Objective of the WP: to assure the acquisition of all satellite data at CNMCA.
Description of the activity: The WP addresses operational meteorological satellites to be
acquired either by direct readout in real-time, or in near-real-time by EUMETCast. NOAA,
Metop and Meteosat data will be acquired both by direct readout and via EUMETCast, for
redundancy. Data from the DMSP will be acquired from UKMO via ftp, waiting the
EUMETCAST dissemination, that will be implemented when ready and to ensure the
acquisition of Terra and Aqua data. To supply the personal dedicated to check of hw
systems. To ensure the skill of people dedicated to H24 monitoring of hw procedures.

Please Note: For the PR-OBS-4 product a transition from “in development” to “pre-

Description of the activity: Further development of products PR-OBS-1 and PR-OBS-2
in order to provide the most accurate precipitation rate measurements that are used by the
combined LEO/MW – GEO/VIS-IR products PR-OBS-3 and PR-OBS-4. In particular, the

Objective of the WP: To develop, calibrate and characterize new and more performing
versions of combined GEO/IR - LEO/MW precipitation algorithms (products PR-OBS-3,
PR-OBS-4, PR-OBS-6).
Description of the activity:
Further development of products PR-OBS-3 and PR-OBS-4, as well as development of
new product PR-OBS6, since they are of utmost interest for the end-users because of their
potential applications (e.g., Nowcasting, Hydrology, etc.). In particular, the main activities
that will be carried out are:
- PR-OBS-3 and PR-OBS-6:
o Merging of the different PR-OBS-1 & PR-OBS-2 input data corresponding to various instruments/satellites (blending of MW input data proposed in WP-2310 will certainly help, however, PR-OBS-3 algorithm/software will have to account for the different resolutions, error structures, etc.).
- PR-OBS-4: Product PR-OBS-4 enters the CDOP phase in “in development” status,
thus it will continued to be developed in order to fully assess relevant requirements of
the development phase; this development activity is considered a zero cost activity
for CDOP. After the fulfilment of the “pre-operational” status the following continuous
development activities will be pursued:
o Merging of the different PR-OBS-1 & PR-OBS-2 input data, as for PR-OBS-3;
o Improvement of timeliness – a compromise could consist of generating the products over limited areas (floating within the H-SAF area) in a more timely manner (i.e. trading-off timeliness with completeness of the field).
- Preventive classification of clouds: This activity is of greatest importance for PR-
OBS-3 (and possibly PR-OBS-4 and PR-OBS-6) and also for PR-OBS-1 and PR-
OBS-2, because an a-priori knowledge and classification of cloud types would
improve the retrievals, speed them up and reduce errors and uncertainties. Two
approaches will be pursued:
o Use of products from NWC-SAF (e.g., Cloud-type) and CNMCA (Nefodina), and statistical analysis of SEVIRI data to distinguish between convective and non-convective clouds, precipitating and non-precipitating clouds, and to discern cirrus clouds (to be removed from the successive precipitation retrievals);
o Full exploitation of SEVIRI channels that are sensitive to cloud microphysical properties at the cloud top, so as to derive precipitation indexes, combined with the scattering index that is derived from the water vapor channels at 183-GHz of AMSU-B, MHS, and SSMIS, so as to generate a “precipitation mask”.

Description of the activity:
Re-processing of ASCAT and ERS scatterometer backscatter time series for generating a
database holding the input model parameters that are needed for the near real-time
processor at EUMETSAT‟s Central Application Facility for generating the global ASCAT
surface soil moisture product. This work also includes scientific investigations of anomaly
and improved algorithm development of the NRT processing software.
Collecting and processing additional ENVISAT Advanced Aperture Synthetic Aperture
(ASAR) measurements over Europe. Over areas where ASAR Global Monitoring (GM)
mode data are not sufficient, ASAR Wide Swath (WS) data acquired in HH polarisation
may be added to the data base. After processing, the updated parameter files (including
the soil moisture scaling coefficients and the correlation layer) are to be submitted to the
ZAMG H-SAF team which will integrate them into the operational generation chain.

