Definition of (Safety) Regulation

A regulation is a legal provision that:

Aviation safety regulations can also be referred to as :

“safety risk controls used by the regulator”

4

Performance based rules – how did we get there?

6-7 November 2012- EATS 2012

5

The complexity of the aviation system

• “Value for money”

• De-regulation

• New public management

New demand on regulators

International aviation safety standards

The regulatory spectrum

6-7 November 2012- EATS 2012 6

only prescriptive

mainly prescriptive

hybrid (prescriptive/process based/perf. based)

Process /system based

fully performance

based

Categories of Regulations

In the EASA system, regulations can be divided into three broad categories:

6-7 November 2012- EATS 2012 7

Organisation requirements

addressing systems and processes,

rights and obligations of

service providers required to hold an

approval

Technical requirements &

standards

either applicable to individuals or to

approved organisations

Authority requirements

addressing systems and processes,

rights and obligations of

competent authorities
