust pipe outlet must be rounded to eliminate all sharp edges.

e. All two-stroke engines require a muffler with sound absorption mechanisms or packed baffling.

f. All four-stroke overhead valve engines require a muffler with sound absorption mechanisms or packed baffling.

8. FENDERS a. Rear fenders must extend through a vertical line drawn through the rear axle.

9. FLUIDS a. Motorcycles that leak any fluids will not be allowed onto the race track. b. Unless otherwise specified, all liquid-cooled engines must have a radiator vent hose

routed to a heat-resistant container of at least 250cc capacity. 10. FOOTRESTS

a. All footrests must fold back at a 45-degree angle. b. Footrests must have a non-skid surface (knurled, serrated, rubber covered, etc.) c. The maximum length of the footrest from the pivot point is five inches.

11. FORKS a. Forks must be adequate in strength and size for the motorcycle and its use. b. If the forks protrude more than 1” (including air stem, if so equipped) above the lowest

portion of the handlebars, then a protective device must be fitted over them. 12. FORK STOPS

a. Fork stops must be installed of sufficient size and strength to prevent the fork tubes from contacting the fuel tank.

13. FRAMES a. Frames and frame components must be manufactured in a safe and workmanlike

manner, and any frame modifications must be done in a workmanlike manner. b. Titanium frames are not permitted. c. Safety bars and stands must be removed.

14. FUEL a. All combustion engine motorcycles must use petroleum based gasoline as defined by

the American Society for Testing and Materials (ASTM), designation: D4814 b. All fuel must be stored in approved containers.

15. FUEL TANKS a. Fuel tanks must be manufactured and mounted in a safe and workmanlike manner. b. Fuel tanks, fittings and fuel lines must not leak fluids.

16. HANDLEBARS a. Handlebars must be made of steel, aluminum, titanium, or another suitable material. b. Repaired, cracked or broken handlebars are not permitted.

17. INSPECTION a. The referee may disqualify any motorcycle that doesn't conform to the spirit of the rules

– as written or implied. The referee may inspect any part of any motorcycle entered in the DAIRYLAND CLASSIC at any time.

b. Any competitor who refuses to submit his/her motorcycle for inspection to the referee of officials may be automatically disqualified from the event.

18. MISC ITEMS a. No lights, license plates, brackets, mirrors, stands, glass or other items posing a hazard

to any competitors or personnel are allowed to remain on any motorcycles in competition.

19. NUMBER PLATES a. Each motorcycle – unless specified otherwise – shall have three number plates for

identification. One on the front of the motorcycle, and one on each side. b. The same competition number shall appear on all three plates. c. Each competitor is responsible to ensure that their number plates are legible. d. The following number plate color combinations are acceptable.

i. Black upon white plates ii. Black upon yellow plates iii. White upon black plates iv. White upon Blue plates (Hooligan only) v. Any other plate color combinations may merit a back-row start in each event

e. Block type numbers (and letters) are strongly recommended. f. The staff of the DAIRYLAND CLASSIC shall not be responsible for illegible number

plates. g. Each competitor is responsible to ensure that the competition number listed in the

event line-up grids match the competition number on his/her number plates. Failure to correct any discrepancies between the number listed in the line-up grid and the number on the motorcycle may result in that racer being denied entry onto the track.

20. SAFETY WIRE a. Oil filter bolts must be secured with safety wire. b. Oil filter cans must be secured with metal clamps and safety wire. c. All transmission and crankcase drain plugs must be safety-wired.

21. TIRES a. Unless specified otherwise, Class C dirt track tires are required on all motorcycles. b. Knobby tires are not permitted on any motorcycles at the DAIRYLAND CLASSIC. c. No foreign materials are allowed to be added to the tire tread of any tires. d. No liquid may be used inside the tire tube, as a puncture may result in a lengthy delay

of the event.

SECTION C: RACE PROCEDURES

1. PRACTICE SESSIONS a. Time permitting, the DAIRYLAND CLASSIC will run three separate practice sessions

for each racing division. b. Each competitor is expected to participate in one – and only one – practice session per

round of practice for each division in which they are competing. Competitors who exceed this expectation will start their heat race from the penalty line.

c. Competitors are expected to ensure that they are practicing with the other competitors in their racing division. Competitors who recognize that they are practicing with a different racing division should exit the course as quickly and safely as possible. Violators may be black flagged and/or disqualified from the event.

