The Samuel Mills Damon papers are a small part of a larger collection, the Baldwin and Damon papers, donated by Harriet Damon Baldwin and Frances Damon Holt in 1981. The ma1or part of the collec�ion was given to the Hawaiian Mission Children's Society Library and the Hawaii State Archives received mainly those papers relating to the government service of Samuel Mills Damon. These papers also include some business records and a few personal mementos. The collection contains 3.5 linear inches.

BIOGRAPHICAL SKETCH

Samuel Mills Damon, a prominent businessman and public official of the Kingdom, Provisional Government, Republic and Territory, was born in Honolulu in 1845, the son of Samuel C. Damon (one of the pioneer New England missionaries in Hawaii, founder and editor of "The Friend,11 and chaplain of the Seamen's Institute). Samuel Mills Damon began a banking career as a clerk with the firm of Charles R. Bishop in 1870. He became a partner in 1881, and eventually senior partner, of Bishop & Co.

Beginning in 1884, when King Kalakaua appointed him a member of the Privy Council of the Kingdom of Hawaii, he held many positions in government until his retirement from public life on June 14, 1900. He served four times as Minister of Finance of the Kingdom (July 1889 - June 1890) and of the Provisional Government and Republic of Hawaii (three occasions: May, 1893 - July, 1897; August, 1897 - November, 1899; and December, 1899 - June, 1900). He also served briefly as Interior Minister of the Republic (April - June, 1899 and May - June, 1900) and as assistant to President Sanford B. Dole.

He married the former Harriet M. Baldwin of Honolulu, the daughter of another missionary family, in 1872, by whom he had four children. He was decorated by the Kingdom of Hawaii and by Great Britain, France and Portugal. He owned a country home at Moanalua Gardens, and he later made the property into a semi-public park renowned for its beauty and serenity.

He died in Honolulu on July 1, 1924.

SCOPE AND CONTENT NOTE

Despite the amorphous and artificial nature of this collection, it nevertheless contains interesting examples of period material, as well as anecdotal material reflecting attitudes on specific issues, such as Queen Liliuokalani's lottery bill (1892) and Hawaii's annexation by the U. S. (1898).

The collection consists of a wide variety of items, both in format and content. The earliest, a handwritten school composition, dates from 1862; the latest is a 1924 issue of 'The Friend,' containing Samuel Mills Damon's

obituary. Most of the material is dated between 1887 and 1898, and includes material dealing with the monarchy and the republic.

Other material includes: correspondence, poems, tax assessments, business records, engraved invitations to social events at Iolani Palace (and elsewhere), newspaper clippings, certificates, programs, and assorted lists. Some unique items require specific description. Most significant is probably a letter written to Samuel Mills Damon by Robert W. Wilcox, who. was then in jail for his role in the failed rebellion of 1895 against the government of the Republic. Also included are a letter from Damon to his wife written while he was engaged in dealing with the rebellion; a diary of a trip to the mainland in 1866; an oath of loyalty to the Republic; a dedication program for a building at Yale University; and a map of the Damon home at Moanalua.

DIAMOND HEAD STUDY

INTRODUCTION

This collection is the office files of Pacific Planners Corporation relating to their contractual study to prepare a plan for the unimpaired preservation of the visual and historic aspects of Diamond Head. The records date from 1966 to 1969 and comprise eight linear inches. The records were received from Robert D. Van Dorpe, President of Pacific Planners Corporation.

HISTORY

The Diamond Head Study was authorized in 1965 by Act 249, when the State Legislature created the Diamond Head State Monwnent and appropriated $20,000 for a study of Diamond Head to include the preparation of a preservation plan. The Department of Land and Natural Resources, designated the administering agency, began preliminary study and then in June 1967, hired Robert D. Van Dorpe, president of Pacific Planners Corporation, to develop a final report. (Pacific Planners Corporation, incorporated on May 10, 1967, was a family-held corporation with Robert D. Van Dorpe as its president.)

The contract specified the preparation of plans designating and incorporating lands essential to the unimpaired preservation of the visual and historic aspects of Diamond Head and the determination of which of the visual aspects was most desirable to preserve. They were to collate, review and analyze specific plans including: the Oahu General Plan, Urban Renewal Plans, Comprehensive Zoning Ordinance, among others. The contractors used a comprehensive photographic inventory as the method of docwnenting their recommendations.

The study encompassed the immediate Diamond Head area including the crater, slopes and base, and the surrounding area from the ewa boundary of Ala Moana Park to the ewa side of Wailupe Peninsula, and from the sea to Dole Street.

