Volontaires de l'aide de l'UE: Renforcement de Capacités en Actions Humanitaireset Gestion des Volontaires en Afrique francophone (RECHANGE)RECHANGE project will be implemented by a consortium consisting of 7 African (Burundi, Central AfricanRepublic, Congo, DR Congo, Rwanda, Senegal, Togo) and 2 European (Austria, Belgium) Caritasorganisations.

The project will enhance existing organisational structures of the African Caritas organisations in order torespond quickly and appropriately to emergency situations. To achieve this, the project is aiming to improve theorganizational preparedness and emergency response capacity of national partners in humanitarian crisissituations through proving various activities including providing ToT on CHS, DRR and transparancy andaccountability standards as well regional exchanges and peer learning events. These trainings will be providedat regional level and replicated at national and local levels in the partner countries. A key aspect oforganisational capacity building will be the strengthening of volunteer management systems in the partnercountries in order to receive and manage local and European volunteers to respond to emergencies. Theidentification, selection, training, placement and post-deployment of volunteers will be strengthened both bysupporting strong volunteer management systems and by building knowledge and capacity on technical andquality standards. The two European Caritas partners will be supporting the African Caritas partners throughproviding technical expertise, project management and sharing of knowledge and experience in managing EUfunded projects.

The project will have a duration of 24 months and is aiming to directly address 1.876 beneficiaries with a widerand more long term impact on at least 8.000 community members. These communities will be better preparedfor future disaster situations and the Caritas network will profit from a stronger network supporting each otheras necessary including the sending and receiving of well trained and managed EU and local volunteers torespond to emergencies.

EMPACT - empowerment 2 actEMPACT is a capacity building project focused on the EUAV certification process for prospective hostingorganisations. Certification will be enabled by combining workshops on the different aspects of EUAVrequirements with a mentoring process, which will lead to the creation and roll-out of the required policies in thehosting orgnisations. Thereby the primary result will be several volunteering NGOs on their way to becoming ahosting organisation in EUAV.This focus is complemented by additional elements of factual capacity building, both formal and technical, byalso strengthening the partners’ knowledge and capacities with regards to the Core Humanitarian Standards(CHS) and relevant humanitarian elements from established education providers in humanitarian aid. Theimpact on the readiness of the participating organisations for future international projects therefore goes beyondthe prescribed EUAV curriculum. It is expected that the PHAP credentialing program will be used to guide thehumanitarian capacity building.

With this combination, the project aims to achieve not only certification of its non-EU partners, but provides aclear, realistic, and sustainable perspective for high-quality deployment projects in its follow-up.

Besides four partners from the EU (DE, DK, IT), three operative organisations and one network organisation,there are five non-EU partners involved in the project: Three from the Balkans (ME, MK, RS) and two fromEastern Africa (KE, UG).The partners have existing ties to each other, either via directly being a member of the Samaritan Internationalnetwork or via previous bilateral project experiences together, forming a good basis for follow-up activities/deployment. This aspect of likely deployment projects after EMPACT has run its course is strengthened furtherby the fact that the operative EU organisations in the consortium are in the process of seeking certification assending organisations, independent of the project.

Empowering Youth Led Volunteering in Local Level ResponsesThe project has been established to build the capacity of hosting organisations in the consortium to enablethem to submit successful applications for certification for the EU AID Volunteer Initiative. The project has aspecificfocus on empowering young people, particularly young women, in local level responses, which thereby calls forstrengthening the capacity and leadership of young men and women and their organisations to participate indecision making in areas of humanitarian aid in their local communities and to generate a relevant localvolunteering capacity, thereby helping to shift power towards locally owned and led responsesThe project consists of 4 phases:Inception phase to consolidate the project Needs assessment phase-Needs assessment conducted in local communities to create a baseline for local level youth engagement-Internal organizational reviews/assessments in all countries applying for certifications. Implementation phase-Includes a wide range of different approaches to build the capacity of consortium members, AA staff, partnerstaff and local young men and women to become core community volunteers. -Some of the expected results: -Enhanced capacity of non-certified hosting organisations to manage future EUAV volunteer deployments andto apply for certification -Development of leadership training curriculum for young people in humanitarian contexts and contextualizedfor step down training by 8 local core volunteers in Liberia, Uganda, Nepal and Sierra Leone -Enhanced youth leadership, particularly young women’s leadership, in 50 local communities supported by atotal of 20 local partner organizations. Evaluation phase:-Evauation and lessons learned-Key outcomes: -Certification applications from AA Liberia, AA Nepal, AA Sierra Leone and AA Uganda completed andsubmitted.

The consortium has also planned dissemination activities to promote the EU AID volunteer initiative andvolunteerism in general.

Strengthening the Capacity of local Organisations to Respond Effectively inEmergenciesSCORE is an 18-month project aiming to enhance resilience in crisis-affected communities and promote aleading role for local actors in humanitarian action by strengthening the capacity of local civil societyorganisations (CSOs), incl. prospective EU Aid Volunteer hosting organisations, to respond effectively andefficiently to crises. Led by Trócaire, it is a consortium response consisting of Trócaire and CatholicOrganization for Relief, Development and Aid (Cordaid), both headquartered in the EU, and 5 Trócaire/Cordaidcountry offices as affiliated entities, working alongside 12 local CSOs in 4 crisis-affected or at-risk countries:Ethiopia (ACPA; APDA; RACIDA; Acord; Agri Service), the Democratic Republic of Congo (Maams; Actiond’Espoir; Padebu), Rwanda (ARCT; Duhamic Adri) and Sierra Leone (AAD-SL; KADDRO).

