TheproposedwayforwardshouldnotrefertolegallybindinginstrumentsbutitisforeseenthattheoutcomesoftheimplementationoftheActionPlanmayserveasthefoundationforundertakinglegislativeinitiatives.
ThecontributiontothedevelopmentofforensicscienceshallbecontinuedthroughtheEuropeanCommission'sfinancialinstruments.
MidtermprogressreportoftheimplementationoftheActionPlanisexpectedinthefirsthalfof2018.

KazakhstanandprivateforensicbodiesparticipationDirectparticipationofKazakhstanintheabovementionedinitiativesisimpossible,becausethecountryisnottheEUMemberState.However,inordertomakeuseoftheEuropeanexperience,theEUproject‘EnhancingCriminalJusticeinKazakhstan’waslaunched.
TheabovementionedCouncilConclusionsarenotlimitedtothepublicbodiesonlyandtheydonotexcludetheprivateforensic
providersfromparticipationintheEuropeanForensicScienceArea.Incontrary,theprivateonesaretreatedasequallyimportantbecausethelawenforcementandjudicialauthoritiesmustbeconfidentthattheforensicdatatheyrelyonisofhighquality,
especiallyifthedatacomesfromanotherMemberState.

Standardsarecreatedbybringingtogetherallinterestedpartiessuchasmanufacturers,consumersandregulatorsofaparticular
material,product,processorservice.Allpartiesbenefitfromstandardizationthroughincreasedproductsafetyandqualityas
wellaslowertransactioncostsandprices.
Standardsbenefitsalsoforthegovernments.Governmentscanusestandardstosupporttheirpublicpolicies.Commonstandardscanalsoremovebarriersincooperationontheinternationallevel,providingthetechnicalbasisonwhichpoliticalagreementscanbeputintopractice.

AboutStandards
Therearesomeexistingcommonanduniversalstandardsapplicablefortheuseofforensicscienceproviders,suchas:ISO17025whichcanbeimplementedintheforensiclaboratories’workorISO17020fortheinspectionbodiesdealingwiththesceneofthecrimeexaminations.
Theyarehoweverforgeneraluseandassuchtheyarenotalwayseasilyunderstandableandinterpretableinforensicscience
environment.

Asthefollow-upoftheCouncilConclusionsof2011,inJanuary2012,thePolishCommitteeonStandardisationsenttotheEuropeanCommitteeforStandardization(CEN)arequesttoestablishthe
technicalcommitteededicatedtostandardisationinforensicscience.InMay2012,afternecessarynegotiationswithitsmembers,CENapprovedtheResolutiononCreationofanewProjectCommittee:

tacklingsocietalchallenges.

DGRTDGrantsInJuly2012,theEuropeanCommissionlaunchedtheFP-7WorkProgrammefor2013inthearea‘Security’.Asthefollow-upoftheCouncilConclusionsof2011,theECproposedthefollowingtopic:• DevelopmentofaCommonEuropeanFrameworkfortheapplication
ofnewtechnologiesinthecollectionanduseofevidence.
Theothertwoforensic-relatedtopicsinthatprogrammewere:• Europeantoolbox,focusingonprocedures,practicesandguidelines
forCBRNforensicaspects.• Frameworkandtoolsfor(semi-)automatedexploitationofmassive
amountsofdigitaldataforforensicpurposes.

• Advancedeasytousein-situ forensictoolsatthesceneofcrime.• Mobile,remotelycontrolledtechnologiestoexamineacrime
