Annual Report of the European Scout Committee’s work covering the period July 2010 to July 2011. In the report, you can have a look back at the progress made since the 20th European Scout Conference in Brussels, Belgium, covering both the successes and challenges. As well as providing perspectives from the European Scout Committee, the European Regional Office and the European Scout Foundation, for the first time in the Annual Report of the European Scout Committee we have updates from our five Working Groups and three Core Groups. The year under review has seen steady progress in the implementation of the Regional Scout Plan, which was presented at the first Regional Meeting during the 39th World Scout Conference in Curitiba, Brazil.

Chairman’sWelcome

ItisapleasuretointroducethisAnnualReportoftheEuropeanScoutCommittee’sworkcoveringtheperiodJuly2010toJuly2011.Inthereport,welookbackattheprogressmadesincethe20thEuropeanScoutConferenceinBrussels,Belgium,coveringboththesuccessesandchallenges.

AswellasprovidingperspectivesfromtheEuropeanScoutCommittee,theEuropeanRegionalOfficeandtheEuropeanScoutFoundation,forthefirsttimewearealsoincludingupdatesfromourfiveWorkingGroupsandthreeCoreGroups.

TheyearunderreviewhasseensteadyprogressintheimplementationoftheRegionalScoutPlan,whichwaspresentedatthefirstRegionalMeetingduringthe39thWorldScoutConferenceinCuritiba,Brazil.

DuringthislastyeartheEuropeanScoutCommitteehasagreedtoimplementadditionalmeasurestoimprovetransparencyandreporting,bysharingwithNSOs/NSAs,thereportsreceivedbytheEuropeanScoutCommitteefromitsfiveWorkingGroupsandthreeCoreGroups.ThishasallowedforthepublicationofanupdatedversionoftheRegionalScoutPlanfollowingeachmeetingoftheEuropeanScoutCommittee.

Wetrustthatthesemeasures,alongsideinitiativeslikeeuroscoutinfo.comandeuropak‐online.net,areofinteresttoNSOs/NSAs.HopefullythemeasuresallowNSOs/NSAstofollowmorecloselywhatyourEuropeanScoutCommitteeisdoing,andhowtheimplementationoftheRegionalScoutPlanisimpactingonthedevelopmentandgrowthofScoutingacrossEurope.

Ourmostrecentanalysisofmembershipdatahasindicatedthatwearecloseto1.7millionmembers,whichisadramaticincreasefromthelowpointin2006of1.39millionmembers.

Thismembershipinformation,togetherwiththeanalysisofthe‘NeedsandStrengths’exercisethatwasinitiatedfollowingthe20thEuropeanScoutConference,hasprovidedvaluabledataonwherebesttotargetsupportandconsultancytoNSOs/NSAs.Theconsultancymodel,basedonourpreviousexperienceswithtailoredsupport,hasbeen

expanded,withallWorkingGroupsandCoreGroupsnowempoweredtosupportNSOs/NSAsontheareasofworkthattheycover.WecontinuetoplayourpartinensuringthatoureffortsinEuropecancontributetothe‘GlobalSupport’offeringthatisbeingrolledoutatworldlevel.

Asyouwillrecall,2011hasbeenparticularlybusyinrelationtothe‘volunteering’agendawithWOSMworkingcloselywithWAGGGSintheEuropeanYearofVolunteeringAlliance.Astheyeardrawstoaclose,considerationisalreadybeinggiventohowwecapitaliseonwhathasbeenachieved.Muchmoreonthis,andourotherstrategicobjectives,canbefoundlaterinthisreport.

During2010/2011wehavealsohadseveralimportantworldeventsincludingtheWorldScoutMoot,WorldScoutYouthForumandWorldScoutConference,aswellasthe22ndWorldScoutJamboree.AllofthemhavebeenwellsupportedbyNSOs/NSAsfromEurope.

Turningtofinance,despiteourbesteffortstoprotectourselvesfromtheimpactoftheglobaleconomicdownturn,ourresourceshavebeenimpactedconsiderably.Weforecastthatthecomingyearswillbechallenging.Nevertheless,wearedoingourbesttomaintainstronglevelsofserviceandsupporttowardsNSOs/NSAswhilstatthesametimecontinuingoureffortstodiversifyincome,particularlybypartneringwithNSOs/NSAstosecureexternalfunding.

IspeakfortheentireEuropeanScoutCommitteewhenIsaythatwearealldeeplyappreciativeofyoursupportsincethe20thEuropeanScoutConferenceinBrussels.ItisonlybyworkinginpartnershipwithNSOs/NSAsacrossEuropethatwecanachieveourambitionof‘supportinggrowthinchangingtimes’.

Ashasbeennotedelsewhereinthisreport,themembersoftheEuropeanScoutCommitteeparticipatedintheWorldScoutConferenceinCuritiba,Brazil,January2011.

Thisprovedavaluableopportunityforface‐to‐facemeetingswithamajorityoftheNSOsintheRegion.

TwoRegionalmeetingswerefacilitated,thefirstatthebeginningoftheconferenceandthesecondattheend.Whileshortintime,alotwasaccomplished.TherewastheimportantlaunchoftheRegionalScoutPlanatthefirstmeeting,whichenabledadirectpresentationoftheObjectives,ActionsandKeyPerformanceIndicatorsoftheplanandtheschedulingoftheactionsacrossthetriennium.EmphasisingtheinvolvementofAssociations,shortinputsweremadetoensurethatthePlanisnotjustaplanfortheCommittee,butaPlanfortheentireRegion.

Atthesamemeeting,euroscoutinfo.comwasofficiallylaunchedtopromotemoredirectcommunicationwithintheRegion.

TwosuccessfulcontactmeetingswiththeAfricaRegionandtheEurasiaRegionwerereportedfullyoneuroscoutinfo.comandscout.org/europe.

IlovebeingaScout–theyoungpeople,thelaughingofthekids,thecamping,mychildhoodmemories,thesenseofsocialpurposeandourneed“toleavethisworldalittlebetterthanwefoundit.”