2. TWO MINUTE RULE a. A competitor may request a two-minute delay to address issues with their motorcycle

once competition has begun. However, a two-minute delay will not automatically be assigned if it is not requested.

b. Competitors who miss their heat race will not be moved into the next heat race, as this creates confusion for our announcers, the spectators, and our staff. Those competitors will, however, be moved into the next round of qualifying (if they exist).

3. STARTING LINES a. Each starting line will consist of two white lines. The front wheel of each motorcycle will

be placed between these two lines. b. Any competitor who moves the front wheel behind the rear line prior to the start will be

treated the same as someone who jumps the start. 4. STARTING GRIDS

a. Each line-up grid will assign a row number and a position number to each competitor. b. The racer identified in the starting grids as “Row 1 Pos 1” for each event is considered

the “pole sitter” for that event. c. HEATS & SEMIS

i. For each heat race and each semi race, the pole-sitter will be assigned the inside pole unless he/she alerts the staging personnel that they wish to start from the outside pole.

ii. Competitors will approach the starting line(s) in the order listed on the starting grid.

iii. The pole-sitter will take their position at the pole. iv. All other competitors on that row will line up alongside, in order. v. Competitors on other rows will line up in a similar fashion, with row 2 position 1

lining up directly behind row 1 position 1, and so on. d. FINALS

i. For each final race, each competitor will choose any spot on the row which they are assigned to.

ii. Competitors will approach the starting line in the order listed on the starting grid, and qill choose their random spots in order.

5. FOREFEITURE OF GRID SPOT a. Any competitor may forfeit his/her spot on their assigned row to take a higher pick on a

next row. When this occurs, the lowest position on the next row may take the vacant spot on the previous row.

6. STARTING LIGHT a. The Dairyland Classic starting tree has four vertical lights: One red light at the top, two

yellows in the middle, and one green at the bottom. b. Once all competitors are staged, the red light will turn off and the top yellow light will

turn on. c. The top yellow light will illuminate for 5 seconds before it turns off and the second

yellow light turns on. d. The second yellow light will illuminate for a random period between ½ and 2½ seconds. e. If no competitors jump the start, the green light will illuminate, signaling the start of the

race. Otherwise, the red light will illuminate. f. All competitors who have crossed their starting line may be penalized.

7. RACE STOPPAGES a. All competitors who are determined to be the primary cause of the race stoppage may

be required to be cleared by the medical staff before being allowed to compete again. b. Any competitors who are determined to be the primary cause of the race stoppage shall

restart from the penalty line (if a complete restart), or from the rear of the staggered start.

c. Any race stopped with two laps or fewer completed will utilize a complete restart, with all competitors in their original positions, except for the competitor(s) deemed responsible for causing the race stoppage.

d. Any race stopped with more than two laps completed may restart in a staggered start, with the racers gridded according to the lap prior to the red flag, except for the competitor(s) deemed responsible for causing the race stoppage.

e. Any race stopped with at least 60% of the laps completed may be considered complete. Final results will revert back to the lap prior to the stoppage.

8. OFFICIAL RACE FLAGS a. GREEN: Start of race, or continue with the current race. b. WHITE: One lap to go until finish. c. YELLOW: Caution. When a yellow flag is displayed, competitors must ride cautiously

until they have passed the incident that caused the flag. d. BLACK: Disqualification. The racer must leave the racing line as safely, yet as quickly,

as possible, and report to the referee at once. e. BLUE: Indicates that a competitor is about to be overtaken by faster racers. Racers

shown the blue flag should hold their line and not impede the progress of the passing competitors.

f. WHITE WITH RED CROSS: Indicates that ambulances, safety vehicles or emergency personnel are on the course, and the race has been stopped. Slow down, hold your line, and proceed to the designated area.

g. BLACK AND WHITE CHECKERED: End of race. h. RED: Stopping of a race for any emergency situation. i. CROSS FLAGS: The green and white flags are folded, and held up against each other

to form an “X”. This indicates that the race is halfway completed. j. TWO LAPS TO GO: When the white and checkered flags are folded, and both held

vertically by the starter, this indicates that there are two laps to go.