Description of the activity: Combined use of ASCAT soil moisture data together with
other land surface data that are available at ECMWF, like SYNOP screen level data and
potentially SMOS brightness temperatures will be investigated. A forward operator will be
developed to match the H-SAF snow water equivalent product (SN-OBS-4) with ECMWF
fields. To this end a long time series including at least one complete annual cycle of snow
water equivalent satellite data is necessary. The SN-OBS-4 product made available during
the development phase will be used to develop a CDF matching with ECMWF‟s
operational snow water equivalent.
In parallel, the use of brightness temperatures of SSMIS channels sensitive to precipitation
to check/force consistency between precipitation and soil moisture will also be investigated
through the Visiting Scientist programme (3 months in CDOP to be continued with 3

Description of the activity:
The production of SM-ASS-2 is based on the use of EUMETSAT surface soil moisture
product in the ECMWF Integrated Forecasting System. Assimilation of ASCAT surface soil
moisture relies on firstly a forward operator (CDF matching) and secondly an Extended
Kalman Filter of the root zone soil moisture. These methodologies have been developed,
tested and implemented during the development phase (2005-2010). For long term
production of SM-ASS-2, as to be conducted for CDOP and continued in CDOP-2,
adjustments of the CDF matching operator will be performed on a regular basis to account
for updates in the incoming surface soil moisture and ECMWF model improvements and
resolution changes. ASCAT surface soil moisture data assimilation will be conducted in
combination with SYNOP screen level data and possibly SMOS data when available.
If the combined use of ASCAT soil moisture together with screen level data and SMOS
data proves to have a positive impact on the forecast it will be used in the operational
ECMWF assimilation system (at ~16 km resolution from 2010). Otherwise an offline suite
will produce SM-ASS-2 using combined SYNOP and ASCAT data at slightly lower
resolution. SM-ASS-2 will be produced at global scale, normalised in Soil Wetness Index,
segmented to the H-SAF CDOP area by ECMWF and released to ZAMG.

Description of the activity: In this workpackage ECMWF will start the development of a
new snow analysis scheme based on an Extended Kalman Filter (EKF) approach in order
to use the H-SAF snow water equivalent product SN-OBS-4. This constitutes a major
development which will be performed in the research branch of the ECMWF Integrated
Forecasting System and which will start in CDOP and be completed in CDOP-2. Improving
the snow analysis scheme is of crucial importance to improve the accuracy of the
volumetric soil moisture product in regions covered by snow in winter time. The objective is

Description of the activity:
A Land Data Assimilation System (LDAS) is being developed to assimilate a variety of
Earth Observation data in the new SURFEX modelling platform of Météo-France, including
surface soil moisture and Leaf Area Index, together with ground-based observations such
as screen-level air temperature and humidity.
The objective is to assimilate ASCAT-derived surface soil moisture in SURFEX at high
spatial resolutions (1-10km).
CDOP will be a pre-assimilation, preparation phase, in which a passive monitoring of the
ASCAT SSM products will be implemented, at various spatial resolutions (1km and
12.5km). The SSM products will be compared with SURFEX simulations over France, and
with in situ observations.
This will pave the way for more application-oriented studies in CDOP-2, based on the use
of the LDAS.
It should be noted that there is a synergy with GEOLAND2. The soil moisture product
considered in GEOLAND2 is a root-zone SWI product, derived from ASCAT surface soil
moisture (SSM) products by exponential filtering. Here, SSM will be considered. The focus
will be on hydrological and NWP applications, whereas in GEOLAND2, the focus is on
vegetation monitoring and land carbon fluxes.
In this respect, it is worth mentioning that in the CYMENT project, the initial plan about
focusing on data assimilation expertise failed. At this stage, the plan is to use the available
CYMENT funding for the SMOS CAL/VAL activities (i.e. reading the SMOS data and
comparing them with in situ observations of soil moisture and model simulations); in this
scenario some more synergies with present WP‟s activities are expected.