AndIfullysharethepurposeoftheScoutMovement:“tocontributetothedevelopmentofyoungpeopleinachievingtheirfullphysical,intellectual,socialendspiritualpotentialsasindividuals,asresponsiblecitizensandasmembersoftheirlocal,nationalandinternationalcommunities.”(Art.1oftheWOSMConstitution)

Thissaid,ithasbeenarealexperiencetoparticipateinthefunctionsoftheEuropeanScoutCommitteeinthis,myfirstyear.

ItwasarealandemotionalopportunitytoofferandparticularlytolearnanditwasareallygoodoccasiontosupportthepurposeofourMovement.

Wearelucky:thereisarealmutualunderstanding,respect,cooperationandScoutspiritbetweentheCommitteemembers.I‘mconfidentthatwewillworkhardandwithcontinuousenthusiasmtoimplementasfullyaspossibleourtriennialRegionalScoutPlan.

Ourfocusremainsthemembershipgrowth,notbecauseofnumbercrunchingbutbecauseoftheneedofanimpactofourScoutvisionandourScouteducationalmethodologyonthissocietyshatteredbyinsecurity,financialproblemsandsocialchallenges.

Thereis(yet)alotofworktodo!

TheEuropeanNSOsareblessedwithcommittedandcapablepeople,alleagertoseeScoutingcontinuetodevelop,growandenrichthelivesofouryoungpeople:sotheaimoftheEuropeanScoutRegionistosupportandtostrengthentheNSAsandNSOs,forexamplebygivingthem,onrequest,highqualitytailoredsupport.

AsignificantamountofmytimeandcommitmenthasbeendevotedtothedirectcontactandsupporttoNSOs.Thiswasdonethroughvisits,emailexchange,skypechatsanddirectcontactinevents(particularlyintheAcademyandintheJamboree).AcloserelationshipwasestablishedwithallmycontactcountriesandIbelievethatIhavebeenabletoguaranteeapermanentcommunicationchannelwiththeEuropeanScoutCommittee.

Finally,IhopethatmycolleaguesandIareabletoplayourownsmallpartinhelpingtodeliverpositiveimpulsesthat,somewheredowntheline,willhaveapositiveimpactonthequalityoftheScoutingoffered.

365daysofactivity,learning,newexperiences,newresponsibilitiestobeexercised,alotoftravellingaroundtheOldContinent,hundredsofpeopleformeetings,newfaces,problemstobesolved,support,...breakfast,lunch,dinner...atriptoBraziltoattendtheWorldScoutConference....andlast,butnotleast,thediscoverythat,finally,tobeaMemberoftheEuropeanScoutCommitteeisanexcitingtask,complicatedandforwhichitisnecessarytohavepatience,energyandvaluableassistanceofmynewteammates,constantsupportfromtheOfficeandofcourse,thewarmwelcomeoftheNationalScoutAssociations.

Throughoutthisfirstyear,wesoonlearnedthesecretsofhowtheRegioncanhelpthedevelopmentofScoutingintheNationalAssociationsthatmakeuptheScoutMovementinEurope.ThanksforthattoCraigandHenrik,andexperiencedseniormembers,aswellasinfallibleDavidandStaffmembersoftheEuropeanRegionalOfficewhohavecaredforusatalltimes!

Icouldsummarisetheworkofthisfirstyearofimplementationinthreemajordomains:firstofall,themakingofourRegionalScoutPlan2010‐2013,includingmyparticipationintheWorkingGrouponVolunteeringandtheCoreGroupofEducationalMethods;second,supportingcontactsandfieldvisitstotheNationalScoutOrganizationswhichIamservingasContactMember;andthirdly,representingtheEuropeanScoutCommitteeintheKanderstegCommitteeandFoundation.

ThelaunchingoftheRegionalScoutPlanwasourfirstchallenge,butthankstothecontributionsofmanyvolunteersandstaffbutespeciallythankstothefertilepreviousworkofallNationalScoutOrganisationsduringtheRegionalConference,theresulthasbeenveryencouragingandwillallowustoseeourMovementgrowinquantityandqualityinthisperiod.

VolunteeringhasbeenespeciallythemostdevelopedareainwhichIhavebeeninvolved,inayearasuniqueas2011wheretheEuropeanYearofVolunteeringwasheld.“CitizensinAction”heldinIstanbulprovidedtonationalScoutassociationsaspacefordiscussingandsharingexperiencesonthatdomain.IwouldliketocongratulatePavelandalltheVolunteeringWorkingGroupfortheirefficientwork.TheEducationalMethodsCoreGroupisalreadystartingitsjourneytoestablishmorepracticalstrategiesinregardtoYouthProgrammeandAdultResourceswithinScouting.

AstherepresentativeoftheCommitteeinKandersteg,thishasallowedmeatasteofitsmagicandI’vebeenabletocontributetothedevelopmentofitsnewstrategy.QualityservicesforalargernumberofSoutsfromaroundtheWorld,inthispermanentJamboree!

ButifIweretohighlightthemostexcitingandsatisfyingwork,ImustspeakstronglyaboutsupportingNationalScoutOrganizations,throughtheCommitteeContactSystem.Inthisfirstyearithasbeentough,butIhadtheopportunitytomakesomefieldvisits,andtomaintaincontactswhichallowedmetoinitiatestrategiestoidentifyneedsandfacilitatetheresolutionoftheirmosturgentornecessaryproblems.

“Everynewbeginningcomesfromsomeotherbeginning'send”(LuciusAnnaeusSeneca)

IndeeditwasanewbeginningafteratrienniumwithadifferentEuropeanScoutCommittee,whichfulfilleditsmissioninimplementingtheRegionalScoutPlanaswellastheResolutionsofthe19thEuropeanScoutConference.Itwasnowour,theCommitteemembers’,turnthathadtosucceedinimplementingthenewPlan.Thisstressedmebutatthesametimeempoweredmeindoingmybest,workinghard,andtryingtogotheextramile.

TheRegionalScoutPlanhadsetthestrategicobjectivesbasedonwhichIhadtowork.EmbracingChangeis‘my’WorkingGroupandExternalRelationsandFundingis‘my’CoreGroup.Itwaschallenginglookingintowhathadtobedone.Theteamsweresetup,theactionplanidentified,responsibilitiesdefined,andnowworkisbeingcoordinatedandsupported.