SCOPE AND CONTENT NOTE

These records, dating from 1966 to 1969, contain information on then existing plans and proposals for the development and/or preservation of Diamond Head collected by the contractor. The material includes reports, research materials, correspondence, memos, transcripts, tables, newspaper clippings and photographs.

The correspondence files docwnent the acquisition of background information and the projects daily progress, especially the communications with Whistler/Patri associates, the urban design consultants on the project. It also touches on a controversial plan developed by the Diamond Head Improvement Association, an investment group headed by financier Chinn Ho. The research materials make up the bulk of the collection and include

background reference materials used by Pacific Planners and their subcontractors to compile the study.

The heart of the study is the report itself and through text and tables incorporates all aspects of a plan for Diamond Head including a review of current proposals, criteria for its preservation and implementation scheme.

Although over one thousand photographs were taken to document the visual aspects of Diamond Head, only thirteen oversized mounted photographs, accompanied the records.

Personal history.

Born in Aberdeen, Scotland, Feb. 7, 1839, James A. Dower went to eea at an early age. In 1865, he and his wife were on their way to Australia from Victoria, B.D., on the RoY!:! Charlie, arriving 1n Honolulu Oct.B. The ship stopped here tor repairs and Mr. and Mrs. Dower decided to make Hawaii their bane. Mr. Dower went into business, building inter­is]Jpld ships and became an expert cabinet-maker.

Some years bef'ore his death, he developed a hobby or ma.king valld.ng canes and giving them away to his friends and to pro­minent men in the community. At first, he obtained the wood tor his canes .from ship-wrecks in the Hawaiian area. Later he incorporated into each cane as JIW\Y different Island woods as possible.

DRAPER COLLECTION-OFFICE 01!' PRICE ADMINISTRATION, 1942-1944

INTRODUCTION

The professional papers of Dr. Benjamin Draper reflect his tenure as economic advisor at the Office of Price Administration, Region IX, Territory of Hawaii. Dates of the collection range from May 1942 through August 1944. These papers are an unrestricted gift donated by Dr. Draper and open for use by the public. The collection contains 18 linear inches.

AGENCY HISTORY

The Price Control Section of the Office of the Military Governor, (OMG), was created on May 29, 1942 by the promulgation of General Order Nwnber 108. This order empowered the section to administer and enforce price regulations issued by the Military Governor. It provided an office and advisory board for Oahu and the neighbor islands, each having full jurisdiction in its area.

In June 1942, the Federal Office of Price Administration, (OPA), sent representatives to Hawaii to act in an advisory capacity. Among those sent were Dr. Benjamin Draper who became the economic advisor to the Military Governor and Lt. Col. James H. Palmer as the price advisor. The attention of the OPA staff was devoted almost entirely to processing and adjudicating appeals from businesses requesting an upward adjustment to the maximum allowable price that could be charged for goods and services. During its first six months 783 appeals were received.

On March 10, 1943 the Office of the Military Governor transferred to the Federal Office of Price Administration the control of prices formerly administered by the Price Control Section of the OMG. There was no change in procedure or personnel, and the national office delegated to the Hawaii Territorial Director full authority over local problems. With the transfer of power to OPA several additional price control functions were added to the office including the rationing of: tires, gasoline, bicycles, refrigerators, stoves, water heaters and typewriters.

The Food Control Section under the Office of Military Governor controlled both supply of food and pr1c1ng of it. On October 9, 1942 the pricing powers of the Food Control Section were tranferred by OMG to Price Control Section.

Beginning in January 1943, the adjustment of prices function of the OPA was carried out by the Adjustment Committee. This committee set prices on merchandise not covered by specific regulations, and provided new or adjusted prices under MPR (Maximum Price Regulation). It exercised administrative and discretionary powers as an informal court. The Adjustment Committee was composed of the Territorial Director, Chief Counsel, Price Attorney and Chief Economist. Memoranda for the committee were prepared by various staff members and field investigators recommending action and substantiating the recommendation with suitable support data.

Thus the Adjustment Committee acted both as a price and policy group determining criteria to be followed in specific types and categories of commodities and trades.

In January 1943, a docket system was instituted for Adjustment Committee dividing appeals into three groups: fixing of new prices; adjustment of ceilings; and service trades prices and adjustments. The Adjustment Committee existed until October 1943 at which time the Price Executive assumed the price fixing function. From that point Adjustment Committee only met on special problems referred to it by the Price Executive.

Under the OPA a study was completed of all federal price regulations enacted on the Mainland and some were adopted as applicable in the Territory.