SURFEX simulations, and with in situ observations in France.

Description of the activity: Calibration and characterization activities are considered as
an integral part of product development. So, the products for SN-OBS-1 and 3 rely on
optical bands. The SEVIRI with course but higher temporal resolution for cloud and snow
detection will be used in snow recognition. AVHRR is also expected to provide a great
improvement. The use of higher resolution instrument such as MSI on Sentinel will provide
building the database. The snow products 1 and 3 will be merged to get better accuracy
for the areal snow cover including fractional covered snow areas.

Description of the activity: The products will be validated using the tools set up during
the development phase. Precipitation rate will be compared with radar data adjusted with
automatic raingauge data; cumulated precipitation will be compared with (automatic and
daily) raingauge data. Snow detection will be validated using the reports of synoptic
stations and from the “TELECLIM” network. The snow products will also be compared with
the snow water equivalent simulated with the SCHEME hydrological model. Surface soil
moisture will be compared with the water content of the soil layer of the SCHEME
hydrological model. If any, measurement of field experiments will be used as well. Some of
the procedures developed during the previous phase will be improved.

Objective of the WP: Validation of SM-ASS-1.
Description of the activity: The root zone soil moisture product SM-ASS-1 will be
evaluated. Two approaches will be used for this validation activity. Firstly a continuous
monitoring will be provided from our operational suite as it as been implemented during the
H-SAF development phase. Diagnostics will be provided to investigate ECMWF and
ASCAT surface soil moisture characteristics. In addition monitoring of the SM-ASS-1
production suite will be performed, including analysis departures of the surface soil
moisture. Secondly, SM-ASS-1 will be evaluated against ground measurements of soil
moisture for several sites representing different bioclimatic conditions over Europe and
West Africa. Since ground soil moisture data are not available in near real time, validation
will be performed for the past periods in 2008 or 2009 for which soil moisture data are
available. SMOSMANIA network will be used as well as the AMMA-Mali (Sahel) network
through the visiting scientist programme in collaboration with the AMMA team.

Description of the activity:
The following snow products will be validated in Finland:
- SN-OBS-1 (snow detection)
- SN-OBS-2 (snow status, wet/dry discrimination)
- SN-OBS-3 (fractional snow cover)
- SN-OBS-4 (snow water equivalent)
Automatic validation will be implemented, if feasible in the frame of available validation
data. Where this is not possible, other types of data are used, e.g. data from external
sources and measurement campaigns, taking advantage of the first version of automatic
validation of SN-OBS-1 and SN-OBS-2 which are already implemented for the area of
Finland using snow depth (snow recognition) and air-temperature combined with snow
depth (snow status) measured at weather stations (approximately 100-200 reports per
day). The system shall output the standard contingency table (correct positives, correct
negatives, false hits, false negatives) and also calculate automatically several statistical
indices (probability of detection, false alarm ratio, Heidke skill score, to name just a few).
This validation is done on monthly basis so that there is enough data to get meaningful
statistical figures. The automatic validation of fractional snow covered area (SN-OBS-3)
and snow water equivalent (SN-OBS-4) might not be possible, as no suitable automatic
measurements are made (snow depth is used as a input to SN-OBS-4, thus can not be
used as validation data).
Comparison work will be carried out for the Sodankylä region by comparing the H-SAF
product with ENVISAT ASAR and Radarsat derived snow products. Also the PolarView
product from Norwegian mountains could be basically compared with the H-SAF product.
The use of air-borne imagery from field campaigns are planned to be used to validate
snow recognition and fractional snow cover products. Value assessment will be based on
feedback from users.

Objective of the WP: Continuous validation of the precipitation products produced within
the H-SAF consortia. The products will be compared to the data of the Hungarian radar
network.
Description of the activity: The data of H-SAF has to be downloaded; the radar data has
to be stored, upscaled, and processed in order to be able to be compared to satellite
pixels. The continuous and multicategorical scores will be calculated for each month from
the data generated from the satellite and radar files. Besides, case studies for different
kind of precipitation events in Hungary will be carried out. This means the visualization of
the H-SAF files along with other satellite products such as e.g. Cloud Type.

