The area of Zubin Potok has many cattle farmers and their principal activity is the production of dairy products. The municipality of Zubin Potok was concerned by the potential health hazards relating to the then practice of the dairy producers selling their products in the street, and approached the EU financed SEDMIN programme for support. A building existed that could house a new dairy market, but lacked equipment. The EU donated refrigerator displays and weighing scales. Today, the population of Zubin Potok has an indoor dairy market that meets the required sanitary and quality norms. Before our intervention, dairy products were on sale only once a week; however, now the producers are able to offer their products throughout the week. An opening ceremony took place on May 2005 in the presence of local officials and media.

The EU supported the second annual Regional Cattle Exhibition organised by the agricultural secondary school in Lesak. The management, teachers and students worked together to establish this annual event. This year’s event was highly successful and brought together 58 exhibitors and several hundred visitors from around the region. The staff of the local Business Service Centre promoted the event throughout the minority regions of Kosovo. Programme funds were put towards the transport of the cattle, prizes for second place (those for first place were provided by the school) and promotion through local media and posters. This event was supported as a further part of the programme’s efforts to promote the agriculture and agribusiness sectors in Kosovo.

With his personal savings of EUR 35.000,00 our beneficiary started his own fruit juice factory in August 2002. He bought the equipment he needed to produce a range of clear juices, which he packaged in bottles of 200 ml. After six months of successful operation, he needed to make further investments to grow the business and secure his market. The EU supported him with a EUR 9,000 loan to buy the equipment he needed to produce and pasteurise fruit juices and package them in one-litre containers. At the same time, the beneficiary also invested more of his own funds to buy a cooling chamber and a delivery van. The business provides three full-time employment positions in addition to the owner. Presently the beneficiary's biggest 'challenge' is to meet a market demand that is much higher than his production capacity.

The goal of the project was to provide a good quality of heat supply to a larger number of consumers in Mitrovica and thus help Termomit (the district heating company) on improving the quality of service and financial sustainability. The project scope involved complex refurbishment works and new equipment for the heating plant, refurbishment of existing network in the north Mitrovica but also extension of the network to the southern part of the town, and installation of new substations in 56 buildings. The capacity of the heating plant is increased from 9,3 MW to 38 MW which gives a great opportunity to Termomit for providing good quality of heat to the existing customers and many more customers in future. With this investment Termomit is able to provide heating to over 2,000 apartments, to over 5 schools and hospital, university and student dormitories, to the Sports Hall and Culture Centre and to many other institutional buildings and commercial customers. However it remains a big challenge for Termomit to increase the awareness of customers for using district heating instead of electricity and to for paying bills so the company can offer better services.

1) To encourage the proliferation of modern, sustainable SMEs that are competitive, environmentally "friendly," and financially sound in the municipalities of Vushtrri/Vucitrn, Mitrovicë/a Zvečan/Zveçan, Leposavic/Leposaviq and Zubin Potok, particularly in the agro-processing, industry and service sectors;

2) To increase employment opportunities in these municipalities;

3) To promote greater transparency and accountability in business, particularly in the areas of environmental protection, financial planning and accounting;

4) To expand the amount and upgrade the quality of information available to entrepreneurs;

5) To contribute to greater knowledge about the economic development potential, particularly in the targeted municipalities.

Results:

1) At least 15 enterprises created or expanded in the targeted municipalities through grant disbursements ranging from 50.000 Euros to 200.000 Euros;

2) At least 500 reasonable (minimum monthly pay of 100 Euros) full-time employment opportunities created, all being of medium to long-term duration (one year and more);

3) At least 15 beneficiaries assisted with financial and environmental advice or training/instruction provided by specialized local consultants;

4) A 75% success rate among grant recipients’ enterprises, where success will mean longer-term employment (at least 18 months) for the principal beneficiary and medium-term employment (at least 12 months) for the employee(s), with 50% of the direct beneficiaries receiving their sole source of income from the project-supported enterprise