OPA functioned as a separate entity through December 24, 1946 when it was merged with the Civilian Production Administration, (CPA), under the Office of Temporary Control, (OTC). The OPA director oversaw both OTC-CPA and OTC-OPA. By a joint resolution of Congress the OPA was transferred to the jurisdiction of the Department of Agriculture on April 1, 1947. On June 1,1947 President Harry S. Truman officially dissolved the OPA and its two temporary agencies, OTC-OPA, OTC-CPA by Executive Order.

SCOPE AND CONTENT NOTE

Although the papers accumulated by Dr. Draper date from May 1942 through July 1944 he actually served first as economic advisor and later as Chief Economist from June 1942 through June 1944. The collection consists of: correspondence, progress reports, adjustment committee records, newspaper clippings and printed materials.

A bulk of the correspondence reflects the OPA's function as a price setting agency. It was generated by merchants requesting an upward adjustment in the maximum allowable price that could be charged for goods and services. This collection offers a unique insight into daily life in Hawaii during World War II. The papers clearly demonstrate the scope of price controls during the period. Requests for adjustments of ceiling prices range from drink prices in restaurants to shipping costs from the Mainland. Correspondence also includes: background communication on the decision to hire Japanese-Americans; periodic gas mask drill instructions; black-out schedules; and general comments on the social life in Waikiki.

1942 Federal funds were secured by OPA to commission a cost of living index for Hawaii by the U.S. Department of Labor, Bureau of Labor Statistics and is included in the retail food prices report. This was the first cost of living study done of Hawaii. After considering this data a consolidated maximum price regulation was issued by OPA which included the Territory. The Territory of Hawaii, Region IX regulations appear in the Federal Register as Maximum Price Regulation 373 and some of these records with amendments are included in this collection.

While the collection spans only two years it adequately reflects the functioning of the Office of Price Controls. In documenting the procedures enacted for controlling prices, these records provide an insight into the scope of activities and the impact on local life of a complicated bureaucracy that was organized to support the war effort.

Control Section of OPA. Includes a daily log from June 27, 1942 through October 18, 1942. Semi-monthly reports begin on December 7, 1942 through January 27, 1944. Offers insight into thinking of those in authority at OPA; logistical difficulties of attempting a cost survey of all commodities sold in the Territory; and discusses inequities of the system. reviewed. Includes re�ommendations from price advisors and field investigators to the adjustment committee regarding requests for price adjustments. Includes current prices, requested prices and recommended prices. Can include prices of previous appeals for comparison purposes. Decisions on cases presented in the Committee Memoranda can be found for dates from July 1943 through September 1943 by referring to the Docket of Price Adjustment.

Docket includes docket number, date, name of company requesting price increase, item, date of request, agenda date and handwritten comments on the resolution of the case. Dockets divide appeals into three groups: fixing of new prices; adjustments of ceilings; and service trade prices and adjustments. The majority of decisions were prices fixed for new commodities.

5. FIELD NOTES AND INVESTIGATIVE REPORTS. May 1942 - May 1943. 1 linearinch.

Contains handwritten notes of Kauai report; a report on the suggested basis for defining landed costs. Includes a poi industry report with a list of all factories, their prices and comments of the profitability of poi manufacture. Survey of the produce industry with prices of specific fruits and vegetables; investigative report on the jewelry industry in the Territory. Copy of newsreleases of the War Shipping Administration and Freight Tariff rates of the Matson Navigation Company.

Single item. Copy of Draper's study on Hawaii Liquor purchased from California

liquor wholesalers and distributors. Study done in California subsequent to Draper's transfer to the Mainland. Report addresses attempts by wholesalers to dump contaminated foreign liquor in Hawaii, to charge illegally inflated prices for shipping and to evade customs taxes. Includes list of Hawaii wholesalers of liquor and their California suppliers. Lists of all contaminated liquors by type and brand.

7. PAPERS RELATING TO KAXIMUK PRICE REGULATION 1373 WITH AHENDKENTS.

April 1942 - June 1944. 6 linear inches.

Arranged by section number and commodity. Printed regulation and amendments 1 - 38 are arranged sequentially.

Sections dealing with specific conmodities are tabbed by name of commodity. Sections include description of each item and some state the maximum ceiling price quotes. Among local products described are: Niihau shells; taro and poi; Kana coffee; and bamboo rakes.

and operational aspects of compiling data. Instructions establish criterion for making a maximum price ceiling determination. Includes memo from Karl Borders on the organizational assignments and departmental policies of Region IX OPA.