Weareaimingtoreachourfinalgoals;fortheExternalRelationsandFundingCoreGroup,enhancethecommunication,fosterrelationshipsbetweentheMovementandotherinstitutions,partners,stakeholders,reviewanddeveloppoliciesrelevanttoneedsofyoungpeopleandrepresenttheMovementonvariousplatforms.FortheEmbracingChangeWorkingGrouptoadapttonewdemands,adjuststructurestothechangingtrends,takingintoaccountdemographicchangesandmigration,diversecommunities,andnewtechnologies.

TheimportancetounderstandthestatusoftheNSOs/NSAs,theirneedsandstrengths,ledtothetightening/updatingofthe“NeedsandStrengthsAnalysis”FormwhichwasthenusedbytheRegiontohelpindetifywhatkindoftailoredsupportNSOsmightrequireandtheareaswheretheycouldassist.InordertocompletethistaskIcloselycooperatedwithMaeliosaDeBuitlear(Ireland)andPetr‘Permi’Vanek.

ManycommonareasofworkrequiredclosecooperationwithourcolleaguesfromWAGGGS;settingjointobjectivesfortheEmbracingChangeWorkingGroup,aligningonissuesregardingexternalrelations,aswellasprovidingsupportandadvisingthehostcountryforourJointevent,“Roverway2012”.TheJointWorkallowsustobenefitfromeachother’sstrengthsandtheexperienceswehaveineacharea;italsoallowsustoshareresourcesand,mostimportantly,thespiritofGuidingandScouting.

SignificanttimeandenergywasneededforthepreparationfortheWorldScoutConference.RegionalmeetingstookplacetopresenttheRegionalScoutPlanaswellastheoperationalframework.AndIwasgiventheopportunitytohavemeetingswithallmycontactcountries.

AnotherveryimportantmeetinglastyearwastheEuro‐ArabMeeting.Beingtheliaisoncommitteememberfortheeventgavemethepleasuretoliveauniqueexperiencewithagrandefinale‐aDeclaration,whichseekstocapturethe

essenceofthemeeting,committingtocooperationtoachievethevaluesofpeace,socialadvanceandincreasebilateraldialogue.

LastbutnotleastIshouldstressthecloserelationship,whichisalsomaintainedwiththecontactcountries.Ihavenotyetcompletedallthefieldvisits,neverthelessIhaveemailexchangesorsometimesphonecommunication,inordertoinformaboutregionalevents,supportopportunities,aswellaspossibleassistancefromtheRegion,andtheWorkingandCoreGroups.Thingshavestarted,thingsareprogressingbutwehavealongjourneyyettotravel.Wehaveourgoalsandwewon’tstopuntilwegetthere!

Thefirstweeksandmonthsafterthe20thEuropeanScoutConferencewereparticularlybusy.Aswellasassistingwiththeinductionandcoachingoffournewlyelectedmembers,muchofmytimewasspentinrefiningtheObjectivesandActionsfortheRegionalScoutPlan,helpingtodesigntheOperationalFrameworktosupportitsimplementationandrecruitingthevolunteersneededtogettheworkunderway.

AswellassomenewexperiencesliketheICCSSeminarinLuxembourgandtheISGFEuropeanConferenceinCyprus,timehasalsobeenspentwithmycontactcountries,particularlyLatviaandSpain.MoreattentionwillbegiventoHungaryinthecomingyear.EffortsareongoingtosupportthedevelopmentofanassociationinAndorraandwecontinuetooffersomesupporttolocalgroupsinKosovo.

ThepreparationsfortheWorldScoutConferencewereconsiderable,bothinpreparingfortheregionalmeetings,aswellasthebi‐lateralmeetingswiththeEurasiaScoutRegionandAfricaScoutRegion.SeveralitemsontheagendaoftheConferenceandoutcomesarisingfromtheeventwereandremainofcloseinteresttotheEuropeanScoutCommittee,andasever,wearedoingwhatwecantoensurethattheRegionandNSOs/NSAsinEuropeplaytheirpartinimplementingtheResolutionsfromtheWorldScoutConference.

WithClaudioBurkhardstandingdownasTreasureraftertenyearsofexcellentservicetotheEuropeanScoutRegion,timewasspentreviewinghisexperiencesandtherole.Throughanopenprocess,weendedupelectingandappointingMariosChristou…nostrangertotheEuropeanScoutRegion.InthecurrenteconomicclimatewehavebeenfollowingthesituationcloselytotryandensurethatwecontinuetodeliverthesamelevelsofservicetoNSOs/NSAs.

It’sclearthatin2011/2012thereismuchtodoandIlookforwardtoplayingmypartinhelpingtoimplementtheRegionalScoutPlanandtheResolutionsadoptedatthe20thEuropeanScoutConference.

Afteraset‐upperiod,theRegionisnowinshapetoSupportGrowthinChangingTimes.Theworkinggroupsandcoregroupsledbycoordinatorshaveanenhancedrole.Thechange"fromFactorytoConsultancy"ishappening,eventhoughwearenotyetinfullspeedindeliveringconsultancy.WorkingwiththeNSOsrevealsthediversityofchallengesScoutingisfacingindifferentpartsofEurope.

TheconfirmationbytheWorldScoutConferenceinJanuaryofthepresentroleoftheregionsgivesastablebasisforthefuture.Byincreasinglyengagingwithotherregions,wearemakingapositivecontributiontotheMovementasawhole.

Genderandco‐educationInlinewiththeevolvingScoutinglandscape,andconsideringthatallour41NSOsareco‐educational,WOSM'sroleinthefieldofco‐educationhasbeenhighlightedinthecourseoftheyear.Inlinewiththeworldpolicy"GirlsandBoys,WomenandMenwithintheScoutMovement”(WorldScoutConference1999),theRegion’staskistosupportNSOstoensurethattheScoutingisadaptedtobothgirlsandboys.Genderisalsoanissueformanagementandgovernance.WeneedtoremainactivetoremoveanyremainingobstaclestothefullparticipationofbothgendersinScouting.

FinancialcrisisandexternalfundingThefinancialcrisisishavinganegativeimpactonourclassicalrevenues.Onewaytotacklethisistosystematicallyseekexternalfunding.Eventhoughwecannotbesuccessfulwitheveryapplication,theresultshavebeenpositive:intheyearsinceJuly2010wehavereceivedoverEUR250,000inexternalgrants,andthetotalamountobtainedsince2008isaboveEUR500,000.ThismoneyisnotontheaccountsoftheRegion;ithasbenefitedtheNSOsintheformoftravelgrantstoregionaleventsandourpartnershipswithotherRegionshavebenefitedtoo.Asanadditionalbenefit,applicationdeadlinesencourageearlierplanningofseminarsandevents.