SECTION D: EVENT PROCEDURES

1. Our line-up grids list four events per sheet. Our intent is to publish the heat, semi, and final line-ups as soon as humanly possible.

2. Our intent is to run the first semi of the night immediately after the last heat race of the night. 3. Our intent is to take a very brief intermission (10-15 minutes) prior to the first final. 4. After each final – time permitting – we will conduct a victory celebration for the top 3 in each

final that will consist of brief interviews, presentation of the Pro Plate awards, and champagne. 5. Any minor competitor who participates in the victory celebration is not permitted to ingest any

champagne.

SECTION E: JUNIOR/EXPERT DIVISION

1. Eligibility a. The Junior/Expert division is by invitation only. b. Invitations to participate in this division are automatically extended to all racers holding

a current, valid American Flat Track professional racing license from the Daytona Motorsports Group (DMG). The AFT Twins or AFT Singles license must be shown at event registration in order to validate your invitation.

c. Competitors must be at least 16 years of age on the day of the event. d. Competitors using black numbers on yellow number plates will be referred to as

"Juniors".

e. Competitors using black numbers on white number plates will be referred to as "Experts".

2. Equipment a. Motorcycles must be full-size (not a "pit bike", not a “mini bike”) and must set up for flat

track competition. b. Motorcycle frames may be OEM, aftermarket, or custom-made construction. c. Engines may be any configuration, and any displacement. d. Competitors with an AFT Singles license are not required to compete on a single-

cylinder motorcycle. e. Competitors with an AFT Twins license are not required to compete on a twin-cylinder

motorcycle. 3. Jim Sumner Memorial Dash For Cash

a. The Jim Sumner Memorial Dash For Cash is part of the Junior/Expert program. b. The three fastest racers on different brands of singles - based on heat race finishes -

will be invited (but not required) to participate. c. The three fastest racers on different brands of twins - based on heat race finishes - will

be invited (but not required) to participate. d. The promoter reserves the right to make a judgment on what qualifies as "different

brand". e. The promoter reserves the right to add other racers at his discretion.

4. Fees/Awards a. Entry fee includes pit pass, parking fees, and fairgrounds fees. b. Bonus(es) will be awarded to the top finishing competitors on modern twin-cylinder

motorcycles. The promoter reserves the right to determine whether an engine is deserving of one of the Twins Bonuses.

c. Time permitting, we will conduct a champagne-laden victory circle celebration with Pro Plate awards and interviews of the top three finishers of the Final in front of the grandstands.

SECTION F: HOOLIGAN DIVISION

1. Eligibility a. Competitors shall be at least 18 years of age on the day of the event. b. Competitors with a current AFT Singles or AFT Twins license are not allowed to

compete. c. Competitors racing in the Junior/Expert division are not allowed to compete. d. The promoter reserves the right to remove any competitor or motorcycle which appears

to be unfit for the high-speed conditions of the DAIRYLAND CLASSIC. 2. Equipment

a. Engines i. Production, street-legal (DOT) motorcycles must have originated with a 500cc or

larger twin-cylinder engine. ii. Engine and frame must be manufactured for each other. iii. Engine modifications are unrestricted.

b. Frames i. Stock Production Street Bike Frames

2. Any geometry changes made to the frame must be bolt-on modifications, including, but not limited to: the neck angle, the swing arm pivot, and the upper shock mount locations.

ii. Aftermarket swing arms are permitted. iii. Cracked or broken frames are not allowed. iv. Kickstands must be removed.

c. Brakes i. Operational rear brake is required. ii. Front brakes are not allowed.

d. Tires i. Only 19” Flat Track racing tires or 17” wet/rain racing tires are permitted. ii. Any other type of tire - knobby, street, dual sport, etc - are not allowed. iii. Tires may be from any manufacturer.

e. Exhaust System i. Exhaust pipes and mufflers must be used and be securely attached together and

bolted to the frame ii. Mufflers must have sound absorption mechanisms or packed baffling. iii. The discharge end of the exhaust pipe may not extend beyond the rear edge of

the rear tire. iv. For safety reasons, the exposed edge(s) of the exhaust pipe outlet(s) must be

rounded to eliminate any sharp edges. v. The inside of the exhaust discharge end must be a maximum of five inches from

the outside edge of the tire or frame in order to prevent another racer’s wheel or leg from becoming trapped.