The Promoting Local Enterprise Development and Employment Creation in the Mitrovicë/Mitrovica and Zvečan/Zveçan Areas Project (PLEDEC) was funded by the European Union through the European Commission Liaison Office (ECLO), co-funded by the Grand Duchy of Luxembourg and implemented by the International Organization for Migration (IOM). PLEDEC is dedicated to supporting local economic development and the creation of new employment in the northern part of Kosovo. The Fund for Agro-Processing & Industrial Revitalization (FAIR), implemented under the PLEDEC project, supports the establishment and/or expansion of growth-oriented enterprises in the agro-processing, industry/manufacturing and service sectors, aiming to increase employment and raise the export potential in Kosovo’s five northern municipalities. FAIR offers financial and technical support to entrepreneurs who are selected through a competitive application process. New and expanding businesses can receive grants ranging from EUR 50.000 to EUR 200.000 for new investments. FAIR will provide 75 percent of the investment value and recipients will have to secure the remaining 25 percent. On three occasions since the start of the project, IOM publicly launched a call for business proposals. A total of 17 beneficiaries (nine in the first round, five in the second, and three in the third round) were selected and subsequently approved for funding by the FAIR Grant Approval Committee. A public award ceremony was held to announce the beneficiaries of the first call. In total, FAIR received 395 applications in response to the three calls. The majority of applications submitted were from Vushtrri/Vučitrn municipality, followed by Mitrovicë/Mitrovica municipality.

Outside there shall be a multipurpose playfield. The Albanian group in this Municipality will benefit directly from this scheme.

Re-appointment of Judges and Prosecutors in Kosovo

Project: Re-appointment of Judges and Prosecutors in Kosovo Programme: Instrument for Stability (IFS) 2008 Starting Date: April 2008 Closing Date: May 2010 Overall Contract Value: EUR 5 Mio

Specific objective: To contribute to the establishment of an independent and professional judiciary and prosecution service to administer Kosovo’s justice system in a professional and transparent manner, thus building public confidence and trust in the rule of law. To that end, the Project is implementing a thorough vetting process to screen and select candidates for appointment as judges and prosecutors.

The Project started in October 2008 and is expected to be completed in October 2010.

According to the law, all potential candidates must pass an ethics exam before they can apply. Non-sitting judges and prosecutors must, in addition, also pass entry examination. These exams were drafted, organized and administered by the IJPC in May and June 2008. Candidates who passed the required exams were then eligible to apply for specific positions. Due to the large number of applicants, the application process for specific positions was divided into three phases, namely:

- Phase I: Supreme Court, State Prosecutors Office and the Special Prosecutors Office

- Phase II: District Courts, Prosecutors Offices and Commercial Court, and finally

- Phase III: Municipal Courts and Prosecutors Offices.

Project Outreach activities to inform/involve minorities A comprehensive outreach campaign was designed and is currently being implemented. The objective was to reach out and encourage as many eligible candidates as possible to submit a preliminary application, which will later allow them to apply for specific posts, when these are opened up. Meetings were organized, especially with a view to reach out to minority candidates and a massive outreach campaign had been undertaken in newspapers, including Serbian newspapers, and local radio stations. The outreach campaign has included the following activities:

- Distribution of posters in court houses, municipal buildings etc. throughout Kosovo. Distribution has been achieved through the Kosovo Judicial Council, the Court Liaison Office (in Serbian areas) and through the OSCE.

- A massive advertising campaign in Kosovo and Serbian newspapers - advertisements run every three days. The main project activities (i.e. posts' advertisement) are covered by all (8) daily newspapers in Kosovo (including daily “Blic” and “Novosti” and weekly “Jedinstvo”, in Serbia).

- Daily radio announcements encouraging candidates to apply. Post's advertisements/announcements were done also through radio transmission o radio “Kosova” in Albanian, Serbian and Bosnian language, radio “Blue Sky” in Albanian and Serbian languages, and radio “Kontakt Plus” in north Mitrovicë/Mitrovica, in Serbian language. On the 19 December 2008 in order to outreach to minorities the IJPC held a Press conference in Media Center in Čaglavica/Çagllavicë.

This project was a continuation and expansion of EU support contributing to the fair, efficient and accessible administration of justice. Further assistance was provided for the development of a legal aid system in civil matters for poor people with special focus on vulnerable groups. The objective of the project was to enhance the rule of law through a fair and proper administration of justice, by guaranteeing access of vulnerable groups of the population to legal advice and assistance. This project, which is implemented by the Kosovo Chamber of Advocates in co-operation with local NGOs, has already 43 legal aid desks established in different municipalities, including minority municipalities (an office in North Mitrovica) and mixed areas and is dealing with a large caseload.