SCORE entails the rollout of capacity strengthening (CS) initiatives with the consortium’s 12 local members,focusing on strengthening humanitarian capacity in the following areas: emergency preparedness (E-Prep) andcontingency planning (CP); rapid response capacity, including needs assessments and use of new modalitiese.g. digital data collection and cash-based programming; and the incorporation of Core HumanitarianStandards, with a focus on protection, gender and accountability mainstreaming principles, and on staff/volunteer conduct, care and management.

Building on extensive experience within the consortium of working in partnership with CSOs, SCORE willprioritise effectiveness by ensuring that CS activities a) are locally-led, informed by CSO needs andpreferences; b) are flexible to allow tailored support for each CSO, and c) include multiple CS techniques, witha focus on experiential learning grounded in local contextual realities.

The project will document and disseminate learning and best practice, and will also be used as a chance forconsortium members to explore future certification as EU Aid Volunteer sending/hosting organisations.

EU Aid Volunteers - Volunteering for HumanityThe objective of this project is to strengthen the capacity of consortium NGOs in order to participate in the EUAid Volunteering deployment programme. This 2-yr project will partner four certification-seeking NGOs fromSlovakia, Lithuania (both EU13 countries), Ireland and France. Suitably experienced sub-contractors willprovide additional support when activities are beyond the experience or capacity of partners to implement.

Objective 1: Increased capacity within consortium NGOs for humanitarian action. Results: (1) Project cycle management tools developed (2) Strengthening in: security/risk assessmentmanagement, volunteer management, project cycle management and results based management, needsassessments, operations management, M&E , facilitation(3) Policies and procedures in place for all aboveareas

Objective 2: Consortium NGOs become certified as sending organizations.Results: (1) Strengthening in: managing relationships with host organizations, safeguarding and training (2)Policies and procedures in place for all areas required for certification

Objective 3: Increased collaboration between humanitarian volunteering organizations. These results will be achieved through through policy sharing, tailored training, workshops and reviews, jobtwinning, partner visits, mentoring between NGOs according to complementary strengths and weaknesses,peer organisations joining all workshops and events, development of a network for humanitarian volunteeringand development of an open online collaboration tool. To ensure inclusive approach for society and NGOsHumanitarian action multimedia project will be prepared and presented in various partner countries and Online.

RESILIACT: Resilience-strengthening of local communities through atransnational EU Aid Volunteers capacity building actionRESILIACT is a 24-months project leaded by GVC, implemented with 3 EU partners (Alianza por la Solidaridad,Action Against Hunger Spain, WeWorld Italy) and 19 third country partners: 9 in Latin America and Caribbean(GVC Bolivia, Guatemala, Nicaragua, Peru; Alianza Haiti; Action Against Hunger Guatemala, Nicaragua, Peru;WeWorld Brazil), 3 in Africa (WeWorld Benin, Kenya; Tanzania), 7 in Asia (GVC Cambodia, Thailand; WeWorldNepal, India, Cambodia; LSWC and LPN).The action aims to contribute to strengthen the resilience of the most vulnerable and disaster-affectedcommunities and the Union’s capacity to provide needs-based humanitarian aid on migration-related issues,climate change and disaster risk reduction and management, in order to save and preserve life in humanitariancrises.The impact is on different levels: 76 organizations reached through capacity building actions and tools; at least30 local communities involved actively in the action; at least 940 local volunteers involved in Latin America;300.000 citizens reached by the communication about EUAV initiative through events, publications and audio-visual products. The specific objective (SO) 1 strengthens the resilience of local communities of Central America and AndeanRegions affected by climate change effects through 9 capacity building activities directed to local communities,organizations, schools; SO2 strengthens the resilience and protection of local communities affected bymigration in South and South-East Asia, enhancing regional exchange, capacity building on needs assessmenton protection and awareness raising on migrations; SO3 strengthens local volunteering on disaster riskreduction through 4 awareness campaigns, trainings and workshops for fire brigades; SO4 and its 9 capacitybuilding activities aims to support 9 local organizations to get certified for the EUAV initiative and SO5 aims toguarantee the coordination among partners in managing the project.

Prepared for Resilience, Response, Recovery. RehabilitationP4R will strengthen the organisational and technical capacity of hosting organisations within the VSO networkin 6 countries across Asia and Africa, namely: Myanmar, Mozambique, Nigeria, Pakistan, Tanzania andZimbabwe, over a period of 15 months. These countries have been selected for their vulnerability to multiplehazards (such as natural disasters, climate change, man-made disasters such as conflict) and the impact thatincreased capacity in resilience and disaster preparedness would have on their program development. We willstrengthen the capacity of PHOs in three areas: volunteer management, disaster preparedness and resiliencebuilding. This will be achieved by working towards three specific objectives: 1. To improve volunteer recruitment and deployment standards and procedures in 6 prospective hostingorganisations (PHOs)2. To increase the knowledge and skills of 6 PHOs’ staff in resilience and humanitarian aid3. To strengthen capacity of 6 PHOs to develop disaster preparedness and management plans that will enablemore efficient decision making and effective deployment of volunteersBased on the current experience with the Be-Capable programme, this action will support 6 additional PHOs toenhance their volunteer recruitment and deployment policies and practices in compliance with the EUAVstandards, simultaneously building their capacity to develop a robust approach to resilience building anddisaster preparedness embedded within their programs (in areas of livelihood, education and health). Thedevelopment of PHO and community plans will also help to identify the role of international and nationalvolunteers in disaster preparedness. Thus, the project will benefit staff and selected communities (each with aminimum average of 200-250 people, hence an approximate of 1,500 community members) in 6 PHOs, throughbetter designed and implemented programs and plans with identified areas for volunteer support.