f. Coolant/Fluid Containment i. Coolant must be non-toxic and water soluble. ii. Coolant may be propylene glycol based. iii. Ethylene glycol is not an acceptable coolant. iv. All drain plugs and oil fill caps must either be safety-wired, or secured in place

with silicone with duct tape as a secondary means of protection. Safety wire is preferred.

v. Glass oil sight windows must be adequately protected; a metal guard is preferable, while duct tape, by itself, is not sufficient protection.

vi. Oil filter bolts must be secured with safety wire. Oil filter cans must be secured with metal clamps and safety wire.

vii. All vent, breather or overflow tubes coming from the radiator must be routed into a heat-resistant container with a capacity of at least 250cc. Soda cans or bottles, or the like, are not acceptable.

viii. Engines with fluids leaking from any of the breathers will not be allowed onto the race track.

g. Handlebars and Controls i. Cracked or broken handlebars are prohibited. ii. Control levers must have minimum 1/4-inch diameter ball ends. iii. Motorcycles must be equipped with a functional ignition cut-off switch or button,

mounted on the handlebar and within reach of the racer’s hand when placed on the grip. Momentary-off style switches are recommended and preferred.

iv. Motorcycles must have a self-closing throttle mechanism. v. All handlebar ends must present no cutting hazard. vi. All levers, pegs and other protruding parts must be rounded or taped for safety.

h. Lights

i. Lights and turn indicators should be removed, if possible. ii. Any lights or turn indicators that are not removed must be completely covered

with tape so that any and all glass/plastic is retained in the event of an impact. Clear tape is acceptable.

i. Number Plates i. Every motorcycle must be equipped with three legible number plates; one at the

front, and one on each side. Plates that are 10” tall x 12” wide is recommended. ii. Black, block-style numerals on white background are recommended. iii. All number plates shall have rounded corners - 2½" minimum radius

recommended. iv. The same competition number shall appear on all 3 plates. v. Unauthorized variations from the above number plate guidelines may affect how

well you are scored in the events. 3. Fees/Awards

1. Eligibility a. Competitors with a current AFT Singles or AFT Twins license are not allowed to

compete. b. Competitors racing in the Junior/Expert division are not allowed to compete. c. Competitors must be at least 12 years of age on the day of the event.

2. Equipment a. Motorcycles must be full-size (not a "pit bike") and must set up for flat track competition. b. Engines must be 125cc-250cc displacement. c. 53” minimum wheel base. d. 17” minimum rim size.

1. Eligibility a. Competitors with a current AFT Singles or AFT Twins license are not allowed to

compete. b. Competitors racing in the Junior/Expert division are not allowed to compete.

2. Equipment a. Acceptable Configurations: Single-cylinder or V-twin; air-cooled; four-stroke; pocket-

valve (intake-over-exhaust), side-valve, or overhead valve board-track and flat track racing engines built prior to 1930.

b. Brakes: Brakes are not permitted. If the motorcycle is equipped with a coaster brake – as many early racers were – the brake must be disabled in a secure manner. This may involve securing the pedal cranks to the frame to prevent brake operation.

c. Carburetor: Era Correct*, original or reproduction. Shebler Deluxe, Linkert M Series, or barrel-type are allowed.

d. Engine: Era Correct*, original or reproduction. As approved for AMA Professional Class A competition.

e. Engine, cases: Era Correct*, original or reproduction. f. Engine, clutch: Countershaft or crankshaft clutches are allowed. g. Engine, cylinder: Era Correct*, original or reproduction. h. Engine, head: Era Correct*, original or reproduction. i. Engine, transmission: Era Correct*. True Class A motorcycles did not have

transmissions, so the use of transmissions is discouraged. If the motorcycle has a transmission, it must be locked in one gear.

j. Exhaust: Era Correct*. k. Frame: Era Correct*, original or reproduction, rigid style only. Period style, stock style,

modified stock style, full-loop short-coupled style racing frame or keystone-style racing frames are allowed.

l. Welded tube frames are not permitted.