Support to Kosovo Juvenile Justice System

The overall aim of this action was to establish a Juvenile Justice System based on children’s rights and evidence based research, offering alternatives to detention and promoting a juvenile crime prevention programme and social rehabilitation of boys and girls in conflict with the law. The main activities focused on building the capacity of juvenile justice professionals, research development, and prevention of juvenile delinquency through targeted prevention and rehabilitation programmes. A key strategy was also to reach minority populations especially children at risk in the northern part of Kosovo covering Mitrovicë/a North and Zvečan/Zveçan, which has a K-Serb majority population. UNICEF achieved this in partnership with the Belgrade based Amity NGO.

Action developed in the north/results achieved: The main result of this part of the Action was the mobilization of a network of child protection service providers and community stakeholders, which laid the foundation for future work in establishing a coordinated response in preventing juvenile delinquency, despite the challenging political context. Through regular meetings, the Action successfully mobilised and sensitised professionals from various sectors including education, health, police, NGOs and young people themselves on the importance of inter-sectoral and coordinated approach in dealing with children at risk and/or in conflict with the law.

The following indicate lower level outcomes that contributed to the establishment of the network:

- Research on violence in schools conducted in all primary and secondary schools in Mitrovicë/a North and Zvečan/Zveçan: In total, 557 students and 83 adults working with children participated in the quantitative and qualitative research. The main finding showed that 45% of the students experienced some forms of violence against them at least once during previous three months.

- Training activities for different sectors on working with children and youth: AMITY trained 171 professionals and community members (teachers, social workers, police - including also parents and young people) from 27 institutions in the following areas: working with children at risk or in conflict with the law, child abuse/neglect, domestic violence, drug abuse in children, prevention of peer violence in schools, role of the Centers for Social Work (CSW) in working with children at risk, and international standards on juvenile justice.

- Establishment of a Youth Club: A local school took the ownership of the youth club with the technical support of AMITY and established the club in its premises. The objective of the Club is to empower young people to become active partners in their own protection and development and for young people to serve as role models to their peers while also providing peer support and mediation to those engaged in risky behavior.

Established in early 2009, the Youth Club gathers 60 children age 15-18 from all high schools in the north of Kosovo, out of which 19 are trained Peer Mediators and 41 are young people with behavioural problems at risk of entering into conflict with the law (children with antisocial behaviour, children from dysfunctional families, and/or school dropouts). The Youth Club hosts vocational trainings and different workshops in line with interest expressed by children (e.g. non violent communication, consequences of drug abuse, peer violence, etc).

The overall objective of this twinning project is to strengthen the rule of law, ensure the independence and improve the efficiency of the judiciary in Kosovo by developing a sustainable legal education system and building up training capacities for law students, judges, prosecutors and advocates. The project aims at improving the capacity of the competent institutions to provide high quality and sustainable legal education and training in compliance with European standards. Within the project, legal professionals will also be provided with compilations of applicable laws, publication of court decisions and legal doctrine.

Specific objective: To provide support for communities at municipality level to prepare and implement local development strategies. Local Action Group in Leposavic was established with the support of project team. ECLO participated in one meeting with the mayor of Leposavic for the signature of the MoU when the municipality joined the project. Bovine Animals tagged per municipality in the north: Zubin Potok: 5.420; North Mitrovica: 433; Zubin Potok: 1.646; Zveqan: 1.762 The project provided training on identification and registration to the veterinarians and veterinary technicians working in the north. The veterinarians and veterinary technicians were paid a fee of 1 euro per head of animal tagged, paid by the Kosovo budget as part of co- financing for the project. In Kosovo training in veterinary epidemiology (to minority veterinarians), including veterinarians from the north. Training on Animal Identification and Movement System Control in Slovenia and Hungary (veterinarians from the north attended the study tour. Training on animal health and veterinary epidemiology in Reading (UK). Two veterinarians from the north attended the study tour. Following the project recommendation, KVFA established the I&R (Identification and Registration) office in the north. This office was functional until 2008.