FutureoftheEUbudgetTheEU’scurrentbudgetframeworkexpiresin2013andthenextonewillbedecidedinthecomingmonthsbytheMemberstatesandtheEuropeanParliament.Duetothecrisis,eachpartofthebudgetisunderstrictre‐assessment.Thisisacriticalperiodforouradvocacy:successorfailurenowwillhaveanimpactuntil2020.TogetherwithotheryouthorganizationsandtheEuropeanYouthForum,weareworkingtoensurethatfundingisavailableforScoutingalsointhefuture.

Asastartingyearofatriennium,thispastyearwasabusyandchallengingone.Iamsurethetwoyearstofollowwillbenolessbusyandchallenging,howeverinsomeaspectsthebusinessandcharacterofchallengemightdifferintheclosefuture.Forme,asanewmemberontheEuropeanScoutCommitteethisyearmeantgettingtogripswithwhatIexpectofmyselfandwhatothersexpectofme.Luckily,theseweremostlythesamethings.

OnlyafewweeksaftertheConferenceinBrussels,IgotstruckbythenumbersofmotivatedvolunteersfromalloverEuropethatofferedtheirservicestosupportScoutingthroughtheRegion.Thisstronglydemonstrateshowwefeel‐Regionnotbeinghere“forus”butbeingsimply“us”.

BeingintouchwithNSOsshowsthatorganizationswanttocontributetothePlanoftheRegionandnot“only”benefitfromit.IperceivearisingdeterminationonthesideofNSOstoshowcasetheirexamplesofgoodpractice(andtherearemany!)andarisingdeterminationtohelpotherNSOstogrowinbothqualityofScoutingandnumbers.ItisrewardingtostandinaplacewherewecansupporttheseeffortsanditisamazingtoseethatalotofthisishappeningonaNSOtoNSObasis.BeinghereforNSOshasbeenaveryrewardingpartofmyagendaasaCommitteemember.

TogetherwehaveestablishedanewsupportstructurefortheworkoftheRegionandithasalreadyproveduseful.WithmoretimespentbyindividualvolunteersonworkingandcoregroupsIbelievewewillbenefitfromtheoverlapofindividualinvolvementsevenmore.

Thiswasastartingyear.Wedohavethingsthatshouldbeimprovedandimprovedtheywillbe.ThereisanamazingpotentialinScouting(andforScouting)inEurope.Iamlookingforwardtothetimethatisleftuntilweallmeetnext

timeinBerlininlessthantwo‐year’stime.Iampositivewewillhaveachievedthegoalwesetourselvesatthebeginningofthetriennium.Andevensomewewillsetourselvesalongtheway.

TheVWGhasbeenoperatingsinceJanuary2011.Itsmembersare:PavelTrantina(coordinator,CzechRepublic),RobertaVincini(Italy),JoDeman(Belgium),ClaudeFrantzen(Luxembourg),JukkaTulivuori(Finland).ItissupportedbyChristianLoste‐Ramos(ESC),MilutinMilosevicandNicolòPranzini(bothERO).

AtitsfirstmeetinginBrusselsduringtheweekendof25‐27February2011membersoftheVolunteeringWorkingGroupdiscussedindepththeactionsneededforfulfillingtheEuropeanScoutPlan2010‐2013intheirareaofresponsibility.ButthemainpartwasdevotedtodetailedplanningoftheVolunteeringEvent,heldjustamonthlater.

ItwasheldinIstanbul,Turkeyfrom24‐29March2011,undertheheading"VolunteeringinYouthNGOs:Citizensinaction"andgathered44participantsandPlanningteammembersfrom21associationsfrom19countries.TheeventwasaveryvaluableopportunitytoshareinformationaboutthestateofvolunteeringinthedifferentparticipatingNSOsandcountries,toupdateonthedevelopmentsandachievementsofthe2011EuropeanYearofVolunteeringandtoinformaboutEuropeanopportunitiesandresources.Participantshadtheopportunitytoanalysethewayvolunteersaremanagedintheirorganisationswiththeaimtoensurethatthereisthesupportiveenvironmentthatwillmaximisetheirexperienceinvolunteering,aswellastodiscussanexternalrelationsapproachtobetterprofileofvolunteeringanditsrecognition.Besidesmanyinformativesessions,exchangesofbestpracticesetc.,thiseventservedfordetailedmappingofthesituationinindividualNSOsandtheircountries.Withsuchanoverviewwecanstarttooffertailor‐madesupport.UpdatedinformationabouttheEventaswellasallthedocumentsareattheaddresshttp://volunteering.scouthub.org/

TheEuropeanYearofVolunteering2011hasbeenoneofthehighlightsofourwork.ScoutsandGuideswereoneofthefirstandleadingforcesbehindtheprocessresultinginhavingtheyeardevotedtothiscorevalueofourmovement–andwearedoingourbesttobringpracticaloutcomesvisibleevenatthelocallevel.WearerepresentedinfiveoutofsixworkinggroupsoftheEYV2011Allianceandplayanactiverole,attendalltheeventsandconferencesandtakepartindraftingproposals.

TheVolunteeringWorkingGroupmetforthesecondtimeovertheweekendof10‐12June2011intheRegionalAGESCIheadqaurters,inBologna,Italy.ThegroupdiscussedfollowupoftheVolunteeringEvent,TheVolunteeringConventiontobeorganisedinSeptemberbytheEuropeanYouthForum,theEYV2011AlliancePolicyPaperandthefutureofthepartnershiponvolunteeringinEuropeandplansforthefuture,withthespecialattentiontotheneedsexpressedbytheparticipantsoftheVolunteeringEventheldlastMarchinIstanbul,Turkey.Wehavestartedtorespondtothem,the

firsttailoredmadesupportisbeingorganizedforSeptember2011.

