Modality for online execution (since 15.1.2013)(For STW and BW)

Farmer applies online choosing self/ executant (appd. by theDirectorate)

AAO verifies the field and upload the location photo in GPS camerawith the beneficiary while filling up the applicant data in the portal.

AAO generate go-ahead letter within seven days.

During the execution process sinking photo with the beneficiaryare taken and the executant uploads the sinking photo in presenceof the beneficiary.

Executant /AAO completes the execution in their on-line field.

AAE inspects the completed project,takes the measurement, upload photo and agrees to the GPS location and submit the Subsidyclaim.

APICOL cell through Axis Bank credits the subsidy in the executant/self account.

The AAO concerned will visit the proposed location for verification within 7 days, take the photo in the GPS camera and sign the feasibility certificate in the following format.

“The area does not come under the layout of any existing

irrigation command/though the area comes under the

command of any project, the land proposed to be benefitted by

new LI point is not receiving water from the said project for last

5 years. No BW/STW exists within the stipulated distance of the

proposed project. No LI point exists on the GPS location in the

above point.”

PUMP SET TRACKING SYSTEM

Original System

Identification of the applicant by local VAW. Identified farmer goes to the Assistant Agricultural Officer

(AAO) with the application.AAO issues permit. Beneficiary contact the vendor with the permit and gets the

pump set. Vendor submits the subsidy claim at the DAO office. AAE inspects the pump set. Subsidy sanctioned jointly by the DAO and AAE and subsidy

sanction certificate submitted to the DDA. DDA sends the engine numbers to APICOL for rechecking of

the engine numbers in respect of previous supply. DDA releases the subsidy after getting confirmation from

APICOL regarding non supply of pump set.

What is wrong with the system?

Nothing, it did work Except that the farmer has to run after the officers Except that there was no well defined system to regulate

the supply vis-a-vis the target. Except that the manufacturer did not know the detail

subsidy supply by the dealers in respect of engine no., make,model etc.

Except that the Dealers are being tempted to manipulatethe engine numbers as well as the HP and supply the nonBIS models.

Except that the Director did not know who the beneficiarieswere.

Except that the entire process took more than 6 months.

SMS alerts are being sent at all steps through NICSMS gateway.

The entire process is completed within one monthfrom the date of permit generation.

Implementation Modalities

Submission of application on line to the Dist. Nodal officer ( To be made available at http:/agribusiness.nic.in)

Preparation of DPR by the Departmental resource person /any other designated consultants/experts.

Appraisal/discussion and selection of the proposals by the scrutiny subcommittee .

Filling up of the format online and issue of system generated go-ahead letter by the Dist. Nodal Officer.

Submission of subsidy claim by the beneficiary along with required bills/vouchers etc. to the District Nodal Officer.

Evaluation of the project within project cost of Rs 1.00 crore separately by the financing institution and by the Dist. Nodal Officer.

Evaluation of the project above project cost of Rs 1.00 crore by the empanelled evaluators.

Terms/ Expressions

Eligible Beneficiary:- The eligible beneficiary include an individual, a body ofindividuals, registered NGOs, SHGs, companies encouraging contract farming infarmers’ land.

Dist.Nodal officer:- Dist.level officer relating to their sectors will act as the“Dist.Nodal Officer”. In case of composite/integrated projects, nodal oficer will be theofficer relating to the ARD sector who will also take the help of other line departmentofficers for evaluation of the project.

Project Cost:- The project cost of each enterprise may vary and there isno fixed limit due to variation in type of projects as well as size of projects. However,the size/capacity of the project should be such that, the net annual income from theenterprise should not be less than 10% of the project cost minimum Rs 2.00lakh/annum.

Financing Pattern:- The identified entrepreneur is free to set up his enterprisewith his / her own financial resources or can avail loan from Bank. If he/she wants toavail loan, then the District Nodal Officer will sponsor the proposal to the FinancingInstitutions (Bank) as per the choice of the beneficiary.

•Sanction of Capital Investment Subsidy for the projects costing more than 1.00 crore.•The Chairman of the SLC may authorize a sub-committee to exercise any of the powers andfunctions of the State Level Committee. Provided that the decision of the sub-committeeshall be placed before the State Level Committee at their next meeting for approval.

Evaluation of Completed Projects

FOR PROJECTS WITHIN 1.00 CRORE

Uploading of the scanned copy of evaluation report(lowest report out of the two

evaluation reports by the Dist nodal officer and the Bank) in the portal by the Dist.

Nodal Officer for deliberation and approval by the Scrutiny subcommittee.

After approval, the Chairman-cum-Collectors will log in through their respective user-

ID and Password and approve the particular project on line for disbursal of subsidy

.He will also sign the auto generated subsidy sanction certificate

The District Nodal Officer will keep the hard copy of certificate signed by the

Collector and Chairman of the scrutiny sub-committee along with all the relevant

documents and issue the advice request on line to the Dy. Director of Agriculture for

issue of cheque directly to the entrepreneur.

FOR PROJECTS ABOVE 1.00 CRORE

After evaluation of the projects above Rs 1.00 crore, the MD, APICOL will table it

before the State Level Committee for sanction of subsidy. He will also upload the

scanned copy of evaluation report in the portal.

After discussion in the SLC and approval of the same, the MD, APICOL will log in

through their respective user-ID and Password and approve the particular project on

line for disbursal of subsidy. He will also sign the autogenerated subsidy sanction

certificate and will transfer subsidy through RTGS directly to the entrepreneur.
