European Comparative Alcohol Study (ECAS) was launched inAugust 1998 with the financial aid of the European Commission DGV Employment, Industrial Relations and Social Affairs.
The study period was 1950-2000 and the study consisted all memberstates of the European Union as of 1998, and Norway, here called theECAS countries.
The ECAS project produced country descriptions of alcohol policiespublished in: Österberg, E. & Karlsson, T. (Eds)(2002) Alcohol Policiesin EU Member States and Norway. A Collection of Country Reports(Helsinki, Stakes). The country reports were produced in collaborationwith national contact persons.
One tool constructed in the ECAS project was a quantitative scalemeasuring the strictness and comprehensiveness of alcohol controlpolicies.

• Does not take into consideration howeffectively different laws and regulations areenforced.