RecognitionofcompetencesacquiredthroughScoutingisoneofthekeyissuestodayinseveralnationalScoutassociationsacrossEurope.ScoutingNetherlandgainedsupportfromtheYouthinActionprogrammetoleadaprojectthatinvolvesassociationsfromBelgium,CzechRepublic,Denmark,France,Netherlands,Portugal,SloveniaandSpain.WOSMandWAGGGSEuropeanRegionsaresupportingtheprojectprovidingexpertsupportifandwhenneeded.WOSMhasprovidedthecofundingthroughthePartnershipFund.KFUMDenmarkhostedthefirstmeetingoftheprojectmanagersfromallinvolvedcountries,from27to29May2011inCopenhagenwithourpresence.

Besidesthat,wehavepreparedanEnglishtranslationofaveryhandyself‐evaluationtooldevelopedbyScoutsetGuidesdeFrance„Valorise‐toi“andransuccessfullyaround25workshopsfortheISTmembersduringthe22ndWorldScoutJamboreeinSweden.Thetool,togetherwithtrainingnotes,willshortlybemadeavailabletoallNSOs.

ThemaintaskoftheGrowththroughQuallityWorkingGroup(GQWG)istoprovideguidanceandtailoredsupporttoNSOs/NSAsonthethemeofGrowththroughQualityandtoactasanadvisorybodytotheEuropeanScoutCommitteeinmattersrelatedtoGrowththroughQuality.TheGQWGshouldimplementtheWOSMobjectivesonthisthemeandthejointobjectiveswithWAGGGS.

ThegrouphaditsfirstmeetingsinFebruary(withcolleaguesfromWAGGGS)andinMarch,whereitdiscussedthemilestonesfortheimplementationoftheGrowththroughQualitypartoftheRegionalScoutPlankeepingtheKeyPerformanceandImpactIndicatorsinmind,andthesharingofresponsibilitieswithinthegroup.

CommunicationwithNSOs/NSAsWestartedwithidentifyingareaswhereitwasfeltneededtocollectadditionaldatainordertosuccessfullydeliversupporttoNSOs/NSAs.Datahasbeencollectedthroughdifferentmeans,countrycontacts,NeedsandStrengthAnalysis,surveysetc.Datawillbeanalisedfurtherinthecomingweeksandmonths.

EncouragementtoNSOs/NSAstosharetheirsuccessstorieswiththerestoftheRegionhasbeenpublishedonEuroScoutInfo.comandanumberoftheirstorieshavebeenreceivedandpublishedonline.

ToidentifyandunderstandthecurrentsituationwithretentionofyoungpeopleandretentionprocessesinNSOs/NSAsaswellasidentifyingopportunitiesforimprovingit,anonlinesurveyonthesubjectisnowbeingconductedthroughEuroScoutInfo.com.LocalScoutLeadersareaskedtofillouttheshortquestionnaire.

TailoredSupportTworequestsforTailoredSupporthavebeenreceivedontopicsrelatedtoGrowththroughQuality(fromGreeceandLithuania)andthecountriesinquestionhavebeencontactedabouttheirrequesttoclarifytheirrequirementssothatthebestconsultationcanbeprovided.

JointWorkwithWAGGGSTheJointWorkingGroupmetinFebruarywheninitialstepsinthejointworkweretaken.AjointeventonGrowththroughQuality,”JUMP”,willbeheldinDenmarkinApril2012,andplanningiscurrentlyunderway.AfundingapplicationtotheEUwasmadeandtherelatedcallforpartnershipagreementsfromNSOs/MOswasverysuccessful.Anansweronthefundingapplicationisstillpending.

ThemainthemefortheAcademy2011willbeGrowththroughQualityandtheJointGQWGhassuggestedanumberoftopicsforworkshops.Wearepreparingfourworkshopsforthisevent.Thetopicsbeing:

- Strategicplanningforgrowth,locallyandnationally

- Recruitment,managementandretentionofadults

- Renewingandreviewingtheprogrammetorecruitandretainmembers

- PromotionofexistingtoolkitsonGrowthandQualityandtraininginusingthose

AdditionalsuggestionsforworkshopsessionsweremadeonothertopicsrelatedtothethemeandallWorkingGroupsandCoreGroupswereencouragedtoconsiderthemainthemeoftheeventwhenpreparingtheirsessions.

ThechallengefororganisationslikeWOSMtorespondandadapttothecriticaljunctureofthecivilrightsgeneration,whichinturnexplainsthesubsequentdivergenceinmembershippatterns,aswellasthetechnicalinnovationwhichshouldbereflectedintheorganisation’severydayworkisthemainroleoftheEmbracingChangeWorkingGroup(ECWG).Embracing,adaptingtheaboveaspectsandtryingtohaveScoutingreadytoanticipatechangeisthemaingoaloftheWorkingGroup.

Thestartingpointofthegroupwastoanalysetheconceptof“embracingchange”,togothroughtheobjectivesoftheWorkingGroupandhaveabrainstormingsessionregardingtheactionsthatwouldneedtobefollowedinordertofulfilltheobjectives.AllmembersoftheWorkingGroupwereassignedspecifictaskshavingtheRegionalScoutPlanasareference.

“EmbracingChange”isalsoinvolvedwithjointobjectives.DiscussionswerethereforeinitiatedwiththerespectiveworkinggroupfromWAGGGSandtheobjectiveswereset.

TheJointWorkingGrouponEmbracingChangewillbepresentattheAcademyinOctober2011.TheGroupwilldelivertheworkshop"TheimpactofmoderncommunicationsonScoutingandGuiding.AnoverviewofwhatelectronictoolsareavailablewillbeprovidedaswellashowdifferentorganisationsareusingthemandwhateffectsthisishavingonScoutingandGuiding."

Furthermore,acooperationwiththeOvertureNetworkoftheEuropeanRegionisbeingsought,togetherwiththeJointCommittee,inordertoimplementactivitiesneededtoachievetheJointObjective“EmbracingChange”.ActivitiesandactionsthatmaybetakenupbytheOvertureNetworktosupportthisobjectivewillbefurtherdiscussed.

Workhasstartedregardingmembershipmanagementsystems.TherehasbeeninterestinthemembershipregistrationsoftwareandtheWorkingGrouphasbeenincontactwithparticularNSOswhoareexploringthefeaturesofthesoftware.Membershipdataarebeingstudiedandanexecutivesummaryisbeingpreparedlinkingthemembershipdatawiththestrategicplanning.