Description of the activity:
In Italy the reference precipitation field is based on hourly data of raingauges belonging to
the “Rete Fiduciaria” and made available by the DPC. The number of stations is ranging
from 1500 to 1700 depending on the months. The point-like gauges data will be gridded
onto a 5x5 km grid using the Barnes objective analysis.
Different up-scaling and down-scaling techniques will be applied to match the 5x5 km
gauges map with the different satellite products, as agreed within the H-SAF validation
group.
A group of standard statistical indicators will be used to describe the error structure of the
products, as selected during the past activities of the H-SAF validation group. The impact
of diurnal and seasonal cycle, orography and coastlines on the product quality will be also
evaluated.
With reference to the organization of a H-SAF data base for rain gauges and weather
radars it should be noted that it would be extremely useful and also during CDOP 1, as
already started in the Development Phase, attempts to have it will be continued. Difficulties
are in the fact that long historical series of data are considered as “sensitive data” from the
different countries and not made available. Only data for special case studies are collected

Description of the activity:
All parts of the processing chain are monitored, namely: SN-OBS-1 (Land-SAF -> H-SAF
conversion and merging of flat and mountainous products), SN-OBS-2 (snow status
product generation), SN-OBS-3 (generation of non-mountainous product and merging with
mountainous product) and SN-OBS-4 (generation of non-mountainous product and
merging with mountainous product), and the availability of input data from EumetCAST, ftp
interfaces, WMO-GTS, direct-acquisition.
The status of every part is reported to log files after every step taken.
Operational features, such as time of data arrival and product timeliness are recorded.

Objective of the WP: NRT monitoring of the quality of the ASCAT soil moisture products
Description of the activity: NRT acquisition of the SMOSMANIA data and comparison
with the ASCAT soil moisture products. With respect to the activity carried out in the
framework of VS Proposal in progress within Development Phase, that intends to perform
a first assessment on a limited period of 8 months, present activity assesses regularly the

Description of the activity: The EuMetCast reception system at the Hungarian
Meteorological Service has to be modified in order to receive H-SAF products in real-time.
H-SAF precipitation products will be received operationally. Reception failures, timeliness
will be recorded. H-SAF products will be stored. The products will be investigated
according to the nominal size of each product, and the existence of their auxiliary data.

Objective of the WP: Operation of EUMETCast receiving station and regular receiving
and postprocessing of H-SAF and other SAFs products with the aim of monitoring the
performance of reception oriented to control delivering and overall quality of products.
Description of the activity: Maintainance of existing EUMETCast receiving equipment
and its extension for increasing number of distributed products thrue EUMETCast system.
Development of postprocessing and control routines for H-SAF and other SAFs products
which enable us to monitor and record time of arrival and completeness of producst.
Development of local procedures for visualisation of H-SAF products, operation of these
procedures and their use for visual inspection of products quality. Development of local
procedures for automatic inspection of products quality and their operation. Creation of
database containing collected information about products acquisition, completeness,
timeliness and quality, statistical processing and evaluation of database.

Objective of the WP: Provision of Hungarian radar data corresponding to the same time
periods as the H-SAF precipitation products
Description of the activity: Hungarian meteorological radars have instantaneous
precipitation products over Hungary every 15 minutes. This data will be provided for H-
SAF developers in binary files for the periods requested so that they can integrate in the
product development algorithms. Accumulated precipitation data is also produced by
radars in Hungary, 12-hourly and 24-hourly sums are gauge-adjusted. This data will be
equally provided to the H-SAF consortia for periods requested by developers.
Deliverables: Instantaneous and accumulated radar information over the territory of
Hungary for the periods requested by developers of H-SAF precipitation products. Time
periods can be selected by day, or by precipitation events in Hungary. Report on the