AsecondRoundTableonInternetSystemsisbeingorganisedin2012;hottopics,includingContentManagementSystemsandmembershipregistrationsystems,willbediscussed.

Withintheframeworkoftherapidlyprogressingworld,theneedofdevelopingapproachestoincludeyoungpeoplefromdifferentbackgroundsconstantlyincreases.ResearchisbeingperformedassistingtheWorkingGrouptofulfillthetask.SurveysfromtheEuropeanCommissionarebeingstudiedwhichofferdifferentviewsonthepresentattitudesofyouthinthepresentEuropeanSocietyaswellasinformationonthetrendsandthecurrentinterestsofyoungpeoplefromtheCouncilofEuropethatofferadifferentandlargerperspective(includingcountriesoftheEurasiaScoutRegion).Meanwhile,areviewonexistingdocumentsrelatedtothepromotion,developmentandimplementationofequalityanddiversitypoliciesisongoing.

TheWorkingGroupalsoencouragestheacquisition,theconsolidationandtheprotectionofadequateresourcesofNSOsthroughalongtermstrategicplanningandhavingactionplanssecuringfinancial,humanandotherresources.Theanalysisofthisissuejuststarted.

TherestillremainsalottobedoneintheareaofEmbracingChange…andtoclosethisreportwewouldliketoquoteafromanarticleofafinancialnewspaper:“Intheindustryworld,marketsareveryrewardingofinnovatorsovertimeandareverypunishingofthosewhodothesamethingsoverandover.Inalmostanyindustry,theonesthatsurviveinthelongtermarethosewhoareassessing‘whatif?’andhowtheymighthavetoretoolandrevamptheirenterpriseifconditionschange,evenattheheightoftheirsuccess.Itmayflyinthefaceofconventionalwisdom.Butwhenyouaresuccessfuland

ThemissionoftheYouthEmpowermentWorkingGroupistoenhanceandpromoteyouthempowermentashavingakeyroleontheScoutmethodandScoutlife,aswellaspromotingtherelevanceofitspriorityintheagendaatcountryandatRegionallevel.Thisshouldbeachievedbypromotingtheconceptandtheapproachitrequires,providingadvice,supportandguidancetoNSOs/NSAsandtotheEuropeanScoutCommittee,producingtherelevantdocuments,toolsandtrainingschemes,and–thelast,butnottheleast–promotingtheshareandvisibilityoftheimmensequantityofgoodpracticeconcerningyouthempowermentwecanobservewithintheRegion’sNSOs/NSAs.

ThefirsttaskforthisWorkingGroupwastosetoutadefinitionforwhatismeantbyYouthEmpowermentinaScoutingcontextandtodocumentamodel,whichcouldbeusedasareferenceforworkinthisarea.

Accordingtoourview,YouthEmpowermentrefers“topromotingandgivingtoolstoempoweryoungpeopleforlife,throughbothyouthparticipationandyouthinvolvement,topreparingandgivingtoolstoadultsinScoutingsothattheycanachievethemission,andtoinvolving(givingroomandenabling)bothadultsandyoungadultsinthegovernanceoftheMovement”.

YouthEmpowermentis,though,transversaltoallwedoinScouting,anditispresentandimportantinthefollowingareas:

- YouthProgramme

- AdultResources

- OrganisationalDevelopment

AEuroScoutDoconyouthempowerment,definingtheconceptandexplainingitsrelevanceandourapproachiscurrentlybeingpreparedandwillbepublishedsoon.

Aspecificquestionnaireonyouthempowerment,onhowitisviewedwithineachNSOandonhowNSOsimplementit,isunderpreparation,inordertogetanoverviewofthethemeatregionallevelandcollectgoodpractices.

Wearepreparingareferenceonlinelibraryonyouthempowermentwhererelevantdocumentsandtoolswillbeavailable,aswellasexamplesofgoodpracticesatcountrylevel.Itishopedthatthefirstversionofthisreferencelibrarywillbeavailableinthenextfewmonths.

Concerningcommunicationanddissemination,wearecurrentlyworkingtoimprovetheyouthempowermentareaonEuroScoutInfo.

TocontributetotheconclusionoftheAgoramanualisoneofourcurrenttasks.

WearepreparingthreeworkshopsfortheAcademy:“IsYouthEmpowermentpresentintheYouthProgramme?”,“EmpoweringyoungpeopletoparticipateintheMovementgovernanceandrepresentation”,and“MentoringandCoaching”.

WearealsoconcernedinfollowingtheworkbeingdonewithintheROLIS[recognitionofleaninginScouting]project,runbyseveralNSOs,inparticularconcerningissuesrelatedtoyouthempowerment.

InApril,wewerepresentwithasmallworkshopatParisd’Avenir,aRoveractivityorganisedbyScoutsetGuidesdeFrance.

With“PartnershipswithotherRegions”asoneofthenewobjectivesoftheRegion,ourtaskwasfirsttohaveacommonknowledgeonpartnershipspracticeinEurope.ThenweelaboratedanactionplanandorganisedtheworkinggroupinorderforustobeabletomaintainaregularandclosecontactwiththeArab,AfricaandEurasiaRegions,whichhadbeenidentifiedasthethreefocalRegionsfortheworkoftheEuropeanRegion.

- StronglinkswithsomeRegionshaveexistedforalongtime,withdedicatedforaforexchangeanddialoguealreadyinplace.TheWorkingGroupthereforeparticipatedintheorganisationofthe9thEuro‐ArabMeetinginAlgiersandfacilitatedtwoworkshops:oneonthe“WorldScoutEnvironmentProgramme”andanotheron“GuidelinesforYouthExchange”.ThiswasagoodopportunitytoidentifyandenhanceknowledgeofthemainexistingpartnershipsbetweentheEuropeanandArabRegions.InNovember2011,the2ndEurope‐EurasiaMeetingwilltakeplaceandagain,theWorkingGroupisinvolvedintheplanningprocessinanefforttobringstronginputsonpartnershipsandyouthexchanges.

- AdecisionwastakentoreinforcetheNorth‐SouthNetworkoftheEuropeanRegionandtomakeitreallytheplacewheretheEuropeanRegionanditsNSOscannotonlyshareexperiencesofexistingpartnerships,butalsodevelopnew,bi‐ormultilateralpartnerships.Subsequently,theWorkingGroupwillnowplayaleadingroleintheplanningandorganisationoftheNetwork’sSpringMeeting,whiletheAutumnMeetingremainstheresponsibilityoftheNetwork.Thismodelwasputinplaceandthefirst‘new’SpringMeetingtookplaceinRome,Italy,inMarch2011.Duringthatmeeting,theroleoftheWorkingGroupwithintheNetworkandspecificobjectiveswerediscussedandidentified.ThepositionofEurope‐Africaliaisonofficerwaspresented,whointroducedtheRegion’sUNGUVUproject;objectivesofapotentialfollow‐upapplicationwerealsodiscussed.TheWorkingGroupalsoseizedtheopportunitytodoamappingexerciseofexistingexpertisewithintheNetwork,whichcouldbebuiltonduringthecurrent

EMCG’suniquecomposition(withtwiceasmanymembersastheotherCoreGroups)raisedadditionalchallengesintryingtofixameetingdatesuitableforeveryone.Consequently,thegroup’sfirstmeetingwasscheduledonlyinSeptember2011.

However,themembersofthegrouphavebeenkeepingincontact,updatedeachotherontherelevantdevelopmentsoftheirrespectiveworkinggroupsandcontributedtothedevelopmentoftheRegionalPlanintoasetofactions.Moreover,thecurrentprojectsinconnectiontoEducationalMethods(theEuropeanScoutVoluntaryProgramme,LandsofAdventure,Roverway,etc.)havebeencloselyfollowedup.AnumberofTailoredSupportrequests(onyouthprogrammeand/oradultresources)havealsobeendealtwithbymembersofthegroup.

Themainobjectiveoftheworkofthegroupinthenearfutureisthedeliveryofthe7thEuropeanForumonYouthProgrammeandAdultResourcesin2012–themain“meetingpoint”ofthetrienniumforleadersworkingoneducationalmethodsatnationallevelinEurope.

Otherareasofinterestforthemembersofthegrouparethedevelopmentofane‐LearningplatformatEuropeanlevel,thedesignandpromotionofaseriesoftoolsontheelementsoftheScoutMethod,reviewtheEuropeanprogrammeframeworksof“LandsofAdventure”,“rovernet.eu”and“ESVP”aswellcontinuingthecooperationwiththeWorldlevelinthecontinuouspromotionanddevelopmentoftheScoutsoftheWorldprogramme.

AsthenameofourCoreGroupsuggests,therearetwomajorfieldsofworkweareresponsiblefor:externalrelationsandfunding.Takingintoconsiderationthesignificanceoffundinginthecurrentstructure,itismainlydealtwithbytheEuropeanRegionalOffice.Theimportanceofsustainabilityofeffortsinthefieldofexternalrelationsisveryhighandthat’swhyourworkdidn’tstartanewinJanuary2011butrathercontinuesthecommitmentinitiatedbyvolunteersduringtheprevioustriennium.Thisyear,theEuropeanYearofVolunteeringismarkedbyspecialsignificancetousasScoutsinEuropebecausewehaveachancetomakevividandcelebratevolunteeringbyhighlightingthevalueofourdailycontribution.That’swhyallourcontributionsandemphasisisputonpromotionandrecognitionofthevalueofvolunteeringinScouting.

TheRegionalScoutPlanoutlinesambitiousgoalswehavesettoachieveinourwork.Ingeneral,theyemphasisethetwo‐foldnatureoftheresponsibilityputontheCoreGroup:ontheonehand,torepresenttheMovementtowardsrelevantinstitutions,partners,stakeholdersandateventsontheEuropeanleveltomakethevoiceofmorethan1.5millionScoutsinEuropeheard.Forexample,onrecognitionofScouting,inparticularskillsandknowledgegainedthroughoureducationalprogrammesasyoungpeopleand/orvolunteers,onensuringasustainablefinancialframeworkfor

youthorganisationsinEurope,orourcontributiontothestructureddialoguewithpolicydecision‐makers.

Ontheotherhand,ourequallyimportantareaofworkistoprovidetheRegionandNSOs/NSAswithsupportandguidanceinthefieldofexternalrelationsandfunding.InthisrespectourmajorgoalistoprovideNSOs/NSAswithassistanceinstrengtheningcivilsocietyatlocal,regionalandnationallevels,inparticularbyencouragingNSOstoparticipateinthecreationanddevelopmentofNationalYouthCouncils.

EachofthefivemainprioritiesareasoftheRegionalScoutPlanhasexternalrelationsimplicationsbyeitherrequiringexpertiseand/orresourcesofexternalactors,e.g.regardinggeneraltrendsrelatingtoyoungpeopleandadults,theirsocialenvironmentandpatternsofparticipationandcommunication;butalsoregardingexistingqualityframeworksofnon‐formaleducationandtheirimplementationforouryouthprogrammes.

Inthefirsteightmonthsofourmandate,theCoreGroup,withthesupportofexternalrepresentativesandtheOffice,hasachievedthefollowingtargetsintheareasof:

- MaintainingWOSM’spresenceandcontactwithexternalpartnersasanelectedBoardMemberoftheEuropeanYouthForum2011‐2012(FalkoMohrs,VCP,Germany),andwithexpertsintheworkingstructuresoftheForum(MarcioBarcelos,CNE,Portugal,ClaireLeMoigne,SGDF,France,andRaduSeuche,ONCR,Romania),aswellasintheAdvisoryCouncil(LoretaSenkute,LithuanianScouting,laterreplacedbySanduCoica,ANSM,Moldova);

- StrengtheningthecooperationamongEurope‐EurasiaScoutrepresentativesinrelevantorganisationsandinstitutionsbyorganizingaEurope‐EurasiaStudySession“TellTheStory!”inBudapest,February2011andappointingSanduCoicafromMoldovaasWOSMrepresentativeontheAdvisoryCounciloftheCouncilofEurope;

Takingupakeyroleinthefinancialsectorofourorganisationinthemiddleofthisturbulenttimeiscertainlyachallenge.ItisnosecretthattheRegionalincomefromitsmainsourcehasbeenreducedsubstantiallyoverthelastcoupleofyearsmainlyduetotwoimportantreasons:

- thedropinthevaluesofthefinancialassetsand

- theweakeningoftheexchangerateoftheUSD(thecurrencyofourmainsourceofincome)againsttheCHF(mainly)andtheEUR(theoperatingexpenditurecurrenciesofoursetup).

Whatweneedthereforeisastrategy:

- tomaintain(andevenimprove)ouractivitylevelwithobviousbudgetconstrainsand

- tostrengthenthediversificationofourincomesourcesdevelopingstrategiesandexploitingopportunitiesinEurope.

Itisimportantofcoursetomaintainandimproveourfinancialmanagementsystemsandcontrols,byintroducingandoperatingcloselymonitoredcashbudgetstoensurethatthecurrentvolatilityofthemarketshaveaminimumimpactonourperformanceindeliveringtheRegion’sservicetoNSOsandNSAs.ThishastobewithinthemoralandethicalparametersofourMovementandofcoursewithinthecarefulconsiderationofourroleinthisprocess.WearenotheretoinvestbuttohelptheEuropeanScoutCommitteetomaketherightdecisionsonhowtomanageourfinancialresources.

Intheyearunderreviewwehavehadaturbulenttime.AndasIamwritingthisreport,Iamofthestrongopinionthatthiswillcontinueintheyearstocome!

TheEuropeanScoutFoundation–whichwasfoundednearly40yearsago–hasoneaim:tohelpEuropeanScoutingtogrow/develop.Wearedoingthisinanumberofways,wheretheFriendsofScoutinginEurope(FOSE)isthemostsuccessfulofouractivities.Some400personalitiesareFOSE(1/3forlifeand2/3onanannualbasis),andclosetoCHF700,000havebeenraisedovertheyearswithinthisprogramme.TheFriendsorganiseanannualgathering,wherejustover10%ofthemmeetforalongweekendinaCentralorEasternEuropeanmembercountry.

OursuccesswithintheFOSEframeworkismainlyduetoaFriendsorientedpolicyofNational‐andInternational–gatherings!WealsohaveahandfulofveryskilledandgoodworkingSuperFriends,whowithintheirowncountryarekeypromotersoftheFriendsofScoutinginEurope.

TheFriends–andotherpersonalities–arealsoactiveas“salesmen”forthe“smallprojects”.Smallprojectsare“handson”projects,confinancedbytheFoundationwithamaximumamountofEUR3,000perproject.EligibleprojectsareusuallyimplementedatgrouplevelandwillhavebeenacceptedbytheInternationalCommissioner,aswellastheRegionalDirectoroftheEuropeanScoutRegion.Webelievethereis“room”formoresmallprojects,andwelcomeapplicationsfor

projectsinordertofurthercontributetothegrowingofScoutinginEurope.Forseveralyears,wehaveonlybeenacceptingsmallprojectsfromCentralandEasternEurope,andthispolicyisstillvalid.Soplease,helpustohelpyoubytakingalookatourwebsiteathttp://fose.scouthub.org/.

OurFoundationisalsomakingitsprofessionalknowledgeawailablebyinvestingfunds,whichareentrustedtotheESF.AsmoreandmoreNationalScoutOrganisationshavetheirownNationalScoutFoundations,wedoseeourselvesastheir“parners”–notonlywhensettingupnewNationalScoutFoundations–butalsoastheydevelop.

Weareinthe“businessofmoney”andhaveaverytransparenteconomicreporting,whichenablestheorgansoftheEuropeanScoutFoundationtohavethebestpossibleinsightandalsoallowsustosharerelevantinformationwiththeNationalScoutOrganizationsonanannualbasis.TheFoundationisfreedfromSwisstaxesandsubjecttoregular“controls”bytheappropriateauthoritiesoftheSwissMinistryoftheInterior.

Aconferenceyearisalwaysabusyyearandasthisreportbeginsattheconclusionof20thEuropeanScoutConferenceandincludesthe39thWorldScoutConference,onecanassumethatishasbeenabusyyear.

WhiletheEuropeanScoutCommitteebegantheprocessofdevelopingtheRegionalPlan,theRegionalStaffcontinuedtomonitordevelopmentstoensurethatservicewouldcontinue.

AtthebeginningofSeptemberwelostouttwointernswhohadprovedmostvaluableintherunuptotheEuropeanConference.WethankNicolasOttforhiscontributionasanon‐Scout,andwelcomedbackTimWatsonwhohassupportedourworkintheareaofDevelopment,particularlytheUnguvuProjectwiththeAfricaRegion.

Intheareaofdirectsupport,JordanBajraktarovcontinuestosupportsignificantPartnershipFundprojects,includingguidingapplications,monitoringandevaluation.HehasalsosupportedtheOperationOneWorldfundedparticipantstotheWorldScoutJamboree.

TheimportantareaofcommunicationsisservedbyMihajloAtanackovicthroughmaintenanceofeuroscoutinfo.com,ournewinformationblog,andthroughmaintenanceofscout.org/Europeandeuropak‐online.net.

AmajorityofthestaffparticipatedinthethirdextendedExecutiveDirectors’TeammeetingatKandersteg,whichwasanopportunityforsharingandexchangewithcolleaguesfollowingtheWorldScoutConference.

TryingtomanagetheexpectationsoftheNSOs,theCommitteeandthestaffteam,theRegionalDirectorhasvisitedanumberofNSOs,hasassistedonconstitutionalissuesandhasmonitoredcloselythedevelopingfinancialsituation,whichmakesourlives“interesting”.

Onmyownandyourbehalf,IsayahugethankyoutomyteamfortheircontinuedcommitmenttothisgreatgameofScoutinginthepastyearandlookingtowardsthefuture.

• AdirectoryofprojectswithAfricaandwithEurasiawascommencedatthesemeetings.

• The6thEuro‐ArabMeetingwasplannedduringaninformalmeetingheldduringtheWorldScoutConferenceandthereportofthemeeting,whichwasheldinMay2011,wascirculatedinJune2011.

• A2ndEurope‐EurasiaMeetingisscheduledforNovember2011inPrague.

• RepresentationofWOSMintheCouncilofEuropeisfacilitatedthroughtheparticipationofrepresentativesfromEurasiainthedelegations.
